How to Create a Windows Recovery Drive and Restore Your PC

Create a Windows recovery drive while your Windows 10 or Windows 11 PC still works: search Start for Recovery Drive (or run recoverydrive.exe), select Back up system files to the recovery drive, connect an empty USB drive, and choose Create. If Windows later will not start, boot from that USB, open Windows Recovery Environment (WinRE), select Recover from a drive, choose how thoroughly to clean the drive, and confirm.

A recovery drive is a last-resort way to reinstall Windows. It does not back up your documents, photos, or other personal data, and recovery removes personal files, applications, and settings. Back up important files separately and locate your BitLocker recovery key before you need WinRE. Microsoft’s official instructions are available in Recovery Drive and Recovery options in Windows.

What a Windows recovery drive does

The Recovery Drive utility copies Windows recovery and system files to a USB flash drive. If the installed copy of Windows becomes unusable, the PC can start from this USB and load WinRE instead of the damaged installation. From WinRE, Recover from a drive reinstalls Windows using the prepared media.

This is different from a backup image. The USB does not contain your personal files, installed desktop programs, browser profiles, or a snapshot of your work. Recovery from the drive removes personal files, apps, and settings. Treat the USB as emergency installation media, not as a way to preserve data.

Make the drive before a failure. A computer that no longer starts cannot normally run Recovery Drive, so you may need another working PC and separate Windows installation media if you did not prepare one in advance.

Prepare before creating the USB

Back up personal files separately

Copy documents, photos, project folders, browser exports, password-vault recovery information, and any other irreplaceable data before creating or using recovery media. Microsoft describes cloud backup as convenient when you need files available across devices. An external hard drive or network drive is useful when internet access is unavailable or when you need to move a large volume of data. These are backup destinations; neither replaces the Windows recovery USB. See Choose a backup solution in Windows for Microsoft’s options.

Find the BitLocker recovery key

On an encrypted PC, WinRE can request the BitLocker recovery key before allowing most recovery options. Find and save the key before an emergency. Check the Microsoft account or organizational account associated with the PC, your company’s device-management records, or a printed or saved copy supplied when encryption was enabled. Without the required key, an otherwise correct recovery procedure may stop at the unlock screen.

Use an empty USB drive

Choose a USB flash drive that you are willing to erase. Microsoft’s warning is explicit: “Use an empty USB drive because this process will erase any data that’s already stored on the drive.” Copy anything important off the device first. The Microsoft instructions do not state a universal minimum capacity. Do not assume that any particular size will work; let the Recovery Drive utility identify eligible media and follow any requirements from the PC manufacturer.

How to create the Windows recovery drive

  1. Open Recovery Drive. On the working PC, select Start and search for Recovery Drive. Open the matching control-panel utility. You can also press the Windows key, type recoverydrive.exe, and run it.
  2. Allow the utility to make system media. When the Recovery Drive window appears, leave Back up system files to the recovery drive selected, then select Next. Including system files is what makes the USB useful for reinstalling Windows rather than merely opening basic troubleshooting tools.
  3. Connect the empty USB drive. Insert the drive directly into the PC. Close any File Explorer window that is using it, then wait for it to appear in the list. Select the intended drive and choose Next. Check the drive letter and capacity carefully if more than one removable device is connected.
  4. Confirm the erase warning. The wizard tells you that the USB’s existing contents will be deleted. Stop if you selected the wrong device. Continue only after verifying that the drive is empty or that its contents are backed up elsewhere.
  5. Select Create. Choose Create to format the USB and copy the recovery files. Copying can take a while; keep the PC powered, do not remove the drive, and avoid forcing a restart while the progress indicator is running.
  6. Finish and label the media. When the wizard reports completion, use Windows’ safe-removal command before unplugging the USB. Label it as a Windows recovery drive and store it somewhere dry and accessible. Do not use it as ordinary storage afterward, because adding files can consume space or make it harder to identify during an emergency.

Keep the recovery drive current

Microsoft recommends recreating recovery media annually so later Windows updates and improvements are included. Repeating the wizard erases the selected USB again, so verify its contents before each run and keep your personal-file backup separate.

Microsoft’s Recovery Drive page also warns about a Secure Boot revocation compatibility issue involving recovery drives created and used on machines with the April 9, 2024 security update and the associated Secure Boot revocation policy. If that description matches your PC, follow the instructions for Microsoft KB5025885 from the Recovery Drive guidance before relying on the USB. Do not assume an older recovery drive will boot indefinitely after firmware or security-policy changes.

How to restore a PC from the recovery drive

1. Start the PC from USB

Shut down the affected computer, insert the recovery USB, and power it on. The key or menu used to select a boot device differs by manufacturer and model. Use the device manual or the manufacturer’s support instructions to open the one-time boot menu or firmware setup, then select the USB storage device. If the internal disk always starts first, repeat the process and choose the USB explicitly; do not change unrelated firmware settings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Open Windows Recovery Environment

When the USB loads WinRE, select the recovery option labeled Recover from a drive. The wording and screen layout can vary slightly by Windows release, but this is the path that reinstalls from the prepared recovery media. If BitLocker appears, enter the recovery key you located earlier.

3. Choose the cleaning level

WinRE presents two cleanup choices:

  • Just remove my files performs the quicker reset for a PC you intend to keep using. It still removes personal files, apps, and settings from the Windows installation.
  • Fully clean the drive takes longer and is intended when the computer is being sold, recycled, transferred, or returned. It performs a more thorough cleanup of the drive’s existing data.

Neither choice is a backup method. If you still need files from the computer, cancel and copy them through another available method before proceeding.

4. Confirm Recover

Review the warning that Windows will be reinstalled and data will be removed. Select Recover to begin. Keep the PC connected to AC power and leave the USB inserted until the process tells you to remove it or the computer restarts into the new Windows installation. Interrupting power or removing media during file copying can leave the installation incomplete.

What is removed during recovery

A recovery-drive reinstall removes the user accounts’ personal files stored on the Windows installation, installed applications, and system settings. You should expect to reinstall programs, sign in again, restore backed-up files, and reconfigure preferences afterward. The USB itself does not restore a previous desktop, application state, or personal-file collection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Because the operation is destructive, use lower-impact recovery tools first when they fit the symptoms. If Windows still starts, you have a better chance to back up data and try a repair without erasing the installation.

Choose the least disruptive recovery option

Microsoft’s recovery guidance orders tools by the problem and the amount of change they make. These options are not interchangeable:

Option What it does Effect on personal files and best fit
System Restore Rolls system files and settings back to an earlier restore point. Microsoft says personal files are not affected. Use it for a recent driver, application, update, or settings change when restore points are available. Recovery options in Windows
Point-in-time restore On supported Windows 11 configurations, restores the system drive to a recent snapshot. Files, apps, and settings can return to the snapshot state, so changes made afterward may be lost. Microsoft says enabled points are kept for up to 72 hours. Point-in-time restore for Windows
Reset this PC — Keep my files Reinstalls Windows from Settings or WinRE while removing installed apps and settings. Retains personal files, but you must reinstall programs and redo configuration. A BitLocker key may be required. Reset your PC
Reset this PC — Remove everything Reinstalls Windows and removes user data, apps, and settings. Use when a complete reset is acceptable or required. Back up files first and have the encryption key available. Reset your PC
Recovery drive Boots from prepared USB media and reinstalls Windows through WinRE. Removes personal files, apps, and settings. It is the prepared last-resort option described in this guide. Recovery Drive
Installation media Boots from separately created Windows installation media to install or reinstall Windows. The result depends on the installation path; a clean install removes files, apps, and settings. Back up first. Create installation media for Windows

Which path fits the failure?

Windows starts normally

Back up files immediately. For a problem that began after a driver, update, application, or configuration change, try a suitable restore or repair option before a destructive reset. If you decide to prepare emergency media, create the recovery drive now while the utility can access the running system.

Windows starts but is unstable

Save data, record application installers and license information, and make sure the BitLocker key is available. A Keep my files reset may be less disruptive than recovery from USB because it retains personal files, although it removes apps and settings. If the issue is tied to a known recent system change, System Restore may be sufficient.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Windows will not start

Enter WinRE using the built-in recovery path if it appears, and try the non-destructive options that match the fault. If those fail and you already created a recovery drive, boot from it and use Recover from a drive. If no recovery USB exists, create Windows installation media on another working PC and use the available repair or reinstall paths described by Microsoft.

The PC is being sold or recycled

Back up anything you need, sign out of accounts where appropriate, and choose Fully clean the drive rather than the quicker removal option when you use recovery media. Confirm that the intended disk is selected before starting, because the operation is destructive.

Troubleshooting common problems

The USB is not listed in Recovery Drive

  • Reconnect it directly to the computer rather than through an unpowered hub.
  • Close programs that may be using the drive and check Disk Management for a hardware or connection problem.
  • Verify that you did not select another removable disk by mistake.
  • Try a different empty USB device if the utility still cannot use the first one. Microsoft does not publish one universal minimum capacity, so the wizard’s eligibility check and the PC manufacturer’s requirements control.

The PC ignores the USB at startup

Use the model-specific one-time boot menu and select the USB entry. If two entries appear, choose the UEFI entry when the PC is configured for UEFI. Confirm that the drive was created successfully and that the Secure Boot compatibility notice described in Microsoft’s Recovery Drive guidance does not apply. Firmware boot menus and key names vary, so avoid changing settings unrelated to boot selection.

WinRE asks for BitLocker

This is expected on many encrypted devices. Enter the recovery key, not your normal Windows sign-in password. If you cannot locate the key, stop before selecting a destructive recovery option and recover the key through the account or organization that manages the PC.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The creation process stops or takes a long time

Keep the computer on AC power and wait; Microsoft notes that copying can take a while. If the wizard reports an error, restart Windows, reconnect a known-empty USB drive, and run Recovery Drive again. Do not repeatedly format a drive containing the only copy of your files. If every USB fails, use the manufacturer’s diagnostics and Microsoft’s installation-media route on another working PC.

Recovery fails partway through

Keep the machine powered and note the exact message or code. Reinsert the recovery USB and retry only after checking that the media was created successfully and that the selected boot device is correct. If the internal drive is failing, a reinstall may not solve the hardware problem; consult the computer manufacturer or a qualified technician before erasing additional data.

After Windows is reinstalled

  1. Complete Windows setup and install current device drivers and updates offered for the PC.
  2. Restore personal files from your cloud, external-drive, or network backup; do not expect them to be present on the recovery USB.
  3. Reinstall applications from their original publishers and sign in to services again.
  4. Re-enable security features, confirm BitLocker status, and store the new recovery key safely if Windows generates one.
  5. Recreate the recovery drive after major updates or at least annually, following Microsoft’s recommendation.

Windows 10 support status

The procedure applies to Windows 10 and Windows 11, but Microsoft ended Windows 10 support on October 14, 2025. Windows 10 PCs continue to operate, yet Microsoft recommends moving to Windows 11 where the hardware and edition are eligible. A recovery USB does not change that support status; it only reinstalls the Windows version for which the media was created.

Essential checklist

  • Create the USB while Windows works.
  • Use an empty drive and accept that creation erases its contents.
  • Back up personal files to cloud, external, or network storage.
  • Find the BitLocker recovery key before entering WinRE.
  • Boot from USB, choose Recover from a drive, select the appropriate cleanup level, and confirm only after checking the warning.
  • Use System Restore or a file-retaining reset first when those options address the problem.
  • Recreate the recovery media annually and review Microsoft’s Secure Boot/KB5025885 guidance if it applies.

The Bottom Line

A recovery drive can get a non-booting Windows 10 or Windows 11 PC running again, but it is a destructive reinstall tool, not a backup. Prepare it on a working PC, keep personal files and the BitLocker key elsewhere, and use it only after less-disruptive recovery options have been exhausted.
