To create a defensible record of police-misconduct coverage, preserve more than a screenshot: save the exact URL, page identity, visible wording, capture time in UTC to the second, access conditions, an unaltered page copy, and a documented handling log. A screenshot shows what was visible; an HTML, PDF, or harvested snapshot preserves more content and structure. Neither proves that an allegation is true.
The workflow below is designed for journalists, researchers, editors, and advocates who may need to explain what a publisher displayed at a particular moment. It separates allegations from findings, keeps originals unchanged, and makes later review possible.

What a timestamped record can—and cannot—establish
A record establishes what a publisher presented, at a specified URL and access time, under specified conditions. It can show the headline, byline, publication and update labels, wording about alleged misconduct, corrections, linked documents, and the page’s visual arrangement.

It does not independently establish that an allegation occurred, that a quoted account is accurate, or that a person is legally liable. Label every statement according to the page itself: allegation, official finding, settlement, disciplinary action, opinion, or another category. Preserve qualifying words such as “alleged,” “according to,” and “the department said”; removing them changes the meaning.

The National Archives and Records Administration (NARA) guidance issued in January 2005 treats trustworthy web records as needing content, context, and, where necessary, structural information such as a site map. The College of Policing code dated 20 July 2023 emphasizes long-term accessibility, integrity, usability, reliability, and authenticity for archived digital material. These are records-management frameworks, not a guarantee of legal admissibility in every jurisdiction.
Define the record before you capture it
Start a record sheet before opening the capture tool. A stable record ID lets you connect the screenshot, page copy, hash list, review notes, and later versions without relying on filenames alone.

Capture the page in two complementary views
1. Human-readable visual view
Save a full-page screenshot when possible, or a screen recording if the page only reveals content while scrolling or interacting. Include the browser chrome or another visible indication of the URL when practical, but do not crop away the passage’s context. The College of Policing material recognizes screenshots and screen recordings as capture methods.
2. Preserved content view
Save the page as HTML, print it to PDF, or use a controlled snapshot or harvesting process. A content copy can retain text, links, and document structure that a flat image cannot. Save linked court filings, agency statements, correction notices, and other documents that materially affect interpretation, recording their own URLs and capture times.
Why both views are needed
A visual file is easy for an editor or reader to inspect, while a page copy helps locate text, follow links, and examine structure. NARA describes stand-alone snapshots and harvesting for web content; choose the least intrusive method that preserves the context you need.
Step-by-step workflow

Write the purpose and scope
State the reporting or research question, why the page matters, and which passage or event is in scope. Decide whether you are recording one article, a developing story, or a set of related pages.

Open the page and inspect its identity
Copy the address exactly as loaded. Note redirects, the visible title, byline, publisher, publication date, update notice, correction notice, and any login, paywall, consent banner, or geoblocking message. If content appears only after scrolling or a click, note that behavior.

Set the time record
Record the capture time in UTC with seconds. Keep the local time and timezone in a separate field if the newsroom or investigation uses local chronology. Do not replace the UTC value with a rounded minute.

Capture the visual view
Use a full-page screenshot if the page is static. For a long or interactive article, capture the relevant viewport and a full-page version, or record a screen session that demonstrates the interaction. Check that the title, relevant passage, URL, and date labels are legible.

Save a page copy
Use the browser’s Save Page command, print the page to PDF, or create a controlled snapshot. If you save only a PDF, record that limitation: it may not retain scripts, hidden content, or the complete link structure. Preserve the original file before annotating it.

Preserve context
Record the canonical URL, linked statements, correction pages, prior versions, and a simple link list or site map when surrounding pages change the meaning. Keep each related item as its own record or clearly reference its record ID.

Assign integrity data
Give every file a stable name based on the record ID, record its byte size and creation time, and calculate a cryptographic digest if your workflow supports it. Keep an append-only handling log showing who captured, copied, reviewed, exported, or redacted each file. NARA’s guidance quotes ISO Technical Report 15489-2: “records systems should maintain audit trails or other elements sufficient to demonstrate that records were effectively protected from unauthorized alteration or destruction.”

Separate originals from working copies
Store the first capture unchanged. Make a clearly labeled derivative for highlighting, cropping, transcription, or redaction. Keep at least one separately controlled backup, and restrict access to sensitive working files.

Set retention and recapture rules
Choose a retention period based on legal, editorial, and public-interest risk. Capture again when the article is materially edited, corrected, retracted, moved, or when a linked document changes. NARA recommends setting capture frequency through risk assessment and tracking changes between snapshots when necessary.

Review the record
A second person should verify that the URL, timestamp, page identity, exact passage, claim classification, files, and handling log agree. Record the review time and any privacy redactions.

Browser-only procedure
- Open a private or normal browser session according to your editorial policy, and record whether you were logged in.
- Load the article, wait until the relevant text and images have appeared, and note any consent wall, bot check, timeout, or blank section.
- Copy the exact URL and visible metadata into the record sheet.
- Take a full-page screenshot. Then capture a focused image of the passage if the full page makes the wording difficult to read.
- Use the browser’s print dialog and select “Save to PDF” when available. Keep the default paper settings unless a different setting is necessary to retain the page.
- Use the browser’s “Save page” function for an HTML copy when permitted by your policy. Store the accompanying asset folder with the HTML rather than separating it from the file.
- Record the UTC timestamp immediately after the files are written, then record file sizes and, where available, hashes.
- Copy the originals to controlled storage and work only from derivatives.
Browser captures can diverge because of personalization, cookies, location, device width, JavaScript, or an article changing while it loads. Write those conditions down instead of presenting the result as universal.

Compare methods on fidelity, repeatability, context, integrity controls, accessibility, privacy exposure, and retention cost. NARA’s reliability, authenticity, integrity, and usability framework provides a practical basis for that comparison.
Integrity, hashes, and chain of handling
A hash is a compact digest of a file’s bytes. It can reveal that a file changed after capture, but it does not prove that the original page was truthful or that the operator had authority to access it. Store the digest beside the original, never overwrite the original with a re-export, and document which tool produced the digest.
Your handling log should have one time-stamped entry per event: capture, transfer, backup, review, redaction, export, or deletion. Identify the person or service, source and destination, action, and reason. An append-only log is preferable because later edits to the log should be detectable.

Capture only personal data needed for the reporting purpose. Avoid distributing addresses, phone numbers, medical details, images of uninvolved minors, or identifying information about witnesses when it is not necessary. Keep an unredacted original in restricted storage and publish only an approved derivative.
Retention, defamation, copyright, disclosure, and access rules depend on the jurisdiction governing the researcher and publication. The U.S. federal FOIA statute includes exemptions for law-enforcement records in specified circumstances and calls for reasonably segregable non-exempt portions to be released. That rule does not automatically apply outside the United States, and it does not turn a web capture into a public-record request.
When a record may be used in litigation, an editor should obtain jurisdiction-specific legal advice about authentication, hearsay, preservation orders, discovery, and publication risk. Do not describe a page’s allegation as an established fact merely because you preserved it.

Troubleshooting
The screenshot shows a consent banner, popup, or chat widget
Record that the page displayed the element, then decide whether your purpose is to document the unmodified visitor experience or the article content without obstruction. For a clean editorial capture, enable the relevant ScreenshotNeo cleanup options; for a historical record of the obstruction itself, keep a separate unclean capture.
The page is blank or times out
Record the failure rather than silently retrying until a different result appears. Check the URL, access restrictions, network conditions, and wait settings. If a service reports a bot check, blank page, timeout, or failed load, retain that verdict and the timestamp.
The article changes between captures
Give each capture a new version or record ID, preserve the earlier original, and note the exact changed passage. Do not replace the first file with the latest version.
Images or text appear only after scrolling
Use a full-page capture that loads lazy images, or record the scroll and wait behavior. Save a page copy as well, because a screenshot may not reveal whether content was omitted.

Record the restriction, account state, location or timezone settings, and the portion visible without bypassing access controls. Do not represent an inaccessible article as fully reviewed.
The PDF layout drops content
Compare the PDF with the visual capture, record print settings, and retain the HTML or screenshot when interactive or hidden material matters.
Someone needs a redacted version
Duplicate the original, apply redactions to the derivative, export it as a new file, and record who made the redaction, when, what was removed, and why. Never edit the only copy.
A reviewer cannot reproduce the page
Provide the URL, UTC timestamp, browser or capture-tool version, viewport or device, cookies or login state, timezone, geolocation, waits, and any custom headers or scripts. Reproduction may still fail when the publisher has changed the page or restricts access; document that limitation.

There is no universal interval. Use a risk-based schedule: capture immediately when a page is central to a time-sensitive story, then recapture after a correction, retraction, substantive edit, URL move, linked-document change, or other event likely to alter meaning. For a low-risk reference page, a less frequent schedule may be sufficient. Record the reason for every recapture so a later reader can distinguish routine monitoring from a response to a change.
Frequently Asked Questions
What if the article has no visible publication or update date?
Write “not displayed” in that field, preserve the page exactly as seen, and rely on your UTC capture time and access conditions rather than inferring a date from the URL or search result.
Should I capture comments and social-media embeds?
Only when they are part of the reporting question. Treat them as separate, volatile records with their own URLs, timestamps, and privacy review; do not assume an embedded item will remain available with the article.
How should I name files so they remain sortable?
Use the stable record ID followed by the capture purpose and format, such as a visual image, page copy, or working derivative. Keep the naming convention documented and never reuse an original filename for a later version.
Is a screen recording preferable to a screenshot for an interactive timeline?
Use a recording when sequence, scrolling, or interaction is itself relevant, and pair it with a still image and page copy so reviewers can inspect a specific passage without watching the entire session.
