To compare Steam games fairly, treat player counts, review scores, and Top Sellers placement as three different signals: activity, player recommendations, and revenue momentum. They are not interchangeable, and none alone tells you how many copies a game sold. Match the region, observation time, and comparison period before drawing conclusions.
What each Steam metric tells you
| Signal | What it measures | What it does not establish |
|---|---|---|
| Concurrent players | People playing the game on Steam at a particular moment, or a recorded peak. | Owners, copies sold, or the total population across consoles and other PC launchers. |
| Steam review score | The percentage of counted reviews that are positive, alongside the underlying review sample. | A certain outcome for every player, or a direct sales or popularity ranking. |
| Top Sellers placement | A revenue-rank signal based on Steam spending, including eligible DLC and in-game transactions. | Units sold or a disclosed per-game revenue figure. |
These measures can point in different directions without contradicting one another. A game may have many active players but a lower sales rank at the moment you check; another may rank highly because of spending on add-ons or in-game content.

Compare player counts on the same basis
SteamDB reports current concurrent player counts and historical peaks. Its FAQ says the current counts come directly from the Steam API. According to its chart documentation, charts refresh every five minutes for the current top 1,000 games and every ten minutes for other tracked games. These are refresh intervals, not guarantees that a count stays current between updates. See SteamDB’s FAQ and SteamDB’s charts.

A current count is a snapshot; a peak shows the largest recorded concurrent audience, not how many people are playing now. When possible, compare trends across the same interval rather than contrasting a live count for one game with a peak from another period.

Read review scores with their sample and rules
Steam defines a game’s review score as the percentage of positive reviews. The rules vary by purchase type: for games that require purchase, only reviews from Steam purchases count; free games count all reviews. Steam excludes reviews it determines are off-topic by default and may show a language-specific score when enough reviews exist. The Steam Support explanation of User Reviews describes the score as a summary of recommendations and a signal to potential players.
Always record both the positive percentage and total review count. A percentage based on a small number of reviews is less informative than the same percentage backed by a much larger sample, and Steam’s language-specific view may differ from an all-language picture. If the recency of feedback matters, compare recent reviews separately from all-time reviews rather than treating one as a substitute for the other.

SteamDB’s adjusted-rating display marks games with fewer than 500 total votes as unverified. That is SteamDB’s own convention, not a universal statistical cutoff. Its methodology is described at SteamDB’s rating methodology.

Interpret Top Sellers as a revenue rank, not a sales count
Steam’s Top Sellers list uses spending across revenue sources, including the base game, DLC, and in-game transactions. Valve says it rolls up spending over the trailing 24 hours and gives extra weight to spending in the last three hours. The chart is therefore sensitive to recent purchases and can include free-to-play games whose players spend on paid content. Steam’s Top Sellers Lists documentation explains the methodology.

Use the list to describe relative revenue ranking, not to estimate copies sold. Steam offers country-specific and global views, so compare the same region and chart period. A position in the list does not reveal a game’s unit sales or exact revenue; do not convert rank, player counts, or review totals into a sales estimate without a published figure.
A practical comparison checklist
- Set the scope: choose the observation date, time zone, region, and whether the comparison is limited to Steam.
- Record activity: capture current concurrent players, the 24-hour peak, the all-time peak, and a trend over a matching interval.
- Record reception: note Steam’s positive-review percentage, total review count, language context, and recent reviews if they answer your question.
- Check commercial momentum: note whether each game appears in the same regional Top Sellers chart, and treat placement only as a revenue-rank signal.
- Add context: mark free-to-play monetization, DLC, in-game purchases, discounts, launches, and major updates that could explain differences.
- Explain the signals separately: say which game has more current activity, stronger review reception, or higher revenue-chart visibility rather than combining them into an unsupported overall score.
Why Steam visibility is not a verdict on quality
Valve’s Steamworks visibility documentation says purchases and play are strong interest signals that may lead Steam to show a game to more players. It also says review score does not affect algorithmic visibility while a game is Mixed or better, defined there as 40% or higher; below that level, featuring likelihood may decline. This is a rule about Steam visibility, not a general quality cutoff or a way to infer sales. See Valve’s Visibility on Steam documentation.
