Start by defining what your organization must control; then run both products through the same permissioned pilot and have security, privacy, legal and procurement owners approve the exact offer.
The feature lists, regional availability and rollout status described here reflect vendor documentation available in October 2026. Enterprise terms change frequently, so treat the comparison as a buying framework and verify every item in the proposal and contract before signing.

Compare the plan and deployment you will actually buy
“OpenAI versus Anthropic” is too broad for procurement. OpenAI offers several business products and deployment paths, while Anthropic distinguishes Claude Enterprise, Claude Platform and cloud-provider routes. A control that appears on a product page may apply only to an eligible edition, region, model, connector or contract.

Write the comparison title on your internal scorecard as something precise, such as “ChatGPT Enterprise, direct contract, European data-residency option” versus “Claude Enterprise, direct contract, workspace deployment.” If you are considering an API or a named cloud environment, score that route separately. API retention, workspace retention and customer-controlled cloud storage are not interchangeable settings.

This table is a starting map, not proof that either vendor is more secure or better suited. A listed feature is useful only when it covers your data, users, geography and operating process.
Identity, provisioning and delegated administration
Map the employee lifecycle
Begin with a joiner–mover–leaver diagram. Identify who creates an account, which directory attribute supplies the department or role, how a transfer changes permissions and how quickly a terminated user loses access. Require evidence for both automatic provisioning and deprovisioning; a login control alone does not prove that stale accounts are removed.
OpenAI lists SCIM and domain verification for ChatGPT Enterprise. Anthropic lists SSO, domain capture, just-in-time provisioning, role-based permissions and SCIM for Claude Enterprise. Those lists are not identical, so ask each vendor to demonstrate the exact sequence with your identity provider, including a failed provisioning event and an emergency disable.
Test group and role logic
- Can a directory group assign workspace membership without manual invitations?
- Can administrators separate billing, security, content and user-support duties?
- Can a contractor receive a restricted role with an expiration date?
- Are connector permissions inherited from the source system, the AI workspace or both?
- Can administrators prevent a user from creating a second, unmanaged workspace with the corporate domain?
Require a written mapping of roles to actions: invite, remove, export logs, change retention, create connectors, view analytics, manage keys and approve applications. “Role-based” is not sufficiently specific for an audit.
Audit trails, analytics and compliance evidence
OpenAI lists user analytics; Anthropic lists audit logs and a Compliance API. A buyer should go beyond the label and inspect an event catalogue. Ask whether the record includes actor, target, timestamp, source IP or device context, action result, object identifier and administrator attribution.
Questions to answer in a live demonstration
- Generate a test event by adding a user, changing a role, opening a connector and deleting a conversation.
- Export the events through the console and any available API. Record schema, pagination, rate limits and delivery delay.
- Send events to your SIEM or case-management system and verify that timestamps, user IDs and event types remain usable.
- Ask how long audit records are retained, whether retention is configurable and whether a customer can place a legal hold.
- Test least-privilege access: a help-desk administrator should not automatically see sensitive content or alter retention.
Compliance evidence also includes the vendor’s contract, security exhibits, subprocessors, incident-notification terms and independent attestations that apply to your service. A certification or compliance alignment does not make a particular use case compliant by itself; your access model, data classification and records process still matter.
Data use, confidentiality and encryption
Both vendors state a default position that business or customer prompts and outputs are not used to train models. Treat that as a starting policy, not a substitute for contract review. Confirm the exact product, whether feedback or support interactions are covered, what exceptions exist, who can access content for abuse or troubleshooting, and whether a newly added feature has different terms.

OpenAI states that business data is encrypted at rest with AES-256 and in transit with TLS 1.2 or higher. It also describes Enterprise Key Management for qualifying organizations. Ask whether your selected connectors, backups, analytics exports and support workflows are covered by the same key-management boundary, and who can invoke a key or view key-use logs.
Anthropic’s stated default is that its models are not trained on customer prompt or output data. The September 1, 2026 Enterprise Frontier Safeguards announcement quotes CEO and co-founder Dario Amodei: “This policy was not motivated by a desire to train on enterprise data: Anthropic has never trained on enterprise data without explicit permission, and never will.” That is Anthropic’s stated position; your procurement file should still rely on the contractual language for the service you purchase.
Classify information before a pilot
- Public: material that can be entered without confidentiality restrictions.
- Internal: operational information allowed only in an approved tenant.
- Confidential: customer, employee, financial or strategic data requiring explicit controls and review.
- Restricted: regulated, export-controlled, privileged or otherwise prohibited data unless privacy and legal owners approve a documented path.
Give pilot users a simple rule for each class. A model’s refusal behavior is not a data-loss-prevention policy; enforce restrictions through identity, connector scope, endpoint controls and monitoring.
Retention: the setting most likely to be misunderstood
OpenAI retention controls
OpenAI says qualifying organizations can configure retention. “Qualifying” matters: ask whether the control applies to every application, conversation, file, connector cache, analytics record and support copy in your proposed configuration. Establish the default period, deletion schedule, backup treatment, legal-hold process and evidence you receive after deletion.
Anthropic Enterprise retention
Anthropic’s Enterprise retention guidance says retention is indefinite by default until a custom policy is configured. The minimum configurable period is 30 days. It also warns that saving a new policy may immediately delete data outside the new period. Before changing a production policy, export any records your legal or records team must preserve and confirm how a hold prevents deletion.
Do not import API rules into a workspace decision
Anthropic’s general commercial guidance distinguishes API use from saved-workspace products: API inputs and outputs are generally deleted within 30 days, subject to exceptions, while Claude for Work and Enterprise retain chats and coding sessions to provide a continuing product experience. Those statements describe different products. Obtain a retention schedule for the exact route you will deploy rather than copying an API term into a Claude Enterprise policy.
Residency, processing location and customer-owned storage
Residency has several independent meanings. Storage residency identifies where persistent data is held. Processing location identifies where inference, safety checks, indexing or support access occur. Customer-cloud storage means your organization controls a storage account or bucket, but it does not automatically prove that every processing step stays in that geography. Zero data retention is a deletion policy, not a location guarantee.

Verify eligibility for the exact product, model, connector and account, and distinguish storage residency from in-region processing.

The announcement does not establish general Claude Enterprise residency. Ask for a current availability statement, the supported regions, data types covered and the processing locations that remain outside your cloud.
Build a data-location matrix
| Data element | Required answer | Evidence to request |
|---|---|---|
| Prompts and outputs | Storage region, processing region and deletion trigger | Product architecture, contract and retention schedule |
| Uploaded files and indexes | Primary and backup locations; connector cache behavior | Data-flow diagram and subprocessor list |
| Audit and usage logs | Region, administrator access and export destination | Log policy and sample export |
| Support and abuse-review copies | Who can access, from where and for how long | Support-access and incident terms |
| Encryption keys | Key ownership, rotation and revocation effect | Key-management documentation and test evidence |
Workflow and model fit: measure your work, not a leaderboard
The two enterprise plans describe different product capabilities and context offerings, but those descriptions do not prove which system will perform better for your organization. No independent, controlled head-to-head study for a buyer’s workload was established. A credible choice comes from identical tasks, access and scoring.
Assemble a representative task set
Use real work after removing or masking information that the pilot is not authorized to process. Include routine, difficult and failure-prone cases: policy search, long-document extraction, spreadsheet explanation, code review, customer-response drafting, multilingual work, structured output and tool-assisted tasks. Record the source documents and expected answer so reviewers can distinguish a model error from an ambiguous request.
Score quality and operating friction
| Dimension | Suggested measure | Why it matters |
|---|---|---|
| Accuracy | Fact-level agreement with an approved answer and citation completeness | Prevents fluent but wrong output from passing review |
| Usefulness | Reviewer rating against a defined rubric | Captures whether the answer is actionable, not merely plausible |
| Failure modes | Count hallucinations, unsafe disclosures, refusals and formatting errors | Shows the human and technical controls the workflow needs |
| Latency | Measure time to first token and completion under the same network and task conditions | Reveals whether the tool fits service-level targets |
| Integration quality | Successful tool calls, permission errors and recovery steps | Tests the real value of connectors and automation |
| Human effort | Minutes to verify, edit and approve each result | Converts model behavior into labor impact |
| Accessibility | Keyboard, screen-reader, language and export checks | Ensures the selected workflow works for the whole user group |
| Cost signal | Usage, seats and review time for the same task volume | Supports a like-for-like commercial model |
Blind the reviewer to the vendor where practical, randomize task order and preserve prompts, outputs, model version, settings and timestamps. Do not turn a small pilot into a claim of general model superiority; use it to decide whether a defined workflow is acceptable.
Commercial comparison and contract questions
ChatGPT Enterprise and Claude Enterprise direct buyers to sales and custom pricing. Neither should be presented as a published per-seat price. Request parallel quotes using the same active users, occasional users, usage volume, support level, deployment route and contract term.
Normalize the quote
- Separate named, full, light and administrator seats; ask whether seats can be reassigned and how often.
- List included messages, compute, storage, connectors, API calls or credits, and identify what happens at the limit.
- Price overage or pay-as-you-go usage explicitly. Anthropic documents pay-as-you-go Claude Code options for Team and Enterprise; confirm whether that option applies to your intended users and route.
- Record minimum commitments, ramp schedules, annual increases, foreign-exchange treatment and tax.
- Compare support response targets, severity definitions, service credits, onboarding and training.
- Ask what happens to data, keys, logs and export access when the contract ends.
- Document vendor rights to change models, features, limits, subprocessors, regions and terms, plus your notice and termination rights.
Ask for a bill-of-materials page that names every paid component. A low seat price can be outweighed by review labor, connector fees, reserved capacity or administrative overhead.

A controlled enterprise adoption sequence
Use a staged rollout. The sequence below is vendor-neutral, although OpenAI’s Enterprise admin quickstart specifically recommends identifying owners and configuring SSO and SCIM before broad onboarding.
- Define use cases and data classes. List approved tasks, prohibited information, connector sources, human-review requirements and measurable outcomes. Assign an executive sponsor, product owner, security owner, privacy or legal owner, records owner and procurement lead.
- Write the control baseline. Specify identity provider, verified domains, group logic, role separation, retention periods, logging destinations, network restrictions, key management and incident escalation. Mark each requirement as mandatory, preferred or experimental.
- Prepare equivalent pilot environments. Create matched groups, permissions, documents, prompts, model settings and connector scopes. Keep restricted data out until privacy and security owners approve its use.
- Run representative tasks. Include users from each intended role and record quality, latency, failures, tool behavior, accessibility and review time. Capture usage under realistic concurrency rather than a single demonstration.
- Review operational and contract evidence. Security, privacy, legal, records and procurement owners should inspect the exact terms, data-processing commitments, residency, support, deletion, subprocessors and pricing. Resolve gaps in writing.
- Expand by risk tier. Start with low-risk workflows, then add higher-sensitivity data only after controls work in production. Monitor usage, incidents, quality and cost; define a rollback path before each expansion.
Security and governance review checklist
- Verified corporate domains cannot be claimed by an unmanaged tenant.
- SSO enforces the organization’s authentication and multifactor policy.
- SCIM or JIT provisioning removes access promptly when employment or assignment ends.
- Role permissions prevent administrators, reviewers and billing staff from gaining unnecessary content access.
- Connectors honor source-system permissions and do not create a broader search surface.
- Retention, deletion, legal hold and export procedures have named owners and tested evidence.
- Audit events reach the organization’s monitoring or records system with usable timestamps and identities.
- Prompt and output data is covered by the negotiated training, support and subprocessors clauses.
- Residency and processing claims match the selected region, model, feature and cloud route.
- Incident notification, vulnerability handling, support access and termination obligations are contractual.
- Users receive training on confidential data, generated-content verification, prompt injection and reporting mistakes.
Common comparison errors and how to correct them
Declaring a universal security winner
Security is a threat-model question. Compare encryption, identity, logging, retention, residency, key control, incident commitments and evidence against your risks. A longer feature list does not automatically produce a safer deployment.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Equating residency with customer-cloud storage
OpenAI’s listed regional residency and Anthropic’s described customer-owned storage have different scopes. Ask where processing and backups occur, not just where a bucket is located.
Applying API retention to Enterprise workspace chats
API and saved-workspace products have different purposes and policies. Get the schedule for the exact product and test deletion behavior before production.
Using a benchmark as adoption evidence
A public benchmark rarely includes your permissions, documents, latency, review burden or connector failures. Use a controlled task set and preserve the evidence.
Comparing unequal quotes
One quote may include support, credits, migration and a cloud route while the other does not. Normalize users, usage, features, term, support and exit obligations before calculating total cost.
How to make the final decision
Create a weighted decision record with mandatory gates. For example, fail a proposal that cannot meet a required residency, retention, identity or legal condition; then score the remaining options on workflow quality, integration, latency, accessibility, operating cost and support. Keep the raw pilot results, reviewer comments, contract redlines and unresolved assumptions with the approval.
Best Value
Choose ChatGPT Enterprise when its offered identity, analytics, retention, key-management, residency and workflow controls satisfy your mandatory requirements at an acceptable total cost. Choose Claude Enterprise when its offered SSO, domain capture, JIT, role, SCIM, audit, Compliance API, retention and workflow combination is the stronger fit. Choose neither yet when a required control is unavailable, the data path is unclear or the pilot cannot demonstrate safe operation.
Recheck volatile items immediately before purchase and at each renewal. Anthropic reported that more than 100 customers across financial services, healthcare, manufacturing, telecommunications, law, retail and the public sector collaborated on Enterprise Frontier Safeguards; that is a vendor-reported collaboration figure, not an independent adoption rate, market-share measure or outcome study. Availability of that feature, its supported regions and its customer-cloud scope should be reconfirmed rather than assumed from the September 1, 2026 announcement.
Frequently Asked Questions
Do the vendors’ no-training-by-default statements eliminate the need for a data-processing agreement?
No. They describe a default product position. Your legal review still needs the exact SKU, exceptions, support access, subprocessors, incident duties, deletion terms and any permissions granted for feedback or other processing.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Is a customer-owned cloud bucket proof that all AI processing stays in our country?
No. Storage control and processing location are separate. Request a data-flow diagram covering inference, safety checks, indexing, logs, backups and support access for the selected route.
Can we use Anthropic’s API 30-day guidance as the retention setting for Claude Enterprise?
No. Anthropic distinguishes API handling from saved-workspace products. Obtain the Enterprise schedule and test deletion behavior for the workspace configuration you will operate.
What is a credible pilot size?
Use enough users, roles and task types to represent the proposed rollout, including difficult and failure-prone work. The important controls are matched access, a fixed rubric, recorded outputs and review by accountable owners, not an arbitrary user count.
When should we revalidate feature and regional claims?
Reconfirm them during procurement, before production launch and at renewal. Enterprise controls, eligibility, pricing and phased features can change after a proposal is issued.
