There is no defensible, universal answer to which Indian city is cheapest for a startup. The reliable approach is to model the same business, team, workspace and time period in every location, then compare recurring burn, one-time setup costs and the value of access to talent, customers, investors and infrastructure. A lower rent bill can disappear if hiring takes longer, travel increases or unreliable services require costly workarounds.

Start with a like-for-like comparison, not a city ranking

Comparing a coworking quote in one city with a salary estimate from another produces a misleading result. Freeze the business assumptions first. Your worksheet should describe the same startup at each location: stage, sector, headcount, role mix, customer geography, office requirement and forecast period.

Define the startup profile

  • Stage: pre-revenue, early revenue, seed or a later scale-up. A pre-revenue team may need flexibility, while a scale-up may need formal offices, support functions and faster hiring.
  • Sector: software, manufacturing, logistics, healthcare and other sectors have different equipment, compliance and talent requirements.
  • Team: list each role, seniority, employment type, benefits and expected start date. Do not apply one city-wide percentage discount to all salaries.
  • Workplace: specify whether you need a registered address, coworking desks, a private office, a lab, a warehouse or no permanent premises.
  • Market: record where customers, suppliers, partners and investors are located. A low-cost base can be expensive if every important meeting requires a flight.
  • Horizon: model at least 12 months, and preferably the period until the next financing or break-even milestone.

Freeze the geography and measurement date

Use comparable neighborhoods and quote the same month for every city. Record whether a price includes taxes, deposits, maintenance, internet, utilities, furniture, brokerage or annual escalation. Tier-II is a broad label, not a guarantee that every locality has lower prices or equivalent services. Compare the actual neighborhoods where your team could work.

Separate recurring burn from one-time setup costs

Keep two totals. Recurring burn determines how quickly cash leaves the bank each month; one-time costs determine how much capital is needed before operations stabilize. Mixing them hides the effect of a deposit, incorporation bill or fit-out.

Cost axis Recurring items to model One-time items to model Checks before comparing cities
Team and compensation Base pay, variable pay, benefits, payroll processing, recruiting fees and contractor retainers Recruitment campaigns, relocation support, joining bonuses and initial training Use identical role descriptions and seniority. Track expected time to fill each role.
Office and workspace Rent or coworking, maintenance, internet, electricity, security and cleaning Security deposit, brokerage, fit-out, furniture, networking and signage Obtain current quotes for the same desk count and lease term. State whether deposits are refundable.
Technology and operations Software subscriptions, cloud usage, telecom, storage, insurance and support contracts Hardware, installation, domain and initial configuration Separate costs that vary by headcount from those that vary by location.
Setup and compliance Accounting, filings, licences, professional retainers and local operating obligations Entity registration, legal drafting, permits and initial professional fees Confirm the rule and eligibility for the exact entity, state, activity and date.
Customer and investor access Local sales coverage, events, support hours and routine travel Market-entry research, launch events and initial customer visits Price the trips your plan actually requires rather than assuming a city is close to every stakeholder.
Continuity and infrastructure Backup connectivity, power backup, logistics, specialised vendors and repairs UPS or generator, redundant network installation and initial vendor onboarding Verify reliability at the building and neighborhood level; a tier label is not an infrastructure test.

Use a monthly burn formula

For each city, calculate monthly burn = payroll + workspace + technology + professional services + travel + contingency. Keep one-time setup outside that number. Then calculate runway = cash available after setup / monthly burn. If a deposit is refundable, show it as a cash requirement and a separate recoverable amount rather than treating it as a permanent expense.

What the available evidence says about Tier-II costs

An Institute of Company Secretaries of India article published in January 2025 describes Tier-II locations as generally offering lower cost of living, office rentals and utilities. That is a broad proposition, not a city-by-city price list. It does not establish how much a founder would save, or whether a particular Tier-II city beats a particular metro on every line item.

The same article reports more than 7,000 startups in Tier-II cities and says the number was expected to grow 2.2 times by 2025. The 2.2-times figure is a forecast recorded in that 2025 article, not an updated observed count. It also reports that startups from Tier-II cities accounted for 13% of total Indian startup funding in 2022; the article does not identify the underlying funding dataset in the material available here, so treat that as a reported figure rather than an independently verified market share.

These figures can justify investigating a Tier-II base, but they cannot replace current quotes for salaries, rent, utilities, travel and setup. Build the model first, then use published claims as context.

Price talent by role, scarcity and time to hire

Payroll is often the largest recurring cost, and the relevant comparison is not the average salary of a city. List the exact skills and seniority your plan needs. A lower advertised salary may be offset by a smaller local pool, a longer vacancy or the need to recruit remotely.

Create a role-by-role hiring schedule

  1. Write a role card with responsibilities, required skills, seniority and work arrangement.
  2. Estimate the local candidate pool and the expected days from job posting to accepted offer.
  3. Record agency fees, referral payments, relocation, joining bonuses and the cost of founders covering the vacancy.
  4. Apply the same benefits and employment assumptions in every city.
  5. Model a delayed-hiring case in which critical roles start one or two months later, and a premium-hiring case in which scarce roles cost more than the base assumption.

For distributed teams, assign each role to a location only after checking tax, employment, payroll and management implications. A remote salary may not be a free substitute for local hiring: coordination, occasional travel, equipment shipping and time-zone coverage belong in the model.

Measure workspace beyond monthly rent

Request a written quote for the same capacity in each city. Include desk or floor area, lease term, deposit, escalation, maintenance, power, internet, security, parking and access hours. For a private office, add fit-out, furniture and reinstatement obligations. For coworking, check meeting-room limits, visitor charges, mail handling and renewal terms.

Then price the commute created by the location. A cheaper office that adds an hour each way for every employee can increase attrition and reduce productive time. If customers need to visit, include accessibility and meeting facilities rather than comparing rent alone.

Evaluate ecosystem value as a separate cost-benefit question

Cost is only one part of location economics. The enpact India startup ecosystem report compares Mumbai, Chennai, Bengaluru, Jaipur, Pune, Hyderabad and Delhi across human capital, finance, startup scene, infrastructure, macro framework and market conditions. That multidimensional framework is more useful than treating rent as a proxy for startup friendliness. Check the report edition and data vintage before using any city score as a current ranking.

Translate ecosystem access into your own operating plan:

  • Talent: Which roles can be hired locally, and which require a national search?
  • Finance: How often will founders need investor meetings, banking support or accelerator access?
  • Customers and partners: Are decision-makers, suppliers and sector clusters nearby?
  • Mentors and institutions: Are there relevant incubators, universities, laboratories or industry groups?
  • Infrastructure: Can the site support reliable connectivity, power, logistics and specialist vendors?

Give each factor a weight based on your strategy. A deep fintech investor network matters more to a venture raising frequently than to a bootstrapped local-services company; a manufacturing startup may weight suppliers and logistics more heavily than coworking supply.

Account for state policy without confusing it with city cost

Startup India’s fifth-edition State Startup Ranking evaluates state and union-territory ecosystem efforts for the period 1 January 2023 through 30 November 2024. It is useful context for policy support, facilitation and ecosystem-building, but it is not a city rent index, a cost-of-living measure or a guarantee that a particular startup qualifies for an incentive.

For every incentive you place in the spreadsheet, record the issuing authority, eligible entity, sector, location requirement, application deadline, reimbursement timing, cap and documentation. Model the base case with no incentive until eligibility is confirmed. A delayed reimbursement can increase the cash requirement even when the eventual benefit is genuine.

Include customer, investor and travel friction

Estimate the number of trips required each month, destination, transport mode, accommodation and founder time. Include event attendance, customer support visits, investor meetings and travel for recruiting. If a metro base reduces travel but increases rent, compare the annual difference rather than a single trip.

Also price the opportunity cost of slower access. A sales process that takes longer because the team is far from customers can delay revenue; a hard-to-fill role can postpone a product milestone. These are scenario inputs, not universal penalties for Tier-II cities. Use evidence from your own hiring funnel, customer pipeline and travel calendar.

Model remote and multi-city staffing explicitly

Remote work can change the result materially. foundit’s April 2025 Insights Tracker reported a 31% increase in Tier-II cities’ share of startup jobs from April 2024 to April 2025, and reported that 34% of jobs were offered remotely. Those are dated employment measures from foundit, not a census of all startup jobs and not proof that any particular role can be remote.

Build three location scenarios

  • Single-city: colocate the core team and include the full office and local hiring plan.
  • Metro headquarters plus distributed hiring: keep customer, investor or leadership functions in the metro and place suitable roles elsewhere.
  • Tier-II headquarters plus periodic travel: use the lower-cost base and budget fixed travel days for customers, investors and team coordination.

For each scenario, add equipment shipping, travel cadence, collaboration tools, occasional team gatherings, manager time and compliance costs. Do not count a remote role as zero office cost if the team still needs meeting space or a registered address.

Use GCC location research only as a question generator

A 2026 JLL discussion describes the growing role of Tier-II cities in multi-hub global capability-centre strategies and notes that some states offer policy incentives. GCCs generally operate at a different scale, with different hiring volumes, real-estate requirements and bargaining power from an early-stage startup. Use that material to ask about talent clusters, infrastructure and incentives; do not transfer GCC economics directly into a startup budget.

Build a decision worksheet that exposes assumptions

Create one row per city and one column per assumption. A useful worksheet has these fields:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Field Entry to capture Why it matters
Quote date and source Date, provider, neighborhood and whether the amount is a quote, forecast or broad published claim Prices and availability change; readers can distinguish evidence from assumptions.
Team plan Role, seniority, salary, benefits, hiring fee and start month Prevents a single average salary from hiding scarce roles.
Workspace Area, desks, lease, deposit, fit-out, utilities and access terms Separates cash needed at signing from monthly occupancy cost.
Travel plan Trips, destinations, fare, lodging and founder time Captures the price of being away from customers or investors.
Infrastructure reserve Backup internet, power, logistics and specialist vendors Shows whether a nominal saving depends on fragile services.
Policy assumption Scheme, authority, eligibility, timing and documentation Stops an unconfirmed incentive from inflating runway.
Scenario outputs Monthly burn, setup cash, runway and sensitivity ranges Produces a decision range instead of false precision.

Keep a note beside every number stating whether taxes, deposits and annual increases are included. If a comparable value is unavailable, write not stated and identify the missing quote. Do not fill the gap with an average from another city.

Run sensitivity tests before choosing a base

At minimum, test the assumptions most likely to change the decision:

  • Hiring sensitivity: critical roles cost more or take longer to fill.
  • Workspace sensitivity: the team needs additional desks, a private office or a longer lease.
  • Travel sensitivity: customer and investor trips double for a quarter.
  • Revenue sensitivity: sales start later than planned.
  • Infrastructure sensitivity: backup connectivity, power or logistics must be added.
  • Incentive sensitivity: an expected subsidy is delayed or unavailable.

Report a base, downside and upside case. A city that wins only in the most optimistic case is not the same decision as one that remains viable when hiring or revenue slips.

Common comparison mistakes and fixes

Declaring a universal cheapest city

No current, like-for-like dataset in the available material covers startup salaries, office rent, utilities and setup costs across named Indian cities. State the evidence gap and publish your own dated assumptions instead of presenting a definitive ranking.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using one salary haircut for every role

Replace the haircut with role-level quotes and a time-to-fill estimate. Scarce engineering, sales, compliance or specialist roles may not follow the city average.

Treating an ecosystem score as a budget line

Use ecosystem reports to identify questions about finance, talent, infrastructure and markets. Do not convert a score into a rupee saving without a documented mechanism.

Counting incentives before eligibility

Model the cash flow without the incentive, then add it only after the authority, scheme, deadline and reimbursement process are verified for your entity.

Ignoring deposits and setup cash

Show the amount required on day one separately from recurring burn. A lower monthly rent does not help if the deposit and fit-out consume the available runway.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming remote work removes location costs

Include collaboration, travel, equipment, management and compliance. Remote hiring changes the location equation; it does not erase it.

A practical decision rule

Choose the city or multi-city design that meets your operating requirements while preserving the most resilient runway, not the one with the lowest headline rent. Require the preferred option to pass three tests: the core roles can be hired within the planned schedule, customers and investors can be served within the travel budget, and the downside case remains fundable without an unverified subsidy.

Document the neighborhood, quote dates, role assumptions, taxes, deposits, forecast period and scenario weights in the final recommendation. Re-run the worksheet when a lease is signed, a key hire changes the team plan, or a policy rule is updated.
