There is no honest universal ranking of nuclear, coal, natural gas, wind, and solar. The answer changes with the question: lifecycle climate impact, plant-level cost, controllability, or the cost and reliability of serving an entire grid. Start by naming the metric, geography, year, financing assumptions, and system boundary. Then compare like with like.
Lifecycle emissions and direct smokestack emissions are different measures. A plant’s levelized cost of electricity (LCOE) is not the same as the cost of keeping a grid reliable. Wind and solar have variable output; nuclear, coal, and combined-cycle gas can generally be scheduled, but dispatchability alone does not determine which portfolio is cheapest or most reliable.

Define the comparison before ranking technologies
Write the decision question in one sentence before collecting figures. These are separate exercises:

- Plant-cost comparison: What is the average cost of electricity from a new plant over its lifetime under a stated financing and operating model?
- Operating comparison: Can output be scheduled, and how does the resource’s availability shape production?
- Grid comparison: What combination supplies demand through peaks, calm periods, night-time hours, outages, and seasonal changes at acceptable cost?
A plant-level result cannot answer the whole-grid question by itself. State whether transmission, distribution, storage, reserve capacity, curtailment, fuel security, and other balancing costs are included. Also identify the region and analysis year: a windy coastal grid, a landlocked system with expensive fuel delivery, and a fast-growing urban grid will not produce the same result.

Compare lifecycle emissions, not just emissions at the plant
What lifecycle accounting includes
Lifecycle greenhouse-gas intensity counts emissions associated with materials, construction, fuel extraction and processing, transport, plant operation, maintenance, and end-of-life activities. Technologies that produce little or no carbon dioxide at the generator can still have embodied emissions from steel, cement, mining, manufacturing, and construction. Conversely, a fossil-fuel plant’s lifecycle total includes emissions from both combustion and the fuel supply chain.
Do not place a lifecycle number beside a stack-emissions number and call the comparison fair. Use the same unit—usually grams of carbon-dioxide equivalent per kilowatt-hour (gCO₂-eq/kWh)—and the same boundary.
Figures reported by the IPCC
IPCC AR6 (2022) reports median lifecycle figures from submissions to its data call for three categories:
Recommended Free Tools
| Technology | Median lifecycle emissions | How to read the figure |
|---|---|---|
| Wind electricity | 9.3 gCO₂-eq/kWh | Median of submissions to the IPCC data call; a lifecycle value, not a direct-emissions rate. |
| Natural-gas electricity | 537 gCO₂-eq/kWh | Median of submissions to the IPCC data call; includes the lifecycle boundary used by that source. |
| Coal electricity | 965 gCO₂-eq/kWh | Median of submissions to the IPCC data call; includes the lifecycle boundary used by that source. |
| Nuclear electricity | Not stated in the cited IPCC median figures | Do not treat the missing entry as zero or infer a value from another study with a different boundary. |
| Solar electricity | Not stated in the cited IPCC median figures | Do not fill the cell with a figure from an unmatched technology category, year, or methodology. |
The three reported medians show the scale of the difference between wind, gas, and coal in that dataset: 9.3, 537, and 965 gCO₂-eq/kWh respectively. They do not constitute a complete five-technology league table. IPCC chapter material also warns that estimates vary with local resources, input-energy costs, discount rates, and implementation details.
Questions to ask about any emissions number
- Is the number a median, mean, range, or single project estimate?
- What year, technology category, fuel pathway, and geographic assumptions were used?
- Does the boundary include mining, methane leakage, land-use change, construction, waste management, and decommissioning?
- Is electricity output measured over the plant’s actual lifetime, a modeled capacity factor, or a short operating period?
- Are carbon-dioxide equivalents calculated with a stated global-warming-potential timeframe?
Comparing sources that answer these questions differently can create a false precision. Keep the boundary visible next to every number.

Compare costs with a shared definition of LCOE
What LCOE measures
Levelized cost of electricity is a plant-level average: the present value of lifetime costs divided by the present value of electricity generated. It normally combines capital expenditure, financing, operations and maintenance, fuel where applicable, and expected output. A simplified representation is:
LCOE = present value of lifetime costs ÷ present value of lifetime electricity generation
LCOE is useful for comparing projects modeled on the same basis. It is not a retail tariff, a wholesale market price, or a complete measure of system cost. IEA’s 2020 cost report explicitly notes that its calculations exclude transmission and distribution and do not capture every system cost or externality, including methane leakage in gas supply.
Recent weighted-average figures for new generation
The International Energy Agency reported these global weighted-average LCOEs for new generation in 2024:
| Technology | Global weighted-average LCOE | Qualification |
|---|---|---|
| Onshore wind | USD 0.034/kWh | IEA, 2025 report; weighted average for new onshore wind generation in 2024. |
| Solar photovoltaic | USD 0.043/kWh | IEA, 2025 report; weighted average for new solar PV generation in 2024. |
| Nuclear | Not established in the same reported pair of figures | Do not compare a different year, region, or financing basis as though it were a matched 2024 global average. |
| Coal | Not established in the same reported pair of figures | Current comparable value is not stated in the cited IEA result. |
| Natural gas | Not established in the same reported pair of figures | Current comparable value is not stated in the cited IEA result. |
These figures support a narrow statement: on the IEA’s LCOE measure, global weighted-average new onshore wind and solar PV costs in 2024 were USD 0.034/kWh and USD 0.043/kWh. They do not prove that either resource is the cheapest way to deliver every additional megawatt of dependable capacity in every grid.

Assumptions that can reverse a cost ranking
The IEA and OECD Nuclear Energy Agency 2020 report used a 7% discount rate in its base cases and assumed an 85% capacity factor for nuclear, coal, and combined-cycle gas plants. Those are report assumptions, not universal operating observations. A different financing rate, construction schedule, fuel price, capacity factor, plant life, or carbon price changes the result.

- Currency and price year: distinguish nominal from real dollars and state the conversion year.
- Financing: discount rate, weighted average cost of capital, debt terms, tax treatment, and construction-period interest.
- Output: assumed capacity factor, degradation, curtailment, outages, and economic lifetime.
- Fuel and policy: fuel-price path, carbon costs, subsidies, tax credits, and compliance requirements.
- Scope: whether transmission, interconnection, storage, backup, balancing, decommissioning, waste, and environmental costs are included.
IPCC AR6 notes that utility-scale solar and wind LCOEs overlap with those of new coal and gas without carbon capture in cited studies. That finding is about overlapping study results under particular assumptions, not a timeless price order.
Separate dispatchability from reliability
What “dispatchable” means
A dispatchable generator can generally be scheduled by an operator to follow a planned output level, subject to ramp rates, minimum run times, fuel availability, maintenance, and other limits. Wind and solar output depends on weather and daylight, so operators forecast it rather than command it directly.
“Different generation technologies also operate in different ways: some are dispatchable, or can be scheduled, while others are dependent on energy sources, such as wind and solar, that are available intermittently.”
— U.S. Energy Information Administration, “Power plants’ costs and value to the grid are not easily reflected using simple metrics,” 2017

| Technology | Typical output characteristic | Questions a comparison must still answer |
|---|---|---|
| Nuclear | Generally schedulable; often operated for sustained output. | Can the plant ramp as needed? What outage schedule, construction risk, cooling requirements, and fuel arrangements apply? |
| Coal | Generally schedulable, with operational constraints that can limit flexibility. | What are ramping limits, emissions controls, fuel logistics, and retirement or pollution requirements? |
| Combined-cycle gas | Generally schedulable; operational flexibility varies by unit and configuration. | How secure are fuel supplies, and how are fuel-price volatility and methane emissions treated? |
| Wind | Variable and weather-dependent; output can be forecast but not commanded to any level at will. | What are the wind regime, geographic diversity, transmission access, curtailment, and low-wind-period resources? |
| Solar PV | Variable and dependent on sunlight; daily and seasonal patterns are predictable but not fully controllable. | How do evening peaks, cloud cover, seasonal daylight, storage, and transmission affect its contribution? |
Dispatchability is one attribute, not a complete reliability score. A grid with variable resources can remain reliable when it has sufficient transmission, demand response, storage, flexible generation, overbuilding, and reserves. A fleet of schedulable plants can still be vulnerable to fuel shortages, common-mode outages, heat waves, water constraints, or correlated failures.

Resource adequacy and balancing
When wind and solar supply a large share of annual electricity, planners must cover periods when output is low across a wide area. IPCC AR6 identifies firm dispatchable generation, seasonal storage, and other balancing resources as relevant options. Depending on the system, those resources can include hydropower, batteries, thermal storage, interconnection, demand response, flexible industrial loads, fast-ramping generators, and excess renewable capacity.
Measure the service being purchased rather than counting nameplate megawatts. Useful metrics include loss-of-load expectation, expected unserved energy, reserve margin, ramping capability, duration of storage, curtailment, transmission congestion, and performance during extreme weather. A gigawatt of solar capacity, a gigawatt of nuclear capacity, and a gigawatt of gas capacity do not provide identical output at every hour.
Plant boundary versus system boundary
A plant LCOE may omit the cost of connecting a remote wind project, reinforcing transmission for a new nuclear station, carrying fuel inventories, or adding storage to shift solar output into an evening peak. A system study should model hourly demand and weather, existing assets, retirements, transmission topology, reserve rules, fuel constraints, and outage rates. It should also state whether environmental damages and public-health effects are monetized or left outside the calculation.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteA repeatable method for comparing all five options
- Specify the decision. Write whether you are comparing emissions, a new plant’s average cost, operational flexibility, or a portfolio’s ability to serve demand.
- Fix the boundary. Choose lifecycle or direct emissions; plant LCOE or system cost; annual energy or hourly reliability. Do not switch boundaries halfway through.
- Set place and date. Name the country or balancing area, analysis year, demand forecast, policy regime, and resource conditions.
- Normalize units. Use gCO₂-eq/kWh for lifecycle emissions and a common currency and price year for costs. Preserve the source’s qualifiers beside every value.
- Make assumptions explicit. Record discount rate, capacity factor, construction time, fuel prices, carbon price, operating life, outage rate, degradation, curtailment, and storage duration.
- Build a matched plant table. Compare technologies on the same financing, operating, and environmental basis. Mark a value as “not stated” rather than borrowing an unmatched number.
- Run an hourly system case. Test demand peaks, low-wind and low-sun periods, seasonal conditions, transmission limits, storage state of charge, reserves, and plant outages.
- Stress-test the result. Vary fuel prices, interest rates, construction delays, resource quality, weather years, carbon costs, and retirement dates. Report which assumptions change the decision.
Context factors that change the practical answer
Resource quality and geography
Wind speeds, solar irradiance, temperature, water availability, land constraints, and distance to load determine how much useful electricity a project produces and what network upgrades it needs. Two projects using the same technology can have very different capacity factors and delivered costs.
Best Value
Financing and construction risk
Capital-intensive projects are sensitive to interest rates, schedule overruns, and the time before revenue begins. A lower theoretical operating cost may not offset a long, expensive construction period. State the assumed commercial-operation date and treatment of construction interest.
Fuel access and price exposure
Coal and gas costs depend on extraction, transport, storage, import exposure, and market volatility. Nuclear fuel costs are only one part of nuclear economics; capital recovery, refueling arrangements, safety regulation, and long-term waste obligations also matter. A comparison should show whether fuel-price risk is modeled or held constant.
Existing fleet and grid topology
Adding a technology to an existing system is different from building a new isolated grid. Existing transmission, hydro reservoirs, interconnectors, flexible demand, and retiring plants can reduce or increase the additional balancing requirement. Include the assets that already provide capacity and flexibility.

Common comparison mistakes
- Mixing direct and lifecycle emissions: stack emissions are not a substitute for a full lifecycle boundary.
- Using one country’s price as a global ranking: resource, labor, tax, financing, and grid costs are location-specific.
- Treating LCOE as a bill: LCOE excludes items when the study boundary excludes them, including transmission and distribution in the cited IEA 2020 method.
- Comparing 2024 wind and solar figures with older nuclear, coal, or gas figures without warning: label every year and methodology.
- Equating dispatchability with guaranteed reliability: fuel, outages, ramping, reserves, and network constraints still matter.
- Counting nameplate capacity as delivered energy: use hourly output, capacity factor, curtailment, and availability.
- Filling missing evidence with a guessed number: “not stated” is more accurate than an unmatched estimate.
- Ignoring non-price objectives: emissions limits, water use, land, waste, local air quality, energy security, and construction schedules may be decision constraints rather than optional add-ons.
How to state a defensible conclusion
A useful conclusion names the metric and boundary: for example, “Under this study’s 2024 global weighted-average LCOE measure, new onshore wind and solar PV were reported at USD 0.034/kWh and USD 0.043/kWh,” or “In the IPCC AR6 median lifecycle figures cited here, wind was 9.3 gCO₂-eq/kWh, natural gas 537, and coal 965.” It then states what the comparison does not establish, such as a complete five-technology emissions table or a whole-grid reliability ranking.
If the decision concerns a real power system, publish both layers: a matched plant-cost and lifecycle table, followed by an hourly portfolio analysis that includes balancing resources and transmission. That structure prevents a low plant LCOE, a low lifecycle figure, or a schedulable output profile from being mistaken for an all-purpose winner.
