Create an SBOM for each identifiable software release by defining its scope, inventorying first-party and third-party components and their dependency relationships, exporting the result in a recipient-approved machine-readable format, validating completeness, and publishing it with the release. Treat the document as a transparency and risk-management input—not as proof that the product is secure.
What a commercial-software SBOM contains
A software bill of materials is a formal, machine-readable record of the ingredients in a software product. CISA describes an SBOM as an “ingredients list” for software in its July 29, 2026 bulletin announcing updated minimum elements. The bulletin is available from CISA.

A useful SBOM identifies more than package names. It connects each component to a version, identifiers, provenance, licensing information, hashes where required, and dependency relationships. Those relationships show which components are direct dependencies of your product and which arrive transitively through another component. Without the edges, a consumer may know that a library exists somewhere in the release but not how it is used or what would be affected by a vulnerability.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsProducers create SBOMs for customers, distributors, internal security teams, incident responders, procurement groups, and regulators. Choosers use them when evaluating a product; operators use them to determine whether a deployed release contains an affected component. An SBOM improves visibility and supports better decisions, but its existence does not establish that the software is vulnerability-free, correctly configured, or secure.

The current baseline is the joint minimum-elements guidance announced by CISA, the National Security Agency, the Federal Bureau of Investigation, and international partners on July 29, 2026. The bulletin says the update refines baseline fields, strengthens component documentation and sharing practices, updates guidance for open-source software, artificial intelligence, and software as a service, and emphasizes machine-processable formats. Consult the complete guidance linked from the bulletin before making a current compliance or completeness claim.
1. Define exactly what the SBOM covers
Start with a written scope statement. An SBOM is meaningful only when a reader can tell what was inventoried, which release it represents, and what is outside the boundary. A commercial product may have several valid SBOMs because its source tree, build output, installer, container image, embedded firmware, and hosted service expose different dependency layers.
Choose the inventory boundary
- Source-tree SBOM: Represents dependencies declared in source manifests and lockfiles. It is useful early in development but may omit generated files, vendored code, build plugins, system libraries, and runtime additions.
- Build SBOM: Describes what a particular build consumed. Record the build identifier, target platform, compiler or packaging context, and configuration that influenced the result.
- Packaged-release SBOM: Covers the installer, archive, application bundle, or package actually delivered to customers. This is usually the most useful attachment for a downloadable commercial release.
- Container SBOM: Includes the application and the operating-system packages in a specific image digest. Document the base image and image identity; an application-only inventory does not automatically describe the base layer.
- Assembled-product SBOM: Covers a product assembled from modules, plugins, appliances, or separately shipped services. Preserve the relationships between the assembly and each included part.
- SaaS or hosted-service SBOM: Describes the software and service components that the producer elects to disclose. State whether the inventory includes build-time dependencies, runtime services, infrastructure-managed components, client-side code, or only a particular service boundary. One file should not imply that it captures every layer of a continuously operated hosted environment.
Identify the release and recipient
Record the product name, exact version or release identifier, edition, target architecture where relevant, and release date or build timestamp. State who will receive the SBOM and what that consumer needs to do with it. A customer may need a document tied to an installer hash, while an internal operations team may need one tied to a deployment image digest. If multiple editions differ in included modules, generate separate records or make the differences explicit.
Use a scope statement such as: “This SBOM covers the Windows x64 installer for Product X version 4.2.1, built on the stated date; it excludes optional plugins downloaded after installation and infrastructure operated by the service provider.” The exact wording will vary, but the boundary must be testable.
2. Map the product before generating the file
Inventory the places where components enter the product. Ask engineering, build, release, and operations teams for the authoritative inputs rather than relying on one manifest.
Collect dependency evidence
- Package-manager manifests and lockfiles for every language and subproject.
- Build-system declarations, compiler inputs, generated code, vendored source, and internal libraries.
- Binary and shared-library inventories from the final artifact.
- Operating-system packages and base-image layers for containers or appliances.
- Installers, plugins, extensions, and optional modules delivered with the release.
- Runtime services or client-side packages that are part of the documented product boundary.
Keep first-party components in the inventory. A customer needs to understand the relationship between your own modules as well as the third-party libraries they contain. Also record components that analysis cannot identify confidently. An opaque binary, dynamically downloaded package, or proprietary service is a documented limitation—not permission to claim a complete inventory.
Separate lifecycle contexts
Build-time tools, test-only packages, development dependencies, and production runtime components may have different risk and licensing implications. Decide whether the recipient needs all of them or only what ships and executes. If you exclude a class of dependency, state the exclusion and retain the underlying evidence internally so the decision can be revisited.

Manifest and lockfile analysis
Package and lockfile analysis is efficient for declared language dependencies and often captures exact versions and transitive resolution. It can miss code copied directly into the repository, dependencies assembled by scripts, system packages, generated artifacts, and components loaded dynamically at runtime.
Build- and artifact-level analysis
Generate an SBOM from the build graph or inspect the finished package, binary, or image. Artifact analysis can reveal what was actually shipped, including libraries that never appeared in a top-level manifest. It may have difficulty identifying statically linked code, stripped binaries, custom forks, or components with weak metadata. Preserve the tool’s detection evidence and confidence information where your format supports it.
Layered generation
For a complex product, combine source, build, and artifact inventories, then reconcile them. Use one authoritative release record and link each component to the evidence that found it. Do not simply concatenate files: deduplicate components, resolve identity conflicts, and preserve dependency edges. If two tools disagree, investigate whether they examined different layers before choosing which result to publish.
Automate in the release pipeline
Run generation at a controlled build or release stage so the SBOM corresponds to immutable inputs. Capture the tool name and version, invocation context, source or artifact identifier, target platform, and generation timestamp. Store the raw output and validation logs with the release record. Automation reduces omissions, but it does not remove the need for a human review of scope and ambiguous detections.
4. Select a machine-readable format accepted by the recipient
SPDX and CycloneDX are established SBOM standards in the sources reviewed. The right choice is the one your recipient can parse and your pipeline can produce consistently. Confirm the exact specification version before implementation; “SPDX” or “CycloneDX” without a version is not enough for reliable interoperability.
| Decision area | CycloneDX | SPDX |
|---|---|---|
| Current information in the supplied standards sources | The official overview lists CycloneDX 1.7, released October 21, 2025. | The specification repository describes SPDX as an open standard and distinguishes its current stable specification from a work-in-progress next version. |
| Represented information | Components, services, direct and transitive dependency relationships, composition completeness, and vulnerability information are described in the overview. | Components, license information, copyright information, and relationships for systems containing software components are part of the standard’s purpose. |
| Media types or serialization choices | The overview lists JSON, XML, and Protocol Buffers. | Use the serialization and version supported by the chosen SPDX specification and consumer tooling. |
| What to verify before adoption | Check that the recipient accepts the selected CycloneDX version and that your generators export every field you need. | Check that the selected specification is stable, accepted by the recipient, and supported by your generator and validator. |
Review the official CycloneDX specification overview and the SPDX specification repository. Neither source establishes a universal format winner. Compare recipient compatibility, format version, language and package-manager coverage, build and artifact coverage, direct and transitive dependency representation, identity and license data, validation and export support, CI or release integration, and how clearly each output expresses scope and completeness.
Ask the recipient for a sample accepted file or validation rule before you finalize your schema. A technically valid document can still fail operationally if the consumer supports only an older version, expects a particular serialization, or cannot interpret the identifiers your generator emits.

The July 2026 CISA update says the baseline was refined and adds emphasis on component hash, license, tool name, and generation context. Because the 2026 guidance is the current baseline, use its complete field definitions—not a copied older checklist—when you establish a release gate. The CISA SBOM Resources Library is the appropriate starting point for the latest material.
Producer and document identity
Name the organization that produced the software and the organization or person that generated the SBOM when they differ. Identify the product, release, edition, and generation timestamp. Include enough context to distinguish a release SBOM from a development snapshot or a scan of an intermediate build.
Component identity
For every component, provide a useful name and version plus the identifiers supported by your format and consumer. Prefer identifiers that remain unambiguous across ecosystems. Keep the original package coordinate, upstream name, and any internal identifier needed to reconcile the record with your asset inventory. If the version is unknown, say so and explain why; do not substitute a guessed value.
Hashes and provenance
Where required by the current guidance and supported by the format, record a component hash tied to the exact content examined. Explain which artifact was hashed when source, binary, and package representations differ. A hash is an identity aid, not a security verdict: it does not prove that the component is trustworthy or free of defects.
Licensing and relationships
Record the detected or declared license information and distinguish an explicit declaration from an unresolved result. Describe direct, transitive, contains, or other relationships using the semantics of the selected standard. A dependency edge should point to the specific component record, not merely to a display name. If a component is bundled, dynamically loaded, optional, or excluded from runtime, represent that context where the format permits it.
Generation context
Capture the tool name and version, the source or artifact examined, target platform, relevant build configuration, and timestamp. The context lets a consumer understand why two SBOMs for nominally similar products differ and gives your team a reproducible trail for an incident or license review.
6. A release workflow that produces an auditable SBOM
- Open a release record. Enter the product, version, edition, target platforms, release identifier, intended recipients, and the scope statement. Decide whether you are documenting source, build, package, image, assembled product, or service components.
- Freeze the inputs. Record source revision, lockfiles, build configuration, base-image identity, packaging inputs, and any generated assets that affect the shipped result. Do not generate from a moving working tree and then label the result as a fixed release.
- Run the appropriate inventory jobs. Use package and lockfile analysis for declared dependencies, build or artifact analysis for shipped content, and image or operating-system analysis where those layers are inside scope. Retain raw reports for reconciliation.
- Normalize identities. Merge duplicate detections, preserve upstream and internal names, resolve version conflicts, and flag components that cannot be identified confidently. Keep first-party modules and third-party components in the same relationship graph when they are part of the product.
- Export the recipient-approved format. Select the exact SPDX or CycloneDX version and serialization that the recipient supports. Include the document, product, component, relationship, license, hash, tool, timestamp, and context data required by the current guidance and your contract.
- Review the graph. Check that every relationship points to an existing record, direct dependencies are plausible, transitive paths are not accidentally flattened, and optional or excluded content is marked consistently with the scope statement.
- Validate mechanically and manually. Parse the file with a validator for the selected specification, then inspect representative components, hashes, versions, licenses, and the declared completeness. Compare the inventory with the final package or image rather than only with source manifests.
- Approve and associate. Have the release owner or security reviewer sign off on scope, unresolved items, and recipient compatibility. Store the approved SBOM beside the exact release artifact and record the association in your release system.
- Deliver under documented access rules. Publish or provide the file to its intended consumers through the channel your product and contracts permit. State the format version, scope, release identifier, and contact for corrections. Keep an internal copy and the validation evidence.
7. Validate completeness without overstating it
Validation has two separate questions: is the document syntactically valid, and does it faithfully represent the declared scope? A parser can answer the first while missing serious omissions in the second.
Structural checks
- The file parses against the selected SPDX or CycloneDX version.
- Required document and component identifiers are present and unique where the format requires uniqueness.
- Every dependency edge references a component or service that exists in the document.
- Versions, hashes, licenses, and timestamps use the expected syntax and semantics.
- The serialization accepted by the recipient is the one you actually delivered.
Coverage checks
- Compare component records with lockfiles, build manifests, final packages, container layers, and assembly lists.
- Investigate binaries, generated code, vendored libraries, plugins, and runtime downloads that do not appear in source-level output.
- Check for components that appear in the SBOM but are not in the release; they may belong to tests, development tooling, or an accidentally scanned workspace.
- Review unknown, opaque, or unresolved components and document the reason, owner, and next action.
- Ensure the completeness statement matches the scan method. A source-only scan cannot honestly claim to cover an artifact’s operating-system layer.
Use a declared completeness concept where the selected format supports it, but do not turn a percentage or status into a guarantee. Explain what was measured, what was excluded, and which limitations remain. The 2025 shared SBOM vision guidance from CISA, NSA, and partners provides broader context on using SBOMs for cybersecurity and continuing processes.

8. Publish the SBOM with the release and keep it current
Release association is part of the artifact’s meaning. Name the exact product version, edition, package or image identity, and generation timestamp in the SBOM and in the release record. If customers can download several architectures or editions, make it clear which file corresponds to which one.
Choose a controlled distribution method appropriate to your audience: a customer portal, an authenticated download, a release API, or an SBOM file packaged with the product. Document who can access it, how corrections are issued, and how a consumer can report an identification error. If a public file would disclose sensitive architecture or proprietary information, provide an appropriately scoped version rather than silently omitting components.
There is no single universal regeneration cadence established by the cited guidance. Regenerate whenever product contents change, including dependency upgrades, patched or rebuilt artifacts, base-image changes, new plugins, altered build configuration, or a change in the hosted-service boundary. A rebuild that changes the bytes can require a new release-specific SBOM even when package versions appear unchanged. Retain superseded files so an incident responder can analyze what a customer actually received.
Recommended Free Tools
Make changes detectable
Compare the new SBOM with the previous release to identify added, removed, upgraded, downgraded, or reclassified components and relationship changes. Route unexpected differences to the release owner. A diff is an investigation aid; it does not replace validation of the new artifact.
Connect the SBOM to ongoing response
Feed release-specific records into vulnerability, license, asset, and incident workflows. When a vulnerability announcement names an affected component, the SBOM helps determine which shipped releases contain it and where it sits in the dependency graph. Teams still need to confirm exploitability, configuration, reachability, exposure, and available fixes; an SBOM alone cannot answer those questions.
9. Handle containers, AI components, open source, and SaaS carefully
Containers and appliances
Decide whether the SBOM covers the application layer, the base operating-system layer, or both. Record the image or appliance identity and scan the layers that customers actually receive. If a platform provider owns part of the base, identify that boundary and explain whether your document depends on a separately maintained SBOM for it.
Artificial-intelligence features
For products that include models, model files, datasets, inference libraries, or external model services, extend the ordinary software scope with the AI-specific elements required by the current guidance and the recipient. Distinguish a model artifact from the code that invokes it, and distinguish an embedded model from a service called at runtime. Do not assume that a package-only scan describes model provenance or service dependencies.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Open-source and vendored code
Include open-source components and code copied into the repository when they are inside the release boundary. Preserve license declarations and note unresolved or custom-fork identities. A vendored library may not retain the package-manager metadata that a source scan expects, so artifact evidence and repository review may be necessary.
Best Value
Software as a service
Define the service boundary and update policy before publishing. A SaaS SBOM may represent a deployment version, a service build, a client bundle, or a documented subset of managed dependencies. State whether provider-managed infrastructure, third-party APIs, customer-supplied extensions, and runtime downloads are included. Because a hosted service changes continuously, associate each SBOM with a build or deployment identifier and explain how consumers obtain newer records.
10. Common failure modes and fixes
| Failure | Why it happens | Fix |
|---|---|---|
| Only top-level packages appear | The generator read a manifest but not the lockfile or resolved build graph. | Use resolved dependency data and verify direct and transitive edges against the build output. |
| The SBOM lists source dependencies but not shipped libraries | Generated, vendored, statically linked, or system components were outside the scan. | Add artifact and platform-layer analysis, then reconcile the result with the declared scope. |
| Customers cannot import the file | The format version or serialization is unsupported by the recipient. | Confirm the consumer’s accepted version before release and validate an export in that exact form. |
| Several records describe the same component inconsistently | Different tools used different names, versions, or identifiers. | Normalize identity, preserve aliases as needed, and document the reconciliation rule. |
| Licenses or hashes are missing | The source did not expose metadata, or enrichment was skipped. | Track unresolved values explicitly, add evidence from package and artifact sources, and apply the current CISA requirements. |
| The file is labeled complete despite exclusions | The scope statement was written after scanning or copied from another release. | Rewrite the boundary from the actual inputs and list excluded layers and unknowns. |
| The SBOM no longer matches the release | A rebuild, dependency update, plugin change, or base-image update occurred after generation. | Regenerate at the controlled release stage and retain the superseded document for traceability. |
11. A practical selection framework for tools
Evaluate generation, enrichment, validation, and publication tooling as one workflow rather than choosing a scanner in isolation. Ask these questions during a proof of concept:
- Can it inspect every language, package manager, build system, artifact type, and platform in the declared scope?
- Does it preserve direct and transitive relationships rather than exporting a flat package list?
- Can it identify first-party modules, vendored code, custom forks, binary libraries, and system packages?
- Does it emit the exact SPDX or CycloneDX version and serialization your recipients accept?
- Can it populate component identifiers, versions, hashes, licenses, tool metadata, timestamps, and generation context?
- Does it provide schema validation, deterministic output, useful diffs, and an auditable record of the inputs examined?
- Can it run in the release pipeline without allowing an unvalidated or stale SBOM to ship?
- How does it represent unknown, opaque, optional, dynamically loaded, or externally hosted components?
Generic software composition analysis and SBOM-generation tooling can automate much of this work. Tool capability, pricing, and support change frequently, so verify those details against the product documentation and your recipient’s acceptance tests instead of assuming that a named tool covers every layer.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
12. Use the SBOM as evidence, not a security certificate
An SBOM helps answer “what is in this release?” It does not by itself answer whether a component is exploitable, whether a vulnerable function is reachable, whether a service is configured safely, or whether the producer responds to newly disclosed defects. Pair the inventory with vulnerability triage, patch management, secure build controls, license review, access controls, and incident response.
Be precise when communicating uncertainty. “The packaged Linux image was scanned and contains the following identified components; dynamically downloaded extensions are excluded” is useful. “The product is secure because it has an SBOM” is not. A candid limitation can help a customer make a better decision than an apparently complete list that hides opaque dependencies.
For a broader policy and ecosystem view, read the CISA SBOM Resources Library and the joint shared-vision guidance. Use the July 2026 minimum-elements guidance as the current baseline, then add information needed for your product type, contract, and operational consumers.
Bottom line
For each commercial release, define a defensible boundary, inventory the code and artifacts that actually cross it, preserve component identities and dependency edges, export a recipient-compatible SPDX or CycloneDX document, validate both syntax and coverage, and distribute it with the exact release it describes. Regenerate when contents change and disclose unknowns plainly. That process turns an SBOM from a flat package list into dependable supply-chain evidence while keeping its limits clear.
