The Palouse is a watershed, not a single utility service area: local providers set their own rules, rates, and rebate programs, so check with yours before changing irrigation schedules or buying equipment.
Why water conservation matters in the Palouse
Communities in the Palouse rely on groundwater for drinking water. The Palouse Conservation District identifies the Grande Ronde and Wanapum as the region’s largest aquifers and says, “The rate at which we pump water from our aquifers is greater than the rate that water is added to them.” The district does not provide a current numeric trend on its Water Conservation in the Palouse River Watershed page; it directs readers seeking current measurements to the Palouse Basin Aquifer Committee’s yearly water usage reports.

That regional context does not mean every household is under a drought restriction. Washington’s Department of Health says the state declares drought when water supply is below 75 percent of normal and there is a risk of undue hardship or impacts. This is the state’s declaration criterion, not confirmation of a current restriction in a specific community. Check your water provider for local rules.
Which water-saving steps should you try first?
Begin with no-cost routines and leak checks. They are easy to try before deciding whether a fixture or irrigation purchase makes sense. The estimates below come from the City of Palouse’s 2024 Consumer Confidence Report, published in 2025; they are not measured savings for every household.

| Action | What the estimate says | Best first move |
|---|---|---|
| Shorten showers and turn off the tap while brushing, shaving, or washing hair | A five-minute shower uses 4 to 5 gallons, compared with up to 50 gallons for a bath. Turning off water during these routines can save up to 500 gallons a month. | Use a shorter shower and turn the tap off whenever running water is not needed. |
| Run full laundry and dishwasher loads | Full clothes-washer and dishwasher loads can save up to 1,000 gallons a month. | Wait for a full load, choose an appropriate dishwasher load setting, and scrape dishes instead of rinsing them. |
| Check and repair leaks | Fixing a leaky toilet or replacing it with a more efficient model can save up to 1,000 gallons a month. | Check toilets, faucets, showerheads, and visible pipes before replacing equipment. |
These are potential savings reported by the City of Palouse, not a promise that any particular home will save those amounts. A household’s results depend on its existing fixtures, habits, and leaks.
How do you check for leaks?
Test a toilet with food coloring
- Put a few drops of food coloring in the toilet tank.
- Wait without flushing. If color appears in the bowl, water is leaking from the tank into the bowl.
- Repair the toilet or ask a plumber to diagnose it if the cause is unclear.
Leaks are worth prioritizing: Washington State Department of Ecology says toilets account for nearly 30 percent of indoor residential water use and that a leaky toilet can waste 200 gallons per day. Those are general statewide figures, not a measurement of your toilet.

Look for other leaks
Check faucets, showerheads, exposed pipes, and the area around appliances for drips or dampness. To screen for a less visible leak, observe your water meter when no water is being used. If its dials continue moving, that can indicate a leak. This is a screening check, not a diagnosis; contact a plumber if you cannot locate or safely repair the problem.

Outdoor use makes irrigation an important target for households that water lawns, gardens, or landscaping. Ecology estimates that outdoor use accounts for nearly 9 billion of about 29 billion gallons of daily U.S. household water use—roughly 30 percent. In hot months or dry climates, outdoor use may reach 70 percent. These are national estimates, not Palouse household measurements.

- Water plants only when they need it, and adjust schedules for plant type, soil, and weather.
- Set sprinklers to water the lawn or planting beds rather than pavement.
- Apply water no faster than the soil can absorb it; reduce the flow or use shorter watering intervals if runoff begins.
- Water during cooler parts of the day to reduce evaporation.
- Consider drought-tolerant or native plants, drip irrigation, or soaker hoses where they suit the planting area.
- Use a hose timer if it helps avoid leaving water running longer than intended.
Choose equipment to match the job: drip irrigation directs water to individual plants, while a soaker hose releases water along its length and may suit a bed or row. Timed hose watering can help control duration, but none of these tools guarantees a particular saving. Follow any current watering restrictions from your provider.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When is a water-efficient showerhead worth considering?
After changing shower habits and fixing leaks, a WaterSense-labeled water-efficient showerhead is a targeted indoor upgrade. The City of Palouse’s 2024 report says such a showerhead can save up to 750 gallons a month, but that is an estimate—not a guaranteed result for a specific product or home. The benefit depends on the showerhead it replaces and how the shower is used. Check the WaterSense label and installation requirements before buying; if your current showerhead is already efficient or you rent, a replacement may not be the right next step.

Do rebates, rates, or restrictions apply throughout the Palouse?
No. The Palouse watershed spans multiple communities and water providers. The Palouse Conservation District links to separate conservation incentive resources for Pullman and Moscow, and Washington Ecology notes that many providers offer rebates. Eligibility, terms, availability, and current watering rules are local and may change.

Contact your own water provider before purchasing equipment or relying on a rebate. The City of Palouse’s 2024 report, published in 2025, listed a base water rate of $34.00 for the first 600 cubic feet, then $2.00 per 100 cubic feet from 601 to 1,200 cubic feet and $2.25 per 100 cubic feet above 1,200. That is a dated schedule for City of Palouse customers, not a current rate for the whole region.
