There are two different tasks people mean by “convert a web page screenshot to PDF”: saving a webpage as a paginated PDF, or putting an existing screenshot image into a PDF. For a document-style result, use your browser’s Print → Save as PDF command. For an exact screenshot, capture the page as an image first, then use an image-capable print or PDF export workflow. These methods produce different results: printing can reflow the page, while a screenshot preserves its captured appearance.
Choose the result you actually need

A full-page screenshot is not the same as printing a webpage to PDF. A screenshot may include content below the visible screen, depending on the capture mode. Scaling a long image onto paper can make its text very small; splitting it across pages can improve legibility but no longer preserves the image as one uninterrupted page.
Save a webpage as PDF in a browser
Chrome on a computer
- Open the webpage you want to save.
- Open the print dialog: press Ctrl+P on Windows or Linux, or Command+P on Mac.
- Choose a PDF destination, such as Save as PDF. The wording and available destination can vary by platform and browser version.
- Review the preview and settings, then save the file to your chosen location.
Chrome’s print command renders a printable version of the page. It is not a pixel-for-pixel capture of the browser window.
Windows
- Open the webpage and press Ctrl+P.
- In the printer or destination list, choose Microsoft Print to PDF or Save as PDF, if offered.
- Select Print, choose a folder and filename in the save dialog, and save.
Windows and browser versions differ in available labels and destinations. The Consumer Financial Protection Bureau’s guide describes these routes for Windows 10-era systems; on an older system without Microsoft Print to PDF, Chrome may offer Save as PDF.

macOS
- Open the page and press Command+P.
- In the print dialog, open the PDF menu and choose Save as PDF.
- Choose the save location and filename.
The exact arrangement of the print controls can vary with the browser and macOS version.
Firefox
- Open the page, open the Firefox menu, and choose Print.
- In Destination, select Save to PDF.
- Check the preview and adjust the settings that matter: orientation, pages, paper size, scale, margins, headers and footers, and backgrounds.
- If offered, choose Simplified format to reduce page clutter, then click Print and save the PDF.
In Firefox, choosing Simplified format disables print backgrounds. Mozilla also cautions that a webpage can be set up to look different on paper than on screen, so inspect the preview rather than assuming the PDF will match the browser view.
Convert an existing screenshot image to PDF
If you already have a PNG, JPEG, or other screenshot image, first make sure it includes the content you need. Then open or import the image in a viewer or application that can print or export images to PDF. The available menu names and steps depend on the operating system, image app, and version; there is not one cross-platform sequence established here.

- Capture the needed area. In Firefox, the screenshot tool offers Save full page and Save visible, and saves the capture as an image. Choose full page when you need off-screen content, or visible when only the current viewport matters.
- Open the saved image in an image-capable app. Use that app’s print or export-to-PDF function.
- Choose how it fits the PDF page. Fit-to-page keeps the whole screenshot visible but may shrink it. Actual size preserves the image scale but can crop it if the image is larger than the paper. If legibility matters more than keeping one continuous image, use an option that divides the image across pages when your app offers it.
- Inspect the resulting PDF. Check that the entire capture is present, the text is readable at the intended zoom or print size, and no unwanted borders or margins have been added.
Firefox Developer Tools also documents full-page screenshot output that includes off-screen parts of the page. That operation writes an image; it does not itself convert the image into a PDF.

Prevent cut-off pages and unreadable output
For a webpage-to-PDF job, start with the print preview. Browser print output may differ from the on-screen page: content can reflow, backgrounds may be omitted, and headers or footers may use space. Adjust the print settings before saving rather than trying to repair a poor PDF afterward.
- Content is cut off: try landscape orientation, a smaller scale, or a paper size that better matches the content. Check the preview after each change.
- Text is too small: avoid shrinking a long full-page screenshot onto a single sheet. Use the webpage print route for a paginated document, or split the screenshot across pages if the image-printing app supports it.
- Colors or background blocks are missing: check whether background printing is enabled. In Firefox, Simplified format disables print backgrounds.
- Headers or footers take up space: disable them in the browser’s print settings if they are unnecessary.
- Parts of the page are absent: check whether the page had finished loading before you printed or captured it. For screenshots, confirm whether you chose visible-area or full-page capture.

Chrome Headless documents separate command-line options for screenshot images and PDF output. These are separate render outputs: --screenshot does not make a PDF of the screenshot pixels, and --print-to-pdf prints the webpage to a PDF.

Capture an image
Run this command in a shell with Chrome available as chrome:
chrome --headless --screenshot --window-size=412,892 https://example.com/
This saves a screenshot image. The window-size option sets the capture viewport; it is not a command to create a full-page PDF.

Print the page to PDF
chrome --headless --print-to-pdf https://example.com/
The documented default output is output.pdf in the current working directory. If the page is still loading when capture starts, Chrome Headless documents a --timeout setting that can wait before capture; choose a delay appropriate to the page rather than assuming every site loads at the same speed. Chrome’s command-line reference was last updated 2024-10-21 UTC, so check the reference for the Chrome version you run if an option is not recognized. Flag names can change; the reference also notes a past name change for suppressing headers and footers.

Common problems and fixes
The PDF looks different from the browser
That is expected when the browser prints a webpage rather than saving a screen image. Print layout can reflow the page or omit screen-only elements. Review the preview and adjust scale, orientation, margins, backgrounds, and headers or footers. If you need the exact captured appearance, create a screenshot image and convert that image instead.

You may have printed a page or captured only the visible viewport. For a screenshot, choose a full-page option, such as Firefox’s Save full page. For command-line automation, use a PDF print operation when you need a paginated document, and an image capture when you specifically need screenshot pixels.

The automated output is incomplete
A page may not have finished loading when the command ran. Chrome Headless documents --timeout for pages that are still loading. Increase the wait as appropriate, then inspect the output; a fixed delay cannot guarantee that every page has completed all dynamic work.
A Chrome Headless option is rejected
Check the command against the reference for the Chrome version installed. The command-line documentation records that some flag names have changed over time, including a header-and-footer suppression option.
The screenshot is technically complete but hard to read
A full-page image can be much taller than a sheet of paper. Fitting the whole image to one page reduces its scale. Use a paginated webpage print instead when you want a document, or choose a multi-page image-print option where available.
Which method should you use?
- Choose browser print-to-PDF for a document you can paginate, read, and potentially select text from.
- Choose screenshot-to-PDF when preserving a visual capture matters more than searchable text or print-style pagination.
- Choose Chrome Headless when you need repeatable command-line output, remembering that its image and PDF flags create different outputs.
Frequently Asked Questions
Can a PDF made from a screenshot contain selectable text?
Usually the screenshot is stored as an image, so its text is not selectable as webpage text. Browser print-to-PDF is the better fit when selectable text is important.
Does saving a webpage as PDF capture the entire page?
It produces a print rendering, which can span multiple pages. The result depends on the page’s print layout and the settings shown in the print preview.
Is Chrome Headless –screenshot the same as –print-to-pdf?
No. The first creates an image screenshot; the second creates a PDF rendering of the webpage.
