Compare platforms against one defined workload and a realistic replacement destination. Measure the effort, cost, time, disruption and specialist knowledge required to move the application and its data, then weigh that exit burden against the measurable value of provider-specific capabilities. Portability is a degree of migration effort, not a yes-or-no property.
Start with the workload, destination and exit scenario
A portability comparison is meaningful only when it names what would move and where it would go. “This platform is portable” is too vague to support a buying decision. Define one workload, its data, the people who operate it and a plausible receiving platform or architecture. Use the same assumptions for every candidate.

Write the scenario as an explicit statement: for example, move the production application, historical records, audit logs, identities, permissions and operational procedures to a replacement provider during a contract transition, with a stated maximum for downtime. The destination can be another hosted service, self-managed infrastructure or a different software product. The destination matters because a format or interface that is useful in one environment may require extensive transformation in another.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsInclude a time horizon. A platform can be inexpensive to leave this year but expensive to leave after five years of accumulated data, custom integrations and staff specialization. Estimate both a planned migration and an urgent exit, because a supplier failure, acquisition, price change or security event can remove the luxury of a long parallel-running period.

What vendor lock-in and portability actually measure
Portability is migration effort
The European Commission’s Interoperable Europe Portal explains that “The portability of software or data is not a binary ‘yes/no’ metric, rather the level of ‘portability’ can be defined as the amount of effort required to move from one system to another.” That effort includes more than copying files. Software portability depends partly on operating systems, runtimes, hardware architectures and other dependencies. Data portability depends on what the source can export, the format and completeness of that export, and what the destination can import and use.
Rate portability for the workload you care about. A service may make raw records easy to export while leaving you to rebuild business rules, permissions, event processing and reports. Another may provide excellent APIs but require a costly rewrite because its execution model and managed services have no equivalent at the destination.
Lock-in is the difficulty of changing suppliers or operating models
European Commission procurement guidance defines vendor lock-in as a situation in which switching suppliers, maintainers or delivery models becomes technically, legally or economically difficult. Technical dependence is only one part. Contract terms can restrict access to data or software; licensing and intellectual-property terms can prevent reuse; and missing operational knowledge can make a nominally complete export unusable.
Interoperability is related, but different
Interoperability asks whether systems can work together or exchange information while they remain in place. Portability asks whether software or data can be moved and used elsewhere. Open interfaces can improve both, but interoperability alone does not prove that a complete, usable exit is possible. Conversely, a system might have a good export path but few interfaces for day-to-day integration. Assess both dimensions rather than substituting one for the other.

The eight dimensions to compare
Use the same questions and evidence requests for each candidate. Record the source of every answer and your confidence in it; a sales statement, a contract clause and a tested export do not carry the same weight.
| Comparison axis | Questions to ask | Evidence to request or test |
|---|---|---|
| Data export and reuse | Can you export all business-critical data, metadata, logs, permissions and relationships? Are the formats documented and usable by the destination? | Sample export, schema documentation, a completeness inventory and an import demonstration |
| Software and infrastructure dependencies | Which operating systems, runtimes, APIs, databases, proprietary services and hardware features are required? | Dependency inventory, architecture diagram and credible replacement options |
| Interfaces and interoperability | Are interfaces documented and based on open or widely supported specifications? Can likely alternatives connect without a special adapter? | API and interface specifications, compatibility evidence and a standards mapping |
| Migration effort | How much transformation, rewriting, integration and validation will the receiving system require? | A small migration proof of concept, an effort estimate and acceptance criteria |
| Operational autonomy | Can another team build, deploy, secure and operate the system with the available documentation and knowledge? | Runbooks, build and deployment materials, configuration records and training handover |
| Contract and exit rights | Are export, transition support, access period, backup retrieval, licensing and termination obligations clear? | Contract schedules, service-level terms, an exit plan and a sample termination workflow |
| Cost and disruption | What labor, parallel-running, egress, transition, downtime and retraining costs will an exit create? | A workload-specific estimate, price schedule, risk register and stated downtime assumptions |
| Business value of specialized features | What measurable capability or speed does a provider-specific feature deliver? Is there an acceptable fallback? | Value case, feature-dependency map and fallback design |
A step-by-step comparison method
- Inventory the workload. List applications, services, databases, storage, integrations, scheduled jobs, identities, permissions, logs, reports, retention rules and operational runbooks. Identify which items are essential for the business to continue operating.
- Choose a realistic destination. Select a replacement service or architecture that meets the workload’s security, performance, regulatory and operational requirements. If no destination is named, portability claims remain hypothetical.
- Map dependencies. Mark every proprietary API, managed database feature, message format, identity integration, runtime, hardware acceleration feature, license and undocumented manual procedure. Distinguish dependencies that can be replaced from those that require redesign.
- Define exit acceptance criteria. Specify the data sets that must arrive, the relationships and permissions that must survive, the maximum tolerable data loss and downtime, the validation checks and the people who must be able to operate the replacement.
- Request contractual and technical evidence. Ask for export specifications, schemas, backup retrieval procedures, interface documentation, licensing terms, transition-assistance commitments, access periods and charges. Treat an answer as provisional until it is documented or tested.
- Run a small migration proof of concept. Export a representative slice containing ordinary, large, old, recently changed and exceptional records. Import it into the destination, exercise the main workflows and compare counts, relationships, permissions, timestamps, attachments and audit history.
- Estimate the full exit. Scale the proof-of-concept work to the production volume, then add integration rewrites, validation, parallel operation, downtime, retraining, specialist contractors, egress and contractual charges. Include the work needed to recreate security controls and monitoring.
- Make the decision with explicit trade-offs. Keep each dimension visible. Approve a platform with higher switching effort only when the specialized capability has a documented value, the dependency is understood and the organization accepts the exit burden.
How to score without hiding the trade-offs
For every axis, use a buyer-defined scale such as low, moderate or high switching burden. Define what each label means before reviewing proposals. A low data-export burden might mean that a complete, documented, machine-readable export was demonstrated and imported successfully. A high burden might mean that important data or relationships are unavailable, proprietary or recoverable only through a supplier-led service. Apply the same definitions to every candidate.
Do not collapse all dimensions into one portability number unless the weights are explicit. A platform can have low data-export effort but high application-rewrite effort. Another can expose strong interfaces while its contract limits transition assistance. A single average would conceal the reason one option is risky.
| Dimension | What a low burden would demonstrate | What raises the burden |
|---|---|---|
| Data | Complete export, documented schema and successful destination import | Missing metadata, permissions, relationships, logs, attachments or undocumented transformations |
| Dependencies | Widely supported runtimes and replaceable components | Proprietary services, hardware features or licenses with no practical alternative |
| Interfaces | Documented interfaces using open or widely supported specifications | Private protocols, unstable interfaces or adapters that only the provider can maintain |
| Operations | Independent team can build, deploy, secure and maintain the system | Provider-held knowledge, missing runbooks or inaccessible build and configuration materials |
| Contract | Clear export rights, access period, transition help and backup retrieval | Ambiguous termination terms, restrictive licenses or expensive and time-limited access |
| Disruption | Short, testable cutover with a realistic rollback plan | Long parallel operation, substantial downtime, retraining or uncertain validation |
Calculate the real cost of leaving
Separate one-time migration work from recurring exposure. One-time costs include discovery, extraction, transformation, integration rewrites, testing, security review, cutover and training. Recurring exposure includes specialist staffing, proprietary licenses, provider-specific support and the cost of maintaining a fallback capability. Add temporary parallel operation and the cost of keeping the old service available while data is validated.

- [Easy Disassemble] Making incidental repairs quick and easy! Very nice, flexible cable
- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
Estimate disruption in operational terms: hours of downtime, transactions that cannot be processed, staff who must be retrained, reports that will be unavailable and controls that require re-approval. Include a contingency for defects found when historical data and edge cases are migrated. A cheap export that cannot be validated may create more risk than a paid transition service with defined acceptance criteria.
Compare that burden with measurable business value. AWS Prescriptive Guidance, which is vendor-authored, notes that provider-native capabilities can justify a perceived short-term portability loss and that lock-in prevention depends on people and processes as well as technology. Treat that as guidance rather than neutral proof. Require the feature owner to state the benefit in business terms, identify what would be lost at exit and document an acceptable fallback.
Test exports instead of accepting marketing language
Ask exactly what can be exported, when it becomes available, in which documented format and how the receiving system must transform it. “We support export” does not answer whether the export includes deleted-item history, custom fields, relationship links, identities, permissions, encryption keys, audit logs, backups or configuration.
A useful test has four parts:
- Coverage: reconcile source counts with export counts for each critical object and confirm that linked records, attachments and metadata remain linked.
- Meaning: verify units, encodings, time zones, status values, identifiers and retention history; a syntactically valid file can still change business meaning.
- Usability: import the files into the named destination and run representative workflows, not just a file-open check.
- Repeatability: perform a second export after updates and test incremental changes, ordering, failure recovery and access to backups.
Regulation (EU) 2018/1807 discusses comparing service components and contract terms for porting data at termination and refers to structured, commonly used, machine-readable formats. Use that principle as a practical requirement, while checking the actual contract and applicable law for your service.

Contract and procurement questions that prevent lock-in
Resolve exit terms before procurement. The European Commission’s procurement guidance recommends structured data exports, interface and customization documentation, clear licensing and intellectual-property terms, knowledge transfer, exit assistance and arrangements that allow a replacement provider to operate and adapt the solution.
- Which data, metadata, logs, permissions, configurations and backups are included in an export?
- What format, schema and documentation accompany the export?
- How long can the customer access the service after termination, and can it retrieve backups during that period?
- What transition assistance, response times and fees apply?
- Can the customer and a replacement provider reuse custom code, configurations, documentation and interfaces?
- Who owns intellectual property created during customization, and what license survives termination?
- What evidence must the supplier provide when schemas, interfaces or managed components change?
- Can a replacement provider build, deploy, secure and maintain the system without the incumbent?
The Commission guidance gives a case-management example that calls for an annual full export, documentation of schema changes and migration support at contract end. Adapt that pattern to the workload rather than assuming an annual export alone is sufficient.
Why multi-cloud does not automatically mean portability
Running a system in more than one environment can reduce dependence on a single location, but it is not proof of portability. The system may still rely on proprietary data formats, managed services, operational knowledge, licensing terms or provider-specific security controls. A second deployment can also be too expensive or incomplete to serve as a real replacement.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Test the actual exit path: export the data, recreate the dependencies, deploy the application, restore security and monitoring, and operate the workload with the available staff. Treat multi-environment deployment as evidence only when it satisfies the same acceptance criteria as a full migration.

Current EU interoperability context
A European Commission study summary published on 23 February 2026 describes the Data Act’s interoperability provisions as seeking open, harmonised specifications across technical layers so services can interoperate and data and applications can be portable without undermining security. The Commission’s 2026 rolling-plan material describes Article 30(3) as requiring relevant platform-as-a-service and software-as-a-service providers to ensure compatibility with standards and open interoperability specifications listed in the Union repository when building open interfaces.
These materials describe the EU policy context, not a conclusion that every requirement applies to every buyer or service. Confirm the current consolidated legal text, implementation details, service classification, contract and jurisdiction before relying on a legal or compliance assumption.
What the available survey statistic does—and does not—show
An European Commission portal page reports that at least 40% of surveyed procurement authorities perceived some degree of vendor lock-in associated with interoperability or compatibility problems, or with a lack of transferability between old and new systems. The same page reports institutional factors at 25% and provider factors at just under 20%.

A practical decision record
Keep a short decision record alongside the procurement file. It should name the workload and destination, list the evidence tested, show the burden rating for each dimension, identify assumptions and state who accepted each risk. Record the date of every export test and the version of each schema or interface used.
The final decision should answer four questions:
- What can be moved completely and verified?
- What must be rewritten, recreated or abandoned?
- What will the exit cost in labor, money, time and disruption under the stated scenario?
- What measurable business value justifies any remaining provider-specific dependence?
If the team cannot answer those questions, the comparison is incomplete regardless of how many portability features appear on a product page.
