You can run a 24/7 Japanese city pop radio stream on YouTube with an encoder that continuously sends a prepared audio-and-visual feed—but only after you have secured the necessary rights for every recording and territory. YouTube scans live streams for third-party content, and a stream can be interrupted even when you have a license if the rights holder has not allowlisted your channel through Content ID.
The practical workflow is: clear the catalog, confirm your channel can livestream, build and test the encoder feed, provide reliable upload capacity and failover, then monitor the broadcast and keep a local recording if you need an archive.

1. Clear every track before assembling the radio playlist
Do not assume that music is cleared for rebroadcast because it is available on YouTube, you bought a download, or you can play it through a subscription service. Those facts alone do not establish permission to use a recording in a continuous livestream.

YouTube’s livestream terms say: “You represent and warrant that you have all necessary rights for the exploitation of the Live Content on the Google Services throughout the world, including, without limitation, music licensing rights from artists, record labels, publishers (including public performance licenses) and any other royalty participants.” The obligation is on the creator; the terms do not establish that any particular license covers a particular recording or territory. Use a track-by-track clearance checklist
- Record the track title, recording version, and the identity of the recording owner or other relevant rights holders.
- Confirm in writing that your permission covers livestreaming on YouTube, the territories where the stream will be available, and the relevant sound-recording and music rights.
- Ask the rights holders whether all relevant participants are covered, including artists, labels, publishers, and other royalty participants.
- Ask each relevant owner to allowlist your YouTube channel through Content ID before launch, if applicable. YouTube says even licensed third-party content can be interrupted when the owner has not allowlisted the channel. Review YouTube’s guidance on copyright issues with live streams.
Keep the permissions and owner contact details with your playlist records. A license from one party is not proof that every relevant right is covered. An allowed territory setting also does not guarantee that Content ID will let the live feed continue.
2. Confirm the channel is eligible and create the live event
YouTube’s live-streaming tips list a verified channel and no live-streaming restrictions in the previous 90 days as prerequisites for going live. Check channel status before investing time in the playlist and encoder setup. YouTube live streaming tips.
- Open YouTube Studio and go to Live Control Room.
- Create or schedule the stream, then open its stream settings.
- Copy the event’s server URL and stream key into your encoder’s YouTube or RTMP/RTMPS destination settings.
- Keep the stream key private. Anyone with it may be able to send content to your channel; use YouTube’s controls to reset it if it is exposed.
- Configure the music playback and visual loop, then check the Live Control Room preview and stream health before starting the broadcast.
- Start the encoder and verify that the event is receiving the intended audio and video before you rely on it as a continuous stream.

3. Set encoder output for a stable radio feed
Use YouTube’s current encoder table for the bitrate that matches your chosen codec, resolution, and frame rate; there is no single correct bitrate for every setup. For a radio stream with a largely static visual, choose a modest resolution that your connection can sustain rather than assuming a higher resolution will improve the audio experience.

4. Provide upload headroom and test continuity
A 24/7 broadcast is a reliability problem as well as an encoder setup. YouTube advises leaving 20% upload-bandwidth headroom and accounting for both primary and backup bitrate. - Check sustained upload capacity where the encoder will run, and leave the recommended headroom.
- If you configure a backup encoder, include its bitrate when assessing required upload capacity.
- Monitor YouTube’s stream health and the encoder during the broadcast so you can spot a deteriorating feed.
- Test failover before launch. YouTube suggests stopping the primary encoder or disconnecting its Ethernet connection to verify that playback rolls over to the backup.
- Record locally and check that the recording file is growing. YouTube recommends keeping a local archive backup. See the live-streaming tips.
A spare computer or a second encoder can be part of a continuity plan, but hardware does not provide music rights, prevent Content ID matching, or guarantee that YouTube will preserve the replay.
5. Plan separately for a YouTube replay and a local master
YouTube warns that a livestream longer than 12 hours may not be captured at all. Do not promise viewers a complete YouTube replay of an uninterrupted 24-hour broadcast. If an archive matters, keep a local recording, monitor it, and plan intentional restarts or shorter segments. Verify the resulting files before relying on them. YouTube’s archive guidance.
A local recording and a YouTube replay are separate deliverables: the local file is your backup, while YouTube’s archive is not assured for a stream that runs beyond the stated 12-hour threshold. Decide which one you need before choosing a run length.

6. What to do if the live stream is interrupted
- YouTube replaces the feed, interrupts it, or terminates the broadcast: Check YouTube Studio for copyright notices, then review the track and rights records. YouTube scans live streams for third-party content; contact the rights holder about the claim and channel allowlisting before restarting with the same material. - The stream will not start: Recheck channel verification and whether the channel has had a live-streaming restriction in the previous 90 days. Confirm that the event is set up in Live Control Room and that the encoder is using that event’s server URL and stream key. Eligibility and setup tips.
- YouTube shows a poor or unstable stream health status: Check the encoder’s outgoing bitrate and the connection’s sustained upload capacity. Reduce the output demands if necessary, preserve upload headroom, and make sure the capacity calculation includes both primary and backup encoders.
- The backup does not take over: Repeat the planned failover test before resuming a long broadcast. YouTube recommends testing by stopping the primary encoder or disconnecting its Ethernet connection; confirm that the backup can take over and that the local recording continues.
- The YouTube replay is missing or incomplete: A stream longer than 12 hours may not be captured at all. Check your local recording rather than assuming YouTube will have a complete archive.
