Focus on what they know about local needs, how they would serve students across the district, and how they would work with others—not just whether you agree with a slogan.
Start with what a school board does
A school board is a governing body, not the district’s day-to-day management team. Its authority and duties vary by state and locality, so check your state law and district policy before judging a candidate’s promises.
Texas offers one example: the Texas Education Agency says boards set direction, adopt policy, hire and evaluate the superintendent, approve budgets, and provide legal, financial and academic oversight. It states, “School boards do not manage daily operations.” Texas Education Agency: About School Boards
The Kentucky School Boards Association likewise describes board members as governing and overseeing the superintendent rather than managing daily school operations. Use this distinction when evaluating proposals. A candidate can set priorities, advocate for policy, ask for information and hold the superintendent accountable. A promise to personally direct a school’s daily work may signal confusion about the role.
Ask every candidate the same questions
Use a forum, questionnaire or direct conversation, and give each candidate the same prompts. Consistent questions make it easier to compare the substance of their answers rather than differences in how they were asked.
- What do you see as the district’s greatest education needs, and what information led you to that view?
- What should the board prioritize to improve student learning, and what evidence would show whether the approach is working?
- How would you consider the needs of students across different schools and programs, including students who need additional support or greater academic challenge?
- What are your budget priorities? If resources are limited, what tradeoffs would you explain to the community?
- How do you understand the board’s role in relation to the superintendent and school administration?
- How would you work with people who disagree with you? What would you do after the board makes a decision you opposed?
- What would you need to learn in your first months in office?
The Iowa Association of School Boards suggests asking what candidates intend to learn in their first 30, 60 and 90 days. Other useful prompts include “What are the district’s greatest challenges?” and “How do you describe an effective school board member?” from the Kentucky association’s voter guidance.

Check claims against local evidence
A confident answer is not the same as a well-supported one. Look for whether candidates can name local needs and connect their priorities to information the public can examine.
The Kentucky School Boards Association recommends attending a board meeting and a candidate event, reading local coverage, asking candidates where they stand, and reviewing the district’s strategic plan, budget and academic-performance data. Record each candidate’s answer alongside the evidence they cite, the board-level action they propose, likely tradeoffs and how they would assess progress. A proposal tied to a district plan, budget, meeting record or academic information is more informative than a slogan without a path to implementation.
Academic information should be read with care: districtwide averages alone may not show whether needs differ among schools, programs or groups of students. Ask candidates what evidence they would examine and whose experience might be missed by a single overall measure. Compare candidates on five dimensions
When candidates offer different approaches, use the same dimensions to evaluate each one. A useful comparison considers both priorities and the reasoning behind them.

|---|---|
| Student learning | Does the candidate connect priorities to demonstrated needs and describe how progress could be assessed? |
| Breadth of attention | Does the candidate consider the whole district and students with different needs, rather than focusing only on one school, issue or constituency? |
| Feasibility and tradeoffs | Does the proposal fit the board’s authority and acknowledge budget or implementation constraints? |
| Evidence and listening | Does the candidate use district information and seek input from students, families, educators and community members? |
| Governance and collaboration | Does the candidate understand collective board authority, work through disagreement and show readiness to keep learning? |
These dimensions help separate a genuine policy difference from a difference in presentation. A candidate may identify a real problem but offer no board-level route to address it; another may describe a feasible action but provide little evidence that it addresses the district’s most pressing needs. Consider both parts.

For each candidate, note the answer and what supports it. Keep the same categories for everyone:
- District need: What issue did the candidate identify?
- Evidence: What local information or community input did they cite?
- Board action: What could the board do within its governing role?
- Tradeoffs: What constraints or competing priorities did the candidate acknowledge?
- Progress: What would they look for to judge whether the approach is working?
- Working style: How did they describe listening, disagreement and collective decisions?
Compare like with like. If one candidate offers a specific proposal and another offers a broad value statement, ask both how their priorities would translate into board action and how they would know whether students benefit.

Account for local differences
Board powers, election arrangements, district responsibilities and access to public records vary. The Texas description of board duties is a Texas example, not a universal job description. For a local election, consult the relevant state and district rules and use the public records available in that jurisdiction. The sources here offer general U.S.-oriented voter guidance, not an endorsement or a judgment about candidates in any named district.
The National School Boards Association describes local boards and governance in its overview, but the reviewed passage does not provide a publication date for its stated figure of “nearly 50 million children.” That undated number should not be treated as a current, dated measure.
