Shortcuts and pressure live in different places in Windows 11. Pen button actions and your writing hand are set in Settings > Bluetooth & devices > Pen & Windows Ink. App shortcuts come from the taskbar’s Pen Menu. Pressure is not a universal Windows slider: Microsoft’s guidance for Surface Pen sends you to the Surface app, on its Pen tab. This guide walks through each control and what to check when one fails.
Which control does what

Set pen shortcut button actions
- Select Start > Settings > Bluetooth & devices > Pen & Windows Ink.
- Choose your writing hand.
- Under the shortcut button options, choose what the PC does when you click, double-click or press and hold the button. Which actions are offered varies with your pen and Windows feature.

Add apps to the Pen Menu
The Pen Menu is a taskbar menu of app shortcuts. It is separate from the physical button.

- Right-click the taskbar and choose Taskbar settings.
- Under System tray icons, turn on Pen Menu. Microsoft’s taskbar customization page lists it among the configurable tray icons.
- Select the Pen Menu icon in the tray and open its settings.
- Choose Edit pen menu, then add or remove apps.
Microsoft says the menu holds up to four apps. If all four slots are taken, remove one before adding another.

Adjust Surface Pen pressure
- Open the Surface app. If it is missing, install it from Microsoft Store.
- Select the Pen tab.
- Adjust the pen pressure setting. The app can also show the pen’s battery level.

If you use a non-Surface pen, the Windows Pen & Windows Ink page is not documented by Microsoft as having a pressure control. Look for the pen or PC maker’s own utility and for pressure options in your drawing app.
Check pressure in an app
Pressure only has a visible effect when the pen, the device and the app all support it. Microsoft’s example is Ink Canvas, where the fountain pen’s line thickness changes with stroke speed and pressure (Use the toolbar in Ink Canvas). Pick a pressure-aware tool, draw a stroke from light to hard, and watch whether the width changes. Other tools, such as a plain pen with fixed width, may ignore pressure.

If the shortcut button does nothing
- Check Bluetooth pairing. Microsoft says Surface Pen top-button actions require pairing. Go to Settings > Bluetooth & devices > Add device > Bluetooth, then hold the pen’s top button until the LED flashes white to enter pairing mode. Steps differ by pen model.
- Confirm the action is offered. Not every pen exposes every click, double-click or hold option.
- Keep Pen Menu and button separate. Adding an app to the Pen Menu does not change what the button does.
- Be careful with Surface Slim Pen 2 tips. Microsoft’s Surface Pen troubleshooting article warns that repeated tip removal and reinsertion can damage internal parts, and says removal is meant for tip replacement. Don’t treat it as a pressure fix.
Choosing a pen
Before buying, confirm compatibility with your exact PC or Surface model, which shortcut-button actions the pen supports, whether it offers pressure and tilt, and whether the maker supplies a pressure utility. Microsoft’s pages don’t give a universal compatibility list or a cross-brand feature comparison, so use the maker’s compatibility information.
