How to Create a Software Test Strategy

A practical workflow for turning product risks into test levels, automation choices, project plans, and release criteria—without relying on a universal coverage target.

A software test strategy decides what evidence a team needs to judge a release, where to gather it, and how to prioritize effort by risk. There is no universal amount of testing or coverage target that makes a release safe: the right strategy depends on the product, its failure consequences, delivery constraints, and the confidence stakeholders need.

What a software test strategy is—and what it is not

A test strategy is a high-level description of the test levels an organization or programme will use and the testing performed within them. It establishes a shared approach, such as running automated regression checks on each build and prioritizing work by risk. A project then applies that approach to its particular scope and constraints. ISTQB’s glossary entry for test strategy uses that distinction; the page labels its content AI-created with rigorous human supervision, so consult the applicable syllabus or standard for formal requirements.

A project test plan is more specific. It explains objectives, scope, resources, processes, means, schedule, and criteria for a particular effort. It also communicates how the work follows the organization’s strategy—or why the project needs a justified deviation. ASTQB’s Foundation Level planning material describes these purposes.

  • Strategy: the reusable high-level approach and principles.
  • Plan: the project- or release-specific implementation of that approach.

Do not treat a strategy as a promise that testing will prove there are no defects. It defines how to obtain and evaluate evidence while making residual risk visible.

How to create a software test strategy

The following workflow is adaptable, not a mandatory standard template. Keep it proportional to the product’s risk and scale, and revisit it when the product or its context changes.

  1. Set the context and boundaries

    Identify the product or change, the release boundary, stakeholders, user needs, architecture, and delivery model. Record applicable regulatory obligations, along with practical limits such as schedule, staffing, environments, data, and dependencies. State which quality outcomes matter for this release.

  2. Define objectives and acceptable risk

    Describe the evidence needed before release and name failures that would be unacceptable. For example, a team might require evidence that a critical payment flow works, access controls reject unauthorized actions, and recovery does not lose committed transactions. These are examples to tailor, not universal acceptance criteria. Make clear who accepts unresolved risk and how it is escalated.

  3. Assess product risks and prioritize

    List credible failure areas, their likelihood or exposure, and the impact if they occur. Consider user harm, data loss, security, financial impact, service disruption, and difficulty of detecting a failure after release where relevant. Use the assessment to decide which areas need deeper or earlier testing; record assumptions and reassess them as the product changes. Risk-based prioritization is an explicit planning consideration in ASTQB’s planning material.

  4. Select useful test levels and types

    Choose levels that fit the architecture and risks rather than copying a fixed test matrix. Levels may range from individual components through integrated components and complete systems to systems of systems. At each level, identify the checks that can expose the relevant failures. ASTQB’s overview of test levels and types discusses testing across lifecycle stages.

    For a service with a critical external integration, for instance, fast component checks may cover validation rules while integration checks exercise the contract and failure handling. A smaller number of end-to-end checks can then confirm that a user-critical journey works through the assembled system.

  5. Decide what to automate and where

    Specify repeatable checks that should run in development, on builds, or before release; who owns their maintenance; and what happens when they fail. Automation is valuable when a check supplies useful, repeatable evidence—not simply because a task can be automated. Google Testing Blog recommends a solid base of unit tests and discusses trade-offs among levels, including the speed and reliability advantages smaller integration environments can have over full end-to-end setups.   6. Specify environments, test data, tools, and responsibilities

    Identify the environments and dependencies testing requires, how representative data will be prepared and protected, who owns environment readiness, and any access or security controls. Assign responsibility for designing, executing, reviewing, and reporting tests. Add enough detail for the team to act, without prescribing process that does not reduce relevant risk.

  7. Set entry, exit, and reporting criteria

    Define what must be ready before testing starts, what evidence is sufficient for a release decision, and which unresolved issues require escalation or prevent release. Include how test status, defects, and remaining risks are communicated to decision-makers. Criteria should support a decision; they should not imply that passing a finite set of tests guarantees defect-free software. ASTQB’s planning guidance describes plans as a means to help activities meet established criteria and communicate with stakeholders.

  8. Derive the project plan and keep the strategy current

    For each project or release, turn the strategy into a plan with concrete scope, resources, schedule, and responsibilities. Document any deviation and its rationale. Write down the process so it can be repeated and improved: Google Testing Blog advises a written plan or strategy for a first release and documenting an established process. Strategy should change when architecture, risk, delivery practices, or stakeholder needs change.

How to decide how much testing is enough

“How much testing is enough to qualify a software release?” is a release decision, not a question with a universal numeric formula. Google Testing Blog’s 2021 discussion frames the problem as balancing confidence across test levels. A practical decision is whether the available evidence addresses the important risks well enough for the accountable stakeholders to accept what remains.

When choosing between approaches, compare them against the release’s actual needs:

  • Product risk and failure impact: how serious would a missed defect be?
  • Feedback speed and confidence: how quickly does a check return useful evidence, and what does it fail to cover?
  • Environment and dependency fidelity: does the test exercise the behavior that matters, or rely on a simplified substitute?
  • Maintenance and execution cost: can the team keep the checks reliable and useful?
  • Evidence and independence needs: do stakeholders or obligations require particular evidence or review?
  • Release cadence and operational constraints: can the approach fit the delivery schedule and available environments?

These are decision prompts for tailoring a strategy, not a prescribed scoring model. Do not substitute an arbitrary coverage percentage for a reasoned view of risk, evidence, and unresolved uncertainty.

What to put in the strategy and project plan

There is no single template established by the cited sources. Use the strategy to record the enduring approach and the project plan to supply release-specific detail.

Document Include Purpose
Test strategy Applicable scope; quality objectives; risk-prioritization principles; chosen levels and types; automation approach; shared expectations for environments, responsibilities, criteria, and reporting. Provides a reusable high-level approach for an organization or programme.
Project test plan Release scope and objectives; resources and responsibilities; means and schedule; applicable criteria; stakeholder reporting; adherence to strategy or justified deviations. Explains how the particular project will carry out testing.

Do not add detail merely to make the document longer. Every entry should guide a decision, assign responsibility, establish needed evidence, or help communicate risk.

Browser-based checks for web products

For a web product, browser checks may support system-level evidence for important user journeys, but they are one part of the strategy rather than a replacement for checks at other levels. Decide which pages or flows matter, what browser conditions and viewport sizes are relevant, how dynamic content and consent banners affect the result, and what counts as a usable capture. Make ownership and failure handling explicit if screenshots are part of release review.

For manual browser work, use the project’s approved browser and test account, navigate to the relevant flow in the target environment, exercise the agreed steps, and record the outcome with the build or release identifier. Protect credentials and test data; do not use live personal data just to make a page look realistic.

Common strategy mistakes to avoid

  • Confusing strategy with plan: keep the shared high-level approach separate from each release’s scope, schedule, and resources.
  • Copying a test matrix without examining risk: levels and activities should address this product’s failure modes and context.
  • Using test volume or coverage as a proxy for confidence: define what evidence each check provides and what remains untested.
  • Automating without an owner or failure process: assign maintenance and decide how failures affect the build or release decision.
  • Leaving release criteria implicit: state what evidence is needed and who handles unresolved risk.
  • Writing once and never revisiting it: update assumptions and approach when architecture, dependencies, delivery, or risk changes.
