How to Compare the Environmental Impact of Construction Materials

The most defensible comparison is not “Which material is greenest?” It is: which option delivers the same required building function, over the same period, with the lower impact across the life-cycle stages and indicators that matter for this project? Start by defining the job, then align the functional unit, service life, life-cycle scope, product-category rules, geography and data quality. Compare global-warming potential (GWP) alongside other reported impacts, document assumptions, and state what the evidence cannot establish.

Why a material’s environmental impact has no single number

A construction product can have a low production footprint yet create a higher whole-building impact if it needs more material, is replaced sooner, travels farther, performs poorly in use, or has a different end-of-life pathway. Conversely, a product with higher manufacturing emissions may deliver greater durability or structural capacity and require fewer replacements.

“Environmental impact” can mean a product-stage result, an embodied-carbon result, or a whole-life assessment. Those are different questions. A result for manufacturing alone should not be presented as a ranking for an entire building.

Technical suitability is a boundary condition. Safety, code compliance, structural capacity, fire performance, moisture resistance, thermal performance, durability, installation and maintenance must be satisfied before environmental results can distinguish the options. ISO 21930 requires relevant technical information not covered by life-cycle assessment (LCA) to be part of construction-product environmental product declaration (EPD) reporting.

The comparison also has to distinguish a product from an assembly. A floor, wall or roof normally includes fasteners, membranes, finishes, insulation, protection layers and installation losses. If one option needs more ancillary material to meet the same code or performance requirement, those quantities belong in the comparison. A product-only figure can be useful for screening, but it is not automatically the impact of the installed assembly.

Understand LCA, EPDs and the comparison rules

Life-cycle assessment (LCA)

LCA models inputs, outputs and impacts associated with a product, assembly or building. Depending on the study, it may include raw-material extraction, manufacturing, transport, construction, use, maintenance, replacement, demolition and waste treatment. Results depend on the inventory data, impact-assessment method, scenarios and assumptions, so two LCA results are comparable only when those foundations align.

An LCA can be broad or narrowly defined. Ask whether the result covers one product, a complete assembly, a floor area or an entire building; which reference period is used; and whether operational energy is included. A building LCA may connect material choices with operational interactions, while a product LCA may stop at the factory gate. Neither is inherently better, but each answers a different question.

Environmental product declarations (EPDs)

An EPD is a standardized report of life-cycle environmental information for a defined product. It is not a simple sustainability label and it does not automatically prove that one product is better than another. The product category rules (PCR), declared or functional unit, system boundary, scenarios, data quality and geography determine what the reported figures mean.

Read the EPD in this order: identify the exact product and manufacturing site; find the declared or functional unit; note the PCR and program operator; check the included modules; then review the impact table, assumptions and data-quality statement. A product name that appears identical across two documents can conceal different formulations, factories, electricity mixes or calculation rules.

ISO 21930:2017 sets core requirements and conditions for comparing construction-product EPD information. ISO reports that the 2017 edition was reviewed and confirmed in 2023; check the standard’s status and the edition required in your jurisdiction before using it in procurement. EPDs are Type III environmental declarations, and the Canadian government accepts declarations conforming to ISO 14025 and ISO 21930:2017 or EN 15804+A2 for applicable material GWP claims. That acceptance is a Canadian requirement, not a worldwide rule.

Declared unit versus functional unit

A declared unit describes a product quantity, such as a mass or volume, without claiming that it delivers a complete building function. A functional unit describes the service being provided, such as a defined area of wall meeting specified performance for a stated period.

One kilogram can be useful for a manufacturing question, but it can mislead when two products provide different insulation, load capacity, coverage, durability or fire performance. The unit must represent the same delivered function. The US General Services Administration gives examples ranging from an entire building over a stated service life to a per-area basis limited to a particular life-cycle stage.

Write the conversion from the EPD unit to the project unit. For example, record the thickness, density, spacing, coverage, structural quantity or thermal value used to calculate how much product is needed. Include cutting waste and installation accessories when the project decision depends on them. If the conversion relies on a performance assumption that is uncertain, show an alternative case rather than hiding it in a single precise-looking result.

A repeatable comparison workflow

1. Define the job and constraints

Write a short performance brief before collecting environmental figures. Identify the assembly, location, exposure, required capacity or thermal value, code requirements, expected service life, maintenance regime, replacement assumptions and availability constraints.

  • Specify the exact function: for example, a structural floor, external wall, roof membrane or insulation layer.
  • State performance targets and acceptance criteria, not just a material name.
  • Set the assessment period, such as the building’s intended service life or another justified reference period.
  • Record project geography, climate, transport routes and installation conditions where they can affect results.
  • List constraints such as fire ratings, moisture exposure, acoustic targets, maximum depth, supplier capacity and approved installation methods.

Do not treat two products as interchangeable because both carry a broad label such as “panel” or “insulation.” They must deliver the same relevant building service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Choose a common functional basis

Map every candidate to one basis: the same assembly area, structural capacity, thermal resistance, acoustic performance or other service. Include ancillary materials and quantities needed to meet the requirement. If a product’s EPD reports only a declared unit, calculate the quantity required to deliver the common function and document that conversion.

For a building decision, state the reference service life and whether the basis is per square metre of assembly, per building, or another project-specific unit. Never compare a one-time product quantity with an assembly that includes replacements without adjusting the basis.

Keep units consistent throughout the workbook. Convert mass, area, volume and energy only once, record the conversion factors, and preserve the original EPD values. Round only at the end so small differences are not created by early rounding.

3. Align life-cycle modules

Record every module included in each source. Product-stage modules A1–A3 cover raw-material supply, transport to the manufacturer and manufacturing. They can support a production comparison when the PCR, units, geography and products are compatible, but they are not a whole-life result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Scope or module What it represents Use in a decision
A1–A3 Raw-material supply, transport to manufacturing and manufacturing Production or upfront comparison under compatible rules
Transport and construction Movement to site and installation activities Important when delivery distances, equipment or site processes differ
Use, maintenance and replacement Service-period effects, including recurring work and product renewal Required when durability or replacement frequency differs
Demolition and end of life Removal, transport, waste treatment, reuse, recycling, recovery or disposal Needed for a whole-life view and circularity scenarios

Whole-life building assessment can extend from design and material supply through construction, use, renovation, demolition and waste management. The European Commission’s guidance published on 27 March 2026 describes this broad approach in an EU context.

Make inclusions and exclusions visible in the table. If one EPD reports A1–A3 while another reports A1–A4, do not silently treat the totals as equivalent. Either limit the comparison to the common modules or add the missing stages using a documented, compatible method.

4. Check PCR, program and geography

For each EPD, record the program operator, product identity, manufacturing location, publication and validity information, PCR, declared or functional unit, modeling assumptions and data-quality statement. Two EPDs can use different PCRs or system boundaries even when their product names look similar.

Geography affects electricity mixes, fuels, transport, regulations, recycling infrastructure and manufacturing practice. Keep the production country or facility visible in the comparison rather than treating a regional average as universal. A factory-specific declaration may be more representative for a local purchase than an industry-average declaration, but only if its scope and rules align with the alternatives.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Product- and facility-specific data are generally more decision-relevant than broad generic averages when they are available and methodologically compatible. Canada’s embodied-carbon standard illustrates this principle by specifying the highest-resolution available EPD or LCA-inventory data for certain steel products.

5. Compare several indicators

GWP, usually reported as carbon-dioxide equivalent, is essential for climate analysis but does not describe every environmental burden. When the EPD supplies them and the methods are aligned, review additional indicators such as resource use, acidification, eutrophication, energy demand, water use and waste.

Keep each indicator in its reported unit and method. Do not add unrelated indicators into a single score unless the weighting method, priorities and uncertainty are explicit. A lower GWP result does not automatically offset a material’s higher resource use or other impacts.

Use the project context to decide which indicators deserve attention. Water use may be material in a water-stressed location; resource or waste indicators may matter where extraction or landfill capacity is constrained. If an EPD omits a category, record it as unavailable rather than assuming the impact is zero.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Test scenarios and disclose uncertainty

Show which assumptions could change the outcome: service life, replacement interval, transport distance, recycled content, renewable electricity, construction losses, reuse, recycling, recovery and disposal. If two candidates switch places under plausible scenarios, report that sensitivity instead of declaring a fixed winner.

Describe evidence quality in plain language. A product-specific EPD from the actual manufacturing facility is different from a generic database value; neither is inherently sufficient without checking scope and representativeness. Note whether a result is measured, modeled, estimated or borrowed from an average, and identify assumptions that a procurement team can verify.

Why upfront GWP is not a whole-life ranking

An A1–A3 or “upfront” GWP figure answers a limited question about production. It omits later effects unless the EPD includes them. A building decision may need transport to site, construction, operational interactions where relevant, maintenance, replacement, demolition and end-of-life treatment.

Replacement is often decisive. A product lasting for the full assessment period and a product replaced several times cannot be compared fairly using only one manufacturing event. End-of-life assumptions also matter: modeled reuse, recycling, recovery and disposal pathways can produce different results, and those pathways depend on local infrastructure and future practice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Operational effects should be included only when the material changes them and the assessment method handles that interaction consistently. For example, a change in insulation may affect energy use, but that operational consequence belongs in a building-level assessment with an explicit energy scenario, not as an unsupported adjustment to a product-stage EPD.

Build a comparison record that another reviewer can audit

Use one row per candidate and retain the source documents. A useful record contains:

  • Candidate product and exact application.
  • Required performance and quantity used to meet the common function.
  • Declared or functional unit and reference service life.
  • EPD program, PCR, publication or validity information and manufacturing geography.
  • Life-cycle modules included and excluded.
  • GWP and selected additional indicators, with units and calculation method.
  • Data resolution: product-specific, facility-specific, industry-average or generic.
  • Transport, construction, maintenance, replacement and end-of-life assumptions.
  • Uncertainty, sensitivity cases and technical constraints.

Keep the original EPD and calculation workbook with the project record. If you convert a declared unit into an assembly result, show the quantity, performance calculation and any waste factor rather than presenting only the final number.

A reviewer should be able to reproduce the result without asking which version of an EPD was used or where a conversion came from. Add the document date, link or file identifier, spreadsheet cell references and the person responsible for each assumption. Flag data that must be updated if the supplier, factory, route or design changes.

Common comparison errors and their fixes

Comparing kilograms instead of delivered service

Problem: One kilogram of each product does not necessarily provide equal capacity, coverage, insulation or durability.

Fix: Convert both products to the same functional unit and include all material needed to meet the performance brief.

Mixing incompatible EPDs

Problem: Different PCRs, units, assessment methods or system boundaries can make the figures non-comparable.

Fix: Prefer EPDs governed by compatible rules; otherwise disclose the mismatch and limit the conclusion to what the data can support.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Calling A1–A3 “embodied carbon for the building”

Problem: Production-only results omit construction, use, replacement and end of life.

Fix: Label the result as product-stage or upfront GWP and add the relevant modules for a whole-life assessment.

Using GWP as a universal sustainability score

Problem: Climate impact alone can hide resource, water, energy, acidification, eutrophication or waste differences.

Fix: Review the additional indicators reported by the EPD and explain why each is relevant to the project.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring geography and data age

Problem: Electricity mix, transport, manufacturing and end-of-life infrastructure vary by location and time.

Fix: Record facility or regional context and verify that the EPD is valid for the procurement date and project jurisdiction.

Assuming circularity credits are guaranteed

Problem: Reuse or recycling benefits depend on defined scenarios and actual collection and processing routes.

Fix: State the modeled pathway, allocation rules and sensitivity if the route is uncertain.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Leaving out installation and replacement quantities

Problem: A thin product-only comparison can favor an option that requires extra layers, specialist equipment or frequent renewal.

Fix: Compare the complete installed solution over the stated period, or clearly label a screening result as product-stage only.

A practical comparison-table template

Set up columns for product and application, required performance, quantity per functional unit, declared or functional unit, reference service life, EPD program and PCR, manufacturing location, validity, modules included, GWP, additional indicators, transport and construction assumptions, replacement schedule, end-of-life scenario, data resolution and uncertainty notes. Add a final column for technical constraints so an environmental advantage cannot be mistaken for approval to use a noncompliant product.

Use separate rows for base, optimistic and conservative scenarios when transport, service life or end-of-life routes are uncertain. Show the common modules in one comparison and place non-comparable figures in a separate notes column rather than forcing them into the ranking.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Where to find usable data

Start with the product manufacturer’s current EPD and the program operator’s documentation, then check the PCR and boundary before copying any number into a spreadsheet. Government resources can help locate broader data and methods. The US Environmental Protection Agency’s construction-material resource page points to reuse and recycling guidance, embodied-carbon assessment tools and EPD-linked resources, including EC3. Treat such tools as data-access or calculation aids, not as automatic endorsements or substitutes for checking the underlying EPD.

Market rules differ. UK government guidance notes that UK manufacturers commonly use EN 15804+A2 for construction-product EPDs; that statement describes UK practice and should not be generalized to every country. Canada’s acceptance of Type III EPDs conforming to ISO 14025 and ISO 21930:2017 or EN 15804+A2 for applicable GWP claims is a Canadian government requirement, not a universal procurement rule.

When no product-specific EPD exists, a generic LCA database value may support an early comparison, but label it as such and avoid false precision. Ask suppliers whether a newer declaration, facility-specific result or documented product change is pending. Confirm that the document covers the product actually being quoted, not a discontinued formulation or a different plant.

How to state the decision responsibly

A strong conclusion identifies the function, basis, scope and indicators before giving a preference. For example: “For this wall assembly, over the stated service life and using the listed PCR-compatible EPDs, option A has lower modeled GWP under the base transport and replacement assumptions. The result is sensitive to the assumed replacement interval, and the available data do not establish a lower impact for every environmental category.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no evidence-supported universal best construction material. Select the option that meets the project’s technical requirements and performs best across the agreed functional basis, life-cycle scope and environmental priorities, while making unresolved uncertainty visible.

Frequently Asked Questions

What is the fairest way to compare two construction materials?

Define the same building function, performance level and assessment period first. Then compare quantities on a common functional basis, align EPD rules and life-cycle modules, and review GWP alongside other reported indicators.

Can I compare EPD numbers from different manufacturers directly?

Only after checking the PCR, declared or functional unit, system boundary, geography, scenarios and impact method. If those differ, limit the comparison to compatible modules or disclose the mismatch.

Is A1–A3 the embodied carbon of a product?

A1–A3 is the product stage: raw-material supply, transport to the manufacturer and manufacturing. It is often called upfront GWP, but it does not include the complete building life cycle.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I compare materials by kilogram?

Use kilograms only when the products deliver an equivalent service on that basis. For most design decisions, compare the amount needed to provide the same structural, thermal, acoustic, fire or durability performance.

Which environmental indicators should be reported?

GWP is important for climate impact. Where the EPD provides compatible results, also review resource use, acidification, eutrophication, energy, water and waste indicators, keeping each unit and method visible.

How do service life and replacement affect the result?

A product replaced several times can have greater whole-life impact than a product with a higher initial footprint that lasts for the full assessment period. Model replacement quantities and intervals explicitly.

Are recycled-content or end-of-life credits guaranteed?

No. Reuse, recycling, recovery and disposal results depend on stated allocation rules, collection systems and local or future infrastructure. Show the modeled pathway and test an alternative when it is uncertain.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Where can I find construction-material environmental data?

Begin with the manufacturer’s current EPD and its program operator. Government resources, embodied-carbon tools and EPD-linked resources such as those listed by the US Environmental Protection Agency can help locate data, but the underlying document and scope still require review.

The Bottom Line

Bottom line: Compare construction materials by the same delivered function, reference period and life-cycle scope—not by kilograms or upfront GWP alone. Use compatible EPD and PCR evidence, include relevant assembly and replacement quantities, examine several indicators, and make geography, scenarios and uncertainty explicit. The result should identify the best-supported option for the project, not claim a universal winner.
