The most reliable way to compare places is to keep four questions separate, then read them together: how expensive the area is, what your household’s basic needs cost, what your occupation pays, and how large and healthy the local labor market is. No single public statistic answers all four.
Use the same geography and reference year wherever possible. Start with the U.S. Bureau of Economic Analysis (BEA) Regional Price Parities (RPPs), model your household with MIT’s Living Wage Calculator, then use Bureau of Labor Statistics (BLS) occupational and labor-market datasets to test both earning potential and job availability. The result is a transparent comparison rather than an unexplained “best place” score.

What you are actually comparing
A relocation decision combines measures that describe different things. A regional price index describes relative prices, not your personal spending. A living-wage estimate describes a modeled minimum budget for a particular family type, not a comfortable lifestyle. An occupational wage estimate describes pay among existing workers, not the salary an employer must offer you. Employment counts show where jobs are concentrated, not which employers are hiring today.
Keeping those distinctions visible prevents common errors such as dividing a national average wage by a city price index, treating a low unemployment rate as proof that your occupation is in demand, or assuming a high location quotient guarantees an opening.

| Question | Useful measure | What it tells you | What it does not tell you |
|---|---|---|---|
| How expensive is the place overall? | BEA Regional Price Parity | Price levels relative to the U.S. average for a year | Your exact monthly budget or price changes over time |
| What would my household need? | MIT Living Wage Calculator | Modeled minimum-but-adequate costs and required earnings for a specified family type | Savings, retirement investing, leisure, or an affluent lifestyle |
| What could my occupation pay? | BLS Occupational Employment and Wage Statistics (OEWS) | Estimated employment and wage percentiles for a detailed occupation and area | A guaranteed offer or a current vacancy |
| How many people are working locally? | BLS Local Area Unemployment Statistics (LAUS) | Resident labor force, employment, and unemployment | Where those residents work or whether your occupation is represented |

Step 1: Define the comparison before collecting numbers
Name the candidate places
Write down the exact states, metropolitan areas, counties, or nonmetropolitan areas you are considering. “Seattle,” for example, could mean a city, a metropolitan statistical area, or a county. Those boundaries can contain different housing markets and employers. Use one geography definition consistently, and record it beside every figure.
Describe your work situation
State whether you are evaluating a specific offer, planning a job search, or exploring a general move. For an offer, record base pay, expected hours, bonuses, benefits, commuting requirements, and the office’s actual location. For a search, identify a realistic occupation or a small group of occupations rather than a broad industry label. OEWS tables use detailed occupational classifications; a wage for “computer and mathematical occupations” may be too broad for a software tester or data analyst.
Describe your household
Record adults, children and their ages, whether each adult works full time, and whether childcare is required. Note health-insurance circumstances, transportation needs, and any recurring costs that a bare-minimum model may not capture. MIT’s calculator has 12 family types, so choosing the closest type is more informative than using a single-person result for a family.
Choose a reference date
Write the release year and the data year, not just “current.” The BEA page reviewed on February 19, 2026 reports 2024 RPP estimates. The latest OEWS tables listed in the reviewed BLS material are May 2025. MIT’s 2026 calculator adjusts its mixed-year inputs to December 2025 dollars. If your offer is from 2026, label these differences and avoid presenting them as if they were measured on the same day.
Use BEA Regional Price Parities for the broad price level
RPPs express an area’s price level as a percentage of the national level for the same year. A value of 110 means prices were about 10 percent higher than the U.S. average in that comparison; a value of 90 means about 10 percent lower. RPPs are spatial comparisons. They are not an inflation rate and should not be used to claim that a place became 10 percent more expensive between two years.
Housing can dominate the difference. When available, inspect the housing-rent component alongside the all-items index. A state can have a moderate all-items result while having exceptionally expensive or inexpensive rents, and a metro can differ sharply from its state average.

| West Virginia | Not stated in the cited result | 54.2 | U.S. Bureau of Economic Analysis, 2024 |
These figures are examples of regional price levels, not predictions of an individual budget. California’s all-items RPP of 110.7 and housing-rent RPP of 154.3 show why housing deserves its own line. Arkansas’s 86.9 and Mississippi’s 87.0 do not mean every household in either state spends 13 percent less than the national household; your rent, family size, commute, taxes and consumption mix determine the result.

Translate the index into your household budget
Use MIT’s Living Wage Calculator for a like-for-like family type
MIT’s Living Wage Calculator provides estimates for county, metropolitan and state geographies and 12 family types. It covers food, childcare, health care, housing, transportation, broadband, civic engagement and other necessities. The methodology describes a living wage as the hourly amount one full-time worker must earn to cover a family’s minimum basic needs without public or private assistance.
The model aims at minimum but adequate needs. It excludes savings, retirement investments, leisure and unpaid vacations. Therefore, its required income is a floor for avoiding a shortfall, not a target salary for financial security. Add your own emergency-fund contribution, debt payments, retirement saving, travel, disability coverage or other goals.
Record the assumptions, not just the total
- Family type and number of workers.
- County, metro or state geography.
- Housing assumption and whether the result reflects rent or another tenure assumption.
- Childcare use and number of children.
- Transportation costs and number of vehicles.
- Taxes and the calculator’s inflation-dollar basis.
- Calculator version or access date; the 2026 calculator uses December 2025 dollars while drawing on inputs from different years.
Compare the same family type in every candidate location. If one location uses a two-adult, two-child model and another uses a one-adult, one-child model, the resulting income thresholds are not comparable. If your household falls between the listed types, show the closest scenarios and explain what changes.
Convert the estimate into a practical gap
Let the calculator’s annual required income be W. Convert it to an hourly threshold using the model’s full-time assumption, then compare that threshold with the occupation’s local wage percentiles. A household can appear affordable at the median wage but fail at the 25th percentile, which matters if you are changing careers or entering a market with limited experience.

Do not subtract a pre-tax OEWS wage from an after-tax household budget without accounting for taxes and benefits. MIT includes modeled taxes; an offer may include payroll deductions, health premiums or retirement contributions. Align the basis before calculating a surplus.
Measure what your occupation pays with OEWS
Match occupation, geography and year
OEWS publishes employment and wage estimates by detailed occupation for the nation, states, metropolitan areas and nonmetropolitan areas. Select the same occupation code and the same geography for every place. Use the latest comparable table, currently May 2025 in the reviewed BLS listings, and write “May 2025” beside every wage number.
When available, capture the mean and percentile wages rather than relying on the mean alone. The mean can be pulled upward by a small number of highly paid workers. The median describes the midpoint; the 10th, 25th, 75th and 90th percentiles show the range of outcomes. A market with a high mean but a low 25th percentile may be attractive for senior specialists yet difficult for newcomers.

Record estimated employment for the occupation and the area. Then check the occupational location quotient (LQ), which compares the occupation’s share of local employment with its share nationally. BLS defines an LQ above one as a higher local employment share than the U.S. share.
An LQ above one indicates relative prevalence, not a vacancy, hiring ease or a high wage. A specialized cluster can have many jobs but intense competition. A low LQ can still support a viable career if the absolute employment count is large, the occupation is growing, or remote work expands the addressable market.
Use the estimates as market context
OEWS employment is an estimate of existing jobs. It does not count today’s posted openings and does not promise that an employer will sponsor a move or match the reported wage. For a specific search, verify current openings, required credentials, shift patterns, remote-work rules and employer benefits separately.

Add the broader labor-market picture
LAUS: conditions for residents
LAUS reports employment, unemployment, unemployment rates and labor-force size by place of residence. It answers questions such as how many residents are participating in work and how unemployment is changing. Because the unit is a resident, LAUS can include people who commute to another area and exclude workers who commute in.

QCEW: conditions at employers
QCEW reports employer-reported employment and wages by industry. The program covers more than 95 percent of U.S. jobs. It is useful for checking the size and pay direction of industries that support your occupation, but it is not an occupational wage table. Industry averages can combine many different jobs and skill levels.
Why the datasets should not be merged casually
| Dataset | Unit and coverage | Best use | Common misreading |
|---|---|---|---|
| OEWS | Existing jobs and wages by occupation; area estimates | Compare pay and occupational concentration | Calling employment an open-position count |
| LAUS | People by place of residence | Read local unemployment and participation context | Assuming resident employment equals jobs located there |
| QCEW | Employer jobs and wages by industry; broad coverage | Assess industry scale and employer-side trends | Using industry pay as the wage for one occupation |
Use these datasets as complementary evidence. For example, strong OEWS employment for your occupation, a location quotient above one, stable QCEW employment in relevant industries and moderate LAUS unemployment form a stronger case than any one statistic alone. None establishes that you will receive an offer.

Interpret the numbers without creating a misleading score
Start with the household’s unavoidable costs
Housing, childcare, health care and transportation often determine whether a wage is workable. Examine the MIT category details and your actual quotes for rent, insurance, childcare and commuting. A low all-items RPP cannot compensate for a childcare bill that is far above the modeled amount.
Best Value
Test more than one wage point
Compare the living-wage threshold with the OEWS 25th percentile, median and 75th percentile. If the threshold is above the 25th percentile but below the median, the move may work for established workers while creating risk during a job search. If it is above the 75th percentile, investigate whether your occupation, household or housing assumption is mismatched before deciding.
Separate opportunity from affordability
A lower-cost area with few jobs may require a larger relocation or unemployment buffer. A high-cost area with many jobs may offer faster progression or more employers but leave little margin after rent. Look for a combination of sufficient employment count, plausible percentile wages and a household budget that leaves room for taxes, benefits and savings.
Do not hide trade-offs in a weighted index
You can assign weights to affordability, pay, job count and labor-market stability, but the weights are personal judgments. A single score can conceal a severe housing problem or make a large job market dominate every other factor. Present the underlying measures first. If you create a score, publish the formula, units, weights, missing-data treatment and sensitivity to different weights.

State RPPs may be the only available broad comparison while your occupation data are metropolitan. MIT may offer a county estimate while the job is in a neighboring county. Explain the relationship rather than labeling the figures equivalent. A metro’s housing market can differ materially from its state average, and commuting across county or metro boundaries can change both costs and the relevant labor market.
Likewise, a 2024 RPP, a May 2025 wage estimate and a 2026 calculator result do not represent one synchronized observation. Keep each date attached to its number, check for revisions, and update the worksheet when new releases appear. Do not infer a trend merely because one dataset has a newer year.
Common mistakes and how to correct them
- Using RPP as a personal budget: replace the index with the matching MIT family-type estimate and your actual recurring bills.
- Calling RPP inflation: describe it as a same-year spatial price-level comparison.
- Comparing different occupations: use the same detailed OEWS occupation code or explain why a realistic occupation group is being used.
- Using only mean pay: add the median and available percentiles to show distribution.
- Treating employment as vacancies: verify current postings and employer demand separately.
- Mixing residents and workplaces: label LAUS as residence-based and OEWS/QCEW as job or employer-based.
- Ignoring household changes: rerun the calculator when a child, second worker, vehicle or childcare arrangement changes.
- Comparing unreconciled years: attach the release and reference period to every cell and disclose unavoidable differences.
- Forgetting non-modeled goals: add savings, debt repayment, retirement, leisure and emergency reserves to the minimum-needs estimate.
A repeatable decision process
- List two to five candidate geographies and define their boundaries.
- Specify your occupation, experience level, household type and move scenario.
- Download or record BEA all-items and housing-rent RPPs for the same year.
- Run MIT’s Living Wage Calculator for the same family type in each geography and save the category breakdown.
- Record OEWS employment, mean, median and percentile wages for the same occupation, geography and May 2025 table.
- Record the OEWS location quotient and explain that it measures prevalence, not openings.
- Add LAUS unemployment, employment and labor-force figures for a matching period.
- Add QCEW employment and wages for industries that employ your occupation, using the same quarter where possible.
- Calculate the gap between your realistic after-tax compensation and household costs, including expenses excluded from MIT’s minimum budget.
- Stress-test the result at a lower wage percentile, a higher rent, a period without work and a changed childcare or transportation need.
- Verify current job postings, licensing requirements, commute, benefits and employer stability before treating the comparison as a relocation decision.
What a defensible conclusion looks like
A useful conclusion names the conditions under which each place works. For example: one location has a lower all-items RPP but a small occupation employment base; another has higher rent and a larger concentration of the occupation, with median pay that may offset part of the difference. State whether the conclusion changes for a single worker versus a family with childcare, or for an experienced worker versus someone near the lower wage percentile.
Keep the evidence visible: “The BEA 2024 RPP is lower” is a price-level statement; “the MIT estimate for this family is lower” is a modeled budget statement; “OEWS shows more existing jobs” is an employment statement. Combining them carefully lets you answer the practical question behind “How Much Does It Cost to Live in Your Area?” without pretending that one number can predict your life.
