If BEAD-funded broadband has not reached your home yet, compare only services you can order at your exact address today. Use the FCC National Broadband Map to find reported providers and technologies, verify every listing with the provider, compare the full cost and terms, and check your state or territory broadband office for the BEAD project’s local status. A state approval or a map listing is not a promise that your house can be connected on a particular date.
Why a BEAD approval does not tell you when your house will get service
The Broadband Equity, Access, and Deployment (BEAD) program moves through several separate milestones. An eligible state or territory submits a Final Proposal; NTIA reviews it; the National Institute of Standards and Technology (NIST) approves the grant-related step that makes funds available; the state selects subgrantees; award agreements are signed; construction begins; and a provider eventually makes retail service available at individual addresses. Those events can be months apart.

| Milestone | Progress reported | What it means for a household |
|---|---|---|
| Final Proposals submitted | 56 of 56 eligible states and territories | Every eligible entity had submitted a plan, but submission alone does not establish a local build. |
| NTIA Final Proposal approval | 53 of 56 | NTIA had approved the plans for 53 entities; this is not a completed network or an installable connection. |
| NIST approval making funds available | 51 of 56 | Funds were available for those entities’ next implementation steps; retail service could still be unavailable. |
| Award agreements signed and returned | 44 of 56 | Those entities had completed that agreement milestone; construction and address-level activation still had to occur. |
These counts describe the national program, not the number of rural homes that can order BEAD-supported service now. The relevant date for your decision is the date a provider confirms that a standard installation can be scheduled at your address.

Start with the exact address, not a town or ZIP code
Use the FCC National Broadband Map as a lead list
Enter the complete street address, including an apartment or unit number when applicable, in the FCC National Broadband Map. Record every reported fixed provider, the connection technology, and the maximum advertised download and upload speeds shown for the location. Save a screenshot or PDF with the date checked; map data changes as providers submit updates and challenges are resolved.
The map is built from provider-reported availability and is iterative. It is valuable for discovering candidates, but a listing is not proof that an order can be placed. Rural addresses can be affected by a long drop, a missing serviceable-location record, a network that stops at a nearby road, or an installation that requires construction approval.
Understand the fixed-versus-mobile distinction
For a home internet comparison, begin with the map’s fixed-service entries. If you are considering mobile broadband, treat the coverage display differently: the FCC describes mobile coverage with modeled data, and it does not show indoor coverage. A strong outdoor signal on the map may not produce reliable service inside the house, so ask the mobile provider about equipment placement, signal testing, and return terms before committing.
Check nearby addresses only as a diagnostic
Looking up a neighboring house can reveal a data-entry problem, but it cannot establish that your parcel is serviceable. A provider may serve one side of a road and not the other, or may have different construction requirements for each location. Keep your own address as the deciding record.
Verify that each listed provider can actually install service
Contact every plausible candidate, including providers you already know locally. Ask for a written quote or an email summary when possible. The goal is to distinguish “reported at this location” from “available for purchase with a scheduled installation.”
- Give the exact service address. Ask the representative to confirm the address in the ordering system, not merely search by ZIP code.
- Ask whether a standard installation is available now. If not, ask whether the obstacle is capacity, a missing line, an engineering review, a construction charge, or an address-record error.
- Request the earliest realistic appointment. Separate a routine installation window from a date that depends on new construction or permitting.
- Get every currently offered plan. Record advertised download and upload speeds, data allowances, promotional duration, the post-promotion price, taxes or recurring fees, and whether the price is guaranteed for a stated period.
- Ask about one-time charges. Confirm installation, activation, equipment-shipping, site-survey, and possible construction or extension charges.
- Clarify the contract. Ask whether service is month-to-month, whether an early-termination fee applies, and what happens if the provider cannot complete the installation.
- Confirm equipment rules. Record rental charges, purchase options, compatible customer-owned equipment, and return requirements if service is canceled.
- Request the terms in writing. Keep the quote, the representative’s name, and the date. Verbal estimates are difficult to compare later.
Do not cancel a working connection or pay a construction invoice until you understand the complete recurring and one-time cost and have a confirmed installation path.
Compare plans on the same decision axes
Broadband labels are designed to make plan comparisons easier, but the label is only one part of the decision. Put each provider’s current offer into the same worksheet.

| Comparison item | What to record | Why it changes the decision |
|---|---|---|
| Address eligibility | Confirmed serviceable address, installation status, and earliest appointment | A lower-priced plan is irrelevant if the provider cannot complete the installation. |
| Technology | Fiber, cable, DSL, fixed wireless, satellite, mobile, or another technology stated by the provider | Technology affects performance characteristics, equipment, installation work, and weather or line-of-sight constraints. |
| Advertised speeds | Download and upload speeds shown in the provider’s current materials | Upload capacity can matter as much as download capacity for video meetings, cloud backups, and sending large files. |
| Recurring price | Introductory price, length of promotion, regular price, taxes, and mandatory fees | The first bill can be substantially different from the price after the promotion ends. |
| One-time cost | Installation, activation, construction, equipment-shipping, and deposit charges | A connection with a low monthly price may require a large upfront payment. |
| Data policy | Monthly allowance, overage rate, throttling or suspension language, and reset date | Streaming, backups, and a large household can make an allowance more important than headline speed. |
| Contract terms | Term length, early-termination fee, price-change language, and cancellation process | A delayed BEAD build may arrive before a long contract ends. |
| Equipment | Required modem, gateway, antenna, or terminal; rental or purchase cost; customer-owned policy | Equipment can add a recurring fee or an upfront cost and may limit your choice of router. |
| Lead time and reliability information | Installation window, repair process, and any stated service limitations | Remote work or medical use may justify a more predictable option even when its advertised speed is lower. |
Use the provider’s current quote for the numbers. Do not fill gaps with a neighboring customer’s price or an old advertisement.
How connection technology should affect your choice
Fiber and cable
When a provider confirms fiber or cable service at the address, record the advertised upload speed as carefully as the download speed. Plans with similar download numbers can differ substantially in upload capacity, equipment requirements, and installation work. Ask whether the line is already at the structure or whether a new drop and construction review are required.
Fixed wireless
Ask whether the installation requires a clear path to a tower, an exterior antenna, or a site survey. Clarify whether the quoted speed is a plan maximum, whether capacity varies by time of day, and what happens if the installer determines that the location is not reachable.
Satellite
Confirm the equipment purchase or lease, installation requirements, data policy, and any weather or congestion language in the current terms. A satellite plan may be orderable while a terrestrial BEAD project is still under construction, but its total cost and usage rules must be compared on the same worksheet as every other option.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsDSL or legacy wired service
Ask the provider to state the expected upload speed and whether the line is available at the specific address rather than merely in the exchange or community. Older network records can produce broad availability claims that do not translate into a completed installation.
Mobile broadband
Use the FCC mobile display as an initial clue, not a guarantee of indoor performance. Ask about the permitted device, data allowance, congestion management, indoor signal, and trial or return policy. A mobile plan can be useful as a temporary connection while waiting for a wired build, but its terms may differ from fixed broadband.
Calculate the real first-year cost
Compare the amount you will actually pay, not only the advertised monthly figure. For each candidate, write down:

- Equipment purchase cost if buying is allowed, plus any required maintenance or replacement terms.
- Data overage charges or other usage-based fees.
- Early-termination costs and any required return shipping.
A simple worksheet can show the first-year total: add all one-time charges to the promotional monthly total, then add the regular monthly price for the remaining months. Keep the calculation separate from taxes that the provider has not yet stated; label any unknown rather than guessing.

If you buy a router, confirm compatibility and the provider’s customer-owned-equipment policy first. The FCC comparison guidance supports treating equipment as a cost factor, but it does not establish that any particular router works with an unnamed rural provider.
Challenge inaccurate FCC map information
If a map entry conflicts with what the provider tells you, document the conflict before filing a challenge. Save the map view, the date, the provider’s response, and any service-order or installation reference number.
The FCC’s documented challenge categories include:
- No service is offered at the location.
- The reported speed is not actually available for purchase.
- The map lists the wrong technology.
- A connection or installation failure shows that the reported availability is inaccurate.
Use the challenge process associated with the FCC broadband map and provide the most specific evidence you have, such as a dated provider email, an order cancellation reason, or an installer’s statement. A challenge corrects the public record; it does not force a provider to build a network or create an immediate alternative service.

After checking current retail options, consult the public BEAD resources for your state or territory. NTIA’s state and territory pages link to Final Proposals, challenge procedures, subgrantee selections, and implementation milestones. Identify the project area, the selected provider, and the milestone that has actually been completed.
- Locate the state or territory broadband office. Use the office’s BEAD page rather than relying on a national news story or a provider’s general coverage map.
- Read the Final Proposal and award information. Look for the project name, eligible locations, technology commitment, subgrantee, and any stated construction or service deadlines.
- Match your address to the project boundary. A county, census block, or road name may cover a broad area; ask the office or provider to confirm your exact location.
- Ask for the latest milestone. Request the date for subgrant execution, construction start, permitting, make-ready work, testing, and retail activation if those dates are published.
- Contact the named project provider. Ask whether your address is in the planned build, whether an address-level construction schedule exists, and what event must occur before orders open.
- Record the date checked. Project pages and schedules can change, so preserve the page title, milestone, and response date in your notes.
National approval counts cannot answer the question “When will my house be connected?” Only location-specific information from the state office or awarded project provider can narrow that estimate, and even a published target may be subject to construction, permitting, or supply changes.

Choose a temporary service without trapping yourself
If you need connectivity before BEAD construction finishes, prioritize an option that matches the time you expect to use it. Ask whether the provider offers month-to-month service, a refundable trial, or a clear cancellation process. A long contract with a high termination fee can cost more than a slightly higher monthly plan if the BEAD network opens sooner than expected.
For work, school, telehealth, or a household with several simultaneous users, compare upload speed, data policy, repair process, and installation certainty—not just the largest download number. If the connection is mainly for occasional browsing, a lower-cost plan may be adequate while you wait. If a temporary plan will be shared, calculate the first-year cost with the household’s expected data use and equipment needs.

Keep a dated comparison record
Rural availability and pricing can change quickly. Maintain one record for each address and provider containing:
- Date and exact address used for the FCC map search.
- Reported technology and advertised download/upload speeds.
- Provider representative, phone number or ticket, and written quote.
- Promotional and regular prices, fees, data terms, equipment policy, and contract language.
- Installation status, appointment window, construction requirement, and cancellation reason if service is unavailable.
- State-office or project-provider answers, including the milestone and date supplied.
Recheck the map, provider terms, and BEAD project page immediately before ordering. A plan that was unavailable last month may open for orders, while a promotional price or construction target may have expired.
A practical decision rule
Order the best currently installable plan that fits your household’s required upload and download capacity, data use, reliability needs, and budget. Keep the BEAD project on a separate tracking list rather than treating it as an active service option. When the project provider confirms that your address is orderable, compare its full quote against the temporary plan’s cancellation cost and remaining term. This approach gives you usable connectivity now without mistaking program progress for a promised installation date.
