How to create a defensible space around your home in an Australian bushfire-prone area

The safest starting point is a managed, low-fuel area around the house, not a guessed clearance distance. Remove combustible items and fine fuels closest to the building, stop trees and shrubs touching or overhanging it, and break up vegetation farther out with maintained gaps. Then confirm the property’s required Asset Protection Zone (APZ) or defendable-space measures with your state or territory fire authority, planning documents and any Bushfire Management Plan. Australia has no single clearance width that applies to every home.

Defensible (often written defendable by fire authorities) space can reduce exposure to flame contact, radiant heat and embers, but it cannot guarantee that a house will survive or make it safe to stay during a fire. Treat landscaping as year-round preparation and follow official warnings and evacuation directions.

What defensible space is—and what it is not

Defensible space is managed separation between a structure and nearby fuels. The goal is to reduce the amount and continuity of vegetation, leaf litter and other combustible material that can carry fire to the building, while leaving room for firefighters to work. The NSW Rural Fire Service describes an Asset Protection Zone as “a fuel-reduced area surrounding a built asset or structure.” Its purposes include reducing available fuel and improving emergency-service access; the exact design remains site-specific.

A managed garden is not a fire-proof barrier. The Country Fire Authority (CFA) warns that “All plants will burn under the right conditions.” Wind, drought, slope, fuel load, building design and ember attack can overwhelm a well-maintained yard. No national statistic establishes a guaranteed percentage reduction in home loss from a particular garden layout, so do not treat any measurement as a promise of survival.

Use the following advice as general gardening and preparation guidance. A permit condition, approved plan or professional site assessment takes precedence wherever one applies.

Start with the area closest to the building

CFA’s garden-design guidance recommends minimising vegetation and flammable materials within 10 metres of the home. CFA presents this as a design recommendation, not a universal statutory APZ width. Work outward from the building so that the most vulnerable features receive the most attention.

Remove fine fuels and combustible objects

  • Clear leaves, sticks, bark, grass clippings and other debris from the close-in area. Check beneath decks, stairs, verandas and around doors.
  • Move firewood, gas bottles, outdoor furniture, vehicles, trailers, waste bins and stored building materials away from walls and openings. Keep combustible storage from becoming an ember landing place.
  • Keep gutters, roof valleys and box gutters free of leaf litter. A clean garden cannot compensate for debris on the building itself.
  • Replace or relocate organic mulch near windows, decks, eaves and other vulnerable features. Use non-combustible surfaces or materials where the local rules and site design permit.

Protect windows, decks and eaves

CFA advises avoiding plants, organic mulch and fences close to windows, decks and eaves. These features can provide a path for flames or embers into the structure. Maintain a clear, accessible strip so you can inspect the building and so firefighters have room to operate.

Stop vegetation from bridging to the house

  • Prune branches so no tree touches the roof, walls, gutters, decks or other parts of the house.
  • Remove or relocate trees whose crowns hang over the building when pruning cannot create a safe separation.
  • Avoid shrubs directly beneath trees. This removes a common vertical path by which fire can move from ground vegetation into the tree canopy.
  • Inspect climbing plants, vines, trellises and hanging baskets; they can create continuous fuel against walls and eaves.

Use hard surfaces as breaks

Paths, driveways, paving, gravel, pools, ponds and tennis courts can interrupt fuel continuity near a home. They are not automatically compliant APZs: their value depends on width, placement, surrounding fuels, slope, drainage, access and ongoing maintenance. Keep surfaces free of leaf litter and avoid storing combustible items on them.

Build a layered garden rather than one abrupt clearing

CFA describes a relative approach: comparatively open, low-fuel conditions closest to the house, with more moderate management farther away. The intention is to prevent a continuous horizontal or vertical fuel path. You can retain useful shade and habitat where the approved plan and local rules allow, but arrange plants in separated groups and maintain the gaps.

Break up horizontal continuity

  • Separate planting beds with paths, paving, gravel or maintained lawn.
  • Avoid dense belts of shrubs that run unbroken toward the house, driveway or boundary.
  • Thin accumulated leaf litter and dead material in beds and beneath trees.
  • Keep access routes clear for residents and emergency vehicles; do not let hedges narrow a driveway or turning area.

Break up vertical continuity

  • Keep grasses and low plants from forming a continuous ladder into shrubs and tree crowns.
  • Prune lower branches where appropriate and remove dead limbs, while following arboricultural and habitat protections that apply locally.
  • Do not allow shrubs to grow beneath tree canopies in a way that links surface fuels to the crown.

Choose plants by arrangement and maintenance

CFA’s fire-resistant-gardening guidance emphasises that garden design and layout matter more than plant type. There is no universally fireproof species list for every Australian climate. Select plants that suit the site and that you can keep healthy, pruned and separated; avoid accumulating dry foliage, resinous litter or dead stems. The authority’s wording is deliberately broad: all plants can burn under sufficiently severe conditions.

What the CFA measurements mean

These figures are practical CFA gardening recommendations, not a national legal formula. Carry the qualification with the number whenever you use it.

Area CFA gardening recommendation How to interpret it
Within 10 metres of the home Keep grass no more than 5 centimetres tall; clear leaves and sticks; minimise vegetation and flammable materials. A close-in maintenance target from CFA’s garden-design page. It does not establish the APZ required for a particular property.
Farther from the home Keep grass below 10 centimetres, remove leaf litter and debris, and separate trees and shrubs so they do not form a continuous canopy. An outer-zone gardening approach. Local planning controls may require different treatment.

Measure grass after mowing and during the dry season, not only immediately after rain. A short lawn surrounded by dry mulch, stored timber or overhanging branches still has connected fuels.

How to find the legally required APZ for your property

Ask “How many metres should I clear?” only after establishing the property’s jurisdiction, vegetation, slope, development type and planning controls. The evidence from Australian authorities does not support one distance for every state, block or house.

Victoria: Bushfire Management Overlay and permit conditions

CFA’s Standard BMO permit conditions explain that the area depends on bushfire risk and likely forms of attack. Relevant factors include fuel, topography, weather, site context, building siting and construction, and other protective measures. A site assessment is required to calculate the area for a particular property, with Victorian Planning Provision Clause 53.02 forming part of the planning framework. If your permit includes a Bushfire Management Plan or vegetation-management conditions, use those documents as the controlling instructions rather than substituting the 10-metre gardening recommendation.

Australian Capital Territory: current standards

The ACT Bushfire Management Standards, Version 1.2 (March 2025) state that appropriate APZ distance depends on vegetation type, slope and development. The standards treat an APZ as one part of a combination of bushfire-protection measures. ACT-specific criteria, including numeric requirements for particular development contexts, must not be turned into a national homeowner clearance rule.

New South Wales: Asset Protection Zone terminology

The NSW RFS Interface Project uses APZ for a fuel-reduced area around a built asset. NSW residents should check the current NSW RFS, council and planning requirements for their address, including any bush-fire-prone-land mapping and development approval conditions.

Other states and territories

Use the fire authority and planning agency for the state or territory where the property sits. Councils, conservation laws, vegetation classifications, heritage controls, waterway buffers and threatened-species rules can limit clearing. Do not remove native vegetation broadly until you have checked permits and environmental restrictions. Where an approved plan, permit, covenant or lease condition exists, it governs the work.

A practical site-assessment procedure

Follow this sequence before cutting or planting. Photograph conditions and keep copies of approvals so future maintenance can be checked against the same plan.

  1. Identify the governing documents. Check the title, planning permit, Bushfire Management Plan, bushfire-prone-land mapping and any vegetation or conservation overlays. Note the issuing authority, conditions and review dates.
  2. Map the building and access. Mark the house, decks, verandas, windows, eaves, roof valleys, LPG or fuel storage, sheds, power infrastructure, driveway, gates and firefighter access points.
  3. Walk outward in all directions. Record tree canopies, shrubs, grasses, leaf litter, fences, wood piles, retaining walls and adjoining unmanaged vegetation. Identify whether fuels connect horizontally or form a ladder from ground to canopy.
  4. Record site factors. Note slope direction and steepness, prevailing wind exposure, gullies, ridges, drainage lines, vegetation type, likely ember sources and whether neighbouring land can send fire or embers toward the house.
  5. Prioritise the close-in hazards. Clear debris and movable combustibles first; then deal with overhanging branches, shrubs beneath trees and dense beds near openings.
  6. Design breaks farther out. Use separated planting groups, maintained lawn, paths, paving, gravel or other approved breaks while preserving emergency access.
  7. Obtain specialist advice when the site is complex. A qualified, locally appropriate bushfire-aware landscape designer or site assessor can interpret the applicable standard. Verify qualifications and local availability; do not assume a generic garden contractor can certify an APZ.
  8. Set a maintenance schedule. Assign who will mow, prune, rake, remove waste and inspect gutters, including arrangements for vacant blocks, rentals and shared boundaries.

Maintenance is the control that makes the design work

Defensible space deteriorates as grass grows, leaves fall and plants bridge the gaps. CFA’s examples are useful prompts for a recurring plan:

Task When to check What to look for
Close-in ground fuels After windy days, storms and throughout the dry season Leaves, sticks, bark, grass clippings and debris within the managed zone.
Grass Regularly during active growth; before forecast high-risk weather Within 10 metres, keep to CFA’s 5 cm recommendation; farther out, use the below-10 cm recommendation where applicable.
Trees and shrubs At least seasonally and after strong growth Branches touching or overhanging the house, shrubs beneath trees, dead limbs and canopies reconnecting across gaps.
Hard-surface breaks After leaf fall and storms Leaves, mulch or stored items rebuilding a fuel path across paths, driveways or paving.
Access and storage Before each fire season and after moving equipment Blocked gates, narrow driveways, stacked timber, gas cylinders, bins, trailers or vehicles close to the building.

Dispose of green waste safely and lawfully. Burning piles or using machinery on hot, windy days can start a fire; follow local fire restrictions and permit rules.

Simple equipment

A leaf rake can help collect the leaves and light debris CFA says to clear from the close-in area. It is only a maintenance aid: buying a tool does not create a compliant or adequate APZ, and the work still has to match the property’s approved requirements.

How slope, weather and neighbouring fuels change the risk

Fire can travel differently uphill, through dense or dry vegetation, and under strong wind. CFA’s Victorian planning guidance specifically identifies fuel, topography and weather among the factors used to calculate a site’s required area. A flat suburban garden and a steep block below a forested slope should not receive the same assumed clearance.

  • Vegetation: Dense forest, woodland, scrub, long grass and accumulated litter present different fuel structures.
  • Slope: Steeper or upslope vegetation can increase the exposure of a building and alter the APZ assessment.
  • Wind and weather: Hot, dry and windy conditions can carry embers well beyond the managed garden.
  • Neighbouring land: A maintained yard may still receive embers or flame from adjoining bush, reserves or an unmanaged block; coordinate boundaries where possible.
  • Construction and siting: Building materials, roof form, openings and the house’s position are considered alongside landscaping, not after it.

Defensible space does not change the evacuation decision

CFA’s Defending your property guidance, last updated 22 September 2026, states: “CFA strongly advises that you do not stay to defend your property.” It warns that even extremely well-prepared people can die attempting to fight a fire at home and recommends leaving early on days rated Extreme or Catastrophic.

Preparation is year-round, while evacuation is a live decision. Check your state or territory emergency service for current warnings, fire-danger ratings, road closures and official directions. Make a primary and backup destination, plan transport for children, older people, visitors and animals, and leave before roads become dangerous. Do not remain because the garden meets a measurement, and do not enter a fire area to inspect landscaping.

Common mistakes and safer corrections

Mistake Why it fails Better correction
Applying a “10-metre rule” to every property CFA’s 10-metre advice is gardening guidance, not a national APZ calculation. Check the local standard, permit and site assessment; use the CFA figure as a close-in maintenance target only.
Calling a plant fireproof All plants can burn in severe conditions. Choose suitable plants, separate them and control dead material and litter.
Clearing everything without approval Planning, environmental, heritage and vegetation rules vary. Confirm permissions and retain required vegetation or habitat features.
Pruning only once New growth and fallen litter reconnect fuels. Schedule seasonal inspections and pre-season work.
Focusing on lawn while ignoring the house Embers can enter gutters, roofs, vents, decks and stored materials. Inspect the building envelope and remove combustible items near openings.
Staying because preparation feels sufficient Landscaping cannot predict fire behaviour or eliminate ember attack. Follow official warnings and leave early on Extreme or Catastrophic days.

A decision checklist before the next fire season

  • Do I know which authority, permit, APZ standard or Bushfire Management Plan applies to this address?
  • Are leaves, sticks, mulch and stored combustibles removed from the close-in area?
  • Are windows, decks, eaves, gutters, roof valleys and vents free of nearby fuel and debris?
  • Do any branches touch or overhang the house, or do shrubs form a ladder beneath trees?
  • Are planting groups, lawns, paths and driveways arranged to interrupt continuous fuel?
  • Is grass maintained to the applicable recommendation or approved condition, including during dry growth?
  • Can emergency vehicles and residents enter and leave through clear gates and driveways?
  • Have I checked restrictions before pruning or clearing native vegetation?
  • Does every household member know when to leave, where to go and what the backup plan is?
  • Am I monitoring current warnings rather than relying on yesterday’s conditions?

The bottom line for an Australian home

Create the lowest-fuel, most accessible conditions close to the building; remove vertical and horizontal fuel connections; and maintain the work continuously. Treat CFA’s 10-metre, 5-centimetre and 10-centimetre figures as gardening recommendations, not a legal guarantee. The required APZ or defendable-space dimensions depend on your vegetation, slope, weather exposure, development and local planning controls, so use the relevant authority’s current documents and any approved site plan. Finally, keep preparation separate from the decision to evacuate: no garden makes staying during a severe bushfire safe.
