Create a faithful PDF of the specific webpage, keep the original file unedited, and record its URL, capture time and time zone, and capture method. If the capture may be disputed, preserve information that explains how it was retrieved and identified; a hash can help show that a later copy matches the saved file. These steps support documentation, but no PDF export or capture method guarantees admissibility. The applicable court rules and facts control.
What “court-ready” means—and what it does not
A useful capture preserves what the page displayed in a form that can be read and explained later. A PDF alone does not establish who authored the page, whether its statements are true, or whether it meets every evidence requirement. Federal evidence rules provide a baseline for US federal proceedings; state courts and courts outside the United States may apply different rules. Filing format requirements are separate from evidence rules.

Under Federal Rule of Evidence 901(a), “The proponent must produce evidence sufficient to support a finding that the item is what the proponent claims it is.” Rule 901 lists nonexclusive ways to support authentication, including testimony from a person with knowledge, distinctive characteristics considered with the circumstances, and evidence describing a process or system and showing that it produces an accurate result. Rules 902(13) and 902(14) provide certification routes for certain electronic records and copied data. Rule 902(13) concerns records generated by an electronic process or system shown to produce an accurate result; Rule 902(14) concerns copied data authenticated by a process of digital identification. Both rely on certification by a qualified person and remain subject to applicable notice requirements. The Federal Judicial Center says these provisions took effect December 1, 2017. Their use may allow certification in place of testimony in qualifying circumstances, not automatic acceptance of every PDF.

The Committee Notes explain that matching hash values can reliably show that an original and a copy are exact duplicates. That addresses file integrity, not whether the original capture accurately represented the webpage, whether a person authored a statement, or whether the statement is true. Authentication also does not by itself resolve hearsay, relevance, or other admissibility objections. Rules 1001–1003 address originals and duplicates. For electronically stored information, a readable output that accurately reflects the information can qualify as an “original,” and an accurate duplicate is generally admissible to the same extent as the original unless a genuine authenticity question or unfair circumstances arise. A PDF conversion does not, by itself, prove authorship or truth. Consult the official rule text.

Capture and preserve the webpage
- Identify the exact page. Open the page you need and record its full URL, including relevant query parameters. Note the date, time, and time zone of capture, as well as the browser or capture method.
- Capture useful context. Save a PDF that includes the page title, relevant content, and enough surrounding material to identify what was captured. For a long or dynamic page, note what the PDF includes and what it may omit. A PDF is a rendering: it may not preserve interactive behavior, content that loads later, or material outside the selected print range.
- Keep the original export unchanged. Save the exported PDF without editing it, and store the capture notes with it. If you need highlights, redactions, or excerpts, create a separate derivative and retain the original.
- Record a hash when useful. Calculate a cryptographic hash for the original PDF and record it in the capture log. Recalculate it on a transfer copy if you need to check whether that copy is identical. A matching hash supports file identity; it does not verify the accuracy or truth of the captured webpage.
- Retain corroborating records separately. Preserve the URL and, where useful, screenshots or other records in their own files with their own capture notes. A screenshot or archive capture does not settle authentication by itself.
- Consider documentation by a qualified person. If authenticity is likely to be contested, consider having a qualified person document the retrieval process, system behavior, time, and method used to identify the file. Whether certification or testimony is appropriate depends on the rule and procedure governing the case.
- Check the intended court’s filing instructions. Confirm its current local rules, filing portal instructions, and case orders for PDF settings, file-size limits, redaction, bookmarks, naming, service, and submission format. Federal evidence rules do not provide a universal filing manual.
Choose a capture method based on what you need to prove
There is no capture method established as accepted in every court. Compare methods by whether they preserve visible content and context, record the URL and capture time, allow the retrieval process to be explained, retain the original and integrity information, and handle dynamic or linked content. Also weigh effort and cost. A browser print-to-PDF may be sufficient for a straightforward visible page; a screenshot or archive may preserve different context, but neither alone resolves authentication. For a contested capture, the ability to explain the process may matter as much as the file format.

Common problems and what to do
- The PDF cuts off content. Check the print range, page scaling, and layout. For long pages, record what was included and whether content outside the chosen range is missing; do not imply the PDF contains the entire webpage if it does not.
- Content is missing or changes after capture. Dynamic pages may load content later or depend on interaction. Record the capture method and time, and preserve separate screenshots or other corroborating records when useful. Note limitations rather than treating a partial rendering as complete.
- A transfer copy may have changed. Compare its hash with the hash recorded for the original. A match supports that the files are identical; if it does not match, preserve both files and document the discrepancy rather than overwriting the original.
- The other side disputes what the PDF proves. Separate the questions: whether the file is the captured file, whether the capture accurately reflects the page, who authored the content, and whether the content is admissible for its intended purpose. A hash addresses only file identity; a qualified person may need to explain the retrieval process.
- The court rejects the file or filing. Check the court’s current technical instructions and case orders. PDF formatting, redaction, size, and submission rules are forum-specific, and the federal evidence rules do not settle them.
