The reliable comparison is the total cash and economic cost to the same receiving point, divided by the same number of sellable units, using the same product specification, shipment assumptions, tariff classification, and delivery responsibilities.
Normalize each supplier quote first, then add only the costs that the quoted trade term does not cover. Keep commercial landed cost separate from the customs value used by your destination country. The method below gives you an apples-to-apples worksheet without pretending that country-level averages can predict your shipment.

Total cost should include the supplier price and every cost required to get conforming, saleable goods to the same delivery node:
- Product price for the agreed specification, packaging, and order quantity.
- Export packing, documentation, origin inland transport, terminal charges, and inspection costs that are not already in the quote.
- International freight, consolidation, fuel or peak-season surcharges, and cargo insurance.
- Destination port or airport handling, customs brokerage, entry charges, storage, demurrage, and inland delivery.
- Import duty, trade-remedy charges, commodity taxes, and other taxes that are not recoverable by the importer.
- Testing, labeling, certification, and other compliance expenses needed before sale.
- Expected loss from defects, damage, shortages, or rejected units, expressed through the number of sellable units rather than hidden in a lower factory price.
Show recoverable import taxes in a separate cash-flow line. They may still have to be paid at import, but their economic cost depends on the destination jurisdiction and the importer’s tax position.
Freeze the comparison before requesting prices
A supplier in one country can appear cheaper simply because it quoted a different product, quantity, delivery point, or trade term. Create a comparison brief that every supplier receives.

Product and quantity
- Write the full specification, materials, dimensions, tolerances, firmware or labeling requirements, and acceptable substitutions.
- State packaging, carton configuration, palletization, inspection standard, and required certificates.
- Use the same order quantity and production lot assumptions. Record minimum order quantities separately if they force different lot sizes.
- Estimate expected yield and define “sellable unit.” A unit that fails inspection or requires rework is not sellable for this calculation.
Destination and delivery node
Name the importing country, the port or airport of entry, and the final receiving point. “Delivered to the United States” is not precise enough: a warehouse in Los Angeles, a fulfillment center in Ohio, and a factory in Texas can have materially different inland costs. Use one node for all three origins.
Shipment design
Fix the transport mode, container or parcel assumptions, consolidation plan, and target ship date. Ocean, air, rail, and multimodal services produce different freight, insurance, transit, and handling costs. A quote valid for one sailing or one peak-season period is not a permanent rate.
Use a worksheet with one column per origin
Record the value, unit, currency, source, and date for every input. A practical worksheet can look like this:

Assign an owner and a “last checked” date to each volatile input. Keep the original quote, freight offer, tariff lookup, and calculation version with the worksheet so another person can reproduce the result.
Normalize Incoterms instead of treating abbreviations as prices
An Incoterm allocates tasks, risk, and many costs; it does not make two quotes comparable by itself. Record the rule, its edition, and the named place. Ask the supplier to state exactly what the price includes.
EXW
With Ex Works, the seller generally makes the goods available at its premises. The buyer must arrange pickup and usually bears loading, export formalities, origin transport, main carriage, insurance, import clearance, duty, and delivery. An EXW unit price can therefore look attractive while excluding substantial origin work.

FOB
Free On Board is intended for sea or inland-waterway transport. The seller handles export clearance and delivers the goods on board at the named port. The buyer generally pays the main carriage, insurance, import clearance, duty, and onward delivery. Confirm whether origin terminal or documentation charges are included in the supplier’s commercial price.
CIF
Cost, Insurance and Freight requires the seller to arrange carriage and limited insurance to the specified port for the permitted sea or inland-waterway use. The buyer still handles import clearance and pays import duty and applicable taxes. Destination handling and inland delivery are normally outside the CIF price unless separately agreed. Add only the missing costs; do not add ocean freight or insurance a CIF quote already contains.
DDP
Delivered Duty Paid places import clearance and applicable duty and tax obligations on the seller at the named destination. It may simplify the buyer’s logistics, but verify that the seller can legally act as importer or arrange the required representation in the destination country. Request a breakdown of the assumed classification, taxes, brokerage, and delivery scope. A DDP quote can conceal assumptions that differ from your own compliance position.
These allocations follow the contract’s wording, not a familiar abbreviation remembered from a prior shipment. If a quote uses a nonstandard phrase such as “door delivery,” obtain a line-item statement before comparing it with EXW, FOB, CIF, or DDP.
Add origin-side costs that factory prices hide
Ask each supplier or forwarder to identify every charge between the factory gate and the export handoff. Common omissions include export cartons, pallet treatment, container loading, inland drayage, terminal handling, export documents, certificates of origin, and pre-shipment inspection. The charge may be small for one shipment and significant for a small order or a remote factory.
Do not add a line merely because it is common. Mark it as included, excluded, or not applicable, and retain the evidence. This prevents double counting when a CIF or DDP price already bundles several services.

Model freight, insurance, and destination handling on the same route
Obtain comparable freight offers for the same origin facility, departure period, mode, equipment, destination gateway, and final delivery node. Record the quote date and validity because fuel, congestion, equipment availability, and peak-season surcharges can change the result.
Insurance belongs in the commercial landed cost even when the destination customs authority treats freight and insurance differently for valuation. Record the insured amount, exclusions, deductible, and whether the policy covers the entire multimodal journey or only the main leg.
At destination, include unloading, terminal or airport handling, document fees, customs broker charges, exams, storage, demurrage, and drayage. Build at least two delivery scenarios when timing is uncertain: a normal release and a delay case with additional storage or demurrage. Keep those scenarios separate from the base comparison rather than burying a contingency in one country’s quote.

Keep customs valuation separate from economic landed cost
Customs authorities calculate duty under their own valuation rules. Your commercial model calculates what the shipment costs your business. The two totals use overlapping information but are not interchangeable.
U.S. example: customs value and CIF charges
For U.S. imports, U.S. Customs and Border Protection generally bases customs value on the price paid or payable, with specified additions and exclusions. CBP states that duty is not assessed on CIF freight and insurance charges as such, and that a CIF price is not automatically the value to declare. Therefore, keep freight and insurance in your economic landed-cost total, while calculating duty using the applicable U.S. valuation rules and supporting records.
This U.S. treatment must not be exported to another destination. Each importing country can define valuation, additions, exclusions, tax bases, and importer obligations differently. Use the rules of the country where the goods enter and seek a binding or authoritative classification or valuation decision when the exposure justifies it.
Classification and origin determine the duty result
For a U.S. shipment, the Harmonized Tariff Schedule published by the U.S. International Trade Commission and administered by CBP is the starting point. Classification can be complex, particularly for composite goods, kits, electronics, chemicals, and products with multiple functions. Confirm the code against the exact specification, not a supplier’s casual description.
Then check the origin evidence and any preferential program, safeguard, antidumping or countervailing measure, quota, embargo, or product-specific requirement that applies to the actual shipment date. A country name alone is not a reliable duty estimate. Manufacturing steps, substantial transformation, and documentation can affect origin treatment.
Fees are shipment-specific
CBP guidance describes possible Merchandise Processing Fees and a Harbor Maintenance Fee for qualifying vessel shipments, along with commodity-dependent taxes and other charges. Applicability and amounts depend on the entry type, commodity, mode, and shipment date. Verify them for the actual entry instead of inserting a timeless percentage into every scenario.
Why country-level tariff averages cannot pick your supplier
A NITI Aayog analysis reports 2024 electronics product-group import values and average tariffs sourced to ITC Trade Map. The figures are:
| Origin economy | Reported electronics imports | Reported average tariff |
|---|---|---|
| India | $79.3 billion | 7.7% |
| China | $593.2 billion | 5.6% |
| Vietnam | $136 billion | 5.5% |
These are aggregate, product-group figures for 2024 as reported in the analysis, not the tariff on an individual buyer’s product. They do not include your supplier price, route, freight, insurance, destination fees, yield, or importer tax position, and they should not be treated as current rates for unrelated goods. Use the actual destination classification and measures for your shipment.
Convert shipment totals into a sellable-unit result
Per-shipment totals favor large orders and can hide quality differences. Calculate expected sellable units for each origin using the same inspection definition:

Sellable units = ordered units × expected conforming yield
If one supplier’s expected yield is lower, its rejected or reworked units raise the cost of every unit you can sell. Include replacement shipments, sorting, rework, and disposal when they are predictable consequences of the quality plan. Do not quietly reduce the yield for one country without comparable evidence for the others.
Use a common currency for comparison, but preserve each original currency and conversion date. Exchange-rate movement is an input to sensitivity analysis, not a reason to alter the supplier’s quoted unit price.

- Define the receiving point. Write the complete delivery address or named warehouse, importing country, entry gateway, and required delivery date.
- Issue one specification. Send identical drawings, bill of materials, packaging, labeling, inspection, certification, and quantity requirements to suppliers in India, China, and Vietnam.
- Request structured quotes. Require currency, quote validity, payment terms, unit of measure, Incoterm, named place, included services, production lead time, and packing data.
- Translate each quote to a common basis. Start with the factory-equivalent price, then add origin, main-carriage, destination, compliance, and tax lines that the selected Incoterm leaves to you.
- Obtain route-specific logistics costs. Use the same mode, equipment, destination gateway, insurance scope, and delivery node. Date every rate.
- Confirm classification and origin. Build the product file, check the destination tariff, and identify additional measures or preferential requirements before calculating duty.
- Separate customs and cash lines. Calculate duty under the destination’s valuation rules. Show recoverable taxes apart from nonrecoverable taxes and from the economic landed-cost total.
- Calculate sellable units. Apply a documented yield and include expected inspection failures, damage, or rework.
- Run scenarios. Recalculate for exchange-rate movement, freight changes, duty changes, a delayed release, and a lower yield. Label each assumption and date.
- Review non-price constraints. Compare capacity, lead time, quality evidence, compliance records, payment risk, and continuity plans before selecting a source.
- Approve and archive. Have procurement, logistics, finance, and trade-compliance owners sign off on the assumptions and retain the supporting quotations.
Use sensitivity analysis to find the real decision drivers
Not every input deserves the same attention. Change one variable at a time to see which assumptions can reverse the ranking:
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →- Freight: test a higher and lower dated rate, plus peak-season or congestion surcharges.
- Exchange rate: apply a management-approved range to each quote currency and retain the conversion date.
- Duty and measures: model the confirmed classification and any legally plausible alternative only when supported by compliance advice.
- Yield: test the documented inspection yield and a downside case based on supplier quality evidence.
- Transit and release: add storage, demurrage, expedited transport, or lost-sales consequences to a delay scenario.
- Order size: compare the planned lot with a smaller replenishment lot if minimum quantities or working capital could change.
Report a range or a break-even point when a country’s apparent advantage depends on one volatile assumption. For example, identify the freight rate, yield, or duty level at which the second-lowest option becomes cheaper. This is more useful than presenting a single precise number that expires when a quote or tariff changes.
Compare capability and risk alongside cost
The lowest modeled unit cost is not automatically the lowest sourcing cost. Collect comparable evidence for:
- Capacity at your required monthly volume and ability to add a second production line.
- Production and transit lead times, including sampling, tooling, and approval cycles.
- First-article results, defect history, corrective-action speed, and inspection access.
- Compliance documentation, test reports, labeling control, and traceability.
- Payment terms, currency exposure, tooling ownership, intellectual-property controls, and business continuity.
- Port, border, and route concentration risks, plus a practical backup plan.
The available country-level evidence does not establish that India, China, or Vietnam is universally better on supplier quality, capability, or lead time. Those factors must be measured for the product and suppliers under consideration.
Common errors and how to correct them
Comparing factory prices only
Symptom: The cheapest unit quote produces the highest delivered cost. Correction: Extend every quote to the same receiving point and divide by sellable units.

Best Value
Using a country average as the duty rate
Symptom: An electronics average is applied to a different product or destination. Correction: Confirm the actual classification, origin, tariff schedule, and additional measures for the shipment.
Treating CIF as customs value
Symptom: The commercial CIF total is declared automatically as customs value. Correction: Keep economic landed cost and destination valuation calculations in separate sections, following the importing country’s rules.
Ignoring delivery-node differences
Symptom: One origin is priced to the port and another to the warehouse. Correction: Use one named receiving point and include inland transport for every origin.
Hiding tax recovery
Symptom: Recoverable and nonrecoverable taxes are mixed into one unexplained total. Correction: Show import cash required, recoverable tax, nonrecoverable tax, and economic landed cost as separate lines.
Leaving quotes undated
Symptom: An old freight or supplier price is compared with a current tariff. Correction: Add quote validity, rate date, tariff-check date, and a refresh trigger to every worksheet.
When to refresh the comparison
Recalculate when the product specification, quantity, supplier, Incoterm, route, shipment mode, delivery node, tariff classification, origin evidence, trade measure, tax position, or expected yield changes. Refresh volatile inputs before each purchase order and again when a quote expires. A monthly review may be appropriate for frequently shipped goods, while a one-off project should at least be refreshed at quotation, booking, customs entry, and major specification changes.
Keep a version history. Record who changed an assumption, why it changed, and which source supports the new value. This prevents a later decision from relying on a freight rate or tariff snapshot that no longer applies.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Decision rule for choosing among the three origins
Select the origin that meets the specification and compliance requirements at the lowest defensible cost per sellable unit to the common receiving point, after testing realistic downside scenarios. If two options remain close, favor the one with stronger verified quality, capacity, lead-time, and continuity evidence rather than claiming a country-wide cost winner.
Country comparisons become meaningful only after the product, destination, classification, volume, transport plan, Incoterm, and delivery node are fixed. Until those inputs are known, a universal India-versus-China-versus-Vietnam ranking would be misleading.
