How to Compare Utility Power, On-Site Generation, and Battery Storage for a Data Center

There is no universal winner. A data center should compare utility service, on-site generation, and battery storage as parts of a site-specific portfolio. The right mix depends on the location, hourly load, utility tariff, interconnection schedule, uptime requirement, fuel availability, equipment configuration, emissions rules, water, space, and operating plan.

Make the decision with delivered cost and risk, time to energize, outage performance, emissions and local impacts, flexibility, and infrastructure requirements. A battery can shift energy and support short-duration outages, but it is not automatically a source of long-duration firm power. On-site generation can add controllable supply and useful heat, but fuel, maintenance, permitting, and islanding design determine whether it improves resilience.

Why the comparison must be site-specific

“Utility power,” “on-site power,” and “battery” describe broad categories, not interchangeable products. Two facilities with the same peak demand can face very different connection costs, delivery dates, tariffs, outage risks, and environmental constraints. A campus near spare substation capacity may obtain dependable utility service faster than a constrained site. A facility with a year-round thermal load may obtain more value from combined heat and power (CHP) than a site that cannot use recovered heat. A battery’s contribution depends on its megawatt rating, megawatt-hours of energy, charging source, dispatch rules, and the outage duration it must cover.

Do not announce a cheapest or most reliable strategy without a provider-specific tariff, interconnection assessment, hourly load profile, uptime criterion, technology specification, fuel plan, and local regulatory review. National datasets and generic technology claims are useful for screening; they are not a feasibility study for a named facility.

What each strategy actually does

Utility electricity

Utility service is an externally supplied source of continuous energy, subject to the local network and the customer’s service agreement. Evaluate the actual provider and tariff rather than a national average. The relevant inputs include available interconnection capacity, the utility’s construction and energization schedule, delivery charges, demand charges, standby provisions where applicable, and exposure to local supply conditions.

For U.S. projects, the U.S. Energy Information Administration (EIA) electricity portal provides price, generation, fuel, and provider/state series: EIA electricity data. Each release has its own date, so record the edition used in the analysis. A tariff that looks attractive on an energy-only basis can have a very different delivered cost after demand, delivery, standby, interconnection, and power-quality charges are included.

On-site generation

Do not treat on-site generation as one technology. Combustion generators, CHP systems, fuel cells, reciprocating engines, turbines, and other distributed resources have different operating profiles, fuel needs, emissions, maintenance requirements, and permitting paths. The Environmental Protection Agency (EPA) describes distributed generation in commercial and industrial settings and identifies CHP and emergency generators among outage-related uses: EPA distributed-generation overview.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

CHP produces electricity and useful thermal energy, potentially on a continuous basis, and may be designed to operate independently from the grid. That benefit exists only when the facility has a real, coincident use for the recovered heat and the electrical system is engineered for islanded operation. EPA says, “CHP systems are available almost 98 percent of the time to provide facilities with continuous electricity and thermal energy (only needing to be taken offline for routine maintenance).” This is an EPA generalized statement about CHP systems, not a warranty for a particular installation.

Battery energy storage

A battery is primarily a flexibility resource: it stores energy and releases it later. Its contribution is set by power rating, energy capacity, duration, round-trip losses, charging source and timing, dispatch strategy, degradation, replacement assumptions, and the tariff or grid service being addressed. A battery rated for a certain power can deliver that output only for the duration implied by its stored energy; increasing power without increasing energy does not create longer backup.

The U.S. Department of Energy includes battery storage among rapidly scalable resources for rising data-center demand while emphasizing broader portfolios and grid infrastructure. DOE states that “solar energy, land-based wind energy, battery storage, and energy efficiency are some of the most rapidly scalable and cost competitive ways to meet increased electricity demand from data centers”: DOE clean-energy resources for data-center demand. That statement does not mean a battery alone provides long-duration firm power.

Use the same load forecast and reliability definition for the utility case, every generation case, and every battery case. Otherwise, an apparently low-cost option may simply be serving less of the required load.

Use a common comparison framework

Score each portfolio against the following axes. The questions are deliberately practical: they identify the data that must be obtained from utilities, equipment suppliers, engineers, and regulators.

Axis Questions for the site team
Delivered cost and risk What are the tariff, demand and standby charges, fuel costs, capital and operating costs, replacement costs, and financing assumptions?
Time to energize What interconnection work, equipment procurement, permitting, construction, and commissioning schedule is credible?
Reliability What uptime, outage duration, redundancy, black-start, islanding, fuel-resilience, and maintenance plan are required?
Emissions and local impact Which grid region and data year apply? What are the on-site emissions, permits, water needs, land use, and community considerations?
Flexibility Can load, generation, and storage respond to tariffs, peaks, renewable output, or grid requests?
Space and infrastructure What land, cooling, fuel delivery, electrical upgrades, controls, and site-integration work are needed?

How to evaluate utility power

1. Confirm what the grid can deliver

Obtain a written interconnection assessment that identifies available capacity, required substation or feeder upgrades, protection changes, metering, construction responsibilities, deposits, and a milestone schedule. Separate the utility’s stated target date from a date supported by equipment lead times, permitting, and commissioning activities. If capacity is staged, model each stage against the data center’s expansion plan.

2. Reconstruct the delivered tariff

Model energy charges by time period, demand charges, delivery charges, standby provisions, ratchets, minimum bills, power-factor terms, taxes, and any special-contract conditions. Include the cost of customer-owned substations, switchgear, transformers, protection, and interconnection work. A national average price cannot represent these site-specific items.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Quantify local grid emissions

For U.S. facilities, select the applicable EPA eGRID region and data year instead of applying one national emissions factor. eGRID integrates EPA emissions information with EIA generation data and reports rates in pounds per megawatt-hour at several geographic aggregations. The EPA eGRID FAQ explains the data and geographic choices. Record the region and edition in every emissions scenario because factors change over time.

4. Test exposure to grid conditions

Model interruptions, curtailments, voltage events, planned maintenance, extreme-weather conditions, and fuel or generation conditions that affect the local supply. The result should show how much load is protected by UPS systems, on-site generation, or storage during each event, rather than labeling the entire utility service “reliable” or “unreliable.”

How to evaluate on-site generation

Separate continuous, peak, and emergency roles

A generator can be a continuous primary source, a peak-shaving resource, a standby system, or a black-start asset. Those roles require different sizing, operating hours, fuel contracts, emissions permits, maintenance schedules, and controls. Compare each role separately. An emergency-only design should not be credited with the same annual energy contribution as a continuously operated plant.

Check CHP’s thermal case

CHP is valuable when the facility can use recovered heat continuously or predictably. Identify the thermal load, temperature requirements, seasonal variation, backup boiler arrangement, and consequences of losing the thermal host. If there is no useful heat sink, the project may carry CHP equipment without receiving its principal efficiency benefit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

EPA’s reliability guidance discusses CHP operation during grid outages and the importance of black-start capability: EPA CHP reliability guidance. A system that cannot start without external power may not support the first stage of an outage. Verify black-start sequencing, controls, protection, islanding, resynchronization, and the ability to carry critical loads while other equipment starts.

Validate fuel and maintenance resilience

Document the normal and backup fuel, storage volume, delivery route, supplier commitments, fuel quality, and price basis. A generator that depends on a single vulnerable delivery path should not receive the same reliability credit as one with resilient fuel arrangements. Include scheduled maintenance, parts availability, outage of one unit, inspection intervals, and operator staffing in the availability model.

Account for local impacts

Combustion distributed generation can create air pollution, potentially closer to populated areas. EPA also notes that some distributed technologies may need water and that policy and market conditions vary by location. Review emissions permits, operating-hour limits, stack requirements, noise, water withdrawal and discharge, heat rejection, land, and community impacts before selecting a technology: EPA distributed-generation overview.

How to evaluate battery storage

Translate the load requirement into power and duration

Start with the critical-load profile, not the battery’s nameplate. Specify the maximum discharge power, required energy duration, acceptable voltage and frequency response, ramping requirements, minimum state of charge, and the transition from utility or generator supply. A battery sized for a short bridging interval may keep controls and cooling online while generators start; a longer outage requires proportionally more stored energy or another source.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Specify the charging plan

Identify when and from what source the battery charges. Charging from the grid at an off-peak tariff, charging behind on-site generation, and charging from variable renewable output produce different costs, emissions, and operating limits. A battery cannot provide dependable backup for an extended event if the design has no credible way to restore its state of charge between events.

Model losses, degradation, and replacement

Round-trip losses reduce the energy returned to the load. Capacity and power capability can decline with cycling, calendar age, temperature, and operating limits. Set explicit degradation assumptions, augmentation or replacement dates, warranty boundaries, and end-of-life criteria. Compare the resulting service over the project life, not just the initial purchase price.

Credit every service without double counting

The same battery may reduce demand peaks, shift energy, support renewable output, provide outage ride-through, or respond to a grid request. Define a dispatch hierarchy and reserve requirement so energy promised to one service is not simultaneously counted for another. A tariff benefit is not the same as firm backup unless the battery retains the required state of charge and the controls prioritize the critical load.

How to compare costs without misleading yourself

Use project cash flow for the decision

Build a life-cycle model with capital expenditure, interconnection, construction, controls, fuel, energy, demand and standby charges, operations and maintenance, staffing, permits, insurance, replacement, financing, and decommissioning. Show escalation, outage costs, and the value of avoided production loss separately from the engineering cost. Run sensitivity cases for fuel prices, utility rates, construction delay, load growth, and battery replacement.

Use EIA levelized costs only as a scenario reference

EIA’s Levelized Costs of New Generation Resources in the Annual Energy Outlook 2025 models new resources entering service in 2030 and reports values in 2024 dollars per megawatt-hour. It includes generation technologies and battery storage, but results vary by region and model assumptions. The report is not a data center’s retail tariff, delivered electricity cost, interconnection bill, or full-site comparison: EIA AEO 2025 cost report. Use it to frame scenarios, then replace generic assumptions with utility data and project-specific bids.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Compare emissions on the same boundary

For utility electricity, report the selected eGRID region and data year. For on-site generation, identify the technology, fuel, operating pattern, and permitted emissions. For batteries, report the emissions associated with the electricity used to charge them and the losses incurred during storage and discharge. Do not compare a grid average with an on-site stack rate without stating whether the boundary is operational emissions only or includes upstream fuel and charging electricity.

Also report local impacts that a carbon factor does not capture: air permits, water use, land, noise, fuel transport, heat rejection, and proximity to populated areas. These constraints can change the feasible portfolio even when a spreadsheet shows a favorable energy cost.

Reliability: design a portfolio, not a slogan

The most reliable strategy is the one that meets the defined outage and maintenance scenarios with independent failure paths. A utility feed may provide the normal energy source; generators may supply longer outages; batteries may bridge the transfer, shave peaks, or preserve control power. Another site may use two utility feeds, CHP, and storage. The correct combination depends on the site’s interconnection, equipment, fuel, and operating rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For every portfolio, test at least these events:

  • Loss of the normal utility source.
  • Failure or maintenance of one generator, transformer, switchboard, or battery block.
  • Generator start failure or a delayed fuel delivery.
  • Battery state of charge below the planned reserve.
  • Controls, protection, or islanding failure.
  • Planned maintenance when another component is already unavailable.
  • Expansion stages in which load grows faster than firm supply.

Document black-start sequence, transfer time, load-shedding order, island duration, resynchronization, refueling, operator actions, alarms, and restoration tests. A generalized availability statement, such as EPA’s “almost 98 percent” CHP figure, cannot substitute for this site-specific failure analysis.

A practical decision workflow

  1. Set the design basis. Freeze the hourly load forecast, critical-load definition, uptime target, outage scenarios, expansion stages, and environmental boundary.
  2. Request utility data. Obtain tariff sheets, interval-price information, service voltage, interconnection study, upgrade scope, deposits, schedule, standby terms, and outage history.
  3. Screen technologies. Separate continuous generation, CHP, emergency generation, and storage. Reject options that cannot meet fuel, land, water, emissions, or schedule constraints.
  4. Obtain comparable bids. Require vendors to state net output, usable energy, heat rate or efficiency, operating limits, maintenance, availability assumptions, controls, black-start and islanding functions, warranty, and replacement plan.
  5. Model hourly operation. Dispatch utility supply, generation, and storage against the same load and tariff. Include charging losses, reserve state of charge, fuel limits, maintenance, and curtailment.
  6. Stress-test reliability. Run outage, component-failure, delayed-construction, fuel, and expansion cases. Report unserved critical load and recovery sequence, not just annual availability.
  7. Price external requirements. Add permits, interconnection upgrades, water, land, noise controls, emissions equipment, staffing, and community mitigation.
  8. Choose a portfolio and operating rule. State which source is primary, which is reserve, when storage charges and discharges, how load is shed, and who can change dispatch.
  9. Document uncertainty. Label every assumption as a utility commitment, vendor guarantee, engineering estimate, or scenario input. Update the model when tariffs, emissions factors, equipment quotes, or schedules change.

Common comparison mistakes and their fixes

Using a national electricity price

Problem: The figure omits the local tariff, demand charges, delivery, standby, and interconnection. Fix: model the actual provider’s tariff and customer-side infrastructure.

Calling all on-site generation “reliable”

Problem: It ignores fuel, maintenance, black-start, islanding, controls, and permitting. Fix: identify the technology and test the outage sequence for each failure mode.

Comparing battery price with generator fuel cost

Problem: The comparison mixes a storage asset with an energy source and ignores duration, losses, degradation, and replacement. Fix: value the battery’s specific services and state-of-charge requirement over its life.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating EIA modeled costs as a customer bill

Problem: Levelized costs describe modeled new resources, not a facility’s delivered electricity. Fix: use the EIA report for scenarios and use tariff, interconnection, and project estimates for the decision.

Ignoring local environmental constraints

Problem: A technically attractive generator may fail on air permits, water, noise, land, or community impact. Fix: involve permitting and environmental specialists before selecting the equipment.

Counting the same reliability benefit twice

Problem: A battery or generator is credited simultaneously for peak reduction, grid services, and full outage coverage without reserving capacity. Fix: set a dispatch hierarchy and maintain the reserve required by the uptime case.

What a credible comparison should deliver

The final decision package should contain a one-line description of each portfolio, a site plan, single-line electrical diagrams, utility correspondence, tariff calculation, hourly dispatch model, outage test results, emissions and water accounting, permitting matrix, construction schedule, fuel plan, maintenance plan, and a list of assumptions with owners and dates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Present results as ranges or scenarios when inputs are uncertain. Show how the ranking changes if the interconnection is delayed, the load grows, fuel prices rise, a battery replacement is required earlier, or a permit limits operating hours. This makes the recommendation resilient to the conditions that most often change between concept design and energization.

Bottom line

Compare utility power, on-site generation, and batteries as complementary components of an engineered portfolio. Utility service establishes the normal energy path but must be priced and scheduled locally. On-site generation can add controllable supply and, in a well-matched CHP design, useful thermal output; its reliability depends on fuel, maintenance, permits, black-start, and islanding. Batteries add temporal flexibility and fast response, but their reliability value is bounded by power, duration, charging, losses, degradation, and dispatch rules. A site-specific model using the actual tariff, interconnection plan, hourly load, uptime criterion, technology bids, fuel plan, emissions factors, and local review is the only defensible way to select the mix.
