Yes—you can convert a JPEG to a PDF for free without buying software. Use Print → Microsoft Print to PDF on Windows, export from Preview on a Mac, choose Print or Save as PDF on a phone, or use Adobe’s browser-based JPG-to-PDF converter when you cannot install anything. For passports, IDs, medical records and other sensitive images, the built-in local method is the safer choice because the JPEG stays on your device.

Convert a JPEG to PDF on Windows
Windows includes a virtual printer that creates a PDF instead of paper. The JPEG is handled locally.
- Open File Explorer and locate the JPEG or JPG.
- Select the file, right-click it, and choose Print. If you are using Windows 11, you may need Show more options → Print.
- In the printer list, select Microsoft Print to PDF.
- Choose a paper size and layout. Use Full page photo when you want the image enlarged to the page, or disable Fit picture to frame if you need to preserve the complete uncropped image.
- Click Print, choose a folder and filename ending in
.pdf, then select Save.
Open the resulting PDF and check the page orientation, margins and crop before sending it. If Microsoft Print to PDF is missing, open Settings → Apps → Optional features → More Windows features, enable Microsoft Print to PDF if it is listed, and restart the print operation.
Convert a JPEG to PDF on a Mac
Preview can export one image directly or combine several images into one PDF.

- Double-click the JPEG to open it in Preview. If another app opens it, right-click the file, choose Open With, and select Preview.
- For one image, choose File → Export as PDF (or File → Print, then choose PDF → Save as PDF if that menu is shown).
- Enter a filename, select a destination and click Save.
Make one PDF from several JPEGs in Preview
- Select all of the images in Finder and open them with Preview.
- Choose View → Thumbnails so the sidebar shows every page.
- Drag thumbnails into the required order.
- Choose File → Print, select PDF → Save as PDF, and save the document.
Preview’s print dialog lets you choose portrait or landscape orientation and scale. Verify that no edge is clipped, especially when the source images have different aspect ratios.
Convert a JPEG to PDF on an iPhone or iPad
Exact labels vary between iOS and iPadOS releases, but the built-in share and print workflow is free.
- Open the image in Photos or the Files app.
- Tap Share, then choose Print. If Print is not visible, swipe up through the actions list.
- On the print preview, spread two fingers outward on the image preview. This opens it as a PDF preview.
- Tap Share again and choose Save to Files, Mail or another destination.
Some iPhone apps expose Create PDF directly in the Share sheet. That option produces the same type of document without requiring a paid Acrobat subscription.

Android manufacturers use different gallery and print menus, so the wording may differ.

- Open the JPEG in Google Photos, Gallery or Files.
- Tap Share or the three-dot menu and choose Print. On some phones the command is under Share → More.
- Set the printer to Save as PDF.
- Choose paper size and orientation, tap the PDF button, select a folder and save.
If your gallery app has no print command, open the image in Google Drive, Files or another app that supports Android’s system print service. Avoid installing an unfamiliar converter for a confidential image when the system option is available.
Use a browser when you cannot install software
Adobe’s online JPG-to-PDF converter accepts JPEG/JPG files and works in modern browsers on Windows, macOS, Linux and mobile devices.
- Open Adobe’s JPG-to-PDF converter in your browser.
- Select or drag in the JPEG.
- Wait for the conversion to finish, then download the PDF.
Adobe says the uploaded file is handled by its servers and deleted unless you sign in to save it. Adobe also describes HTTPS with TLS 1.2 and AES-256 encryption. Those are the vendor’s stated controls, not a reason to upload every confidential document: follow your employer’s or institution’s policy, and use a local workflow for sensitive records whenever possible.
Preserve quality, orientation and page size
- A PDF does not restore detail. Conversion normally places the existing JPEG inside a PDF container. A low-resolution or heavily compressed image remains low-resolution or compressed.
- Check cropping. “Fit to page” can add margins; “fill page” can cut off edges. Open the saved PDF at 100% before sharing.
- Match orientation. Portrait images generally need portrait pages, while wide screenshots and landscape photos need landscape pages.
- Keep image order. For a multi-page document, rename files with prefixes such as
01,02and03before selecting them, then confirm the order in the preview or thumbnail pane. - Expect a picture, not editable text. A JPEG-to-PDF conversion does not perform OCR; the visible words remain pixels unless you separately use an OCR tool.
Privacy, cost and reliability
Local conversion with Windows Print to PDF, Preview or a phone’s system print service is free, does not require an account and avoids uploading the image. It is usually the quickest route for a single file and continues to work without an internet connection.

An online converter is convenient when you are on Linux, using a managed computer without a PDF printer, or need a browser-only workflow. Its trade-off is that the JPEG must leave your device. Do not treat a stated encryption method or deletion policy as permission to bypass a workplace, school or client rule.
Troubleshooting
The PDF is sideways
Set portrait or landscape orientation in the print dialog before saving. If the image contains rotation metadata, open it in an editor, rotate it, save the JPEG, and convert that corrected copy.
The edges are cut off
Choose a “fit” or “shrink to printable area” option rather than “fill.” On Windows, clear Fit picture to frame when it causes cropping. A small border is preferable to losing document edges.
The PDF is much larger than the JPEG
Printing can place the image at a high page resolution. Reduce the JPEG dimensions before conversion if the file is only for screen viewing, or choose a lower-quality export option where your app provides one. Keep the original JPEG as your archival copy.

Several images became separate PDF files
Select all images in one print/export operation. On macOS, open them together in Preview and arrange the thumbnails before saving. On Windows, select all JPEGs in File Explorer before right-clicking Print; if your Windows build does not offer a single multi-image print, create the pages in an app that supports a combined PDF.
“Microsoft Print to PDF” is unavailable
Check Windows optional features and enable the printer feature. If a managed work computer blocks optional features, use Preview on a Mac, the phone’s system print command, or an approved browser converter instead.
The online converter will not upload the file
Confirm that the file is actually JPEG/JPG, reload the page, try a current browser, and check whether your network blocks file-upload sites. For a sensitive image or a restricted network, switch to the local method rather than repeatedly uploading.
