Keep each directory entry as an ordinary, named link with its thumbnail, then reveal a nearby preview when a visitor hovers over the entry or focuses it with a keyboard. Make the preview hoverable, persistent long enough to read, and dismissible; add a touch-friendly way to open and close it. For most directories, show the thumbnail rather than loading a live copy of every destination.
Build the directory entry around a real link
The preview is supplementary: the destination should remain clear and navigable when a visitor does not use hover, scripts fail, or the device has no dependable hover interaction. Use a normal anchor with a visible site name and thumbnail. Keep the preview associated with that entry, and reuse the existing thumbnail rather than fetching another copy.

</li>Use an empty alt value for a thumbnail when the adjacent site name already supplies the link’s name and the image adds no distinct information. If the image itself conveys information not present in the text, provide appropriate alternative text. The sample description is illustrative; write a concise, useful description for each actual destination.
Show a static preview on hover and keyboard focus
For a simple CSS-only preview, put the trigger and preview in the same item and keep the preview inside the area that remains hovered as the pointer travels from the link to the card. The following is a starting point; adjust dimensions and placement to suit the directory layout.

}Using :focus-within makes the card appear when keyboard focus is on the link. A visible focus style on the link helps users track their position. This CSS version is appropriate when the card is presentational, the trigger and card share a containing element, and the placement does not need collision-aware repositioning. It does not provide an Escape key handler or explicit touch activation.
Preserve dismissal, pointer travel, and readable persistence
WCAG 2.2 Success Criterion 1.4.13 covers additional content shown on hover or keyboard focus, including custom tooltips and other nonmodal popups. W3C’s guidance calls for content that is dismissible, hoverable, and persistent: users should be able to move the pointer onto the card, have time to read it, and dismiss it without first moving pointer or focus away from the trigger. W3C Technique SCR39 uses a link preview as an example: “When hovering over or focusing on a link, a content preview for the link appears just above or below that link.” Its example describes Escape as a dismissal option; that example is not normative text from the WCAG success criterion.

- Hoverable: avoid a gap between the link and card that causes the preview to close as the pointer crosses to it. Keep both within the same hover region or manage the transition with script.
- Persistent: do not hide the card immediately after a short timer while a visitor is reading or moving the pointer onto it.
- Dismissible: when script manages open state, support Escape and a clear close action where appropriate, without requiring the visitor to move away from the trigger first.
If the preview is only text and imagery, treat it as supplementary content rather than a new navigation stop. If it contains buttons, links, or other controls, it is no longer merely a decorative tooltip: choose semantics and focus behavior appropriate to that interactive panel.
Make the interaction work on touchscreens
Do not rely on :hover alone. MDN notes that hover may not match on some touchscreen interactions, may match briefly after a touch, or may remain matched until another touch. Provide a touch-accessible equivalent, such as a dedicated preview button beside the destination link that opens and closes the card. Keep the destination link itself usable for ordinary navigation rather than making an ambiguous first tap both navigate and open a preview.

For script-managed state, connect the button and preview with appropriate accessible attributes, expose the expanded/collapsed state, and ensure keyboard users can reach and dismiss the preview. Test with touch, keyboard, and pointer rather than assuming one input mode behaves like another.
Choose CSS, JavaScript, Popover, or a live iframe deliberately

MDN’s interest-invoker guide describes declarative hover, focus, and long-press behavior without JavaScript. When a popover is associated with its invoker, the API can improve keyboard focus sequence and expose implicit accessibility relationships. Check the support of the specific feature and retain a fallback for your audience. The general Popover API’s Baseline 2025 status does not mean every related feature behaves consistently in every browser.

A live iframe has a different resource profile from an image card. MDN advises checking for performance problems because each iframe adds memory and other computing resources. If live rendering is essential, load it only when requested or otherwise limit active frames, then test with the directory size and devices you expect to support; there is no documented universal safe frame threshold.

- Tab through entries: each destination link has a useful visible name, focus is visible, and the preview appears on focus.
- Move the pointer from a link onto its card: the card remains open and readable.
- Test Escape and any close control when the implementation uses script-managed open state.
- Test on a touchscreen: visitors can reveal the preview without depending on hover and can still follow the destination link.
- Disable scripts and confirm the directory’s names, thumbnails, and links still make sense.
- Check overlay placement near viewport edges and in long or dense directories; use controlled positioning if a simple absolute-positioned card would be clipped or obscure useful content.
- If using live frames, test resource use at the directory’s expected scale instead of assuming image-preview behavior predicts iframe cost.
