For a web page or local HTML file, the simplest Windows method is to open it in Microsoft Edge, press Ctrl+P, choose Save as PDF, check the preview, adjust paper size or scaling if needed, and save. For a whole site or more control over document structure, Adobe Acrobat offers a more advanced workflow; Windows developers can automate printing with WebView2.
Convert a web page or local HTML file with Microsoft Edge
Edge’s built-in print dialog is usually the quickest route when you need a PDF of one page. It works for a page open on the web and for a local .html file that Edge can display. You do not need to install a separate converter for this workflow.
- Open the content in Edge. For a website, navigate to the page. For a local file, open the
.htmlfile in Edge. - Open Print. Press
Ctrl+P, or open Settings and more (the three-dot menu) and select Print. - Choose a PDF destination. In the print dialog, select Save as PDF or the PDF destination shown in your Windows setup.
- Inspect the preview before saving. Check that the text, images and page breaks are present. Adjust paper size or scaling if the content does not fit.
- Set optional print details. Enable Headers and footers only if you want items such as the page title, URL, date or page number. Turn on Background graphics if the preview omits colors, shaded sections or background images.
- Save and verify. Choose a filename and folder, then open the resulting PDF in Edge or another PDF viewer to check the page breaks and links.
Microsoft’s Edge print instructions document the preview and controls for scaling, paper settings, headers and footers, and background graphics. The exact destination label can vary with the Windows and Edge configuration, so choose the PDF destination actually shown in your dialog.
Which scaling option should you use?
Use Fit to printable area when the preview shows content clipped at an edge. Use Actual size when retaining the source scale matters more than fitting everything to the printable region. Paper size and orientation also affect pagination: a wide table may fit better in landscape, while a short article will generally need fewer pages in portrait. Make the choice based on the preview rather than assuming one setting suits every page.

Should you include headers, footers and background graphics?
Headers and footers add identifying details such as a title, URL, date or page number; they can be useful for records, but may add clutter to a clean reading copy. Background graphics can restore color blocks and background images that are absent from the preview when the setting is off. Enable them only when the visual styling matters, then inspect the preview again.
When browser printing is enough
Edge is a good fit for a single article, receipt, confirmation, documentation page or short local HTML document. It captures the page currently rendered in the browser, so it is suitable when the desired result is a printable version of one page rather than a crawl of a website. Its print preview provides the practical checks needed for common layout issues without adding another conversion application.
For a local document, the PDF reflects what Edge can render from that file and its available resources. If the page uses relative CSS, images, fonts or scripts, keep the HTML alongside the referenced assets and preserve the expected folder structure. This is practical file-preparation guidance, not a promise that every script-heavy page will render identically in a PDF.

Use Adobe Acrobat for site capture and advanced PDF controls
Acrobat is worth considering when the job goes beyond printing the page currently open in a browser. Adobe describes a browser-extension flow for converting the open page: select Convert to PDF, name the file and save it. Acrobat desktop can also take a URL or a local HTML file as input and supports capturing multiple levels or an entire site, with limits that keep capture to the same path or server.

When Acrobat is a better fit
- More than one page: use multi-level or whole-site capture when you need a set of related pages rather than only the current page.
- Bounded site scope: configure same-path or same-server limits to restrict how far capture can extend.
- Document navigation and accessibility structure: Acrobat’s conversion settings include bookmarks and PDF tags.
- Detailed page layout: settings include page size, orientation, scaling, headers and footers.
- Input and rendering choices: settings also include encoding and image conversion.
Those extra controls bring more decisions than Edge’s one-page print flow. Choose Acrobat when the added capture scope or document settings solve a real requirement; for a one-page PDF, start with Edge.

Convert a local HTML file in Acrobat
Acrobat desktop explicitly supports browsing to an HTML file as well as entering a web-page URL. Before conversion, keep the HTML file with its relative CSS, images, fonts and script assets so its references remain available in the expected locations. Review the result after conversion: a page that depends heavily on scripts may not reproduce exactly as it appears in an interactive browser.
Automate PDF printing in a Windows application with WebView2
For developers building a Windows application, Microsoft WebView2 provides a PrintToPdf capability. It can silently print the current top-level document to a PDF file. This is a development and automation path, not a replacement for the Edge user workflow when you simply want to save a page manually.

Use WebView2 when an application controls the rendered page and needs a repeatable PDF output path. The capability applies to the current top-level document; the available information here does not establish additional behavior for particular page layouts, nested frames or application-specific timing. Test the content your application renders and verify the resulting PDF before relying on it in a workflow.

The PDF cuts off text, tables or images
Return to Edge’s print preview and change Actual size to Fit to printable area. If the content is wide, try a wider paper size or landscape orientation. Confirm that the preview now includes the full content before saving; changing settings after saving does not alter the PDF already created.

Turn on Background graphics in the print options and inspect the updated preview. If the preview still lacks an image, the problem may be with the page’s rendering or the image resource rather than the PDF destination.

The PDF has unwanted title, URL or date text
Disable Headers and footers in the print dialog and review the preview again. Keep them enabled only when those identifying details are useful in the saved document.
A website PDF contains only one page
Edge’s normal print workflow prints the current page; it does not crawl the entire site. For several levels or a whole site, use Acrobat desktop’s capture options and set same-path or same-server limits to control scope.
A local page loses styling or assets
Check that the HTML file’s referenced CSS, images, fonts and scripts are present and that relative file paths still point to them. Open the HTML in Edge and inspect the rendered page before printing. For script-dependent pages, allow the content to render before printing and verify the output; identical behavior across every script-heavy file is not established.

For a Windows application built with WebView2, use its PrintToPdf capability on the current top-level document. If you only need a one-off PDF, use Edge’s print dialog instead of building an automation path.

For most people, begin with Edge and let the preview determine whether scaling, orientation or background graphics need adjustment. Move to Acrobat for site-wide capture or deeper PDF controls, and to WebView2 when PDF creation belongs inside a Windows app.
