There is no single “best” Southeast Asian country for semiconductor manufacturing. The right choice depends on whether you need wafer fabrication, chip design, assembly and test, advanced packaging, equipment suppliers, or a complete electronics supply chain. Singapore and Malaysia are the region’s established wafer-foundry locations in a July 2024 Singapore Economic Development Board ecosystem description, while assembly, test and packaging activity also extends through the Philippines, Thailand and Vietnam. Vietnam is building a large future-oriented ecosystem, but its headline factory, workforce and revenue figures are government targets rather than proof of current operating capacity.
A sound comparison therefore separates operating facilities from announced projects, evaluates the exact process and inputs a project requires, and checks power, water, logistics, skills, incentives, suppliers and customer access on a site-by-site basis.

What “semiconductor manufacturing” includes
A semiconductor supply chain is a sequence of specialized activities rather than one industry block. A country may be highly competitive in outsourced assembly and test (OSAT) without operating a wafer fab, or have strong chip-design capability without producing silicon locally.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Chip design and R&D: architecture, verification, physical design, embedded software and applications engineering.
- Wafer fabrication: processing silicon wafers through repeated deposition, lithography, etching, implantation, cleaning and metrology steps.
- Assembly, test and packaging (ATP/OSAT): cutting wafers into dies, packaging them, testing electrical performance and shipping qualified devices.
- Advanced packaging: high-density interconnects, chiplets, wafer-level packaging and other methods that increase performance without relying only on smaller transistor geometries.
- Equipment and materials: process tools, chemicals, gases, photoresists, substrates, lead frames, test equipment and maintenance services.
- Supporting electronics: printed-circuit-board assembly, power electronics, sensors, automotive modules and other customers that create local demand.
“Manufacturing capacity” should be described with a facility’s status, process specialization, qualified products, production volume and utilization. An announced investment or national strategy demonstrates intent, not an operating line, yield or customer qualification.

Regional snapshot: match countries to value-chain stages
| Country | What the available evidence establishes | How to interpret it |
|---|---|---|
| Singapore | Identified with Malaysia as a Southeast Asian wafer-foundry location in the Singapore EDB’s July 12, 2024 ecosystem description. | Strong candidate for established wafer fabrication and advanced, globally connected operations; verify the specific fab, node, capacity and incentives for a project. |
| Malaysia | Established OSAT base; national strategy promotes modernization, advanced packaging, equipment, IC design and higher-value manufacturing. Also identified as a wafer-foundry location. | Particularly relevant when an investor needs mature assembly and test, packaging expansion or a staged move into more complex activities. |
| Vietnam | National strategy through 2050 targets design companies, a small-scale fab and packaging/testing plants. ATP activity is part of the regional network. | Compelling growth platform, but targets must not be counted as present factories, output or trained employees. |
| Philippines | Included by Singapore EDB among countries with ATP firms. | Assess for assembly, testing and links to the wider electronics workforce; facility-level capability must be checked individually. |
| Thailand | Included by Singapore EDB among countries with ATP firms. | Assess for ATP and electronics manufacturing, especially where proximity to industrial customers matters. |
| Indonesia | Appears in regional semiconductor-facility discussions but the supplied evidence does not establish a harmonized capacity profile. | Require project-specific validation of operating semiconductor lines, suppliers, utilities and incentives. |
The EDB description is a dated 2024 ecosystem snapshot, not a complete facility census. Project announcements should be checked for construction, commissioning and production status before they are used in an investment decision.
Vietnam: a fast-expanding strategy with capacity still to be built
Official 2024–2030 objectives
Vietnam’s Decision 1018/QD-TTg, signed September 21, 2024, sets a three-phase semiconductor strategy through 2050. For 2024–2030, the government targets at least 100 design companies, one small-scale semiconductor manufacturing factory and 10 packaging and testing plants. It also targets annual semiconductor revenue above US$25 billion, domestic added-value growth of 10–15% and more than 50,000 semiconductor engineers and graduates.
Those figures are policy goals for the period ending in 2030. They do not establish that the facilities exist today, that the engineers are employed in semiconductor roles, or that the revenue and added-value targets have been achieved.

|---|---|---|---|---|
| 2024–2030 | At least 100 | 1 small-scale factory | 10 | More than 50,000 engineers and graduates; annual revenue above US$25 billion |
| 2030–2040 | 200 | 2 | 15 | More than 100,000 engineers and graduates |
| 2040–2050 | 300 | 3 | 20 | Annual revenue above US$100 billion |
Every entry in this table is a government target attached to its stated horizon. None should be substituted for an audited count of operating lines, monthly wafer starts, packaged units, yields or qualified customers.
Vietnam’s stated location advantages
A January 2, 2025 article from Vietnam’s Ministry of Science and Technology presents lower living, labor and electricity costs than Malaysia, Thailand and Singapore as advantages. It also points to trade agreements and a young, STEM-capable population. These are official positioning statements, not like-for-like measurements. An investor should compare actual industrial electricity tariffs, outage performance, wages by role, labor productivity, land and water charges, taxes and logistics costs for the proposed site.

Where Vietnam fits best
- New design and R&D operations: the strategy’s design-company and graduate targets indicate an ambition to expand engineering capacity.
- Packaging and testing: the 10-plant 2030 target signals policy priority, but each proposed plant needs a verified construction and qualification timeline.
- Small-scale fabrication: the first-phase objective is one small-scale factory, so Vietnam should not be treated as an established high-volume foundry base on the strength of the target alone.
- Electronics integration: trade links and a young workforce may help projects serving electronics manufacturers, provided local suppliers and utilities meet the process specification.
Malaysia: mature OSAT moving toward higher-value activities
Existing strength and strategic direction
Malaysia’s National Semiconductor Strategy, described by the Malaysian Investment Development Authority on June 20, 2024, starts from a strong outsourced semiconductor assembly and test base. Its phased plan calls for modernized OSAT, advanced packaging, semiconductor equipment, integrated-circuit design and other higher-value manufacturing.
The strategy includes RM25 billion in targeted incentives and a goal to train or upskill 60,000 high-skilled engineers and technical talents. Both are announced plans: the incentive figure is a policy allocation target, and the workforce figure is not a count of currently employed specialists. Confirm eligibility, disbursement, course completion and retention before using either number in a financial model.
Why wafer-fab timing matters
MIDA’s account says high-end wafer fabs are intended for a later phase because of their capital intensity and fiscal constraints. That sequencing distinguishes Malaysia’s current OSAT advantage from a claim that every advanced wafer process is already available locally. A fab investor should request the exact node, cleanroom class, water-recycling design, power redundancy, supplier commitments and customer-qualification schedule for any proposed Malaysian project.
“We have to take one step at a time as we advance phase by phase. Malaysia already has the edge because our OSAT (sector) is quite strong. So, our next step should be modernising OSAT and going into advanced packaging, which itself is already quite a complex and high-value activity,” said Tengku Datuk Seri Zafrul Abdul Aziz, Malaysia’s Investment, Trade and Industry Minister, in the MIDA article.
Where Malaysia fits best
- OSAT expansion: existing operating experience can reduce the execution risk of adding assembly and test capacity, subject to site and company verification.
- Advanced packaging: Malaysia’s strategy explicitly treats this as a complex, high-value next step rather than a low-skill extension of conventional assembly.
- Equipment and design: policy support is aimed at broadening the ecosystem beyond back-end manufacturing.
- High-end wafer fabrication: evaluate as a later-phase opportunity, not as an automatic consequence of Malaysia’s OSAT base.
Singapore: established foundry capability and a connected regional hub
The Singapore Economic Development Board’s July 12, 2024 description identifies Singapore and Malaysia as the only Southeast Asian countries where semiconductor foundries produce wafers. It also describes ATP firms spread across the Philippines, Thailand and Vietnam, along with new investment activity in Singapore and the region.

For a site-selection exercise, Singapore’s value is not simply the presence of a fab. Consider the complete package: the particular process and capacity available, access to customers and research partners, utilities designed for semiconductor reliability, labor availability, land constraints, operating costs and the terms of any incentive. The EDB article is a dated ecosystem description, so current production status and project economics still require facility-level confirmation.
The Philippines, Thailand and Indonesia: evaluate their role in the network
Philippines
The EDB places the Philippines in the region’s assembly, test and packaging network. A project requiring back-end operations should examine the exact package types, test platforms, workforce by shift, supplier proximity and export logistics rather than infer capability from the country label.
Thailand
Thailand is likewise identified as hosting ATP firms. Its suitability can depend on the electronics customers a plant will serve, industrial-cluster access, automotive or appliance supply chains, utility resilience and the availability of technicians with the required process experience.
Indonesia
The supplied evidence does not establish a harmonized, current profile of Indonesia’s operating wafer, ATP or packaging capacity. Treat an Indonesian proposal as a project to validate: identify the operating facility, process, output, utilities, suppliers, workforce and incentive approval before comparing it with established hubs.

- Define the process. Specify wafer size, process node or technology, package, test regime, annual volume, qualification standard and customer sector. “A semiconductor plant” is too vague for meaningful comparison.
- Classify facility status. Record whether the line is operating, being commissioned, under construction, announced or only included in a policy target. Ask for the commissioning date, production start, qualified products and current utilization.
- Map the workforce by role. Separate process engineers, equipment engineers, yield specialists, quality staff, operators and maintenance technicians. Check local availability, training time, shift coverage, retention and expatriate requirements. Do not compare Vietnam’s more-than-50,000 target or Malaysia’s 60,000 upskilling goal with employed workers without reconciling definitions.
- Audit utilities and physical inputs. Verify continuous power, backup generation, voltage quality, ultrapure-water supply, wastewater treatment, industrial-gas availability, specialty chemicals, substrates, cleanroom construction capacity, land title and environmental permits.
- Test logistics and resilience. Model inbound lead times for wafers, gases and chemicals; outbound delivery to customers; port and airport options; customs procedures; earthquake, flood, drought and other site risks; and the effect of a single supplier or route failing.
- Calculate policy-adjusted economics. Compare corporate tax, capital allowances, grants, customs treatment, ownership rules, local-content conditions, labor costs, land, water, power, financing and compliance costs on the same project assumptions. Treat headline incentives as conditional until eligibility and payment schedules are documented.
- Check ecosystem and customer access. Identify nearby suppliers, equipment service teams, universities, design houses, lead customers and failure-analysis laboratories. A lower nominal wage does not offset long qualification cycles or imported inputs if the ecosystem is thin.
- Run a staged decision. For a new entrant, consider design or test operations before a capital-intensive fab only when that sequence matches the technology and customer plan. Set measurable gates for construction, equipment installation, first silicon, yield, qualification and volume production.
How to compare cost claims without being misled
Vietnam’s ministry describes lower living, labor and electricity costs than Malaysia, Thailand and Singapore, but those statements do not provide a harmonized tariff or productivity dataset. A fair model should include:
| Cost category | Questions to answer |
|---|---|
| Labor | What are total annual costs by role and shift, including recruitment, training, overtime, benefits, expatriate support and expected attrition? |
| Electricity | What tariff, demand charge, power-quality guarantee, backup requirement and outage history apply to the exact industrial zone? |
| Water and waste | Can the site supply ultrapure water, recover process water and treat hazardous waste at the required volume? |
| Land and construction | What are lease or purchase costs, cleanroom construction rates, permitting timelines, flood protection and expansion options? |
| Logistics | How much do import duties, customs delays, insurance, port handling and inventory buffers add to delivered cost? |
| Incentives | Which benefits are legally approved, when are they paid, what performance conditions apply and what happens if milestones slip? |
Use the same utilization, depreciation, exchange-rate, scrap, yield and shipping assumptions for every country. Otherwise a “low-cost” comparison may simply reflect different accounting boundaries.
Workforce: targets are not operating capability
Semiconductor labor is role-specific. A graduate count may include people who still need cleanroom training, while a plant may require experienced yield, reliability, lithography, packaging or test engineers immediately. Ask each investment agency or prospective partner for:
- Current employees by technical role and years of experience.
- Annual graduates from relevant programs and the portion entering semiconductor jobs.
- Training facilities, apprenticeship capacity and time to independent operation.
- Retention rates, wage progression and competition from electronics, software and other industries.
- Availability of managers who have taken a line from installation through qualification and volume production.
Vietnam’s strategy calls for more than 50,000 engineers and graduates in 2024–2030 and more than 100,000 in 2030–2040. Malaysia’s announced plan covers training or upskilling 60,000 engineers and technical talents. These numbers are useful indicators of policy ambition, but they are not interchangeable measures of experienced manufacturing labor.

Best Value
Counting announcements as factories
Keep separate columns for announced investment, construction, commissioning and qualified production. Require evidence for each transition.
Using workforce targets as headcount
Record whether a figure means graduates, trainees, people upskilled, current employees or experienced specialists. The definitions determine whether the numbers can be compared.
Accepting promotional cost comparisons
Request like-for-like tariffs, land terms, productivity assumptions and incentive documents. Official positioning statements can identify hypotheses to test, not settle the business case.
Recommended Free Tools
Ignoring supplier and utility bottlenecks
A fab or advanced-packaging line can fail its schedule because of water, specialty gases, spare parts, waste treatment or equipment-service constraints even when land and labor are available.
Assuming regional integration removes all risk
Cross-border networks provide options, but they also add customs, transport, policy and concentration risks. Model at least one qualified alternative for every critical material, service and logistics route.
Which Southeast Asian country is best?
The answer depends on the investment requirement. Singapore and Malaysia are the evidence-backed starting points for Southeast Asian wafer-foundry discussions. Malaysia is especially relevant to established OSAT and a planned move into advanced packaging and related higher-value activities. Vietnam offers an ambitious design, packaging and small-scale-fabrication roadmap, with policy emphasis on workforce growth and cost advantages that require local verification. The Philippines and Thailand are part of the region’s ATP network, while Indonesia requires especially careful facility-level validation from the evidence available here.
That is a fit-for-purpose conclusion, not an overall league table. A company choosing a location should select the country whose operating capability, suppliers, utilities, workforce and incentives match its defined process and customer commitments, then verify the exact site before committing capital.
