How to Compare Renewable Energy Plans and Green Power Claims

By Freedom251 Team · · 11 min read

Start by identifying what the offer actually sells. A “renewable energy plan” may bundle electricity with renewable energy certificates (RECs), sell RECs separately, enroll you in a shared project, or change how your community procures power. Those products are not interchangeable, and a “100% renewable” label is meaningful only when the seller can show who owns the relevant energy attributes, how many RECs are covered, and for what period.

Use the same household usage assumptions for every quote, compare the complete bill rather than a headline premium, and read the contract’s term, cancellation and price-change language. Then verify the supplier’s claims and make sure the percentage you claim matches the portion of your electricity actually covered.

What a renewable energy plan can mean

The first comparison mistake is treating every green offer as the same commodity. U.S. Environmental Protection Agency guidance separates several arrangements that can appear under similar marketing language.

Bundled utility or competitive-supplier electricity

A utility green-power tariff or competitive supplier may sell electricity supply together with RECs. You still receive electricity through the same grid, but the contract includes a renewable attribute component, usually shown as a per-kilowatt-hour premium or a separate bill line. The electricity delivered to your home is physically mixed on the regional grid; the RECs document the renewable characteristics assigned to the purchased generation.

RECs purchased separately

A REC-only product buys renewable attributes without changing your electricity supply service. The certificates represent the renewable characteristics associated with a megawatt-hour of generation. They do not travel through your meter as a separate stream of electrons, and a REC price should not be compared directly with an electricity rate unless you first convert both to the same quantity and purpose.

Community choice aggregation

Community choice aggregation (CCA) is an alternative procurement structure authorized under state law in some locations. A CCA may source renewable electricity, but it is not automatically required to do so. Check the CCA’s default product, opt-out rules, governing terms and the ownership of RECs before treating enrollment as a renewable purchase.

Shared renewables and community solar

A shared-renewables program lets you subscribe to or buy a portion of a project located away from your home. Community solar commonly applies bill credits to your utility account, but program designs differ. Confirm whether your payment buys electricity, project output, RECs, or a combination, and whether the subscription covers a fixed share or a variable amount of your use.

On-site generation

Self-supply means owning and operating a renewable generator, such as rooftop solar. Generation at your property does not by itself establish that you retained the RECs. Contracts, incentives or transfers may assign those attributes to another party. Ask for the written ownership and retirement terms before making a renewable-use claim.

Physical and virtual power-purchase agreements

A physical PPA delivers power and associated RECs from a specified generator under a contract. Financial or virtual PPAs are financial arrangements tied to project output or prices rather than a typical household retail plan. They are generally used by commercial or institutional buyers, so a household should not assume that a PPA advertisement is a standard residential electricity offer.

Why direct price comparisons often fail

Two offers can quote different prices because one includes electricity and RECs while another adds only a REC premium to standard service. A third may charge a subscription fee and issue a bill credit. EPA therefore advises comparing the all-in expected cost under identical usage assumptions rather than ranking the smallest advertised premium.

Availability and cost depend on your state, utility territory, supplier, annual usage and contract date. National guidance cannot supply a current quote for a particular household.

Build an apples-to-apples comparison

Before requesting prices, collect a recent bill and write down the assumptions you will give every supplier. A quote that uses 500 kWh per month cannot be fairly compared with one based on 1,000 kWh.

1. Establish your usage baseline

  • Use twelve months of kWh history when available, including seasonal peaks.
  • Record your utility’s current supply rate and the separate delivery, transmission and distribution charges.
  • Note whether your home has electric heating, a heat pump, an electric vehicle or planned load changes.
  • Ask each seller to quote the same monthly and annual consumption, not its own default estimate.

2. Request the complete price

Ask for the expected total bill, not just a green-power premium. Request the supply rate, REC charge, subscription fee, enrollment fee, taxes, minimum charges, bill credits and any early-termination amount. If the supplier cannot show how the advertised figure becomes an estimated bill, treat that as a comparison warning.

3. Separate fixed and variable provisions

Read whether the supply rate is fixed for a stated term or can change monthly. Identify the formula or notice period for changes, automatic renewal language, cancellation window and whether a move to another address ends the contract. A low introductory rate can be outweighed by an undefined variable rate or a termination fee.

4. Match the product to your objective

Decide whether your goal is to support renewable generation, make a renewable-electricity-use claim, subscribe to a local project, stabilize supply pricing or simply reduce the environmental impact associated with purchased electricity. A REC-only purchase may address the attribute claim while leaving your electricity supplier unchanged; a shared project may add local participation but use a different billing model.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Compare attributes that matter to you

  • Technology: wind, solar, hydro, geothermal or a mix.
  • Geography: the project’s region and whether it is in the same market as your load.
  • Generation vintage: the year or period in which the electricity was generated.
  • Volume: the MWh or percentage of your consumption covered.
  • Project age: whether the offer supports existing generation or a newer facility, if the contract specifies this.
  • Certification and verification: whether an independent program checks the product and the amount supplied.

6. Get multiple estimates

Request at least two or three written offers for the same usage, percentage and term. Keep the rate sheet and contract together; marketing pages may describe a product more broadly than the binding terms. Record the quote date because utility rates, project availability and certification listings can change.

How RECs support a legitimate renewable-use claim

Electricity from different generators is pooled on the grid. RECs track the non-power attributes of eligible renewable generation, including the right to characterize a matching amount of electricity as renewable. The person or organization that owns and retires those attributes controls the associated renewable-electricity-use claim.

Questions to ask the supplier

  1. Who owns the RECs created by the generation associated with this product?
  2. Are the RECs transferred to me, or does another party retain them?
  3. How many RECs are included, and what electricity quantity do they represent?
  4. For which generation period are the RECs issued?
  5. Who retires them, when, and in whose name or account?
  6. Can another customer, utility compliance program or project financier claim the same attributes?
  7. Is there independent certification or verification of the product and delivered volume?

Ask for answers in the contract or a retirement statement rather than relying on an unspecific “green” icon. EPA describes certification as a standards check and verification as an independent audit of the amount supplied and its environmental benefit. It quotes verification as “a form of buyer protection against deception or fraud” that ensures the buyer has exclusive rights to claim the green power purchased.

Why an on-site array is not enough by itself

If a solar installer, financier, utility or other party receives the system’s RECs, you may not own the attributes even though the panels are on your roof. Incentive agreements and leases can transfer them. Check the REC clause before advertising your home or business as powered by renewable electricity.

Interpreting “100% renewable” and similar language

A percentage claim must be tied to a quantity and a time period. If a plan supplies RECs equal to 50% of your annual electricity use, it supports a 50% renewable-electricity claim for that covered period—not a claim that all household electricity is renewable. If your usage changes, a fixed REC quantity may cover a different percentage than expected.

Use precise wording

  • Prefer “I purchased RECs equal to 100% of my 2026 electricity use” when the quantity and year are documented.
  • Use “the plan covers 25% of estimated annual use” when the contract covers only a quarter of consumption.
  • Do not call a product “100% renewable” if the contract covers only a subset of your meters, months or load.
  • Do not imply that the claim applies to transportation, heating fuel, food, manufacturing or other household emissions unless a separate, appropriate accounting supports it.

RECs are not carbon offsets

A REC conveys renewable-electricity attributes. A carbon offset represents an emissions-reduction or removal project. They serve different accounting purposes and cannot be used interchangeably. Buying RECs does not automatically offset all of a household’s greenhouse-gas emissions, and it does not prove that the purchase caused a new project to be built. Avoid claims about additionality unless the product documentation specifically supports them.

Certification, verification and double-claim protection

Look up the exact supplier and product in the Green-e Energy certification directory when the offer states that it is certified. Match the listing to the legal product name, geographic market and contract version; similarly named products are not interchangeable.

Certification can show that a product meets defined standards. Verification checks whether the promised volume was supplied and whether the buyer receives the environmental benefit. Neither replaces reading the contract. Confirm that the certified product’s percentage, resource mix, eligible projects and REC-retirement process match the offer being sold to you.

Voluntary purchases operate alongside state renewable portfolio standards. EPA describes voluntary green-power purchases as above the mandatory policy floor and says they should be incremental to renewable generation already claimed for compliance. That distinction helps prevent two parties from claiming the same megawatt-hour.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Understanding the cost of green power

Do not use an old national average as a present-day quote. EPA reports that residential utility green-power premiums from 2006 through 2015 mainly hovered around $20 per megawatt-hour, or about $0.02 per kilowatt-hour. The agency estimated that this historical premium was roughly $18 per month for the average American home during that period. It is context for how premiums were reported then, not a current price for your utility or supplier.

Your actual cost can be affected by load, location, product type, contract length, renewable-resource mix, project vintage, delivery charges, taxes, credits and cancellation provisions. A REC purchase priced per MWh may look inexpensive because it excludes your electricity supply bill; a bundled product may show a larger number because it includes the commodity. Convert both offers to an estimated annual total under the same kWh assumption before deciding.

Common warning signs and how to resolve them

Only a percentage is shown

“100% renewable” without a covered quantity, period or REC explanation is incomplete. Ask for the MWh amount, usage assumption and retirement documentation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The rate is advertised without an all-in bill

Request supply, delivery, fees, taxes and any premium separately. Compare annual totals using your own kWh history.

The contract is unclear about REC ownership

Do not assume the customer receives the attributes. Ask the supplier to identify the owner, transfer mechanism and retirement account in writing.

The seller makes broad climate claims

Separate renewable-electricity use from total household emissions and from claims that a purchase funded new construction. Ask which claim the documented product actually supports.

A shared project promises bill savings but gives no formula

Request the subscription size, credit calculation, production assumptions, escalator, project delay provisions and cancellation terms. A projected credit is not the same as a guaranteed reduction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A CCA is described as automatically green

Check the CCA’s current default resource mix and REC ownership. Enrollment structure alone does not establish renewable content.

The offer cannot be found in a certification directory

Absence from a directory does not by itself prove misconduct, because not every product seeks certification. It does mean you should rely more heavily on the contract, REC retirement records and independent verification evidence.

A practical decision process for a household

  1. Gather your bill history. Calculate annual kWh and identify all meters that you want covered.
  2. Define your claim. Decide whether you want a documented renewable-electricity claim for some or all purchased electricity, a local project subscription, or another objective.
  3. Classify each offer. Mark it as bundled electricity plus RECs, REC-only, CCA, shared renewables, on-site generation or a specialized PPA.
  4. Standardize the quote. Give every supplier identical kWh, percentage, term and start-date assumptions.
  5. Read the binding terms. Record rate type, fees, renewal, cancellation, move provisions, resource mix, geography, vintage and REC ownership.
  6. Check verification. Search the exact product in the Green-e Energy directory when certification is claimed, and request evidence of retirement or independent verification.
  7. Test the wording. Make sure your intended public statement names the covered electricity quantity and period and does not imply an offset or all-emissions reduction.
  8. Recheck at renewal. A product, rate, certification status or resource mix can change. Review the new terms rather than assuming the original claim continues indefinitely.

What the evidence can and cannot tell you

National EPA guidance explains product categories, REC claims, verification and comparison factors. It does not provide a state-by-state directory of current residential plans or a current price for your address. Your utility territory, state market rules, usage and contract determine eligibility and cost. Green-e listings and individual offers can change, so verify them close to the purchase date.

The most defensible comparison is therefore not “which plan has the greenest name?” It is “which documented product covers the electricity and attributes I want, at what all-in cost, under which terms, with exclusive claim rights?” Answer those questions in writing before enrolling.
