How to Control GitLab Duo Usage and Set Spending Limits

By Freedom251 Team · · 12 min read

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

GitLab Duo has more than one billing model, so there is no single “Duo spending limit.” Start by identifying what can create the charge: GitLab Credits for credit-metered features such as parts of the Duo Agent Platform, Duo Pro or Enterprise seats, ordinary GitLab subscription seats, or a GitLab Flex capability limit. Then use the control that matches that billing unit.

For credit usage, open the GitLab Credits dashboard and configure a subscription-level or per-user cap. For seat-based Duo, assign or remove seats in GitLab Duo settings. For general subscription overages, review billable members and restrict access to prevent new billable additions. If you use Flex, set a limit for the individual capability that is generating on-demand usage. These controls have different scopes and enforcement rules.

First identify what you are trying to limit

“GitLab Duo” is a product family, not one meter. The correct control depends on the plan, feature and billing unit involved.

What can create a charge Billing unit Primary control What the control does not cover
Duo Agent Platform and other credit-metered features GitLab Credits Credits dashboard caps, or remove Duo access for an immediate stop It does not automatically remove ordinary GitLab subscription seats
GitLab Duo Pro or Enterprise Assigned add-on seats GitLab Duo settings and seat assignment These plans are not billed by Credits
Additional members on a GitLab subscription Billable subscription seats Seat management, billable-user review and restricted access Removing a Duo seat does not remove the user’s general GitLab seat
GitLab Flex capabilities Capability-specific on-demand usage Flex dashboard spend control It limits the selected capability, not every GitLab or Duo feature

GitLab’s Credits documentation states: “GitLab Duo Pro and Enterprise and their associated GitLab Duo features are not billed based on usage and do not consume GitLab Credits.” That does not mean every feature carrying the Duo name is seat-only. Check the feature and plan shown in your subscription before changing a limit.

How GitLab Credits billing works

Credits billing is consolidated at the root namespace or top-level group. Usage is attributed to the subject performing the action. GitLab documents three relevant pools:

  • Included Credits: the allowance bundled with the applicable offering.
  • Monthly commitment credits: a committed pool available under the subscription terms.
  • On-demand Credits: usage after included and committed credits are exhausted.

The current Credits documentation lists on-demand usage at $1 per GitLab Credit used. That is a documented price accessed in 2026, not a permanently fixed rate; verify the live billing page for your region, plan and renewal date before using it in a budget.

Consumption is feature-specific. An Agentic Chat message can generate one or more billable requests because a response may require multiple large-language-model calls. Other features may use a flat-priced execution or a model-call-based calculation. Do not apply one feature’s multiplier to all Duo activity.

How to set a GitLab Credits spending cap

Use the GitLab Credits dashboard for credit controls. The labels and permissions can differ between GitLab.com, Self-Managed, Dedicated and subscription tiers, so treat the following as the operational path rather than a promise that every installation has identical menu text.

  1. Sign in with the subscription or group role that can view and change Credits settings.
  2. Open the Credits dashboard for the root namespace or top-level group that owns billing.
  3. Review current usage, included balances, commitment credits and on-demand usage before choosing a cap.
  4. Choose a subscription-level cap or a per-user cap, enter the limit and save it.
  5. Confirm which namespace, users and usage categories the setting applies to, then record the effective date and owner of the change.
  6. Watch the dashboard after saving. Usage data is delayed, so do not treat the displayed balance as a real-time circuit breaker.

Subscription-level cap

A subscription-level cap limits on-demand usage. It is applied in addition to users’ included Credits; it is not a universal ceiling on all consumption. A user can continue to consume an included allowance even when the on-demand cap has been reached.

This is usually the right control when finance wants a namespace-wide limit on unexpected paid usage while allowing ordinary included usage to continue.

Per-user cap

A per-user cap follows GitLab’s documented user-level rules and can include the user’s total usage, including included Credits. The dashboard’s definition of user-triggered usage matters: not every request made by an automation or service identity is necessarily counted against the same user limit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use per-user limits when a small number of developers, contractors or pilot participants need separate budgets. Set the value with the user’s expected included allowance in mind; otherwise, a low cap can block legitimate included usage before the month ends.

Service accounts and automation

Service-account flows can be billed to the namespace rather than an individual. GitLab’s dashboard documentation notes that such usage may not count toward a user’s flat cap or per-user override. For automation, use a subscription-level cap or remove the relevant Duo seat if you need a control that covers namespace-billed activity.

What a Credits cap cannot do

A cap is not an instantaneous shutoff. GitLab warns: “Because data is not real time, limited additional GitLab Credits usage may occur before enforcement takes effect.” Budget for a small amount of lag when setting a limit, especially for high-volume automation or a month-end workload.

  • A subscription cap does not erase or block every user’s included Credits.
  • A per-user cap does not necessarily govern namespace-billed service-account activity.
  • A cap on credit-metered usage does not remove a Duo Pro or Enterprise seat.
  • A Credits setting does not prevent ordinary GitLab subscription seat overages.

If you require a hard operational stop rather than a delayed financial control, use the documented seat or namespace shutdown path.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to stop GitLab Duo Credits consumption immediately

GitLab documents two immediate actions: remove the GitLab Duo seat from the affected users, or turn off GitLab Duo for the namespace. GitLab describes this as the way “to stop all GitLab Credits consumption immediately, regardless of included balances.”

  1. Identify the users or namespace generating the activity in the Credits dashboard.
  2. Open GitLab Duo settings for the subscription or namespace.
  3. Remove the Duo seat from the affected users, or disable Duo for the namespace.
  4. Verify that the feature is no longer available to those identities and retain the change record.
  5. After the incident is contained, review logs and usage reports before restoring access or changing the cap.

This is an access change, not merely a budget preference. It can interrupt developers’ workflows, so use it when preventing further consumption is more important than preserving uninterrupted Duo access.

How to control Duo Pro and Enterprise seats

Duo Pro and Enterprise are add-ons that require seats assigned to team members. Their associated Duo features are seat-based rather than Credits-metered.

  1. Open GitLab Duo settings for the relevant subscription or group.
  2. Review assigned seats and identify inactive, transferred or temporary users.
  3. Remove seats that are no longer needed, or assign seats only to the approved pilot group.
  4. Check the resulting seat count against the subscription’s purchased quantity.
  5. Communicate the access change so users understand that a missing seat is an entitlement change, not a Credits cap.

Removing a Duo seat does not remove the person’s general GitLab subscription seat. If the concern is the total subscription invoice, perform the separate billable-member review described below.

How to prevent GitLab subscription seat overage charges

General subscription billing counts billable members under the applicable reconciliation process. Those seats are separate from Duo add-on seats.

Review billable users

  • Open the subscription’s seat-management view.
  • Compare billable members with the purchased seat quantity.
  • Remove or downgrade members who no longer need access, following your organization’s retention policy.
  • Check pending invitations, newly added members and users inherited from groups.
  • Record the review before the reconciliation or renewal date used by your contract.

Restrict new billable additions

Use restricted access controls where available to prevent additional billable members from being added without an owner or administrator review. This is a preventive control for seat growth; it does not cap Credits usage and does not retroactively change an existing billable seat.

Keep the two tasks separate in your runbook: remove a Duo seat when controlling Duo entitlement, and manage the general subscription seat when controlling member-related overages.

How GitLab Flex spend controls differ

GitLab Flex provides capability-level spend controls. In the Flex dashboard, select the capability that can incur on-demand usage and set its limit. The control can be changed during the month.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When the selected capability reaches its limit, GitLab states: “When a capability reaches its limit, usage of that capability stops. Everything else keeps running.” This makes Flex useful when you want to stop one expensive workflow without disabling unrelated GitLab features.

Flex behavior Operational meaning
Scope One selected capability
At the limit That capability stops
Other capabilities Continue running
Change timing Can be adjusted during the month
Relationship to Credits caps Separate plan-specific mechanism

Do not describe a Flex capability limit as a universal Duo cap. Confirm that Flex is enabled for your subscription and that the selected capability is the one generating the usage you are trying to control.

Choosing the right control: practical scenarios

Unexpected Agent Platform charges

Open the Credits dashboard, identify the namespace and feature, then set a subscription-level on-demand cap. If automation continues or the risk is immediate, remove the affected Duo seat or disable Duo for the namespace.

A pilot group needs separate budgets

Assign Duo seats only to pilot users and use per-user Credits caps where the feature supports user-level accounting. Monitor service-account activity separately because it may be billed to the namespace.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The invoice is growing because membership grew

Do not change a Credits cap. Review billable subscription members, remove unnecessary general seats and enable restricted access to stop unapproved additions.

One Flex capability is consuming the budget

Set a limit on that capability in the Flex dashboard. Other capabilities can remain available after the selected one reaches its limit.

You need a guaranteed pause during an investigation

Use the immediate shutdown path: remove the relevant Duo seats or turn off Duo for the namespace. A dashboard cap alone may allow limited additional usage because enforcement is delayed.

Cost planning example

Suppose a namespace has exhausted its included and committed Credits and produces 80 on-demand Credits in a month. At the documented $1-per-Credit list price, the usage component would be $80 before any subscription-specific terms, taxes or adjustments. A subscription-level cap of 50 would limit paid on-demand exposure around that threshold, but it would not necessarily stop included-credit consumption, and delayed enforcement means the final amount can be slightly higher. A per-user cap should be modeled differently because it can include included Credits under the applicable user rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use this kind of example only for planning. Confirm the current price, currency, contract, renewal date and feature calculation in the live GitLab billing documentation. Agentic Chat can create multiple billable requests in one response, so message counts alone are not a reliable invoice forecast.

Requirements before changing a limit

  • Know whether billing is owned by a root namespace or top-level group.
  • Confirm that your role can view and edit Credits, Duo settings or seat management.
  • List the namespaces, users, service accounts and integrations that need continued access.
  • Estimate legitimate included and committed usage before setting a low cap.
  • Choose an emergency contact and rollback owner in case a developer is blocked.
  • Capture the current seat count, cap value and dashboard snapshot for audit purposes.

For Self-Managed and Dedicated installations, verify that the deployment version and subscription tier expose the same controls as GitLab.com. An internal procedure should name the responsible role rather than assuming every administrator can change billing settings.

Common mistakes and pitfalls

  1. Calling every Duo feature seat-based. Agent Platform activity can be credit-metered, while Pro and Enterprise add-ons are not.
  2. Treating a subscription cap as a total ceiling. It governs on-demand usage, not necessarily each user’s included balance.
  3. Expecting real-time enforcement. Delayed data can permit limited additional consumption.
  4. Forgetting automation. Namespace-billed service-account activity can bypass a user-level cap.
  5. Removing the wrong seat. A Duo seat and a general GitLab subscription seat are separate entitlements.
  6. Using Flex as a global switch. Flex stops the selected capability while other capabilities continue.
  7. Copying old menu paths or prices. Product interfaces, plan availability, rates and enforcement behavior can change.

Monitoring and governance checklist

  • Assign an owner for Credits settings, Duo seats and general subscription seats.
  • Review usage at the root namespace or top-level group where billing is consolidated.
  • Separate included, committed and on-demand Credits in reports.
  • Watch for Agentic Chat responses that trigger multiple billable requests.
  • Tag or document service-account workflows so namespace-billed usage is visible.
  • Set a monthly review date before renewal or reconciliation.
  • Keep a record of cap changes, seat removals and namespace shutdowns.
  • Test a non-production user or group after changing access to confirm the intended feature is actually unavailable.

Plan, version and deployment caveats

The exact interface, required administrator role and available control depend on whether you use GitLab.com, Self-Managed or Dedicated, as well as your subscription tier. Check the current GitLab documentation for your deployment before publishing an internal procedure with exact menu names or monetary values.

GitLab’s add-on documentation records a version-specific change: access to GitLab Duo Non-Agentic Chat for Duo Core customers was removed on May 21, 2026, as part of GitLab 19.0. Treat that as applicable only when the reader’s installation and plan match those conditions.

Product names, plan availability, rates and enforcement behavior can change. Reconfirm the live Credits, Duo, seat and Flex documentation whenever you revise a spending policy.

Recommended policy for finance and engineering

  1. Classify the charge: Credits, Duo add-on seat, general subscription seat or Flex capability.
  2. Set the least disruptive control: per-user for pilots, subscription-level for namespace budgets, seat restriction for entitlement, or capability-level for Flex.
  3. Define an emergency action: remove Duo seats or disable Duo for the namespace.
  4. Account for lag: assume a cap can permit limited additional Credits usage before enforcement.
  5. Review exceptions: service accounts and automation may be billed to the namespace outside a user’s cap.
  6. Reconcile monthly: compare dashboard usage with billable members and purchased seats.

The result is a layered control system: Credits caps manage metered usage, Duo settings manage add-on access, seat management controls membership-related charges, and Flex limits isolate a specific capability. Keeping those layers separate prevents the most common mistake—expecting one “Duo limit” to control every feature and every line on the invoice.

Frequently Asked Questions

How do I set a spending limit for GitLab Duo?

First determine whether the charge is Credits, a Duo seat, a general subscription seat or Flex usage. For Credits, use the GitLab Credits dashboard and choose a subscription-level or per-user cap. For seats, change assignment in GitLab Duo settings; for Flex, set the selected capability’s limit in the Flex dashboard.

How can I cap GitLab Duo usage per user?

Set a per-user cap in the Credits dashboard, subject to the documented user-accounting rules. It can include the user’s included Credits. Check service-account activity separately because namespace-billed automation may not count toward that user cap.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I stop GitLab Duo from using more Credits right now?

Remove the GitLab Duo seat from affected users or turn off GitLab Duo for the namespace. A cap is not real-time and may allow limited additional usage before enforcement.

Do Duo Pro and Enterprise consume GitLab Credits?

No. GitLab documents Duo Pro and Enterprise and their associated features as seat-based add-ons that do not consume GitLab Credits. Other Duo-branded features, including credit-metered Agent Platform activity, can follow different rules.

Will removing a Duo seat reduce my regular GitLab seat count?

No. Duo add-on seats and general GitLab subscription seats are separate. Remove or restrict the general billable member separately if you are trying to prevent subscription seat overages.

How do I prevent GitLab seat overage charges?

Review billable members against purchased seats, remove or downgrade unnecessary members, check invitations and inherited group members, and enable restricted access where available to prevent unapproved additions.

What happens when a GitLab Flex capability reaches its limit?

Usage of that selected capability stops, while other capabilities continue running. Flex is a capability-level control, not a universal limit for every Duo or GitLab feature.

Why did usage continue after I set a Credits cap?

Credits data is not real time, and GitLab warns that limited additional usage may occur before enforcement. Namespace-billed service accounts can also fall outside a user-level cap.

The Bottom Line

Match the control to the charge: use Credits dashboard caps for metered usage, Duo settings for Pro or Enterprise seats, seat management for general subscription overages, and Flex controls for one capability. Because caps are delayed and do not always cover included or namespace-billed usage, remove Duo seats or disable Duo for the namespace when you need an immediate stop.
