To find the cheaper flight, compare the same itinerary and add only the extras you expect to use. Start with each displayed ticket total, then account for baggage, advance seat selection, and any other needed services—along with the restrictions attached to each fare. A budget airline can still cost less, but the headline fare alone does not settle the comparison.
What the displayed ticket price includes—and what it may not
For U.S. airfare, the displayed ticket price must include applicable government taxes and fees, plus mandatory carrier-imposed surcharges. The total must be more prominent than its component breakdown. Optional services, such as baggage or advance seat selection, can be priced separately and added only when you agree to pay for them. The U.S. Department of Transportation’s ticket-buying guidance lists other possible extras, including onboard meals, Wi-Fi, pet travel, priority check-in, travel insurance, and unaccompanied-minor fees.

Fare names are not reliable shorthand for what is included. As DOT puts it, “Airlines are free to create different ticket types with different types of restrictions (fare classes).” A fare may include a checked bag or assigned seat, while another may offer transportation only and be nonrefundable. Compare the actual conditions shown for the ticket, not labels such as “basic,” “standard,” or “economy.”
Build an apples-to-apples comparison
- Match the trip. Use the same route, travel dates, number of passengers, and direction of travel for each airline. Compare one-way with one-way or round trip with round trip.
- Record the displayed total. Use the total for the same number of travelers, not a per-person teaser fare or a fare before mandatory charges.
- List what you will actually use. Note the number of checked bags, whether you need a carry-on beyond the included allowance, whether you want to choose seats in advance, and any other service you expect to buy.
- Check each fare’s rules and prices. Confirm what is included, what each additional service costs, and any baggage size or weight limits. If you may change or cancel, include the applicable policy consequences in your decision.
- Add only expected extras. Add the cost of each service you plan to use to that fare’s displayed total. Multiply per-person charges by the number of travelers.
- Compare a second scenario when useful. If you could travel without advance seat selection or a checked bag, calculate the total both with and without that service rather than treating it as automatically required.
A useful worksheet is: displayed ticket total + expected baggage charges + expected seat-selection charges + other services you plan to buy. Keep a note of the rules attached to the result; two totals are not equivalent if one ticket is refundable or includes a bag and the other is not.

Baggage
Check both the allowance and the price for each bag you need. A “free carry-on” allowance may not answer whether a checked bag is included, and a fee may depend on fare, route, traveler eligibility, or bag dimensions and weight. Oversized or overweight bags can trigger additional charges. DOT says airlines must provide a clear link to baggage and optional-service fees from their homepage and from the itinerary-specific fare-quotation screen; use the airline’s fee page to verify the ticket you are considering.
For example, Southwest’s fee table lists, for U.S. mainland travel booked or ticketed—or changed—on or after April 9, 2026, a $45 first checked-bag fee and $55 second checked-bag fee for Basic, Choice, and Choice Preferred fares; Choice Extra lists both checked bags as free. The same table sets out exceptions tied to status, eligible credit cards, and active-duty military travel, as well as separate overweight and oversized charges. These are Southwest-specific terms for the stated geography, fares, and effective date, not a general airline price rule. Check the current Southwest fee table for your itinerary and eligibility before booking. If you need to stay within a weight limit, a digital luggage scale can help you weigh your checked bag; it does not determine whether the fare includes the bag or whether its dimensions meet the airline’s rules.

Seats and other optional services
Decide whether choosing a particular seat before travel matters to you. If it does, include the applicable advance-selection price; if it does not, do not add it to either option merely because it is offered. Apply the same logic to meals, Wi-Fi, pets, or other services: compare the services you expect to buy, not every possible add-on.
Changes, cancellations, and refunds
A lower total can come with restrictions that matter if plans are uncertain. Check whether the specific fare permits changes or cancellation, what fees or other consequences apply, and whether the ticket is refundable. DOT’s April 24, 2024 summary of its ancillary-fee rule describes upfront information requirements for baggage and reservation changes or cancellations. Treat the policy attached to your actual ticket as decisive.

Personal benefits and booking channel
Apply a loyalty-status, eligible-card, military, or other traveler-specific benefit only if it actually applies to the passenger and itinerary. DOT says fee information may be tailored to status, military service, or credit-card benefits, or provided anonymously as standard information. Also note whether you are buying from the airline or a booking agency: keep track of the seller and the operating airline, since the booking channel can affect who handles a ticket problem.
How to interpret airline-fee comparisons
Market averages can provide context, but they cannot predict your itinerary’s total. NerdWallet’s 2026 comparison examined baggage and seat selection across six large U.S. airlines. Its method averaged added costs for seat selection and two checked bags on one-way flights booked 90 days in advance across selected distance bands, including bag-prepayment savings where offered. It reported a typical first checked-bag fee of $45 in that publication’s 2026 context. That is a dated editorial summary, not a permanent or universal fee; your airline’s fare and fee page is more relevant to your booking.

GAO’s 2017 review of airline-related economic literature reported that customers who paid for at least one checked bag paid more in total on average than when checked baggage was included in airfare. That historical average does not establish which ticket is cheaper for a particular route, passenger, or current fee schedule.
Make the decision on the trip you are actually taking
Once you have each traveler-specific total, compare the conditions as well as the amount: baggage allowance, seat choice, refundability, change terms, and any benefits you can use. The cheaper ticket is the one that meets your needs at the lower total cost—not necessarily the fare with the lowest headline number or the one sold by a particular airline business model.
