You can run prerecorded news bulletins as a continuous YouTube live stream by playing them through a playout system and sending that program feed to YouTube with an encoder. YouTube receives the live audio-video feed; it does not loop uploaded bulletin files for you. The practical setup is to keep program playout running while managing YouTube broadcast sessions separately, including planned restarts before the platform’s 12-hour archive limit.
How the setup works
YouTube distinguishes between a broadcast, the viewer-facing live event, and a stream, the audio-video feed sent to YouTube. Google describes a 24/7 feed as a use case for its live-streaming model. In practice, your playout system sequences the bulletins and produces a continuous program; an encoder sends that program to YouTube. Think of these as two related but separate jobs: program playout keeps the news content moving, while YouTube broadcast sessions make that feed available as live events. YouTube does not schedule or loop your local prerecorded files.

Build continuous playout
Use a computer or playout system to assemble and play the bulletins in sequence, then output a continuous program feed to a live encoder. For a radio-first service, prioritize clear, consistent audio. If you intend viewers to watch video, provide an intentional visual such as a programme graphic or slate rather than leaving the picture accidental or confusing.
The YouTube guidance cited here does not validate a particular playlist app, automated scheduler, or unattended recovery system. Before committing to one, confirm that it can schedule and rotate your files, handle gaps or missing files predictably, recover from interruptions, and provide the audio and visual outputs your encoder needs.
Connect the encoder and start the YouTube event
- In YouTube Studio, create or schedule an encoder livestream. Use the encoder option for a feed generated outside YouTube.
- Copy the server URL and stream key from the live-stream setup. Enter both in the encoder’s destination settings. Treat the stream key like a credential: do not publish or share it, and reset it if it is exposed.
- Start the playout feed and encoder. Confirm that the encoder is sending the intended bulletin program to YouTube.
- Check the Live Control Room preview. Verify that both picture and sound are present and correct before starting the public event.
- Start the broadcast in YouTube Studio when the preview is ready. The encoder supplies the feed; the broadcast is the event viewers can watch.

Choose an encoder approach that fits the operation
YouTube supports software encoders running on a general-purpose computer and dedicated hardware encoders. Its guidance recommends professional-grade hardware encoders for higher-production-value events, but does not say that hardware is required for prerecorded radio bulletins. Plan around YouTube’s 12-hour archive limitation
YouTube Help says streams under 12 hours can be automatically archived; streams longer than 12 hours may not be captured. DVR rewind may also be limited or unavailable beyond 12 hours. If keeping an archive matters, plan broadcast sessions shorter than 12 hours, end and restart the YouTube broadcast on that schedule, and keep local recordings as a backup. This is an operational response to YouTube’s documented limits, not a platform-mandated setup. Keep the playout feed running across the session change so the program can continue while the YouTube event is restarted.
Test and monitor the service
Before relying on the feed, test the full path from bulletin playback to the public YouTube event. YouTube’s live-streaming tips advise testing the encoder, checking the Live Control Room preview, verifying that the event is reachable through channel and watch pages and on mobile devices, monitoring audio and video, and checking that local archive files are being written.
For ongoing operations, turn those checks into a runbook. As practical safeguards, assign someone to respond to alerts for a lost feed, silent audio, frozen visuals, missed bulletin transitions, and failed local recordings. Alerting and staffing choices are operational recommendations, not YouTube requirements.

Check rights and monetization before going live
Clear all material in the feed and archive
The content provider is responsible for rights to live and archived material, as well as applicable licensing, registration, notification, and other regulatory requirements in the stream’s territory. Review rights for recordings, music, voice talent, images, video clips, wire or syndicated copy, and any other third-party material used in both the live feed and its archive.
YouTube’s livestream terms and conditions say: “You represent and warrant that you have all necessary rights for the exploitation of the Live Content on the Google Services throughout the world, including, without limitation, music licensing rights from artists, record labels, publishers (including public performance licenses) and any other royalty participants.” Check the terms and obtain appropriate advice for the jurisdictions and material involved.

Do not assume repetition qualifies for monetization
YouTube’s monetization policies apply to livestreams. They distinguish original, valuable programming from repetitive or mass-produced content with little variation or original value; eligibility is not guaranteed. Make bulletins and the service meaningfully useful and distinct rather than relying on a loop of identical recordings or a generic repeated template.
