How to Create a GST E-Invoice for a Reverse-Charge Transaction

When a GST-registered supplier is covered by India’s e-invoicing mandate and issues an invoice for a supply subject to reverse charge under section 9(3), the supplier reports that invoice to an Invoice Registration Portal (IRP). The recipient still pays the GST under reverse charge, but that payment obligation does not ordinarily move the e-invoice reporting step to the recipient.

The supplier first prepares the commercial tax invoice in its accounting, billing or ERP system, or enters its details through an IRP form. The IRP validates the data and, if accepted, returns a signed e-invoice containing an Invoice Reference Number (IRN) and QR code. E-invoicing is therefore a reporting and registration process; the government portal does not compose the underlying invoice for you.

Who reports a reverse-charge e-invoice?

The answer depends on two separate questions: whether the transaction is a reverse-charge supply covered by the rule being applied, and whether the supplier and document fall within the current e-invoicing mandate. For the section 9(3) situation addressed in the IRIS IRP FAQ, a notified supplier reports its own invoice to the IRP even though the recipient is responsible for discharging the GST under reverse charge.

This distinction matters because “who pays the tax” and “who reports the invoice” are different compliance steps. The recipient’s RCM liability does not, by itself, make the recipient the issuer of the supplier’s e-invoice. The supplier remains responsible for the accuracy of the invoice data submitted in its name.

Do not extend this conclusion automatically to every reverse-charge provision or every type of transaction. The FAQ specifically distinguishes the covered supplier invoice from supplies received from an unregistered person and from imports of services. In those cases, the supplier e-invoicing step described for a notified section 9(3) supply does not arise in the same way. Confirm the current law, notifications, exemptions and facts of the transaction before reporting.

Check applicability before entering any data

An IRP login, an enabled GSTIN or the presence of an “e-invoice” button does not establish that every invoice must be reported. Eligibility is determined by the current notified mandate and applicable exclusions, not by whether the software technically permits submission.

Use this pre-submission checklist

  • Supplier status: confirm that the supplier is GST registered and is within the currently notified e-invoicing class for the relevant period.
  • Document and supply: establish that the document is the supplier’s invoice for a transaction that attracts the reverse-charge treatment being applied, such as the section 9(3) case covered by the cited FAQ.
  • Exclusions: check whether a notification, taxpayer category or transaction-specific exclusion applies. The current eligibility matrix can change.
  • Recipient and place of supply: verify the recipient GSTIN, legal identity and place-of-supply treatment before choosing tax values.
  • IRP access: confirm that the selected IRP supports your GSTIN, submission mode and current schema version.
  • Accounting records: ensure the invoice has been approved internally and that the document number is available for the reporting period.

If any of these points is uncertain, resolve the applicability question first. Reporting an invoice simply because an account is technically enabled can create avoidable correction and reconciliation work.

Prepare the tax invoice before using the IRP

The supplier creates the underlying invoice in its normal commercial process. That may be an accounting package, billing application, ERP, spreadsheet-based process or an IRP web form. The IRP is not a replacement for deciding what was supplied, which customer was billed, or how the taxable value and tax were calculated.

Separate invoice preparation from IRP reporting

First determine the commercial details: the document type, invoice number, invoice date, supplier and recipient identities, item descriptions, quantities or units where relevant, taxable values, tax components, place of supply and the reverse-charge treatment. Then transmit those details in the format accepted by the selected IRP. This separation gives the accounting team an auditable source document and a clear record of what was reported.

Where the transaction is genuinely a reverse-charge case, mark the reverse-charge field required by the notified schema. Do not infer the tax treatment merely from a customer’s request or from the fact that a transaction is described informally as “RCM.” The legal basis, supplier status and current notification must support the treatment.

Understand the data the notified schema expects

The notified e-invoice schema identifies reverse charge with the field RegRev. It also requires the ordinary identity, document, supply and tax data needed to identify and validate the invoice.

Data group What to verify before submission Why it matters
Document details Document type, unique invoice number and invoice date These values identify the invoice and are used in duplicate and format checks.
Supplier details Supplier GSTIN, legal name and address or other identity fields required by the live schema The supplier is the reporting party for the covered transaction.
Recipient details Recipient GSTIN, name, address and related identity fields Incorrect recipient data can prevent acceptance or misdirect the registered invoice.
Supply location Place of supply and related state or territory information Place-of-supply data affects the tax structure and must agree with the transaction.
Line and value data Item or service description, quantity or unit information where applicable, taxable value and totals The IRP validates the relationship between line values and invoice totals.
Tax data Applicable tax components and amounts, calculated under the current treatment Tax values must be internally consistent; the IRP does not decide the commercial tax position for you.
Reverse-charge indicator RegRev set according to the transaction and current schema rules This explicitly communicates the reverse-charge status in the reported payload.

Schema names, mandatory fields and validation rules can be revised. Use the live schema and field validations displayed by the IRP you select rather than copying an old template or relying on memory.

Choose how to submit the invoice

The IRIS IRP material describes four submission routes: an API, a web form, an Excel utility and a JSON upload. The right choice depends on invoice volume, integration needs and the controls available in your accounting process.

Method Best fit Advantages Points to check
Web form Occasional or one-invoice-at-a-time reporting Guided entry and immediate visibility of the fields being submitted Repeated manual entry increases the risk of typing or selection errors; screen labels may differ between IRPs.
API Established ERP or billing integration and recurring volume Structured transfer from the source system can reduce re-keying Integration, credentials, mapping and error handling must follow the selected IRP’s current specifications.
Excel utility File-based preparation where the utility is supported Allows a prepared batch or structured worksheet to be checked before upload Use the current utility and its exact column rules; an old workbook can fail schema validation.
JSON upload Teams already producing schema-compliant JSON Direct use of a structured payload and repeatable internal generation Every field, data type and validation rule must match the current schema.

These modes are reporting channels, not different legal treatments. Whichever channel you use, the supplier remains accountable for the transaction data and must correct rejected or inaccurate submissions under the applicable IRP procedure.

Step-by-step: report one invoice through a web form

The IRIS IRP web-form instructions describe a seven-step flow for a single invoice. Other IRPs may arrange the same information differently, so treat the following as a task sequence rather than a promise that every button has the same label.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Select the correct supplier GSTIN before starting. If the account can access more than one GSTIN, choose the GSTIN that issued the invoice. The documented workflow warns that switching GSTIN during entry can require invoice details to be entered again.
  2. Open the e-invoice generation form. Confirm that you are creating the correct document type and that the form is using the current schema and validation version.
  3. Enter document particulars. Provide the invoice number, date and other document-level values exactly as they appear in the approved source invoice. Do not alter punctuation or numbering conventions casually; consistency helps reconciliation.
  4. Complete supplier and recipient sections. Review the prepopulated supplier identity, then enter or confirm the recipient GSTIN and identity fields. A prefilled value is still your responsibility to check.
  5. Add the supply and tax details. Enter line items, taxable values, place of supply and tax amounts. Set the reverse-charge indicator, including RegRev, according to the current schema and the legal treatment of the transaction.
  6. Review the complete payload. Compare the screen with the approved invoice and your accounting record. Check GSTINs, document number, date, place of supply, totals, tax components and the reverse-charge flag before submission.
  7. Submit and save the response. Wait for validation. On acceptance, download or otherwise retain the signed e-invoice response, IRN and QR-coded invoice in the records system used by your business.

Many values may be prepopulated in a web form, but prepopulation is a convenience, not a verification. A wrong GSTIN or stale address can remain wrong unless the user checks it.

What happens after the IRP accepts the data?

A successful response contains an IRN and a digitally signed e-invoice with a QR code. The supplier should use the registered output as the invoice copy provided to the buyer, following the selected IRP’s instructions for presentation and storage.

GSTN’s overview describes the invoice information being shared with the GST system for GSTR-1 auto-population. The supplier should still reconcile the populated information with its books and return-preparation process rather than assuming that an accepted IRN removes every accounting control.

Retain a complete audit trail

  • Keep the approved source invoice and the exact data payload submitted.
  • Store the IRP response, IRN, signed file and QR-coded invoice together.
  • Record the submission date, user or system that submitted it and any validation message.
  • Match the IRN to the invoice number in the sales register and the reverse-charge accounting entry.
  • Follow the current IRP rules for cancellations, amendments and retention. The detailed correction procedure is not identical to simply editing a local accounting record.

How to handle validation failures

The IRP validates the reported data before issuing an IRN. A rejection means the payload was not accepted; it does not mean the portal will repair the invoice or decide the correct tax treatment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with identity and document checks

Compare the supplier GSTIN selected in the portal with the GSTIN printed on the invoice. Then verify the recipient GSTIN, document type, invoice number and date. A mismatch between the source system and the web form is a common reason to stop and correct the source record before trying again.

Reconcile values and tax fields

Recalculate line extensions, taxable value, tax amounts and invoice totals in the accounting system. Confirm that the place of supply supports the tax components entered. Check that RegRev reflects the actual transaction instead of being copied from a previous invoice.

Check schema and interface currency

If a payload that worked previously is rejected, compare it with the current schema, utility or API specification. Fields can become mandatory, formats can change and an older Excel or JSON template can fail even when the underlying transaction is valid.

Prevent duplicate reporting

Before resubmitting, search your records for an existing IRN associated with the same document. Do not create a second invoice number merely to bypass an error without understanding whether the first submission was accepted. Preserve the original response or rejection message for the audit trail.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reverse-charge situations that need separate treatment

Situation How the workflow described here applies
Notified supplier issues an invoice for a covered section 9(3) reverse-charge supply The supplier reports its invoice to the IRP, marks the reverse-charge field as required by the schema, and gives the recipient the accepted signed invoice.
Recipient receives a supply from an unregistered person The cited FAQ says supplier e-invoicing does not arise in the same way because there is no notified registered supplier issuing that e-invoice.
Import of services The cited FAQ distinguishes this from the supplier-invoice scenario; do not treat an import-of-services entry as an ordinary domestic supplier e-invoice.
Supplier is outside the current mandate or an exemption applies An IRP may be technically accessible, but access alone does not create a reporting obligation. Confirm the current notification before deciding to submit.
Reverse-charge basis is unclear or falls under another provision Pause and obtain a current legal or tax determination. The section 9(3) answer should not be generalized to every reverse-charge transaction.

Controls for teams issuing many invoices

Repeated reporting benefits from controls that separate preparation, approval and transmission. Assign one process owner for the current schema and mandate notices, and require a second person or automated rule to check the supplier GSTIN, recipient GSTIN, invoice number, place of supply, totals and reverse-charge flag.

Keep the source invoice and IRP output under the same internal reference. Reconcile accepted IRNs to the sales register regularly, investigate missing or duplicated numbers, and monitor whether GSTR-1 has been populated as expected. For API, JSON or Excel workflows, test the mapping whenever the IRP publishes a schema or validation change.

For occasional invoices, a web form may be practical. For established operations, an integrated accounting or ERP workflow can avoid repeated manual entry, but the sources establish the availability of integration modes—not a guaranteed speed, accuracy or performance advantage. The supplier still has to review the transaction data.

Key points to remember

  • The supplier, not automatically the recipient, reports the covered reverse-charge invoice to the IRP.
  • The recipient’s role is to discharge GST under RCM; that payment role does not itself transfer invoice reporting.
  • E-invoicing registers an already prepared invoice. It does not ask the government portal to create the commercial invoice from scratch.
  • RegRev is the reverse-charge field identified in the notified schema.
  • An accepted submission returns an IRN and a signed QR-coded invoice, and GSTN describes sharing the data for GSTR-1 auto-population.
  • Current mandate coverage, exemptions, schema versions, tax treatment and IRP screens must be checked at the time of action.
