Choose between permeable pavement and conventional asphalt by testing the whole road system against five conditions: traffic and safety demand, soil and groundwater conditions, stormwater objectives, maintenance capability, and lifecycle cost. Porous asphalt is not conventional asphalt with larger gaps. It is an engineered surface over a stone reservoir, with separate structural and hydrologic requirements. Federal Highway Administration (FHWA) guidance presents it as a conditional option—currently most straightforward for low-speed, low-volume roads and parking areas—while documenting roadway and highway applications that can work with careful engineering.

What you are actually comparing

“Permeable pavement” describes a pavement system that allows rainfall to pass through the wearing surface. In a porous-asphalt design, an open-graded asphalt layer sits above a layer of clean, open-graded stone. The asphalt provides a drivable wearing surface; the stone reservoir temporarily stores water and distributes it to the subgrade or to a controlled outlet. Those layers must be designed together.

Conventional asphalt normally uses a relatively impermeable surface. Rainfall is collected by the crown, gutters, inlets and pipes, then conveyed to an approved discharge or treatment facility. Its pavement design is primarily driven by traffic loading, climate, subgrade support and drainage details rather than infiltration through the wearing course.

The comparison is therefore between two systems with different failure modes. A porous surface can lose its hydrologic function when sediment blocks its voids, while a conventional surface can remain serviceable even though its drainage network must handle all runoff. Neither system is automatically safer, cheaper or more durable; the project’s constraints decide the result.

Start with the decision axes

Decision axis Permeable pavement / porous asphalt Conventional asphalt Questions for the project team
Surface and water movement Interconnected voids pass water into a stone reservoir. Infiltration and any underdrain or outlet must be sized for the design storm. Relatively impermeable surface sheds water to a separate drainage system. What runoff volume and peak flow must be stored, infiltrated, treated or discharged? Where will excess water go?
Traffic and structure Surface, reservoir and subgrade must be designed for anticipated loading and deformation risk. FHWA describes current use as a better fit for lower-speed, lower-volume roads, although engineered highway applications exist. Structural sections are designed with the applicable agency procedure for forecast traffic, loading and site conditions. What are the forecast heavy-vehicle loads, speeds, turning movements, braking zones and agency standards?
Site suitability Infiltration, bedrock, slope, run-on, geometry, utilities, flooding and soil variability can determine whether the system works. Still needs sound drainage and geotechnical design, but does not rely on infiltration through the surface. What do borings, infiltration tests, groundwater observations and survey data show?
Maintenance More frequent cleaning is needed to preserve permeability; specialized vacuum or other equipment may be required. Routine pavement, inlet, ditch and pipe maintenance remains necessary, but surface cleaning is not required to preserve infiltration. Who owns the road, what equipment is available, and can crews follow the specified inspection and cleaning protocol?
Cost and value Cost includes open-graded mix, reservoir aggregate, geotextiles where specified, outlets or underdrains, construction controls and permeability maintenance. Cost includes pavement, conventional drainage, construction, periodic maintenance and rehabilitation. Which alternative has the lower present value over the same analysis period after meeting all stormwater and traffic requirements?

Use the table as a screening tool, not as a generic scorecard. A site can appear attractive hydrologically yet fail a traffic, utility or maintenance test. Conversely, a conventional design can require large drainage structures or land that make a permeable system more practical even when its initial pavement work is more complex.

How porous asphalt moves water

Open-graded surface

FHWA’s 2023 permeable-pavement Tech Brief describes conventional asphalt mixes as having about 6–8% compacted in-situ air void space and open-graded asphalt mixes as having about 15–30%. These are material characteristics reported by FHWA, not project acceptance criteria or a guarantee that a completed road will infiltrate at a particular rate. Field density, clogging, construction quality and the supporting layers determine actual performance.

The voids must remain connected from the surface into the reservoir. Fines from adjacent soil, unpaved shoulders, construction traffic or runoff can fill those pathways. That is why porous-asphalt plans address sediment control during construction and maintenance after opening.

Stone reservoir

The reservoir is not merely a thicker base course. It provides temporary storage and a path for water to reach infiltrating soil or a controlled drainage outlet. FHWA’s 2015 porous-asphalt guidance notes that reservoir thickness is often controlled by water quantity and soil infiltration, while the asphalt wearing layer is determined by traffic loads. A structurally adequate surface can still fail its stormwater objective if the reservoir is too small or the subgrade accepts water too slowly.

Overflow and underdrain strategy

Designers must decide what happens when rainfall exceeds storage or the subgrade’s infiltration capacity. Options can include an underdrain, controlled outlet, overflow inlet or connection to another stormwater facility, subject to local criteria. A permeable road is not necessarily a zero-discharge road; it still needs a safe path for excess water and a plan for high groundwater or saturated conditions.

Screen the site before selecting a pavement section

1. Establish soil and groundwater behavior

Obtain geotechnical and hydrologic information early. Confirm soil type and measured infiltration, depth to bedrock, seasonal groundwater, and the presence of layers that could trap water. FHWA identifies upland soils as favorable in its porous-asphalt guidance, but “favorable” is not a substitute for project testing. Low infiltration can require a larger reservoir, an underdrain or a different pavement concept.

2. Map slopes, run-on and drainage boundaries

Survey the road and adjacent parcels. Run-on from exposed soil can carry sediment directly onto the porous surface and accelerate clogging. Steep slopes can create uneven reservoir depths, lateral water movement or erosion at outlets. Include runoff from roofs, driveways and neighboring pavement in the contributing area; do not size the system only for rainfall that lands inside the lane markings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Check flood and water-quality obligations

List the design storm volumes and peak-flow requirements imposed by the owner, state or local authority. Determine whether the project must meet a stormwater-quality mandate, detention requirement or discharge limitation. A system that infiltrates ordinary rainfall may still need an overflow and treatment train for larger events or regulated pollutants.

4. Resolve geometry and utilities

Irregular intersections, bus stops, steep grades, narrow shoulders and frequent utility cuts complicate a continuous reservoir. Locate water, sewer, gas, electric and communications lines before fixing the section. FHWA lists geometric complexity, utilities and unknown site conditions as factors that can affect the decision. A conventional drainage layout may be easier to modify where utility conflicts are numerous.

5. Evaluate contamination and flood risk

Accidental chemical-spill risk, known contamination and flood exposure deserve an explicit review. Infiltration may be inappropriate where pollutants could be mobilized toward groundwater or where floodwater repeatedly deposits sediment. Use the applicable environmental and stormwater rules rather than assuming that “more infiltration” is always beneficial.

Match each alternative to traffic and safety demand

Traffic loading

Forecast traffic by axle loading and vehicle class, not only by average daily traffic. Account for buses, delivery trucks, garbage vehicles, emergency vehicles, slow turning movements and queueing at intersections. FHWA’s 2023 brief says stronger porous asphalt for moderate-to-high traffic may use polymer-modified asphalt and/or fibers, but the brief does not make those materials a universal prescription. The pavement designer must verify rutting, fatigue and deformation resistance for the project’s climate and loading.

Speed and operating environment

FHWA sustainability guidance characterizes permeable pavement as currently better suited to low-speed, low-volume roadways and parking areas while research continues on more heavily loaded facilities. This is a general suitability statement, not a ban on highway use. FHWA’s porous-asphalt guidance documents roadway and highway applications and says highway use can be possible with diligent engineering.

For a higher-speed or heavily trafficked route, require the responsible agency to approve the materials, structural method, drainage details and inspection plan. Compare the risk and consequence of rutting or localized deformation in wheel paths, at bus stops and near intersections—not just the nominal section thickness.

Safety and surface performance

Both alternatives need adequate friction, smoothness, edge support, markings and drainage at the operating speed. Porous asphalt’s open texture can support rapid surface drainage when the system is clean, but no material description alone establishes stopping distance, crash reduction or all-weather superiority. Require project-specific specifications and testing for those outcomes.

Design the two alternatives on an equivalent basis

A fair comparison gives both options the same traffic forecast, design storms, service objectives, right-of-way limits and analysis period. The following workflow keeps hydrology and structure from being evaluated separately.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Define performance requirements. Write down traffic classes, design life, allowable deformation, ride and friction criteria, stormwater volume and peak-flow targets, discharge restrictions, and required maintenance response times.
  2. Characterize the site. Complete borings or test pits, infiltration testing, groundwater observations, survey, utility mapping and an inventory of adjacent drainage areas and sediment sources.
  3. Develop a porous-pavement concept. Select the open-graded asphalt layer, reservoir gradation and thickness, separator or geotextile details where appropriate, side restraints, underdrain or overflow, and access for cleaning. Check that the reservoir can store the target volume before infiltration or discharge.
  4. Develop the conventional alternative. Design the asphalt section with the applicable agency procedure, then size inlets, pipes, swales, detention or treatment facilities for the same contributing area and storms.
  5. Check structural and hydrologic interactions. For porous asphalt, verify that reservoir saturation will not weaken the subgrade and that the asphalt resists rutting and deformation. For conventional asphalt, verify that drainage does not create ponding, edge saturation or subgrade distress.
  6. Model exceptional conditions. Test low-infiltration periods, frozen or saturated subgrade where relevant, blocked outlets, major storms, sediment-laden run-on and utility or construction access constraints. Document the overflow path if the reservoir cannot accept more water.
  7. Obtain agency acceptance. Confirm that the owner permits the pavement type, accepts the structural and stormwater methods, and has inspection, testing and maintenance specifications for construction and operation.
  8. Price and schedule both systems. Request local bids or engineer’s estimates for pavement, aggregate, drainage, traffic control, testing, utility adjustments and contingencies. Include the equipment and labor needed to maintain permeability.
  9. Make the decision with a recorded risk register. Identify each unresolved risk, its probability, consequence, owner and mitigation. Select permeable pavement only when the owner can fund and perform the controls that make its hydrologic function dependable.

Compare maintenance as an operating obligation

Permeable pavement tasks

Permeable systems require more frequent cleaning and maintenance than conventional pavements to maintain adequate permeability, according to FHWA sustainability guidance. The exact interval depends on sediment loading, climate, traffic and the measured condition of the surface; the available guidance does not establish one universal schedule.

  • Inspect the surface, shoulders, inlets, outlets and overflow routes for sediment, ponding, vegetation and damage.
  • Control erosion and exposed soil in adjacent areas so run-on does not carry fines into the open voids.
  • Use the owner-approved vacuum or other specialized cleaning method when inspections show declining infiltration. Confirm that the equipment can reach every lane and that removed material is handled legally.
  • Keep snow, sand, leaves and construction debris from being stored on the porous surface unless the maintenance specification permits it.
  • Repair utility cuts, oil contamination, raveling and localized deformation with methods compatible with the original system; an ordinary patch can block the drainage path.
  • Record inspections, cleaning dates, measured infiltration where specified, repairs and weather events so the owner can detect declining performance.

Conventional asphalt tasks

Conventional asphalt does not need surface cleaning to preserve infiltration through a porous layer, but it still requires crack and pothole repair, sweeping where appropriate, inlet and pipe cleaning, shoulder maintenance and periodic rehabilitation. Its drainage assets can fail through blockage, settlement or erosion even when the pavement surface looks sound.

Owner capability test

Ask the road owner to name the person or department responsible for each task, the equipment source, the inspection trigger, the response time and the budget line. If no one can perform specialized cleaning, the permeable option carries a predictable operational risk regardless of how attractive its initial stormwater concept appears.

Build a defensible lifecycle-cost comparison

The available FHWA sources do not establish a universal cost winner, a standard service-life advantage or a project-independent payback period. Costs vary with soil, reservoir depth, drainage outlets, traffic, construction access, local labor, aggregate and maintenance equipment. Use local evidence rather than a generic percentage premium or saving.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use one analysis period

Choose an analysis period required by the owner or funding program and apply it to both alternatives. Discount future costs using the owner’s approved method. Include:

  • Investigation, design, permitting and construction management.
  • Initial asphalt, aggregate reservoir, geotextiles or separators, underdrains, outlets, inlets, pipes, detention and utility adjustments.
  • Traffic control, testing, inspection and construction risk caused by weather or sequencing.
  • Routine pavement and drainage maintenance, plus permeable-surface cleaning labor and specialized equipment.
  • Periodic overlays, milling, reconstruction or reservoir rehabilitation where the design anticipates them.
  • Emergency response after flooding, spills, clogging or structural distress.
  • The cost of failing to meet stormwater obligations, including additional treatment, retrofit or regulatory work.

Separate known prices from assumptions

Label each estimate as a bid, supplier quote, agency schedule-of-values item or engineering assumption. Run sensitivity cases for reservoir thickness, infiltration rate, cleaning frequency, aggregate price and rehabilitation timing. A permeable alternative may be competitive when it avoids large downstream drainage facilities, but that value must be demonstrated with the project’s quantities and prices.

Include residual risk

Two designs with similar present value are not equivalent if one depends on an owner’s unavailable equipment or on uncertain soil behavior. Assign a monetary allowance or explicit contingency to unresolved risks, and show how the result changes if the porous surface needs more frequent cleaning than planned.

Recognize common failure modes before construction

“The surface infiltrates, so no drainage design is needed”

Incorrect. The reservoir, subgrade, underdrain and overflow must be sized for design storms and failure conditions. A permeable road still needs a safe discharge path.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The reservoir can be sized like a normal aggregate base”

Not necessarily. Its thickness is often controlled by stored water volume and soil infiltration, while the asphalt layer is controlled by traffic. Treating the reservoir as only a structural layer can leave the stormwater objective unmet.

“A high infiltration test guarantees long-term performance”

No. Run-on sediment, construction debris, groundwater changes and clogging can reduce effective infiltration. The design must include erosion control, inspection and cleaning access.

“Permeable pavement is unsuitable for every road”

That overstates FHWA’s position. Current guidance points to low-speed, low-volume roads and parking as the easier fit, but it also describes roadway and highway applications and continued investigation for heavier loading. Suitability is conditional on engineering, site and maintenance evidence.

“The cheapest initial bid is the lowest-cost project”

Initial price excludes cleaning equipment, drainage assets, rehabilitation and the cost of failing stormwater requirements. Compare both systems over the same period and include owner resources.

A practical selection checklist

  • Traffic forecast, heavy-vehicle spectrum, speed, turning and braking locations are documented.
  • Agency structural and material acceptance criteria are identified before procurement.
  • Soil infiltration, groundwater, bedrock and subgrade strength are measured or conservatively bounded.
  • Contributing drainage areas, run-on sediment sources, slopes and overflow routes are mapped.
  • Stormwater volume, peak-flow, quality and discharge requirements are written as measurable criteria.
  • Utilities, flood exposure, contamination and accidental-spill risk are resolved.
  • Porous asphalt, reservoir and outlet details are designed as one system, not separate packages.
  • Construction sequencing protects the open surface from fines and uncontrolled runoff.
  • The owner has a funded inspection, cleaning and repair protocol with equipment access.
  • Both alternatives have local quantities, prices, maintenance assumptions and risk contingencies over a common analysis period.
  • The final decision records why the selected system meets safety, durability, stormwater and cost-effectiveness requirements.

What the governing standard requires

FHWA’s Pavement Policy page quotes 23 CFR 626: “Pavement shall be designed to accommodate current and predicted traffic needs in a safe, durable, and cost-effective manner.” Apply that principle to the complete pavement and drainage system. The federal sources summarized here are U.S.-oriented; state highway agencies and local stormwater authorities can impose different materials, testing, design storms and approvals. Confirm the current requirements for the project location before design or procurement.

Decision rule for a project team

Select porous asphalt when measured site conditions can support the reservoir concept, the traffic and agency requirements can be met with an approved design, stormwater benefits are material, and the owner can perform the required maintenance. Select conventional asphalt when infiltration is unreliable or inappropriate, heavy loading and geometry make the porous system difficult to validate, or the owner cannot sustain the cleaning and inspection program. In either case, base the choice on local engineering, bid and maintenance evidence—not on a universal claim that one pavement type is always better.
