How to Create a Fire Escape Plan for an Older Adult With Low Vision

Create the plan with the older adult, around the routes they can actually see, reach and use—not around an assumption that a helper will always be present. Map two ways out of each room where feasible, confirm doors and windows work, decide who will help, and practice reaching a safe outdoor meeting place. The U.S. Fire Administration (USFA) says residents could have less than two minutes to escape after a home smoke alarm sounds; that is general planning guidance, not a guaranteed window in a particular fire.

1. Walk through the home together and map usable exits

Start in daylight. Ask the older adult which paths feel familiar and comfortable, and walk the home together at their usual pace. Draw a simple floor plan showing rooms, doors and windows. USFA advises people to “Know 2 ways out of every room.” Treat a second route as an option to check, not an assumption: a window may be unreachable, difficult to open, or unsafe for this person to use.

For each room, identify the primary route and a backup if one is genuinely usable. Open the doors and windows on those routes to confirm they are operable. Check that the person can pass through doorways with their usual cane, walker or wheelchair, and remove furniture, cords and other trip hazards. Make the map usable to the person: depending on their preference, explain it verbally, use large high-contrast labels, or add tactile or guided cues. These are practical adaptations, not a USFA-approved product or prescribed marking system.

2. Make the route fit the person and the home

Compare routes by whether the older adult can find and reach the exit, operate it, move through it with needed mobility aids, and get outside with the assistance that will actually be available. Decide which route is primary and what to do if it is blocked. If a room has only one usable exit, record that limitation and ask the local fire department or building manager about the safest plan for that layout.

  • Tangle-free design for fast & easy deployment in an emergency
  • High quality, zinc-plated, 1-foot wide, anti-slip rungs for secure footing & a confident descent

In a multistory home

If a move is feasible, USFA recommends that older adults sleep on the first floor near an exit. Keep the chosen route clear. Do not plan on using an upper-floor window as an escape route unless it is safe and usable for the person and the home.

In an apartment or high-rise

Learn the building’s evacuation procedures and locate the exit stairs in advance. Follow building instructions and use stairs rather than an elevator unless fire officials direct otherwise. If the building has a specific procedure for residents who need assistance, include it in the plan and confirm who is responsible for each action.

3. Agree on assistance without relying on it being automatic

Talk through who will alert or assist the older adult, where that person will be, and what to do if they are away. With the older adult’s agreement, discuss possible help with family, neighbors, the building manager or the local fire department. Make responsibilities specific—for example, who will check in, who can help with the route, and how responders will be told where the person is. Do not make a helper the only way out unless the building’s fire plan requires a coordinated response.

4. Check alarms and prepare for nighttime

USFA recommends smoke alarms on every level, inside bedrooms and outside sleeping areas, interconnected so that all sound when one activates, and tested monthly. Check that the older adult can detect the alarm from the places where they sleep and spend time. USFA’s guidance about vibrating pads and strobe alarms is for people who are deaf or hard of hearing; it is not a low-vision-specific alarm recommendation.

Keep needed glasses and a cane or walker close to the bed, along with a phone if one is normally used. These items should be within easy reach, but the person should not delay leaving to retrieve anything. Practice the nighttime route with the same mobility aids and assistance expected in an emergency.

5. Choose a meeting place and rehearse both routes

Pick an outdoor meeting place a safe distance from the home where responders can see the household. Practice reaching it with everyone who may be involved in helping. USFA’s older-adult guidance recommends practicing at least twice a year. Rehearse at a pace and under conditions that reflect the person’s needs, and practice the backup route when it is safe to do so.

6. Know what to do if the route is blocked

If the older adult cannot get out, a route is blocked, or someone is trapped, call emergency services and tell the dispatcher the person’s exact location. USFA’s escape guidance advises staying behind a closed door, limiting smoke entry, and signaling at a window when escape is not possible. Follow local emergency instructions and any building-specific fire procedure.

Why this preparation matters

USFA reported that in 2020, U.S. adults aged 65 and older had 2.5 times the fire-death risk of the total population. Separately, USFA’s cited analysis of residential-building fatalities from 2017–2019 identified physical disability as a contributing human factor in 30% of fatalities; that finding concerns physical disability, not low vision specifically. These figures do not predict an individual’s risk, but they reinforce the value of planning around actual abilities rather than relying on a generic route.

Where to get local help

USFA describes Fire-Safe Seniors interventions that can include home assessments, smoke-alarm installation, education and follow-up. Availability varies locally. Contact your fire department or local aging-services provider to ask whether assistance is available. Official U.S. guidance is a starting point; local fire-code requirements and building procedures may differ.
