How to Compare Semiconductor Foundries: TSMC, Samsung Foundry, and Intel Foundry

The right foundry is the one that can manufacture your specific design, in the required process version, package, location and volume—not simply the company advertising the smallest node number. Compare TSMC, Samsung Foundry and Intel Foundry against the same technical and commercial checklist: production maturity, design enablement, specialty features, packaging, capacity, geography, yield evidence, cost and schedule.

Public company information shows meaningful differences in portfolios and published milestones, but it does not provide a neutral, like-for-like ranking of yield, wafer price or lead time. The final decision requires design-specific evidence under confidentiality.

What a semiconductor foundry actually does

A foundry manufactures wafers for companies that design chips. It supplies a process design kit (PDK), standard-cell libraries, memory and interface IP, design-rule documentation, wafer fabrication, test interfaces and, increasingly, advanced packaging. The buyer normally owns the product definition and design; the foundry turns that design into qualified silicon.

That division of responsibility makes a foundry comparison different from comparing finished products. A process that looks superior in a presentation may be a poor choice if its PDK is immature, the required IP is missing, the package is not qualified, or capacity cannot be reserved when your product needs it.

Quick comparison of the three suppliers

Supplier Published portfolio and positioning Recent company-reported status Integration and packaging information
TSMC Dedicated pure-play foundry serving customer-designed products; advanced logic, specialty processes, design support and broad manufacturing scale. N2 entered high-volume manufacturing in Q4 2025. A14 volume production is scheduled for 2028, which remains a company target. 3DFabric family covers 3D silicon stacking and advanced packaging.
Samsung Foundry Logic portfolio described from 180 nm to 2 nm and beyond, plus eNVM, RF, image-sensor (CIS), high-voltage (HV) and BCD specialty processes. Samsung says its second-generation MBCFET/GAA SF2 process began mass production in 2025 for mobile, HPC, AI and automotive applications. Obtain package, interposer, stacking and qualification details for the exact product during the request-for-quote process.
Intel Foundry Intel process technologies and manufacturing services, with leading-edge logic and advanced packaging. Intel’s June 2026 update says 18A entered production in 2025 and 18A-P entered risk production. Intel describes 18A as being in high-volume production in the United States. 18A-PT is described as an advanced 3D-integration option; a public Foundry Shuttle supports multi-product wafer prototyping, subject to eligibility and current terms.

These descriptions are not a performance league table. They identify where each supplier publishes a capability that may match your design; qualification, capacity and commercial terms still have to be proved for your project.

Why node numbers do not decide the comparison

A node name is a generation label, not a physical measurement

“N2,” “SF2” and “18A” are vendor-specific generation names. They do not prove that transistor dimensions, usable density, power, performance or cost are equal. Even within one supplier, a base process and an optimized derivative can have different design rules, libraries, SRAM options, voltage ranges and available IP.

Separate development, risk production and volume production

Ask the supplier to classify the exact process variant as development, risk production or high-volume production. A roadmap announcement can be valuable for a product planned several years out, but it is not interchangeable with wafers available for tape-out today. Record the date and definition used in every schedule.

Measure PPA on your implemented design

Power, performance and area (PPA) depend on architecture, memory, clock targets, voltage, utilization, physical-design choices and the maturity of the design flow. Request results from a representative test chip or a port of your own blocks, with assumptions documented. Do not turn a supplier’s internal benchmark against its own prior node into a cross-company forecast.

Compare each supplier’s published position

TSMC: broad pure-play scale and an advanced packaging family

TSMC describes a dedicated pure-play model: it manufactures products designed by customers rather than selling its own branded chips. Its 2025 annual report says it manufactured 12,682 products for 534 customers using 305 distinct technologies. Those figures indicate breadth of activity, not a guarantee of your yield, price, allocation or support level.

The same report says technologies at 7 nm and smaller generated 74% of TSMC wafer revenue in 2025, up from 69% in 2024. This is TSMC’s own wafer-revenue mix; another supplier may define and report its mix differently, so the percentages cannot be ranked directly.

TSMC reports that N2 entered high-volume manufacturing in the fourth quarter of 2025 and expects a fast ramp in 2026. It describes A14 as a future generation with volume production scheduled for 2028. Treat that date as a stated schedule, not as evidence that A14 is already available for your tape-out.

For multi-die products, TSMC’s 3DFabric family combines 3D silicon stacking and advanced packaging. Ask which 3DFabric option, substrate, interconnect, thermal flow, test method and qualification status apply to your package.

TSMC chairman and chief executive C.C. Wei wrote, “As a Foundry, our biggest responsibility is to support our customers with the most advanced technologies and necessary capacity to unleash their innovations.” It expresses the company’s stated responsibility; it is not independent evidence of comparative performance.

Samsung Foundry: logic generations plus explicit specialty choices

Samsung’s foundry material describes a logic range from 180 nm to 2 nm and beyond. It also lists embedded non-volatile memory (eNVM), radio-frequency (RF), CMOS image-sensor (CIS), high-voltage (HV) and bipolar-CMOS-DMOS (BCD) technologies. Those options can matter more than a leading-edge logic node for products that combine digital control with memory, sensors, power devices or radio circuits.

Samsung says SF2 is its second-generation MBCFET/GAA node and began mass production in 2025, targeting mobile, high-performance computing, artificial intelligence and automotive applications. Confirm whether the particular SF2 variant, libraries, IP blocks, package and qualification flow needed by your design are available in the intended production window.

For a Samsung engagement, request node-specific PDK revisions, supported EDA versions, IP qualification reports, wafer and package sites, and the hand-off process between front-end manufacturing and assembly. The public portfolio description alone does not establish your achievable yield or delivery date.

Intel Foundry: 18A production and a US manufacturing option

Intel’s June 2026 newsroom update says Intel 18A entered production in 2025 and 18A-P entered risk production. Its 18A product page describes RibbonFET gate-all-around transistors and PowerVia backside power delivery, and states that 18A is in high-volume production in the United States. Intel also publishes performance comparisons against Intel 3 baselines; those are Intel’s own comparisons and should not be converted into a direct ranking against TSMC or Samsung.

Intel’s 18A-PT material describes advanced 3D integration. If your product uses chiplets or stacked dies, ask for the exact die-to-die interface, assembly flow, thermal limits, known-good-die requirements, test coverage and qualification schedule.

Intel also describes a public Foundry Shuttle as a multi-product wafer program for prototyping on leading-edge technologies. Confirm current eligibility, shuttle dates, wafer quantities, design rules, mask treatment and transition path before making it part of a development plan.

Match the process to the chip, not the other way around

Classify the design’s dominant requirements

  • Digital compute: establish frequency, throughput, leakage, SRAM density, accelerator utilization and power-delivery limits.
  • Automotive or industrial control: document voltage ranges, analog content, non-volatile memory, long qualification periods, temperature grades and supply continuity.
  • Radio or connectivity: identify RF performance, passive components, isolation, calibration and antenna-interface requirements.
  • Image sensing: determine pixel architecture, dark-current targets, optical stack, sensor process and package constraints.
  • Chiplet or high-bandwidth systems: specify die-to-die bandwidth, latency, interconnect, thermal budget, stacking direction and test strategy.

A mature specialty process can beat a newer logic node when it eliminates external components, meets voltage or sensing requirements, or shortens qualification. Conversely, a leading-edge node may be justified when energy per operation or transistor density dominates the business case.

Evaluate packaging and multi-die integration as part of the process

Front-end wafer performance is only one part of a modern system. Package substrate, interposer, redistribution layers, bonding, memory placement, thermal path, assembly yield and final test can determine system bandwidth, power and cost.

For each supplier, request a single flow diagram from die design through packaged, tested units. It should identify:

  • Who owns yield learning when a defect appears at the wafer, assembly or package-test stage.
  • Whether the package site and wafer site can meet your geography and continuity requirements.

TSMC’s 3DFabric and Intel’s 18A-PT are named public offerings. For Samsung or any other candidate, require equivalent, product-specific documentation rather than assuming that a broad logic portfolio includes the package you need.

Use a common scorecard for process, ecosystem and operations

Axis Questions to ask every supplier Evidence to require
Process maturity Is the exact variant in development, risk production or volume production? How many comparable products have shipped? Milestone definition, pilot-wafer results and a dated production plan.
PPA and design rules What power, performance and area does your implemented design achieve? Which SRAM, I/O and analog options are supported? PDK revision, libraries, EDA flow, sign-off rules and ported-block data.
Specialty fit Does the process include eNVM, RF, CIS, HV, BCD, high-voltage I/O or other required functions? Device models, design rules, qualified IP and reliability data.
Packaging Can the supplier build and test the required interposer, stack, chiplet or 3D package? Package design kit, assembly flow, thermal model, test coverage and qualification results.
Capacity and geography Which site makes the exact process, what capacity can be reserved, and what backup exists? Allocation letter or contract language, site list, cycle-time assumptions and continuity plan.
Commercial terms What are wafer, mask, NRE, package, test and engineering-change costs? A dated quote with volume bands, payment terms and assumptions.
Quality and support What yield ramp, defect targets, reliability, change control and escalation support apply? Design-specific quality plan, failure-analysis process and named support responsibilities.

Score suppliers only after defining each metric. For example, “cycle time” should specify wafer start to wafer sort or to tested package, lot size, engineering versus production mode, and the percentile or service level being promised.

A step-by-step foundry comparison process

  1. Freeze the product requirements. Write the performance, power, area, memory, voltage, temperature, package, annual volume, launch date and geographic constraints before contacting suppliers.
  2. Separate must-haves from preferences. Mark specialty devices, safety qualifications, IP, package technology and supply-location requirements that cannot be traded away.
  3. Create a process shortlist. Include the exact node or specialty variant, not just “2 nm,” “18A” or “7 nm.” Record whether each option is available for design enablement, risk production or volume production.
  4. Request the same enablement package. Ask each supplier for PDK revision, standard-cell and SRAM options, supported EDA flow, interface IP, analog/RF models, design-rule manuals and known limitations.
  5. Run an equivalent design experiment. Port representative blocks or a test chip using the same constraints. Measure PPA, memory yield indicators, timing closure effort and mask complexity.
  6. Design the package early. Obtain package design rules, thermal models, assembly yield assumptions and test plans before selecting a front-end process.
  7. Validate capacity and schedule contractually. Tie wafer starts, cycle time, engineering lots, ramp milestones and allocation to dated commitments. A public fab announcement does not reserve capacity for your product.
  8. Compare total landed cost. Include masks, wafers, probe, assembly, package, test, reticles, engineering changes, scrap, logistics and inventory carrying cost.
  9. Run technical and commercial reviews together. Have architecture, physical design, operations, quality, finance and supply-chain teams approve the same assumptions.
  10. Keep a qualified fallback. Identify what would have to change in the RTL, IP, package, mask set and validation plan if the primary supplier misses a milestone.

How the choice changes by product scenario

Mobile or high-volume compute SoC

Prioritize a proven leading-edge logic variant, mature mobile IP, SRAM options, power delivery, package thermals and the ability to ramp volume. Compare the implemented PPA and allocation terms rather than selecting solely on the announced node name. TSMC N2, Samsung SF2 and Intel 18A should each be treated as specific process programs whose readiness and ecosystem must be verified for the SoC.

Automotive controller with memory and high-voltage interfaces

Start with temperature, safety, longevity, eNVM, HV, BCD, analog and qualification requirements. A specialty process may remove external components and reduce certification risk even if its logic density is lower. Samsung’s published eNVM, HV and BCD categories illustrate the type of fit to investigate; request equivalent capabilities and qualification evidence from every candidate.

AI accelerator using chiplets

Model the complete system: compute dies, memory dies, interconnect, package, thermal solution, known-good-die test and assembly yield. TSMC 3DFabric and Intel 18A-PT indicate named integration paths to evaluate, but the winning choice depends on bandwidth, thermal limits, package cost and production capacity for the exact configuration.

Common comparison mistakes and how to correct them

Treating a roadmap as available capacity

Problem: A future production date is entered into the launch plan as if wafers can be ordered now.
Correction: Require a dated tape-out window, risk-production date, volume-production definition and allocation commitment.

Ranking companies by node label

Problem: Smaller-sounding numbers are assumed to mean lower power or higher density for every design.
Correction: Compare the same block, constraints, libraries, voltage and package using documented PPA results.

Ignoring specialty requirements

Problem: A digital node is chosen even though the product needs RF, image sensing, eNVM, HV or BCD devices.
Correction: Put every required device type in the first-pass process filter.

Assuming packaging is an afterthought

Problem: The die meets timing, but package thermal resistance, interconnect or assembly yield breaks the system budget.
Correction: Co-design die and package, and obtain package-level qualification evidence before freezing the node.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using public benchmarks as customer guarantees

Problem: A supplier’s internal comparison is treated as a forecast for another architecture and workload.
Correction: Ask for customer-design or representative-test-chip evidence with assumptions, process revision and measurement conditions.

Assuming a large manufacturing footprint means your allocation is safe

Problem: Announced fabs or broad customer counts are used as proof of reserved wafers.
Correction: Obtain site-specific capacity, cycle-time, continuity and escalation commitments in the commercial agreement.

What public information can—and cannot—tell you

Company publications establish that the three suppliers have overlapping but non-identical technology portfolios and that each reports current or planned leading-edge milestones. They do not establish a neutral cross-company data set for yield, wafer price, delivery lead time, customer satisfaction or the capacity available to a particular buyer.

Use public material to form a shortlist and questions. Use your own design results, supplier disclosures under confidentiality, contract terms and qualification data to make the selection.
