How to Compare Small Satellite Launch Providers in the UK and Europe

Start with your mission, not a provider’s headline payload capacity. Compare the orbit and inclination you need, payload dimensions and mass, deployment requirements, launch date, launch site, regulatory responsibilities and contract protections. Then check whether each capability is a target, a test, a completed orbital flight or a repeat operational service. Official public sources do not establish comparable prices or firm customer schedules across providers, so request proposals built on the same mission assumptions.

Define the mission before comparing vehicles

A launch provider is a fit only if it can deliver your satellite to the required orbit, accommodate the payload and offer a credible path to launch when you need it. Mass is one constraint, not a complete measure of suitability.

As an Amazon Associate I earn from qualifying purchases.

  • Orbit: Specify altitude and inclination, including whether you require a sun-synchronous or polar orbit. “Low Earth orbit” alone may not describe a precise enough destination.
  • Payload: Give the fully integrated mass and dimensions, plus interface, environmental and encapsulation requirements.
  • Deployment: State the number and sequence of deployments, separation needs and whether sharing a launch is acceptable.
  • Timing and location: Identify the acceptable launch window and any constraints on launch site, transport, integration or customer access.
  • Responsibility: Establish who will hold the launch and satellite-operation licences and manage safety, security, environmental and debris-related obligations.

Use the same mission definition for every provider. Otherwise, payload figures, prices and proposed dates may refer to different orbit, configuration or service assumptions.

Separate demonstrated service from targets and plans

Capability claims need a status as well as a number. A vehicle that has completed a short flight test has not thereby demonstrated orbital insertion; a successful orbital flight does not by itself establish repeat service or an available customer slot. Record the vehicle configuration, milestone, source and date for each claim.

Provider or programme Publicly stated capability or milestone What a buyer should infer
Rocket Factory Augsburg (RFA One) ESA describes a current-configuration target of up to 500 kg to a 500 km sun-synchronous orbit; it says the vehicle is intended to launch from a SaxaVord pad in the UK. These are target and site-intention claims, not evidence of demonstrated operational payload delivery or a bookable date.
Isar Aerospace (Spectrum) ESA describes a target of up to 1,000 kg to low Earth orbit. ESA’s 27 August 2026 announcement says Spectrum first flew in 2025 for 30 seconds from Andøya Spaceport in Norway. The stated flight duration is a development milestone; it does not establish orbital insertion or operational launch service. The target does not specify an orbit altitude in the cited announcement.
PLD Space (MIURA 5) ESA says PLD plans upgraded MIURA 5 capabilities for institutional and commercial missions needing more payload capacity and orbital reach. The announcement does not give a comparable upgraded capacity, orbit, or customer schedule.
Maiaspace Listed by ESA among the first-stage European Launcher Challenge (ELC) shortlistees; a comparable vehicle capacity or mission schedule is not stated in the cited ESA announcement. Shortlist status is not proof of flight performance or an available service.
Orbital Express Launch ESA’s ELC page records that it entered administration and withdrew from the challenge in February 2026. Do not treat an earlier shortlist listing as a current offer; verify corporate and programme status before engagement.

The targets and milestones in this table are reported by ESA in its 27 August 2026 contract announcement, except the Orbital Express Launch status, which is on the ESA ELC programme page. ESA says its ELC eligibility required vehicles to be built in ESA or EU member states and launched from European territory. The programme page sets out an orbital-launch milestone by 2027, operational ramp-up support after that and a capacity-upgrade orbital demonstration by 2028. These are programme milestones, not guarantees that every participant will meet them or offer a customer launch slot.

Compare UK-licensed operators without mistaking a licence for a launch record

The UK Civil Aviation Authority (CAA) register, checked for this comparison, lists vertical-launch operator licences for Rocket Factory Augsburg AG (14 January 2025), Skyrora Limited (24 July 2025) and HyImpulse UK Limited (1 October 2026). The dates establish that licences were listed; they do not establish successful orbital service, operational readiness or customer availability. Check the CAA licence register for current entries.

Public product information also needs to be matched to the service being procured. Skyrora describes XL as a three-stage small-satellite launch vehicle intended for sun-synchronous orbit. Its product page lists suborbital Skylark vehicles and an in-space tug separately; neither should be counted as an orbital launch vehicle when comparing providers. For HyImpulse UK, the CAA entry establishes a listed licence, but the cited sources do not state a comparable payload-to-orbit figure or firm customer schedule.

Assess the launch site and the orbit it can support

Launch site and launch mode affect practical orbit access, transport and integration, as well as range and airspace arrangements. A spaceport’s description or planned departures are not the same as a confirmed provider mission slot.

  • SaxaVord, Unst, Shetland: The UK Government guide describes a vertical-launch site with sun-synchronous and polar-orbit access and lists planned departures by several operators. The guide gives the spaceport a capacity of up to 1,000 kg; that is a site-guide figure, not a vehicle-specific payload promise.
  • Space Hub Sutherland: The guide describes a vertical site with polar and sun-synchronous access and planned Orbex Prime departures. These entries describe plans, not confirmed availability.
  • Other UK sites: The guide also covers horizontal-launch and development sites. Check whether a site’s launch mode and permitted trajectory match the proposed service rather than assuming every listed spaceport supports the same mission.

These descriptions and plans come from the UK Government guide to UK spaceports. Verify current site readiness, permissions, range arrangements and provider access directly before relying on a planned departure.

Compare schedule, payload accommodation and contract risk

Ask each shortlisted provider to respond to the same mission brief and distinguish a target date from a date committed in the contract. A planned programme milestone, licence or advertised launch window is not a booked mission.

  • Payload accommodation: Confirm interface and environmental limits, encapsulation, integration lead time, deployment sequence, late-delivery rules and what access your team has during integration and the launch campaign.
  • Quote scope: Compare the same orbit, payload configuration, integration work, campaign support, insurance assumptions and exclusions. Ask which costs are fixed and which can change.
  • Risk allocation: Review payment milestones, termination rights, liability, insurance, export controls, data access and contingency arrangements for a missed window or failed mission.

The reviewed official sources do not provide a like-for-like public price list or firm mission-specific schedules for these providers. A headline quote is not comparable unless its mission assumptions, inclusions, exclusions and remedies are comparable too.

Identify who holds the required UK licences

Under CAA guidance, a UK launch-operator application under the Space Industry Act requires a safety case, an assessment of environmental effects and security and cybersecurity material. The CAA says assessment takes at least nine months after it receives an application; airspace-change approvals may take longer. The CAA lists no charge for a launch or return licence. Those points concern the licensing process, not a provider’s launch schedule or your mission’s full regulatory cost.

For orbital operations, the Space Industry Act 2018 covers UK activity; the Outer Space Act 1986 covers activity from outside the UK. If one party operates the satellite and another procures its launch, each may require a separate orbital-operator licence. Confirm the rules for the actual mission, parties and jurisdictions with the CAA. See its launch-operator licensing guidance and orbital-operator guidance.

Use a consistent request for proposal

Send each candidate the same information and ask for written answers. A useful comparison record includes:

  1. Your target orbit, including altitude and inclination, and acceptable launch window.
  2. Payload mass, dimensions, interfaces, deployment sequence and environmental requirements.
  3. The proposed vehicle and configuration, with the evidence status of the relevant capability: target, test, orbital flight or repeat service.
  4. The proposed launch site, mission integration plan, transport requirements and any customer access.
  5. Licence holders and a clear allocation of regulatory, safety, environmental, security and satellite-operation responsibilities.
  6. Milestones, date commitment, dependencies, delay and rebooking terms, payment schedule, insurance and liability.
  7. A priced scope with assumptions and exclusions stated, so proposals can be compared on the same basis.

ESA’s ELC tender evaluation considered business case, engineering quality, resources, schedule and compliance. Those are useful due-diligence prompts, but ESA’s announcement does not provide independently comparable customer prices or provider reliability data.
