Compare overseas PhD fellowships by the funding you can actually use, how long it is guaranteed, the travel it covers, and the obligations attached—not by the headline stipend alone. Check each offer against your university, destination, and signed award documents: tuition may be capped, travel may be restricted or reimbursed later, and a return or service commitment can carry serious consequences.

Build a like-for-like comparison before accepting

Make one row for each offer and record the same terms in each column. Separate confirmed benefits from items that are merely possible or subject to approval.

What to compare Questions to answer from the written terms
Tuition and fees Is coverage full or partial? Which fees qualify? Is there an annual or total cap, and how many years are funded? Who pays any excess, and is a waiver confirmed?
Cash support What is the amount, currency, and payment frequency? Does it vary by location or residency status? For how long is it paid, and which expenses does the sponsor say it covers?
Travel Is travel booked directly or reimbursed? Which journeys, routes, and classes qualify? Are there caps, receipts, deadlines, or exclusions? Is fieldwork, conference, or mid-term travel separate?
Duration and continuity How many years are guaranteed? Is renewal conditional on progress or other requirements? Who decides on an extension, and is extra funding available if the PhD takes longer?
Obligations and risk Must you return home or work for a sponsor? When does service begin and how long does it last? What exceptions, approvals, repayment terms, or other consequences apply?
Practical fit After confirming the above, compare the usable support with costs at your actual university and destination, and consider the restrictions you would accept in return.

Use current costs relevant to your circumstances rather than treating currency conversion or a generic cost-of-living estimate as proof that one stipend is more generous. A cash allowance, tuition payment, and restricted reimbursement are different kinds of value.

Check tuition coverage and the possibility of a shortfall

“Tuition covered” is not enough detail to budget safely. Find out which charges count as tuition or compulsory fees, whether coverage has an annual or total ceiling, and whether it continues for your expected study period. If the university charges more than the award covers, identify in writing who pays the difference and whether a waiver has already been approved.

The Commonwealth PhD Scholarships page says approved tuition fees are covered through an arrangement between the Commonwealth Scholarship Commission and the UK university. By contrast, Pakistan’s Higher Education Commission (HEC) Phase-III provisions list PhD tuition support of up to USD 4,000 per year for up to four years; the page says a fee above that limit must be covered by a waiver or by the scholar. These are scheme-specific examples, not a general rule for overseas awards. Commonwealth PhD Scholarships; HEC Phase-III tuition fee and stipend details.

Compare stipends by amount, location, and what they cover

Compare the payment schedule and duration as well as the amount. Check whether rates change by city, citizenship, or residency, and whether the sponsor describes the stipend as covering particular living costs. Do not assume that a stipend includes tuition, dependants’ costs, or every expense unless the award says so.

As examples of published rates, the Commonwealth Scholarship Commission in the UK lists a monthly stipend of £1,712, or £2,000 for universities in the London metropolitan area, at rates quoted as current on its page accessed in 2026. Check the live page for the rate applicable to the award year. HEC’s Pakistan Phase-III page lists a maintenance allowance of up to USD 1,600 per month for PhD scholars for up to 48 months; it describes maintenance as covering accommodation, literature, visa-related, and other approved living expenses. The HEC amount is a ceiling, not a promise that every scholar receives that amount. Commonwealth PhD Scholarships; HEC Phase-III tuition fee and stipend details.

Read travel benefits as separate, conditional items

“Return airfare” does not by itself tell you which trips are covered or how to claim them. Check the eligible traveller, route, travel class, booking method, cap, required receipts, and claim deadline. Ask separately about arrival and final return journeys, mid-term visits, fieldwork, and conference or research travel. Do not assume that dependants’ fares, baggage, extra trips, or a route of your choice are included.

  • The Commonwealth PhD Scholarships page lists airfare to the UK and a return journey at the end of the award, as well as study travel and approved fieldwork support. A paid mid-term visit home is conditional, and the page excludes dependant fares.
  • HEC Phase-III describes airfare as reimbursement of actual costs, subject to a PKR 250,000 cap for a one-way journey.
  • Australia Awards generally includes a single return economy airfare for the award holder by the most direct route.
  • The Hong Kong PhD Fellowship Scheme lists an annual conference and research-related travel allowance; that is a different benefit from a general airfare home.

These terms belong to the named schemes; verify the applicable award page and your own offer for the exact conditions. Commonwealth PhD Scholarships; HEC Phase-III tuition fee and stipend details; Australia Awards Scholarships; Hong Kong PhD Fellowship Scheme.

Compare published examples without treating them as a universal ranking

The figures and terms below are scheme-specific examples from official pages. Eligibility, exact benefits, and binding conditions depend on the applicable award and offer. “Not stated” means the cited scheme page does not establish that item here; it does not mean the benefit is absent.

Scheme and source Published funding and duration Travel terms listed Return or service term
Commonwealth PhD Scholarships Approved tuition fees through agreement with the UK university; monthly stipend of £1,712, or £2,000 at universities in the London metropolitan area, at rates quoted as current on the page accessed in 2026. Verify the applicable award-year rate. Funded duration: not stated here. Airfare to the UK and return at award end; study travel and approved fieldwork support; conditional paid mid-term visit home. Dependant fares are excluded. Requires an undertaking to return home as soon as possible after the award.
Hong Kong PhD Fellowship Scheme For academic year 2026/27: HK$344,400 annual stipend for up to three years. Further support for a longer completion period may be available through the chosen university. Tuition coverage: not stated on the cited scheme page. For academic year 2026/27: HK$14,400 annual conference and research-related travel allowance. Return or service term: not stated on the cited scheme page.
SMU Overseas PhD Scholarship Lists full tuition and compulsory fees, a monthly stipend, and overseas maintenance. Amounts and funded duration: not stated here. Lists return economy airfares, conference and fieldwork grants, and overseas medical insurance. Caps and claim rules: not stated here. Five-year service commitment after PhD or terminal degree completion. Mid-term awardees have a commitment of one year per sponsorship year.
Pakistan HEC Overseas Scholarship Phase-III For PhD: maintenance allowance up to USD 1,600 monthly for up to 48 months; tuition contribution up to USD 4,000 annually for up to four years; health insurance reimbursement up to USD 600 yearly for up to four years. Tuition above the limit must be covered by a waiver or the scholar. Actual-cost airfare reimbursement, subject to a PKR 250,000 cap per one-way journey. Return or service term: not stated in the cited provisions.
Australia Awards Generally includes full tuition and a living-expense contribution. Amount and award duration: not stated here. A single return economy airfare for the award holder by the most direct route. Requires departure from Australia for a minimum of two years after completing the scholarship. The page says non-compliance creates a debt for accrued scholarship costs.
NIE PhD Scholarship at NTU Singapore Annual tuition is covered; maximum period is four years. Renewal depends on satisfactory progress. Stipend rates effective January 2026 differ by citizenship or residency status; amounts are not stated here. Not stated on the cited scholarship page. The page says there is no bond of service in Singapore.
NUS Research Scholarship Lists a full tuition waiver, stipend rates by residency status, and a typical four-year PhD period. Stipend amounts are not stated here. Not stated on the cited scholarship page. No specific bond requirement is listed. International scholars must fulfil Graduate Assistantship Programme requirements.

The pages do not establish a comparable measure of how well these awards cover living costs. Published amounts also differ in currency, location, duration, and what expenses they support, so they do not support a reliable ranking without your own destination-specific costs and applicable exchange rates.

Inspect return and service obligations in the binding documents

Distinguish a promise to leave a host country from a requirement to work for a sponsor or serve in a particular place. Establish what triggers the obligation, how long it lasts, whether exceptions are possible, and what happens if you do not comply. A scholarship summary may not contain the complete terms: read the executed undertaking, bond, contract, and university conditions before accepting.

The obligations vary sharply across these examples. The Commonwealth Scholarship Commission says: “Candidates will be required to sign an undertaking to return to their home country as soon as possible after the end of the award.” Australia Awards states: “Scholars are required to leave Australia for a minimum of two years after completing their scholarship,” and its page describes a debt for accrued scholarship costs if this condition is not met. SMU lists a five-year service commitment after completion of the PhD or terminal degree, with a different formula for mid-term awardees.

Other awards illustrate why a “no bond” label is not the same as having no conditions. NIE at NTU says, “There shall be no bond of service in Singapore attached to the scholarship,” while also making renewal dependent on satisfactory progress. NUS lists no specific bond requirement but requires international scholarship students to fulfil Graduate Assistantship Programme requirements. Confirm the precise obligations in the applicable offer and governing documents. Commonwealth PhD Scholarships; Australia Awards Scholarships; SMU Overseas PhD Scholarship; NIE PhD Scholarship; NUS Research Scholarship.

Confirm the funding period and extension rules

Compare the funded period with the university’s expected PhD timeline, and separate guaranteed years from conditional or possible support. Check whether annual renewal requires satisfactory progress, whether there is a maximum period, and who decides whether funding continues if completion takes longer than expected.

The Hong Kong PhD Fellowship Scheme states that it provides support for up to three years; additional support for longer completion may be available through the chosen university. NIE at NTU lists a maximum scholarship period of four years with renewal dependent on satisfactory progress. NUS describes a typical four-year PhD period. A “typical” period is not the same as a guarantee of funding for that entire time, so use the offer’s stated duration and renewal conditions when budgeting. Hong Kong PhD Fellowship Scheme; NIE PhD Scholarship; NUS Research Scholarship.

Resolve unanswered terms before you commit

  1. Match the offer to the right rules. Confirm the award name, phase or academic year, your eligibility category, and the university and programme to which the terms apply.
  2. Get tuition details in writing. Ask the university and sponsor to confirm covered fee types, the cap and funded years, responsibility for any excess, and whether any required waiver is approved.
  3. Clarify payments and claims. Ask for the stipend schedule and the exact process, cap, documentation, and deadline for each travel or expense reimbursement.
  4. Request the complete obligation documents. Obtain the relevant contract, undertaking or bond, and the written explanation of any return, service, repayment, progress, or outside-work conditions.
  5. Check what happens if circumstances change. Confirm how a delayed PhD, approved leave, change in study plan, or failure to meet a condition affects continued funding and any obligation.
  6. Compare the confirmed terms against your own budget and plans. Assess the destination and university you will actually attend, and decide whether the obligations and restrictions are acceptable to you.

Eligibility for the cited schemes depends on factors such as citizenship, field, academic record, destination, and intake. None is a universal shortlist for every international PhD applicant; rely on the current official page and your own written award documents for your situation.
