The best mortgage offer is not automatically the one with the lowest APR. Compare written Loan Estimates for the same loan amount, program, term, down payment and features, then weigh the interest rate, lender-controlled fees, cash required, payment risk and the lender’s ability to close on time. This method is designed for U.S. homebuyers using the standardized disclosures required for most mortgages.
Start with comparable Loan Estimates
Request a Loan Estimate from at least three lenders. The Consumer Financial Protection Bureau (CFPB) says that competing estimates can help you negotiate and that borrowers may potentially save $600 to $1,200 per year by obtaining offers from multiple lenders. That is a potential saving, not a guarantee for any individual borrower.

A lender generally must provide the form within three business days after receiving six pieces of information: your name, income, Social Security number, property address, estimated property value and desired loan amount. Receiving a Loan Estimate does not mean the loan is approved; it is a standardized disclosure of a proposed transaction.

| Item to align | Why it matters |
|---|---|
| Loan amount | A larger or smaller balance changes the payment, interest and many fees. |
| Loan type and program | Conventional, FHA, VA and other programs have different insurance, eligibility and fee structures. |
| Term | A 15-year and a 30-year loan cannot be ranked fairly by APR alone because payments and payoff schedules differ. |
| Down payment | Changing the down payment changes the balance, mortgage insurance and cash needed. |
| Rate structure | Confirm whether the quote is fixed-rate or adjustable-rate and whether the same lock period is used. |
| Property and occupancy | Primary residences, second homes and investment properties can receive different pricing. |
| Requested features | Check points, lender credits, prepayment penalties and any special payment options. |
Rates can change with the market. If estimates were issued on different days, ask lenders to rerun or explain the offers on a consistent basis before treating a rate difference as a pricing advantage.
Interest rate versus APR
The interest rate is the annual price of borrowing before most loan charges. APR incorporates the rate plus certain costs, such as discount points, broker fees and other finance charges, expressed as an annualized percentage. The CFPB describes it this way: “An annual percentage rate (APR) is a broader measure of the cost of borrowing money than the interest rate.” See the CFPB’s explanation at What is the difference between a mortgage interest rate and an APR?
Use the rate to understand the scheduled principal-and-interest payment, and use APR to expose some costs hidden behind a low advertised rate. Neither number is sufficient by itself. A lender can lower the rate by charging more points, while another can offer a higher rate with credits that reduce your cash at closing.
Why APR can mislead
- APR calculations assume a particular loan term and repayment pattern. If you sell or refinance earlier, the fees are spread over fewer months and your effective cost can be higher than the APR suggests.
- APR is not a reliable single ranking for different loan structures, such as a fixed-rate mortgage versus an adjustable-rate mortgage (ARM).
- For an ARM, the displayed APR generally uses assumptions about future rates. It does not guarantee the rate or payment after an adjustment.
- Different lenders may classify or itemize charges differently. Read the dollar amounts in the estimate rather than sorting offers by APR alone.

Loan terms and projected payments
Confirm the loan amount, term, interest rate and whether the rate is fixed or adjustable. In the projected-payments area, compare monthly principal and interest, mortgage insurance, estimated escrow and the total monthly payment. A low principal-and-interest figure can be offset by mortgage insurance or a payment that is scheduled to rise.

Origination charges (Section A)
Section A contains charges for making the loan, including points and lender origination fees. Compare the total, not just a single label: one lender may combine underwriting, processing and administrative charges while another lists them separately. Ask what fee changes if you choose a different rate.
Services you cannot shop for (Section B)
Section B lists services selected by the lender, such as an appraisal or credit-related service. These are generally lender-controlled even when a third party performs the work. Compare totals and ask why a fee differs materially.

Section C includes services for which you may be allowed to choose a provider. A lower figure may reflect a different provider assumption rather than a cheaper lender. Confirm whether the provider is acceptable and whether the estimate includes all required services.
Lender credits (Section J)
Lender credits reduce your closing costs, usually in exchange for accepting a higher interest rate. Treat the credit and the rate as one package. Compare how long you expect to keep the loan: a credit can be valuable if you need lower upfront cash or expect to move sooner, while a lower rate can cost less over a longer holding period.
Other costs and cash to close
Review prepaid interest, property taxes, homeowners insurance, initial escrow deposits, recording charges and other government fees. These amounts affect cash to close but are not all controlled by the lender. Different tax dates, insurance quotes or escrow assumptions can make two estimates look different even when lender pricing is similar.

Separate lender pricing from estimates outside the lender’s control
| Usually worth negotiating with the lender | May vary for reasons outside lender control |
|---|---|
| Interest rate and discount points | Property taxes and tax proration dates |
| Origination and underwriting charges | Homeowners insurance premium |
| Lender credits | Prepaid interest based on closing date |
| Some lender-selected services | Initial escrow deposits and reserve requirements |
| Rate-lock and extension terms | Recording and other government charges |
Ask why an estimate differs, but focus negotiations on costs the lender can actually change. A lender should not be judged solely on a higher tax or insurance estimate if the underlying property assumptions are different. Verify the assumptions with your agent, insurer and closing professional.
Calculate the five-year cost of borrowing
The Loan Estimate provides a five-year projection that helps compare the cost of keeping the loan for a medium-term period. The CFPB’s method is:
- Find the total amount you will have paid after five years, including principal, interest, mortgage insurance and applicable fees shown in the projection.
- Find the principal balance paid off during those five years.
- Subtract the principal paid off from the total paid. The result estimates interest and fees paid during that period.
For example, if the projected five-year payments and costs total $180,000 and the balance falls by $25,000, the estimated five-year cost of borrowing is $155,000. Use the figures from each Loan Estimate rather than creating a new assumption that mixes one lender’s payment with another lender’s fees.
This calculation is an estimate, not a promise of your eventual cost. For an ARM, the CFPB calculation assumes rates do not change. If rates rise after an adjustment, your actual payments and cost can be higher. The five-year period is most useful when it resembles your expected time in the home; if you expect to keep the mortgage much longer, also examine the longer-run payment and balance implications.

Evaluate monthly payment and cash at closing together
Monthly payment checklist
- Principal and interest at the initial rate.
- Mortgage insurance, including whether it can end and under what conditions.
- Estimated property taxes and homeowners insurance in escrow.
- Any separate association dues or property costs not included in the total shown on the form.
- Whether the payment can change, when it can change and the maximum change allowed.
Cash-to-close checklist
- Down payment.
- Origination charges and points.
- All lender and provider charges.
- Prepaid interest, insurance and taxes.
- Initial escrow deposits.
- Lender credits and deposits already paid.
A loan with the lowest lifetime cost can require more cash than you can comfortably bring to closing. Conversely, a credit that minimizes cash may produce a higher payment for as long as you keep the mortgage. Compare both numbers against your budget and reserves rather than optimizing only one.
Understand fixed-rate and adjustable-rate risk
Fixed-rate mortgages
A fixed-rate mortgage keeps the note rate unchanged for the contractual term, so scheduled principal and interest are stable. Taxes, insurance, mortgage insurance and other housing costs can still change. Compare points, credits, term and prepayment provisions to determine the true price of the fixed payment.
Adjustable-rate mortgages
An ARM may begin with a lower rate but can adjust according to its schedule. Ask for:
- The length of the initial fixed period.
- The index and margin used at adjustment, where applicable.
- The first-adjustment and subsequent-adjustment dates.
- Periodic and lifetime interest-rate caps.
- Payment caps and whether unpaid interest can be added to the balance.
- The highest possible rate and payment under the contract.
Run the payment at the maximum permitted rate, not only at the introductory rate. APR does not eliminate this uncertainty, and the five-year projection assumes rates stay unchanged. An ARM may fit a borrower who understands the risk and expects to move or refinance, but that outcome is not guaranteed.

Points
One discount point is generally an upfront charge equal to 1% of the loan amount, but the rate reduction purchased by a point varies by lender and market. Compare the extra cash with the monthly savings and calculate the break-even period: points make sense only if you expect to keep the loan past that point and can afford the upfront cost.
Best Value
Prepayment penalties
Ask whether paying off the loan early, selling the home or refinancing triggers a penalty, how long it applies and the maximum amount. A penalty can change the value of a low-rate offer if your plans change.
Temporary buydowns and special payment options
If the initial payment is subsidized or reduced for a limited period, identify who funds the subsidy, when the payment resets and whether qualification uses the eventual payment. Compare the permanent note terms, not merely the first-year payment.
Rate locks and the ability to close
Ask each lender:
- When the quoted rate lock begins and when it expires.
- What happens if underwriting or the purchase closing runs late.
- The cost of extending the lock and who pays if the delay is lender-caused.
- Whether the lock covers the exact loan program, points and property type in your estimate.
- Who your day-to-day contact is and how quickly conditions are answered.
- Whether the lender has a realistic closing timeline for your contract date.
A slightly cheaper offer is not better if it cannot close on time. Switching lenders late in a transaction can delay or jeopardize closing, so obtain a written timeline before changing providers. The CFPB’s Shopping for a mortgage guidance covers questions to ask about service and execution.

Use a decision matrix instead of one ranking
When offers differ, score them across five axes. Keep the underlying Loan Estimates with your notes so a lender can respond to a specific discrepancy.
| Axis | Questions to answer |
|---|---|
| Price | What are the rate, APR, points, origination charges, credits, cash to close and five-year borrowing cost? |
| Payment | What is the complete monthly payment, including mortgage insurance and escrowed items? Can it change? |
| Risk | Is the rate fixed or adjustable? What are adjustment rules, caps, penalties and other balance or payment risks? |
| Fit | Does the offer match your loan amount, term, program, down payment, eligibility and expected time in the home? |
| Execution | Are the lock period, extension terms, communication and closing schedule credible? |
There is no universal winner. A borrower with limited cash may prioritize a credit and manageable cash-to-close figure; a borrower planning to hold the loan for many years may favor a lower ongoing rate after checking the break-even period. Those are different objectives, not contradictory calculations.
Questions to send each lender
- Are this Loan Estimate’s loan amount, program, term, down payment and occupancy exactly the scenario I requested?
- Which charges are lender-controlled, and which are estimates for taxes, insurance, prepaids or escrow?
- How much of the APR comes from points or other upfront charges?
- What rate and payment would apply after each ARM adjustment, up to the contractual caps?
- Is there a prepayment penalty or any feature that can increase the balance?
- What is the rate-lock expiration date, and what is the extension fee?
- Can you close by my contract date, and what milestones must be completed to do so?
- Can you match a competing written offer without changing the loan structure?
Keep answers in writing. If a lender changes the rate, credit or fees, request a revised Loan Estimate and compare the complete document again rather than relying on a verbal quote.
A repeatable comparison workflow
- Prepare one borrower scenario. Write down the property price, down payment, desired loan amount, occupancy, credit and income assumptions, program, term and target closing date.
- Request at least three Loan Estimates. Provide the same six application items and ask lenders to quote the same rate-lock period where possible.
- Verify the first page. Confirm loan amount, purpose, product, rate type, term, rate, APR, projected payment and cash to close.
- Audit the fees. Compare Sections A, B and J, then review services, prepaids, escrow and government charges for assumption differences.
- Compute the five-year cost. Subtract projected principal paid from projected total paid, and label ARM results as rate-unchanged assumptions.
- Stress-test payment risk. For an ARM or special feature, calculate the highest contractual rate and payment and check whether your budget survives it.
- Check the contract. Review points, penalties, lock expiration, extension costs and any conditions that could change the price.
- Test execution. Confirm underwriting milestones, responsiveness and the closing date before accepting a lower-priced offer.
- Negotiate with evidence. Send a competing Loan Estimate and ask whether the lender can improve controllable charges while preserving the same structure.
- Recheck the final numbers. When the lender issues updated disclosures, compare changes line by line and ask for an explanation before signing.
Common comparison mistakes
- Choosing the lowest APR without matching terms. A different term, loan type or points structure can make the ranking meaningless.
- Ignoring cash to close. A lower long-run cost may require unaffordable upfront funds.
- Treating taxes and insurance as lender fees. Investigate assumptions, but do not demand that a lender control costs it does not set.
- Comparing rates from different dates. Market movement can explain a difference; request same-day or clearly dated comparisons.
- Assuming the Loan Estimate is an approval. Underwriting, appraisal, income verification and other conditions remain.
- Using the initial ARM payment as the permanent payment. Evaluate adjustment dates, caps and the maximum payment.
- Forgetting the lock expiration. A delay can create extension charges or expose you to a new market rate.
- Changing lenders at the last minute. A new lender may need time for appraisal, underwriting and disclosures, putting the contract date at risk.
What “best” means for your situation
Start with affordability and certainty: reject any offer whose projected or stress-tested payment exceeds your budget or whose closing timeline is unreliable. Among the remaining offers, compare lender-controlled price, five-year cost, cash needs, risk and service using identical assumptions. Your expected time in the home determines how heavily to weight upfront points and credits, but it cannot remove the need to understand payment changes and contract penalties.
