The reliable setup order is: create and verify the publication in Google Publisher Center, choose a paywall or contribution model, create and activate the offer, configure a Google Payments profile and bank account, install the correct RRM snippet in your site templates, then test the live reader flow. Subscriptions gate content through a Product ID; contributions ask for one-time or recurring payments and are not donations.
What Reader Revenue Manager does
Reader Revenue Manager is a Publisher Center service for adding subscription or contribution models to a publication’s web pages. Google describes it as helping publishers without an existing membership model incorporate subscriptions or contributions on desktop and mobile web pages. It also supports non-payment prompts such as surveys, newsletter sign-up, reader registration, metering and custom calls to action (CTAs). Those options serve different goals, so select a payment model only when you intend to collect money.

The service is configured in Google Publisher Center, while payment receipt is tied to a Google Payments profile and the implementation lives in your publication’s CMS or page templates. Publication setup must come first; creating a payments profile or adding JavaScript alone does not create a usable offer.

Decide what the reader receives before creating prices. A subscription is an ongoing, priced entitlement to gated content. A contribution is a voluntary payment request that can be one-time or recurring, generally without making the reader’s payment a subscription to every premium article.

| Decision point | Subscription | Contribution |
|---|---|---|
| Reader value | Continuing access to content protected by a paywall. | A payment request; the publisher may offer value such as recognition or an entitlement, but it is not a standard content-access plan. |
| Payment pattern | A price paired with a billing period, optionally with a trial. | One-time or recurring contribution amount. Initial setup offers one-time and monthly amounts; more recurrence periods can be added later. |
| Access mapping | Pages are associated with a Product ID and the matching subscription entitlement. | The contribution prompt uses the open-access implementation rather than a product-gated paywall. |
| Website code | Use the Product ID snippet on pages gated by that subscription product. | Use the open-access snippet on the relevant articles; Google also uses that snippet for contributions and surveys. |
Publisher Center also offers metering, which allows a defined number of premium reads before a subscription request, and targeting modifiers based on device, referrer source and visit frequency. Location targeting and subscriber-specific retargeting are not currently supported according to Google’s pricing guidance.
Prepare the publication before opening RRM
Start in Google Publisher Center’s Reader Revenue Manager setup. You need an existing publication in Publisher Center and enough information to verify an individual or business. Prepare a publication logo in PNG or JPEG format. Google recommends 1000 × 1000 pixels and specifies 512 × 512 pixels as the minimum.
- Confirm that the publication is owned by the correct Publisher Center organization.
- Gather the legal name and verification information requested for the individual or business.
- Prepare the square logo and decide which articles, sections or content types will be paid.
- Identify the CMS templates that can receive code in the HTML
<head>. - Decide who will administer payment verification and bank details; publication ownership does not automatically grant those permissions.
Create the publication access prompt
After selecting the publication, open Reader Revenue Manager and choose a content-access prompt. The prompt determines what an unentitled reader sees. A paywall is appropriate when access should depend on an active subscription. A contribution request is appropriate when readers may voluntarily support the publication without purchasing a recurring access plan.
- In Publisher Center, select the publication.
- Open Reader Revenue Manager and choose the access prompt type.
- For a paywall, define which content is premium and how a reader reaches the subscription offer.
- For contributions, define the request text, amounts and any value exchange you can actually provide.
- Save the configuration, then continue to pricing and code installation.
Do not describe a survey, newsletter sign-up, registration prompt or custom CTA as a subscription plan. Those features can be combined with a monetization strategy, but they do not create a paid entitlement by themselves.
Create and activate subscription plans
Enter the plan’s commercial terms
Use Google’s pricing-plan controls to create a plan. Every subscription plan needs a plan name and billing period. Supported recurrence choices are monthly, quarterly, half-yearly and annually. Select a trial only when you intend to honor it: Google provides none, 7-day, 14-day, 30-day and 60-day options.

A price and its recurrence period together form a pricing plan. If you want monthly and annual offers, create the corresponding plans and give each a clear reader-facing name. Keep the terms understandable in the CTA so a reader can distinguish a recurring charge from a one-time payment.
Use Draft and Live deliberately
New plans are created as Draft. A draft does not appear on the website. Switch the plan to Live only after checking the amount, billing period, trial, product mapping and payment setup. An archived plan stops appearing to new readers, although valid existing entitlements can continue to grant access.
Recommended Free Tools
Google says most fields on a live subscription plan can be edited, but changes apply to new subscribers. The Product ID cannot be edited. Treat the Product ID as a permanent identifier and avoid creating a plan that your CMS cannot map correctly.
Map plans to content
A Product ID is required for subscription content in the publication CMS. If the publication has one subscription content type, Google says the same Product ID can be used for all subscription plans. If content types differ, create a Product ID for each type—for example, one for news and another for sports—and use each product’s snippet only on its matching pages.
Configure contribution amounts correctly
Choose the contribution prompt in Reader Revenue Manager and add the amounts you want to offer. At initial setup, Google allows one-time and monthly contribution amounts. Additional recurrence periods, such as annual contributions, can be added later. Label the frequency and amount plainly so readers know whether they are making a single payment or authorizing a recurring one.

A contribution can involve an exchange of value. Google gives highlighting a publisher’s content on Google platforms as an example. That does not make the payment a subscription, and it does not automatically grant access to every premium article. Describe any benefit only if your publication will actually deliver it.
Contributions are not donations
Google explicitly states that RRM does not support donations, which it defines as voluntary payments that can be made only to registered nonprofits or charity organizations. Do not call an RRM contribution a tax-deductible donation or imply that Google processes charitable gifts through this feature.
Registered nonprofits can self-declare during setup, but Google disables subscription and contribution CTAs for nonprofit organizations. A nonprofit should use a custom CTA that links to its external donation platform instead. Commercial or independent publications should use the term contribution only for the RRM payment flow and should explain the reader value exchange accurately.
Set up payment receipt
Create or associate a Google Payments profile with the Publisher Center account, complete the required verification and add bank details. Follow Google’s payments-profile instructions for the current fields and permissions.
A payments profile applies to publications within the same organization. Decide which organization owns the profile before launch, especially if several publications share an account. Being an owner of a publication does not automatically give you permission to manage the organization’s payments profile or bank information; an administrator with the appropriate payments permissions may need to complete those steps.

Do not promise a launch date until verification and bank details are accepted. A visible CTA without a functioning payment profile can leave readers unable to complete checkout.

Retrieve the snippets from Publisher Center using Google’s code-installation guide. Place the Reader Revenue Manager snippet in the <head> of every relevant page or site template.
Use the open-access snippet where content remains open
The open-access snippet is intended for articles left open under a paywall and is used on all articles for contributions or surveys. If your contribution prompt should be available across the publication, add this snippet through the global article template rather than inserting it manually in individual posts.
Use a Product ID snippet for gated content
Add the Product ID snippet to pages whose content is gated by that subscription product. Where a publication has separate content types, place the corresponding snippet in each type’s template. Ensure that each page receives the relevant single snippet; do not combine multiple competing product snippets on one page.

Keep CMS and pricing mappings synchronized
Google warns that a price update involving a new Product ID requires an update to CMS Sync on the website. When changing product structure, update the Publisher Center plan, CMS mapping and page-template code as one change. Otherwise, a reader may see an offer whose entitlement does not match the page being requested.

Configure CTAs, metering and optional sign-in
Use Publisher Center’s CTA settings to define the sequence of prompts and the content-access experience. A metered model can give a new or registered reader a limited number of premium reads before asking for a subscription. Set the meter to match your editorial strategy, then verify what happens when the reader reaches the limit.
Targeting modifiers can tailor prompts by device, referrer source and visit frequency. These controls do not currently provide location targeting or subscriber-specific retargeting, so do not design a workflow that depends on either capability.
Google also documents an optional Sign in with Google integration. It can coordinate RRM prompts, make registration a single-click experience with Google One Tap and recognize entitlements for readers signed in with Google One Tap. This is separate implementation work: it does not replace creating prices, activating plans or configuring payment details.
Test the complete reader journey
After installing the snippets, visit the actual production site. Google’s setup guidance specifically directs publishers to ensure that the service loads after installation. Test both an eligible and an ineligible page, and use a test account or controlled payment method where your organization’s policies allow.
- Open a page that should show a contribution request and confirm that the open-access snippet loads.
- Open a page gated by a subscription Product ID and confirm that the intended plan appears.
- Check that an open article does not accidentally display a subscription product prompt.
- Verify that the CTA shows the correct amount, recurrence and trial wording.
- Complete the sign-in or checkout path and confirm that the resulting entitlement opens only the content mapped to that Product ID.
- Test a page from each distinct content type and device layout used by your audience.
- Review the browser console and server-side template output for missing, duplicated or malformed snippets.
The cited Google setup pages explain installation and loading checks but do not define one universal quality-assurance test plan. Your publication should therefore document its own page matrix, test accounts, editorial exceptions and rollback procedure.
Troubleshoot common configuration failures
| Symptom | Likely cause | Correction |
|---|---|---|
| The offer is absent from the site. | The plan remains Draft, is Archived, or the snippet is missing from the page template. | Set the intended plan to Live, confirm the plan is not archived, then inspect the relevant <head> output. |
| A paywalled page shows the wrong offer. | The page uses the wrong Product ID or the CMS mapping was not updated after a product change. | Compare the page template, CMS Sync mapping and Publisher Center Product ID; deploy the matching single snippet. |
| Contributions do not appear on open articles. | The open-access snippet was omitted or placed only on selected pages. | Add the open-access snippet to the article template used by all pages intended to request contributions. |
| Checkout cannot complete. | The payments profile, verification or bank details are incomplete, or the operator lacks payments permissions. | Have the organization’s payments administrator complete verification and bank setup, then retest the live flow. |
| A nonprofit expects a donation button from RRM. | RRM contribution and subscription CTAs are disabled for nonprofit organizations. | Use a custom CTA that links to the nonprofit’s external donation platform. |
| A live-plan edit does not change existing customers. | Google applies most live-plan edits to new subscribers. | Document the effective date and communicate separately with existing subscribers if their terms need to change. |
Check country availability and fees before launch
Google says Reader Revenue Manager is available in more than 40 countries, with some countries supporting all features and monetization and others supporting engagement features only. The country list is changeable, so check the current eligibility information in Google’s live setup documentation for the publisher’s location before promising subscription or contribution payments.
The same Google page reports a 5% per-transaction fee, including credit-card fees. Treat that as a time-sensitive published rate: verify the live terms for your country and account before using it in financial forecasts, contracts or reader pricing.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Operate the system after launch
- Keep a record of every Live, Draft and Archived plan and its Product ID.
- Review page templates whenever the CMS, paywall rules or content taxonomy changes.
- Re-test contribution and subscription prompts after major JavaScript, caching or consent-management deployments.
- Check that new plans are not accidentally left in Draft.
- Review payment-profile administrators when staff or organizational ownership changes.
- Use the current Google country and fee documentation when expanding into another market.
Once the publication, offer, payments profile and page code agree, the distinction is straightforward: subscriptions sell recurring access to Product ID-gated content, while contributions request one-time or recurring support through the open-access experience. Keeping those models, identifiers and permissions separate prevents most launch errors.
