The fastest way to convert a PDF design to HTML is Adobe Acrobat’s built-in export: open the PDF, choose Convert → Other format → HTML → Convert to HTML, then save the result. For a scanned PDF, run OCR first. Treat the exported files as a starting point: production websites normally need semantic HTML, responsive CSS, corrected reading order, optimized images and accessibility testing.
Choose the right conversion path
A PDF is a fixed-page output, not a responsive document model. Your best method depends on whether you need a quick web copy, editable text from a scan, or a maintainable website.

Convert a PDF design to HTML in Adobe Acrobat
- Open the PDF. Confirm that the file is the intended page, version and language.
- Check whether text is selectable. Drag across a paragraph and copy it into a plain-text editor. If no characters can be selected, the page is probably an image.
- Run OCR when needed. In Acrobat, use the OCR or “Recognize Text” command, select the document language and create searchable text before exporting. Inspect the result manually, especially headings, punctuation, columns, tables and unusual fonts.
- Open the export command. Choose Convert, then Other format, and select HTML.
- Choose the HTML option. Adobe’s instruction is: “Select Convert to HTML.”
- Configure export settings. Depending on the Acrobat edition and file, choose a single HTML file or multiple linked files, include images, create navigation from document structure, remove headers and footers, and set any available image or text options.
- Choose a save location and save. Keep the HTML and its generated asset folder together when Acrobat produces multiple files.
- Open the result in a browser and inspect it. Check every page, image, link, heading and table before publishing.
Single file or multiple linked files?
A single HTML file is convenient for sharing and small documents. Multiple linked files can be easier to maintain when the export creates separate assets or pages. Whichever option you choose, preserve relative paths and test the result from a web server, not only by double-clicking a local file; browser security rules can make local assets appear broken.
When to export only a selection
If the PDF contains a cover, appendix or unrelated pages, select the relevant content and export that portion when Acrobat supports it. Export illustrations separately when you need to replace fixed PDF positioning with responsive images in your own markup.

Clean up the exported HTML
PDF-to-HTML conversion often reproduces visual coordinates rather than the document’s meaning. Use the export as a draft and make the following changes.
Restore semantic structure
- Use one descriptive
<h1>, then headings in logical order. - Turn visually aligned text into real paragraphs, lists, block quotes or tables.
- Use
<nav>,<main>,<header>and<footer>landmarks where they describe the page. - Convert PDF links into normal, keyboard-focusable
<a href>elements and verify their destinations. - Remove duplicate headers, footers, page numbers and invisible positioning spans that do not convey information.
Replace fixed coordinates with responsive CSS
PDF pages have a fixed width and height. Avoid preserving every absolute top and left value. Build a flexible container with CSS Grid or Flexbox, use relative units, and let text wrap. Add breakpoints only where the content requires them rather than copying the PDF’s page size.

Handle images and fonts deliberately
Give each meaningful image an accurate alt attribute; use an empty value for purely decorative artwork. Compress oversized exports, choose modern formats where your browser support allows, and retain enough resolution for retina displays. Confirm that any embedded or substituted font has the rights and language coverage your site requires. Do not assume that a font that looks correct in the PDF will be available to web visitors.
Rebuild tables and captions
Positioned text that looks like a table is not necessarily announced as one by assistive technology. Recreate it with <table>, <caption>, header cells and appropriate scope attributes. Associate captions and figures with <figure> and <figcaption>.

Make the result accessible
- Set the document language with the HTML
langattribute. - Check heading hierarchy and reading order in a screen reader, not just visually.
- Ensure every interactive element works with Tab, Enter and Space, with a visible focus state.
- Provide meaningful alternative text and transcripts where the design contains information in images.
- Check text and control contrast, including hover and focus states.
- Do not communicate status, color or instructions by color alone.
- Use an accessibility checker, then perform a manual keyboard and screen-reader review. Complex and table-heavy layouts are particularly likely to acquire a wrong reading order during export.
Validate layout at real viewport sizes
Compare the HTML with the PDF at the intended desktop width, then test narrow phones, a tablet-sized viewport and a very wide display. Look for clipped text, horizontal scrolling, overlapping elements, unreadable tables, missing backgrounds and images that load too late. Check links, filenames, browser history, print output and whether the page still makes sense when styles or images are unavailable.

OCR-specific problems and fixes
Wrong characters
Low-resolution scans, textured backgrounds and decorative type can turn “O” into “0” or split words. Increase scan quality when possible, select the correct OCR language and proofread names, numbers, code and URLs against the source.
Incorrect reading order
Multi-column pages may be read across columns or down the wrong column. Inspect the exported DOM and reorder content into the sequence a person should hear and read.
Tables and forms
OCR may merge cells or omit lines. Recreate the table or form manually when the data matters; do not publish an unverified conversion simply because it resembles the PDF visually.

Final pre-publish checklist
- Text, headings, links, tables and images match the source.
- OCR errors in names, numbers, URLs and legal text are corrected.
- Reading order works visually, by keyboard and with a screen reader.
- The page passes narrow and wide viewport checks without horizontal scrolling.
- Images have appropriate dimensions, compression and alternative text.
- Headers, footers, filenames and metadata are intentional.
- Focus states, contrast, language and document landmarks are present.
- Automated outputs are versioned and reviewed before deployment.
Frequently Asked Questions
Can I convert a PDF design to HTML without Acrobat?
Yes. You can manually rebuild the design with semantic HTML and CSS, or use a verified PDF-processing API for automation. The manual route gives the most responsive and accessibility control.
Will PDF-to-HTML conversion preserve the exact design?
It can provide a useful visual starting point, but fixed PDF coordinates, fonts and page boundaries do not map cleanly to responsive web layouts. Expect manual CSS and semantic cleanup.
Is OCR required for every PDF?
No. OCR is required when the PDF contains scanned or image-only pages and you need searchable, editable text. Text-based PDFs can usually be exported directly.
