To move personal files between Windows 7 profiles on the same PC, sign in to a separate administrator account, copy the files you need from the old user folder under C:Users, and paste them into the matching folders in the new profile. Copy personal data—not the entire profile—and check the result before removing the old account. Microsoft’s currently documented profile-copy workflow applies to Windows 10 and Windows 11, so the steps below explain the transferable file-copy approach rather than claim verified Windows 7 screen labels.
Before copying: protect the files and choose the right account
If possible, make a separate backup of important files before changing profiles. An external drive is one option, but it is not required when both profiles are on the same PC.

Use an administrator account other than the old profile you are copying from. This helps avoid copying files while they are in use. Microsoft’s current profile-recovery guidance has users create and sign in to a new administrator account before copying, though its instructions are for Windows 10 and Windows 11: Fix a corrupted user profile.

Open the old user folder, usually
C:Users<Old_Username>when Windows uses its default profile location. Replace<Old_Username>with the old account’s folder name.#1 Best Overall

Copy the personal folders and files you need, such as Documents, Desktop, Pictures, Music, Downloads, and any folders you created. Do not change folder-view settings to expose hidden or protected operating-system files, and do not copy the entire profile wholesale.

Open the new user folder, usually
C:Users<New_Username>, and paste the files into their corresponding folders. If Windows asks what to do about duplicate names, review the choices rather than automatically replacing everything.Rank #2

Restart and sign in to the new profile. Open a selection of files from different folders to confirm they are present and usable before deleting or renaming the old profile.

What this copy does—and does not—move
A file copy moves the personal files you select; it does not recreate installed applications or guarantee that application settings, credentials, purchases, or sign-ins will carry over. Some applications may need to be reconfigured or reinstalled, and Store applications may require you to sign in again to restore purchases or settings.

Email messages and addresses stored in an email program may need a separate export and import. Microsoft states: “If you have email messages in an email program, you must import your email messages and addresses to the new user profile separately.”
If the old files are in Windows.old
If an eligible Windows upgrade created a Windows.old folder, an administrator can browse to Windows.oldUsers<old user> and copy selected personal folders, such as Documents, Pictures, and Desktop, to a suitable location. Windows may ask for administrator credentials or prompt you to select Continue. See Microsoft’s instructions: Retrieve files from the Windows.old folder after a Windows upgrade.

Microsoft gives a 10-day retrieval period after the upgrade; most contents are automatically deleted after that time. This method does not apply if installation media was used for a clean install that formatted the drive, or if Reset this PC was used, because those cases do not create the applicable Windows.old folder.

A backup made with Backup and Restore (Windows 7) is a separate recovery route from copying between accessible profile folders. To restore files, connect the backup device, open Control Panel, search for “backup,” select “Backup and restore (Windows 7),” choose “Select another backup to restore files from,” and follow the restore wizard. Microsoft describes this process in Find lost files after upgrading Windows.

The same Microsoft guidance notes that files may be in a disabled Administrator account after an upgrade from Windows 7. Checking and enabling that account through Computer Management > Local Users and Groups > Users is relevant to that missing-files situation, not a routine step when both profile folders are accessible.
When you are moving files to a different PC
For a different computer, use a PC-to-PC transfer route rather than treating the new computer’s profile as if it were another folder on the old installation. Microsoft lists OneDrive and an external hard drive or network drive as options in its Move your files to a new Windows PC guide. Neither is necessary for copying files between two profiles on the same PC.
