To convert a webpage in Acrobat, use the Acrobat browser extension for a quick PDF of the page you already have open, or use Acrobat desktop when you need to enter a URL or local HTML file, include linked pages, or adjust conversion and page-layout settings. In desktop Acrobat, choose Create in the global toolbar, select Web page, enter a URL or browse to an HTML file, configure capture options if needed, then select Create.
Choose the right Acrobat route
Adobe documents two ways to make a PDF from a webpage: convert the current page from the Acrobat browser extension, or start a webpage conversion in Acrobat desktop. The extension is the convenient route when the page is already open and you want a saved copy. Desktop Acrobat is the better fit when you have a URL or local HTML file, want to capture related pages, or need to customize conversion and page layout. Adobe’s documented desktop workflow was last updated September 23, 2025; interface wording can change with later releases.

Adobe’s documentation does not establish price, subscription eligibility, or identical availability across operating systems for these workflows. If you do not see a named control, check the current Acrobat interface and help for your installed release rather than assuming the feature is unavailable everywhere.
Convert the open page with the browser extension
Use this route when the webpage is already loaded in a browser and you want a straightforward PDF without setting a URL or configuring a multi-page capture in Acrobat desktop. Adobe describes the extension as a quick conversion option for the open page. The exact extension controls can vary as browser and Acrobat releases change, so use the Acrobat extension’s current conversion or save-to-PDF action rather than relying on a particular button label.

This route is aimed at the open page. If you need to set a source URL independently, start from a local HTML file, follow links across multiple levels, or control page layout and conversion details, use the desktop workflow below.
Convert a URL or HTML file in Acrobat desktop
Acrobat desktop’s documented route starts from Create in the global toolbar and uses the Web page source. You can provide a web address or browse to an HTML file stored locally. For a single page, leave multi-level capture off; for a small linked section or a whole site, configure the capture scope before creating the PDF.
- Open Acrobat desktop and select Create from the global toolbar.
- In the left rail, choose Web page.
- Enter the webpage URL, or choose the option to browse for a local HTML file and select it.
- For a single page, continue without enabling multi-level capture. For linked pages, enable Capture multiple levels, then set the number of levels or choose Get entire site.
- If capturing multiple levels, narrow the scope with Stay on same path and/or Stay on same server as appropriate.
- Optionally open Advanced settings and adjust conversion and page-layout choices.
- Select Create to start the PDF conversion.
Adobe says additional pages can be queued while a conversion is in progress; pending requests appear in Download Status. This is useful if you have several unrelated pages to convert, but it does not replace choosing the correct capture scope for any one multi-page job.

Set a sensible boundary for linked pages
With Capture multiple levels, the level count controls how far Acrobat follows links from the starting page. Choose a limited number when you need a section of a site and want to avoid drawing in an unnecessarily large set of pages. Get entire site is the broadest choice in the documented workflow, so use it only when a site-wide capture is genuinely intended.

- Stay on same server: excludes pages on external domains.
- Both: use both restrictions when the capture should stay within a particular path on the starting server.
These limits matter when pages link to other sections, sub-sites, or outside services. A capture that is too broad can take in pages you did not mean to archive; one that is too narrow may omit useful linked material.
Choose settings for a readable, useful PDF
Advanced settings influence what content Acrobat converts and how the result is arranged. Adobe documents choices for HTML and text conversion, bookmarks, PDF tags, headers and footers, encoding, fonts, colors, multimedia handling, retaining the page background, including images, underlining links, and expanding scrollable blocks. Page layout controls include page size, orientation, margins, and scaling wide content to fit.

Content and navigation
- Images and backgrounds: include images when they convey information or are part of the page you need to preserve. Retaining the background can preserve the page’s visual appearance, but check that text remains legible in the resulting PDF.
- Scrollable blocks: expanding scrollable content can expose material that would otherwise remain inside a constrained page region. Inspect the output to confirm the intended content was included and ordered sensibly.
- Multimedia: conversion settings affect multimedia handling. A PDF is not a substitute for checking that interactive or time-based content works as intended.
- Links and bookmarks: bookmarks can be based on page titles or URLs. Link handling depends on the conversion configuration; Adobe notes that clicking a link in a converted page can append its content when it is not already included.
Page layout and legibility
A long webpage may become several standard-size PDF pages rather than one continuous page. For a wide table, dashboard, or code listing, try a suitable page size, landscape orientation, adjusted margins, or scaling wide content to fit. Scaling can make a wide page fit but also shrink text, so examine the output at normal reading size. If the PDF is intended for printing, choose page dimensions and margins with the printer and intended use in mind.
Structure and accessibility
Acrobat can create PDF tags that carry structure from the HTML source, and the finished PDF may include a tag tree corresponding to that source structure. Tags are helpful, but they do not guarantee a properly accessible result. Adobe’s accessibility guidance states: “A PDF that you create from a web page is only as accessible as the HTML source that it is based on.” It recommends establishing a logical reading order in the HTML. Complex layouts may still need reading-order or tag-tree repairs in Acrobat Pro.
If accessibility is a requirement, do not treat successful conversion or the presence of tags as proof that the PDF is accessible. Review the result, including reading order and structure, and repair problems where needed.

Inspect the finished PDF
Conversion is not a guarantee that a webpage’s exact appearance or behavior will carry over perfectly. Before distributing or depending on the file, check it against the original page and the purpose of the PDF.
- Confirm the intended page or linked-page set is present, with no unrelated pages included.
- Check page breaks, margins, orientation, and the readability of scaled text.
- Look for missing images, clipped content, or scrollable sections that did not expand as expected.
- Test important links and review bookmarks if you enabled them.
- If you selected PDF tags or need accessible output, inspect reading order and structure rather than assuming they are correct.
Troubleshoot common conversion problems
The webpage or local file is not the source you expected
Check the URL for typos and make sure it points to the intended page, not a login screen, redirect, or temporary destination. For a local source, browse to the intended HTML file. If the page depends on related files, such as images or stylesheets stored elsewhere, inspect the PDF carefully; a local HTML file may not reproduce the same result as the live webpage.
Related pages are missing or too many are included
Review whether Capture multiple levels is enabled and whether the level count is appropriate. To limit a capture, apply Stay on same path and/or Stay on same server. If you selected Get entire site, consider a smaller scope when only a section is needed.

Text is too small, cut off, or split awkwardly
Open Advanced settings and review page size, orientation, margins, and scaling for wide content. A tighter fit may reduce text size; a different orientation or page size may produce a more readable result. Recreate the PDF and compare the output at the size at which it will be read or printed.
Images, background, or page sections are absent
Check the relevant conversion choices for including images and retaining the page background. If content is held in a scrollable region, review the setting for expanding scrollable blocks. Webpages can also change over time or present different content to different visitors, so verify that the source itself shows the expected material before converting again.
The PDF’s reading order or tags are wrong
Creating tags carries structure from the HTML; it cannot correct poor structure in the source automatically. Where accessibility matters, inspect the source’s logical reading order and the PDF’s tags, and use Acrobat Pro to repair complex layouts when necessary.
