How to Configure Email Security to Detect Phishing and Malicious Links

The reliable way to detect phishing is layered defense: authenticate the domains your organization sends from, filter suspicious messages and attachments, scan URLs before delivery and again at click time when your platform supports it, give employees a one-step reporting path, and protect mailbox sign-ins with phishing-resistant multifactor authentication (MFA).

No single setting, including SPF, DKIM, DMARC, or URL rewriting, makes every inbound message safe. Configure the controls together, define what happens to quarantined mail and reports, and test the process so a user who clicked a lure can get immediate help.

What a complete email-security design has to detect

Phishing defenses work at different points in the attack cycle. Domain authentication protects your organization’s sending identity. Gateway filters evaluate messages and attachments. URL controls inspect destinations when mail arrives and, where supported, when a user clicks. Reporting and response limit damage when a lure gets through. MFA reduces the chance that a stolen password becomes an account takeover.

Layer Primary job Important limitation
SPF, DKIM and DMARC Authenticate and align mail sent using your domains; provide reporting and enforcement for domain misuse. They do not automatically reject phishing sent from another organization’s compromised or look-alike domain.
Anti-spam and anti-phishing filtering Score sender, domain, message and attachment signals; quarantine high-confidence threats. Attackers can evade signatures and hide files in password-protected archives.
URL inspection Check links before delivery and at click time, including destinations that change later. Coverage, client support and licensing vary; no scanner catches every malicious page or bypass.
User reporting Moves suspicious mail to a controlled investigation workflow. It fails if reporting is difficult or employees fear blame after clicking.
Phishing-resistant MFA Protects the account if a password is disclosed. It does not inspect incoming messages or make a malicious link safe.

This model follows recommendations in CISA’s Phishing Guidance: Stopping the Attack Cycle at Phase One, the #StopRansomware Guide, the Microsoft 365 Defender Minimum Viable Secure Configuration Baseline, and the TIC 3.0 catalog. Treat the Microsoft-specific navigation below as an example: interfaces and entitlements change, and the cited baseline is listed as a draft.

1. Authenticate every domain that sends on your behalf

Inventory senders before changing DNS

List every domain and subdomain used for employee mail, applications, marketing, support tickets, scanners, cloud services and contractors. For each sender, record the envelope-from domain, visible From domain, DKIM signing domain and the service owner. Include dormant domains; an overlooked domain can remain an easy impersonation target.

Do not move directly to a rejecting policy while legitimate senders are unknown. First collect message samples and DMARC reports, identify valid services, and correct their alignment. Keep a written owner and change process for every approved sender so a new SaaS integration does not silently fail.

Publish SPF for authorized senders

SPF lists the internet hosts authorized to send mail for a domain. Build a precise record from the services in your inventory, remove obsolete mechanisms, and stay within the DNS lookup limit imposed by SPF. SPF authenticates the envelope sender; it does not by itself prove that the visible From address is legitimate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Enable DKIM signing

Turn on DKIM signing in each mail platform that supports it and publish the corresponding public keys in DNS. Use a controlled selector-rotation procedure and retain the private key only in the sending service. DKIM gives receivers a cryptographic check of message content and signing domain, but a valid signature alone does not establish that the visible From domain is aligned.

Roll out DMARC reporting, then enforcement

DMARC evaluates SPF and DKIM results together with alignment to the visible From domain. Start with a monitoring policy and aggregate reports so you can distinguish approved services from spoofed or misconfigured sources. After legitimate traffic passes consistently, move to a quarantine policy and then a reject policy with a defined percentage rollout if your risk and operations team require a gradual transition.

CISA’s joint 2025 guidance states: “Ensure DMARC is set to ‘reject’ for sent emails [CPG 2.M].” A reject policy makes it harder for attackers to impersonate your organization’s domain. It does not cause your gateway to reject every inbound phish from a different domain; the sender’s domain must publish and enforce its own policy, and your inbound filters still have to evaluate that message.

Keep transport security separate

CISA’s email and web security guidance also recommends STARTTLS for internet-facing mail servers. TLS protects the connection between cooperating mail servers; it is different from SPF, DKIM, DMARC and phishing-content detection. Configure and monitor it as a transport control rather than treating it as proof that a message or sender is trustworthy.

2. Configure inbound filtering and attachment controls

Set actions by confidence

Use your platform’s anti-spam and anti-phishing policies to combine sender reputation, authentication results, domain age or similarity signals, language and behavioral indicators, and message content. Reserve outright rejection for high-confidence threats when possible; quarantine uncertain messages so an administrator can review them without delivering them to users.

Define separate actions for bulk mail, suspected impersonation, credential-harvesting messages and malware. Record which policy acted, preserve the original message and headers, and make the disposition visible to the response team. A quarantine without an owner becomes an unmonitored second inbox.

Filter dangerous or unnecessary attachment types

CISA’s #StopRansomware Guide recommends filtering known malicious indicators and risky attachment types at the email gateway. Build rules around what your organization genuinely needs rather than blocking a file extension merely because it is unfamiliar.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Attachment situation Practical control Operational note
Executable or script content Block or quarantine file types that users do not need; inspect archives before release. Document an exception process for approved software teams.
Office or document files with active content Use malware scanning and, where available, sandbox analysis; apply the platform’s macro and active-content policy. False positives should be released only by an accountable reviewer.
Password-protected archives Quarantine for manual verification or require a separate, trusted transfer method. CISA notes that passwords can prevent automated scanners from inspecting the contents.
Unexpected file links or cloud shares Apply URL scanning and sender-context checks before allowing delivery. Do not treat a familiar storage brand as proof of a safe file.

Review these rules periodically. File-type risk, attacker behavior and business requirements change; a rule that was appropriate last year can create either an unsafe gap or unnecessary operational friction.

Rank #3
Yubico - YubiKey 5 NFC - Multi-Factor authentication (MFA) Security Key and passkey, Connect via USB-A or NFC, FIDO Certified - Protect Your Online Accounts
  • POWERFUL SECURITY KEY: The YubiKey 5 NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts
  • WORKS WITH 1000+ ACCOUNTS: Compatible with popular accounts like Google, Microsoft, and Apple. A single YubiKey 5 NFC secures 100+ of your favorite accounts, including email, password managers, and more

  • MOST SECURE PASSKEY: Supports FIDO2/WebAuthn, FIDO U2F, Yubico OTP, OATH-TOTP/HOTP, Smart card (PIV), and OpenPGP. That means it’s versatile, working almost anywhere you need it
  • PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts

Identify external messages without creating false reassurance

An external-message banner or label can help users notice that a message originated outside the organization. Keep the wording clear and consistent across mail clients. Do not imply that an unmarked message is safe: internal accounts can be compromised, and forwarded content can lose its original context.

Operate quarantine deliberately

  • Assign administrators who review high-confidence and user-reported messages.
  • Set a retention period that supports investigation without becoming an unmanaged archive.
  • Log releases, deletions, overrides and the person who approved each action.
  • Give users a way to report a false positive and a suspected miss.
  • Remove related copies after confirming a campaign, and block confirmed indicators.

3. Scan URLs before delivery and when the user clicks

Use two inspection points

Pre-delivery scanning evaluates the destination before the message reaches a mailbox. Click-time protection evaluates the destination when a user follows the link, often through a rewritten or proxied URL. The second check matters because an attacker can change a benign page after the message was delivered or use a short-lived redirect.

Enable both points where your platform supports them. Apply the policy to external and internal mail when possible: a compromised internal account can send a convincing lure, and forwarding can move a message beyond the original gateway. Extend click checks to supported desktop and mobile clients, office applications and collaboration tools rather than assuming that mailbox scanning covers every place a link appears.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

URL protection is a risk-reduction layer, not a guarantee. Obfuscation, newly registered domains, compromised legitimate sites and delayed payloads can evade a particular service. Keep the report button and incident process available for links that pass an initial scan.

Microsoft 365 example: Safe Links

In a Microsoft 365 tenant, the CISA baseline gives this configuration path:

  1. Open Microsoft 365 Defender.
  2. Go to Email & collaboration > Policies & rules > Threat policies > Safe Links.
  3. Create or edit a policy that covers the organization’s domains and intended users.
  4. Enable Safe Links for internal messages if the tenant’s risk model requires inspection of internal mail.
  5. Enable real-time scanning for suspicious links and file links, and require scanning to complete before delivery when that option is available.
  6. Enable Safe Links checks in supported Office applications and Teams, then verify the client scope.
  7. Send controlled test messages to confirm that delivery-time scanning, click-time checks, logging and user experience match the policy.

The cited baseline says Safe Links policies require Defender for Office 365 Plan 1 or Plan 2. Confirm the current license, policy names, client coverage and administrative roles in your tenant before applying the steps; Microsoft changes features and navigation over time, and the baseline is platform-specific.

Decide what to do with rewritten links

Some services replace the original URL with a service-controlled address. Tell users why that happens and what information may be recorded, such as the account and time of a click. Ensure security analysts can recover the original destination during investigation. Test links in newsletters, mobile clients, forwarded messages and automated workflows that may break when URLs are rewritten.

Yubico - Security Key NFC - Basic Compatibility - Multi-Factor Authentication (MFA) Key, Connect via USB-A or NFC, FIDO Certified
  • POWERFUL SECURITY KEY: The Security Key NFC is the essential physical passkey for protecting your digital life from phishing attacks. It ensures only you can access your accounts.
  • WORKS WITH 1000+ ACCOUNTS: Compatible with Google, Microsoft, and Apple. A single Security Key NFC secures 100 of your favorite accounts, including email, password managers, and more.

  • BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.

4. Make reporting and response part of the control

Give employees one obvious reporting action

Provide a report-phishing button in the mail client or a documented address that accepts the original message. Tell employees what happens next: the message is preserved, similar copies may be removed, and the security team will contact them if action is needed. A short, predictable path produces better reports than asking users to inspect headers or research a suspicious site themselves.

Training should cover urgent signals such as unexpected credential requests, look-alike domains, pressure to bypass normal payment or access procedures, unusual attachments and links that do not match their displayed text. CISA’s 2025 joint guidance and guidance for state, local, tribal and territorial organizations emphasize reporting suspicious messages and links, including after someone has interacted with the lure.

Use a defined analyst workflow

  1. Preserve the original message, headers, URLs and attachment metadata where the platform permits.
  2. Determine whether the message reached other recipients and whether any accounts or devices interacted with it.
  3. Analyze the sender, authentication results, redirects, destination, attachment behavior and related indicators.
  4. Remove confirmed copies, block malicious domains or hashes, and update filtering rules.
  5. Notify affected users and the incident owner; document the decision and evidence.
  6. Review whether credentials, payment data or other information were disclosed and start the organization’s incident-response process.

What an employee should do after clicking

Stop entering information, close the page, and report the message immediately. If credentials were entered, use a known-good device or approved recovery process to change the password, revoke active sessions or tokens where the identity system supports it, and contact the security team. Do not delete the original message or attempt to investigate a suspicious download alone. The organization’s response team should decide whether endpoint isolation, account reset or broader notification is necessary.

5. Protect mailbox access with phishing-resistant MFA

Require MFA for email accounts and prioritize phishing-resistant methods based on FIDO or PKI. These methods bind authentication to the legitimate service instead of allowing a phished one-time code to be replayed at a fake site. Apply the requirement to administrators first, then to all users and service accounts that support an interactive sign-in.

Where a security key fits

A FIDO2/WebAuthn security key is an optional physical authenticator for compatible accounts and devices. Before purchasing or issuing one, verify support from the identity provider, operating system, browser, mobile device and recovery process. Register at least one backup authenticator according to organizational policy, protect the recovery path, and train users to verify the sign-in origin before touching the key.

A key reduces credential-phishing risk at sign-in; it does not filter mail, inspect attachments or make a malicious destination safe. Keep it as a supplement to gateway filtering, URL inspection and reporting.

Policy decisions that prevent gaps

Decision Questions to answer Evidence to retain
Coverage Are internal messages, external mail, mobile clients, office apps and collaboration tools included? Policy scope, excluded groups and test results.
Detection Are links scanned at delivery and click time? Are risky attachments and archives inspected? Sample verdicts, event logs and exception records.
User impact What happens to delayed, quarantined or rewritten messages? Release criteria, help-desk guidance and user notices.
Reporting Who reviews reports, how quickly, and how are related messages removed? Ticket ownership, timestamps and response actions.
Authentication Which domains and senders are authorized, and when does DMARC move from monitoring to reject? Inventory, DNS changes and DMARC reports.
Licensing and administration Which features require an additional plan, role or client version? License assignment, administrative permissions and change approvals.

Balance aggressive blocking against business continuity. A quarantine release should be reversible, logged and limited to an identified message. Exceptions should expire automatically unless an owner renews them.

Common failure modes and fixes

“DMARC is set, so inbound phishing is solved”

DMARC primarily protects your own visible From domain. Keep inbound anti-phishing and URL controls enabled for messages from every other domain.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Legitimate mail disappears after enforcement

Use DMARC reports to find an unlisted sender, correct SPF or DKIM alignment, and test again before increasing enforcement. Do not permanently weaken the policy to accommodate an unknown service.

Password-protected archives pass the gateway

Quarantine them or require a trusted transfer channel. Automated scanning cannot reliably inspect content it cannot open.

Users receive a warning but have no reporting route

Add a one-click report action, publish the response expectation, and measure whether reports reach an accountable queue.

Click protection works in one client only

Verify policy scope across web, desktop and mobile clients, Office applications and collaboration tools. Test forwarded and internally generated messages as separate cases.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Employees hide a click because they fear discipline

Train managers and the help desk to prioritize rapid containment and honest reporting. The earlier the organization knows about a click or disclosure, the more options it has to revoke access and remove related mail.

A security key is deployed without recovery

Register a backup authenticator, document account-recovery ownership and test replacement procedures before enforcing the key for every user.

Implementation checklist

  1. Inventory every sending domain, subdomain and third-party sender.
  2. Publish precise SPF records and enable DKIM signing with managed key rotation.
  3. Turn on DMARC aggregate reporting; correct alignment and unknown senders.
  4. Move DMARC through monitoring and quarantine to reject when legitimate traffic is accounted for.
  5. Enable anti-spam and anti-phishing policies with quarantine ownership and review logs.
  6. Block or quarantine unnecessary risky attachment types and password-protected archives.
  7. Label external mail in a way that informs users without declaring internal mail safe.
  8. Enable URL scanning before delivery and at click time where supported.
  9. Cover internal mail, supported clients, Office applications and collaboration tools as appropriate.
  10. Publish a report-phishing action and define preservation, investigation, removal and notification steps.
  11. Train users to report suspicious mail even after clicking or disclosing information.
  12. Require phishing-resistant MFA, with a tested recovery path and optional FIDO2/WebAuthn keys for compatible accounts.
  13. Run controlled tests after every major policy, DNS, licensing or mail-platform change.
  14. Review false positives, missed messages, click events, reports and exceptions on a regular schedule.
