If Publisher can still open your .pub file, export it now. In Publisher, choose File > Save As, select PDF, choose a location, and save. Newer versions also offer File > Export > Create PDF/XPS Document > Create PDF/XPS. Select PDF, open Options, choose the quality setting that matches your destination, and publish.
Microsoft recommends converting existing files before October 1, 2026. Microsoft 365 subscribers are scheduled to lose Publisher access on or shortly after that date as the removal update rolls out. Support for perpetual Publisher editions ends on October 13, 2026, although Microsoft says perpetual-license users can continue installing and using the application after support ends. Your practical deadline therefore depends on how Publisher is licensed.

Why you should convert before Publisher access changes
A PDF gives you a dependable viewing and printing copy of a Publisher publication, even when the original application is no longer available on a particular computer. It can retain searchable text, hyperlinks, embedded fonts, metadata, and the CMYK or spot/process color information used by commercial printers. Those capabilities do not guarantee a perfect export for every publication, so inspect the finished file before distributing or archiving it.
Microsoft’s retirement guidance says: Action Recommended: Convert your existing files to another format before 10/1/2026.
The date is not identical for every license:

| Publisher access context | Date or status | What it means for your files |
|---|---|---|
| Microsoft 365 subscription | On or shortly after October 1, 2026 | Publisher removal begins as Microsoft rolls out the update. Export files before the update reaches your installation. |
| Perpetual Publisher installation | October 13, 2026 | Support ends. Microsoft says perpetual-version users can continue installing and using Publisher beyond that date, but the unsupported application should not be your only way to access important files. |

Make an inventory before exporting
Do not begin with a random file and assume the rest of the archive is identical. List the folders that contain .pub files, identify which publications are current or legally important, and note whether they are single-page flyers, multi-page newsletters, brochures, calendars, cards, or business cards. Grouping files by type makes it easier to spot a failure in a particular template.
Make a complete backup of the source folders before opening or modifying anything. Keep the .pub files in their original locations when possible, and export PDFs to a separate destination. If a publication contains linked images or unusual fonts, retain the related assets and any notes you already have about them. A PDF is a finished copy, not a substitute for those editable resources.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteOpen a representative file from each major group while Publisher is still working. Confirm that pages display correctly, that the publication is not prompting for missing content, and that you have permission to read the source and write to the export folder. Resolve obvious missing-font or missing-image problems before a large batch, because an export can faithfully preserve an already-missing element without warning you that the source was incomplete.
Convert one Publisher file to PDF
Option 1: Save As
- Open the .pub file in a working Publisher installation.
- Select File > Save As.
- Choose the folder where you want the PDF stored.
- Open the file-type menu and select PDF.
- Enter a filename that clearly identifies the exported copy, then select Save.
- If Publisher displays PDF options, choose the publishing quality before confirming the export.
This path is available in many Publisher versions. Older editions may show a different command name, so use the version-specific menu wording described below if you do not see PDF under Save As.
Option 2: Export as PDF/XPS in newer Publisher versions
- Open the publication and select File > Export.
- Choose Create PDF/XPS Document.
- Select Create PDF/XPS.
- In the publishing dialog, select PDF as the file type.
- Open Options and choose the quality level appropriate for the job.
- Select Publish, then open the resulting PDF to check it.
Microsoft documents both export routes and explains the available quality settings in its Publisher PDF/XPS instructions.
If your menus use older labels
Publisher versions do not all use the same navigation. An older installation may place the command under File > Save & Send or show Publish as PDF or XPS. Choose the PDF option rather than XPS when the file must be broadly shareable or sent to a print service. The exact label can vary by edition and year, but the result is the same type of view-and-print export.

Pick the symptom - the matching free tool is one click away.
Give the exported file a useful identity
Use a name that records the publication, date, and purpose instead of leaving a generic name such as Publication1.pdf. For example, member-newsletter-2026-09-web.pdf and member-newsletter-2026-09-commercial-press.pdf make the intended use clear. If you produce more than one quality version, keep them in separate folders or include the preset in every filename. This avoids sending a screen-oriented file to a printer by mistake.

Choose the right PDF quality setting
The quality choice affects file size, image resolution, and suitability for printing. Select it before publishing rather than trying to repair a low-resolution export later.
| Publisher setting | Use it for | Trade-off |
|---|---|---|
| Minimum Size | Online viewing when the publication will be viewed as a single page. | Smallest file; not the preferred choice for high-quality printing. |
| Standard | Online distribution, including situations where the recipient may print on a desktop printer. | Balances file size and ordinary print quality. |
| High Quality Printing | Desktop printing or a copy shop. | Larger file with output intended for better print reproduction. |
| Commercial Press | Commercial printing. | Largest, highest-quality output and the slowest or most storage-intensive option. |
Do not choose Commercial Press merely because it sounds safest. For a screen-only handout, Minimum Size or Standard is easier to send. For a home or office printer, Standard is usually the appropriate starting point; use High Quality Printing when the publication contains detailed images or is going to a copy shop. Ask a commercial printer whether it has additional color, bleed, or PDF-preflight requirements before selecting Commercial Press.
Publisher’s PDF output can preserve searchable text and hyperlinks, embed needed fonts, retain metadata, and handle CMYK plus spot or process color information used by commercial printers. These are capabilities of the format and export process, not a promise that every object in every publication will behave identically. A transparent image, picture effect, page background, or unusual font deserves particular attention in the proof.
Check the exported PDF before you send it
Publisher’s export is intended to preserve the publication’s appearance, but the only reliable way to catch a problem is to open the actual PDF. Check the following in the exported file, not just in the Publisher window:
- Every page is present and in the intended order.
- Text is selectable and searchable where it should be.
- Headings, captions, and small text have not moved, been clipped, or overlapped.
- Fonts look correct and special characters display properly.
- Hyperlinks open the intended destinations.
- Images, transparencies, shadows, and page backgrounds render as expected.
- Color and black areas look right on screen and, when relevant, on a proof print.
- The page size, orientation, margins, and any printer marks match the job.
- The PDF opens on a second device or in a second PDF viewer.
For a multi-page publication, jump to the first, middle, and last pages as well as any page with a table, a full-bleed image, or unusually small type. Zoom in on logos, fine rules, and legal text. If the file is for printing, make a proof on the intended printer or ask the commercial printer to review it before committing to a run.
Keep the original .pub file beside the PDF and use descriptive names such as newsletter-2026-09-source.pub and newsletter-2026-09-print.pdf. Record which quality setting you used if several versions will circulate. If a corrected publication is exported later, preserve the earlier PDF rather than silently replacing it when the earlier version may have been distributed.
Convert a folder of .pub files
Microsoft provides a sample PowerShell script for exporting one publication, every .pub file in a directory, or files in directories and subdirectories. This route is useful for an archive, but it does not convert files after Publisher has disappeared: the script requires a working, licensed Publisher installation.
Recommended Free Tools
Prepare the batch job
- Make a backup of the complete source directory before running any script.
- Confirm that Publisher opens at least one representative file and that your Windows account has permission to read the source folder and write to the destination.
- Download or copy Microsoft’s sample PowerShell code from the retirement guidance page.
- Adapt the input and output paths, file-selection scope, and any naming rules to your archive.
- Run a small test containing a few files from different templates before processing the full directory.
- Review the script’s success and error output, then open several generated PDFs from different source files.
Separate the test output from the final destination so you can remove it without confusing preliminary files with approved exports. Include a multi-page file, a graphics-heavy file, and a file with links or unusual fonts in the test set. Compare the page count and filenames with the source list after the run; a script can report individual errors even when most files succeed.

Batch-export limitations
- The sample is instructional. Microsoft recommends modifying and testing it for your intended use rather than treating it as a universal production tool.
- A collision with an existing output filename produces an error instead of overwriting the existing file. Decide whether to rename, move, or separately review those outputs.
- One damaged or unusually complex publication may fail even when others succeed, so a successful batch does not remove the need for spot checks.
- Keep the original .pub files; a batch-generated PDF is a distribution copy, not an editable replacement.
Do not assume that a batch process has preserved every page merely because it completed. Check the script’s success and error messages, inspect representative PDFs, and record which source files still need individual attention. If a filename contains characters that your naming rule does not handle, fix that rule and rerun only the affected files rather than creating ambiguous duplicates.
What to do if Publisher is already unavailable
If you have another working Publisher installation
The most faithful route is to move the .pub file to a computer with a licensed Publisher installation, open it there, and use Save As or Export to create the PDF. The file must be opened by Publisher for Microsoft’s documented export process and sample script to work. Work from a copy when moving files between computers, and verify the resulting PDF on the computer where it will ultimately be shared or printed.
If you only have a PDF
A PDF can preserve the finished appearance without preserving Publisher’s object structure. Microsoft describes opening a PDF in Word as one possible route to an editable document, but the conversion is optimized for text editing and its layout may vary from the PDF, especially when the publication contains many graphics. Use this only as a recovery path when you need editable text, and compare the Word result with the PDF before rebuilding the design.
If you have only the .pub file and no Publisher installation
Microsoft suggests Word or PowerPoint as starting points for recreating common materials such as flyers, brochures, business cards, calendars, and cards. That is a rebuild, not an intact conversion: you will need to recreate text boxes, images, spacing, and page structure in the new application. Preserve the original .pub file even if the rebuilt document becomes your future working copy.
Start the rebuild with the PDF if one exists, because it supplies a visual reference for page size, hierarchy, and spacing. If no PDF exists, gather screenshots, printed copies, image assets, and text from other records. Expect to compare the rebuilt pages carefully; neither Word nor PowerPoint is presented by Microsoft as a one-click conversion that retains the original Publisher layout.
Considering an online or third-party converter
Microsoft notes that third-party conversion tools exist but does not support them, and quality and capabilities vary. Before uploading a file, assess whether the service’s privacy terms fit the content, particularly for customer data, unpublished designs, financial information, or confidential documents. Always download and inspect the output; do not assume that a service preserved fonts, links, color, page dimensions, or graphics merely because it produced a PDF.
Do not treat a converter’s marketing claim as proof that it can reproduce a complex publication. Test with a nonconfidential copy first, compare the page count and visual details, and keep the original file untouched. If the output is unacceptable, return to a licensed Publisher installation or rebuild the material rather than repeatedly uploading sensitive files.

Publisher 2016 on Windows 10
- Open Windows printer settings and temporarily change the default printer to another installed device. Microsoft gives Fax and Microsoft Print to PDF as examples.
- Return to Publisher and retry the PDF export.
- After the export succeeds, restore your preferred default printer.
If changing the default printer does not help, do not repeatedly overwrite the source publication. Save a backup copy, test the export on a small duplicate, and continue with the version-specific troubleshooting guidance.
Publisher 2016, 2013, or 2010 on older Windows versions
Microsoft suggests reducing the publication’s complexity: compress images, remove page backgrounds, remove very large or transparent images, or remove picture effects, then try saving again. Make those changes on a copy so the original layout remains available. If the file contains many high-resolution images, export a test copy after each class of change to identify what is triggering the failure.
These steps can change the visual result, so compare the repaired export with the untouched publication. If removing a background or effect makes the PDF save successfully, document that change and decide whether the simplified version is acceptable for its intended use. If not, retain the successful PDF as a fallback and continue seeking a way to export the original design.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.PDF versus the original Publisher file
Publisher’s PDF and XPS output is designed for viewing and printing. Microsoft states that the resulting files cannot be changed in Publisher. A PDF therefore solves the immediate sharing or printing problem, but it does not replace the source file for future edits.
| Need | Keep or create | Why |
|---|---|---|
| Reliable appearance for recipients | Recipients can view and print the finished publication without Publisher. | |
| Future layout edits | Original .pub file | Publisher’s editable objects, text frames, and design structure remain available. |
| Text-focused recovery | Word document created from the PDF | May make text editable, but graphics-heavy layouts can change. |
| Future recreation in another application | PDF plus original assets and notes | Provides a visual reference when rebuilding in Word or PowerPoint. |
Archive the .pub file, the exported PDF, and any fonts or image assets you are legally able to retain. Store at least one copy where a future Publisher installation or migration can reach it, and a separate backup in case the working copy is damaged. Keep the PDF and source together in a clearly named folder so someone who inherits the archive can identify which file is editable and which is the approved viewing copy.
A practical decision guide
| Your situation | Best route | Important check |
|---|---|---|
| One file, Publisher opens it | Save As > PDF or Export > Create PDF/XPS | Open the PDF and verify every page, link, font, and image. |
| Many files, Publisher opens them | Adapt Microsoft’s PowerShell sample | Test a small batch, back up sources, and review collision errors. |
| Need ordinary online sharing | Minimum Size or Standard | Confirm that text remains readable and searchable. |
| Need desktop or copy-shop printing | High Quality Printing | Check page size, margins, images, and a proof print. |
| Need commercial printing | Commercial Press | Confirm the printer’s requirements and inspect color and marks. |
| No Publisher, but a PDF exists | Use the PDF as the authoritative visual copy; convert to Word only if editing text is necessary | Expect layout changes in graphics-heavy pages. |
| No Publisher and only a .pub file | Use a licensed Publisher installation if possible; otherwise rebuild in Word or PowerPoint | Do not assume a rebuild will preserve the original layout. |
Frequently overlooked details
- Do not confuse support with immediate usability. A perpetual installation may continue to run after October 13, 2026, while Microsoft 365 access is scheduled for removal around October 1.
- Do not delete the source after exporting. The PDF cannot be edited in Publisher.
- Do not trust a batch exit message alone. Open representative PDFs, including files with tables, transparent graphics, unusual fonts, and multiple pages.
- Do not use the smallest setting for a print job by accident. Choose the destination first, then select the quality preset.
- Do not overwrite a file with the same export name. Microsoft’s sample script reports a collision as an error rather than replacing the existing PDF.
- Do not apply one retirement date to every license. Microsoft 365 removal and perpetual-version support ending are separate events.
- Do not assume PDF-to-Word is a design conversion. It is optimized for text editing and can alter a graphics-heavy layout.

Can I batch-convert Publisher files to PDF?
Yes, Microsoft provides a sample PowerShell script for one file, a directory, or recursive directories. It requires a working, licensed Publisher installation. Back up the source, adapt and test the script, review success and error output, and remember that an existing output name causes an error rather than an overwrite.
Which setting makes a print-quality PDF?
Use High Quality Printing for desktop or copy-shop printing and Commercial Press for commercial printing. Confirm the printer’s own requirements, then inspect color, page dimensions, images, and marks. Standard is intended for online distribution when a recipient may print on a desktop printer.
Will the PDF remain editable in Publisher?
No. Microsoft says Publisher’s PDF and XPS output is for viewing and printing and cannot be changed in Publisher. Keep the original .pub file. Opening the PDF in Word may provide editable text, but the layout can change, especially when the publication contains many graphics.

Frequently Asked Questions
How do I convert a Publisher file to PDF?
Open the .pub file in Publisher and use File > Save As > PDF, or in newer versions use File > Export > Create PDF/XPS Document > Create PDF/XPS. Choose the quality preset, publish, and inspect the resulting PDF.
Can I batch-convert Publisher files to PDF?
Yes. Microsoft provides a sample PowerShell script for individual files, folders, and recursive folders. It requires a working, licensed Publisher installation, and it should be backed up, adapted, tested, and checked for filename-collision errors.
Which Publisher setting is best for printing?
Choose High Quality Printing for desktop or copy-shop printing and Commercial Press for commercial printing. Ask the printer about its requirements and proof the exported PDF.
Will a PDF remain editable in Publisher?
No. The PDF is a viewing and printing copy, not an editable Publisher source. Keep the original .pub file. PDF-to-Word conversion may make text editable but can change graphics-heavy layouts.
What can I do if Publisher is unavailable?
Use another licensed Publisher installation if possible. If only the .pub file remains, recreate the publication in Word or PowerPoint. If you use a third-party converter, consider privacy and verify every page and design element.
The Bottom Line
Export every important .pub file while a working, licensed Publisher installation can still open it. Use Save As or the PDF/XPS export command, match the quality preset to online sharing or printing, inspect the finished PDF, and preserve the original source. Microsoft 365 removal is scheduled for on or shortly after October 1, 2026; perpetual Publisher support ends October 13, 2026.
