Compare M&E subcontractor quotations on a common scope, then test what each price assumes about design, quantities, programme, payment and risk. The best-value bid is the one you can trace to the same tender information and deliver within the project’s constraints—not automatically the lowest number.
For a UK project, create a bid register, map every requirement in a scope-compliance matrix, reconcile each price build-up, test programme and cash-flow assumptions, and record clarifications consistently. Keep the submitted price separate from any evaluator adjustment so the final recommendation remains auditable.

Why the lowest M&E quote is often not the cheapest package
A headline total is meaningful only when bidders have priced the same drawings, specification, revisions, quantities and commercial basis. If one contractor has excluded controls, assumed that another trade will provide builders’ work, or carried an optimistic allowance for equipment, the totals are not like-for-like.

The Infrastructure and Projects Authority’s Cost Estimating Guidance says an estimate should cover the full project scope and use a clear, consistent cost breakdown. It also requires assumptions and exclusions to be documented so cost drivers and sensitivity can be tested. Apply the same discipline to subcontract quotations.

Price certainty has a similar boundary. The Cabinet Office’s Risk Allocation and Pricing Approaches guidance note states: “The key component of firm price has to be ‘firm scope’.” A quotation cannot be genuinely firm for work that is undefined, still subject to design development or dependent on an unpriced interface.
1. Lock the tender basis before comparing totals
Start by proving that every bidder received the same information. Set up a bid register before opening the commercial analysis.
- Bidder and contact: legal entity, quotation reference and person authorised to clarify the offer.
- Dates: quotation date, validity period and any stated price- hold or fluctuation provision.
- Design information: drawing numbers, specification title, schedules and revision dates.
- Scope document: scope-of-works revision, pricing schedule or bill of quantities and any employer’s requirements.
- Communications: formal clarifications, addenda, tender queries and responses issued to all bidders.
- Programme: the issue of the baseline construction programme used for the tender.
Check each bidder’s acknowledgement against this register. If a revision was issued after one quotation, identify every affected item and reconcile the change before ranking prices. Do not silently treat an earlier bid as comparable.
Keep the original tender documents with the register. A later evaluator adjustment should be traceable to a specific drawing, schedule item, clarification or contract requirement, not to an undocumented interpretation.
2. Build a scope-compliance matrix
Make requirements the rows and bidders the columns. Use one cell for the bidder’s status and another for the evidence reference, such as a quotation page, schedule line or clarification number.
| Status | What it means | What to record |
|---|---|---|
| Included | The bidder expressly prices the requirement on the tender basis. | Exact quote or schedule reference and any stated quantity or performance. |
| Excluded | The bidder says the requirement is outside its offer. | Exclusion wording, affected interface and a cost owner to be confirmed. |
| Qualified | Included only subject to an assumption, limitation or design condition. | The condition, who controls it and what changes if it fails. |
| Alternative | A different product, system, method or performance basis is offered. | Deviation from the specification, approval needed and price/programme effect. |
| Provisional | An allowance or uncertain quantity is used instead of a firm commitment. | Allowance value, valuation method, controlling event and time effect. |
| Unconfirmed | The quotation does not make the position clear. | Question issued, response deadline and interim risk status. |
Use the actual project documents to set the matrix headings. Typical prompts for an M&E package include the following, but none should be assumed to be included without checking the tender scope:
- Systems, equipment, capacities and performance requirements.
- Design responsibility, calculations, builders’ work drawings, BIM or coordination deliverables.
- Interfaces with structure, finishes, fire-stopping, controls, specialist vendors and other trades.
- Controls, metering, testing, commissioning, witnessing and seasonal or integrated tests.
- Statutory inspections, certification, test records and compliance documentation.
- Access equipment, temporary works, protection, lifting and working in occupied areas.
- Delivery, unloading, storage, security, waste removal and logistics restrictions.
- Training, as-built information, operation and maintenance manuals and handover support.
These headings are prompts for a project-specific check, not a universal M&E scope. The employer’s requirements, specification and contract define the package boundary.

Ask equal questions when the scope is unclear
Do not resolve an ambiguity by assuming that the bidder included it. Quote the relevant tender requirement and ask for an explicit included, excluded or alternative response. Request the price and programme effect at the same time. Where procurement rules and the timetable allow, issue a material clarification to all bidders so that one private conversation does not create a different comparison basis.
3. Reconcile the price build-up, not just the total
Place each bidder’s stated inclusions and exclusions beside the submitted amount. Then compare the cost structure at a level that exposes missing work.
| Cost element | Checks for the evaluator |
|---|---|
| Quantities and units | Are quantities taken from the same schedules? Are measurement units, lengths, capacities and counts clear? |
| Design and engineering | Does the price include design development, calculations, coordination, submissions and revisions required by the package? |
| Labour | Are installation, supervision, design-management and commissioning resources identified or otherwise allowed for? |
| Materials and equipment | Are specified makes or performance levels priced? Are plant, accessories, supports, insulation and consumables covered? |
| Delivery and handling | Does the price include transport, unloading, lifting, internal distribution, storage, protection and waste? |
| Fitting and establishment | Are installation, temporary facilities, setup, testing areas and site establishment included? |
| Overhead and profit | Is the treatment visible and consistent enough to explain differences between bids? |
| Taxes and allowances | Is VAT identified? Which sums are firm, provisional, subject to escalation or based on supplier quotations? |
An itemised M&E engineering-services tender published on Contracts Finder asks bidders to identify elements such as design, labour, materials, handling, fitting, establishment, overhead and profit. That is a useful example of transparency, not a mandatory template for every project.
Separate firm amounts from uncertainty
Record provisional sums, provisional quantities, daywork rates and other allowances in distinct columns. For each one, state:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- what event or missing information can change the amount;
- which party controls that event;
- the rate, quotation, valuation method or mark-up that will apply, if stated;
- whether the change can affect the completion date, access plan or commissioning sequence.
Do not turn an allowance into a firm cost merely because it appears in a total. If a bidder gives no valuation method, mark the item as unresolved and ask for one.
Normalise transparently
If the evaluation requires a like-for-like comparison, preserve two figures: the contractor’s submitted tender and the evaluator’s normalised view. Show every adjustment and its source. Label an evaluator-estimated cost as an estimate; it is not the contractor’s confirmed price.
Illustrative method: suppose Bidder A submits £1,000,000 but excludes a clearly required £60,000 control-panel package. Bidder B submits £1,045,000 with that package included. A like-for-like evaluator total for A would be £1,060,000, subject to confirmation from A. The decision record should show £1,000,000 submitted, the £60,000 adjustment, the document requiring the work and whether A accepted the correction. This arithmetic is an example of method, not a market rate or saving.

Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →4. Test the programme and delivery basis
A price can be low because it assumes an easier sequence than the project can provide. Compare each quotation with the current programme and ask the bidder to identify dependencies.
- planned start date and design-release dates;
- equipment procurement lead times and long-lead approvals;
- delivery sequence, storage and lifting constraints;
- installation duration, workface availability and access restrictions;
- testing, commissioning, witnessing and integrated-systems sequence;
- completion, sectional handover and documentation milestones;
- dependencies on other trades, shutdown windows, client decisions or information release.
Record whether the price assumes overtime, acceleration, phased handover, night work, weekend work or uninterrupted access. If the tender programme conflicts with the project plan, request a resourced programme or a priced alternative rather than declaring either programme achievable on the quotation alone.
Link each programme assumption to its commercial consequence. For example, a late design release may create redesign cost, while a restricted shutdown window may require additional shifts. The quotation should state who carries that consequence or how it will be valued.
5. Compare payment terms and cash-flow exposure
Read payment provisions alongside the price. A bid that appears cheaper can create an unmanageable early cash requirement or delay recovery of expensive equipment purchases.
| Payment point | Questions to ask |
|---|---|
| Deposit or mobilisation | Is an upfront payment requested? What security, evidence or release condition applies? |
| Valuations | How often can the subcontractor apply, and what records support the valuation? |
| Milestones | Are milestones objectively defined, measurable and linked to deliverables rather than subjective acceptance? |
| Invoice requirements | What order, notice, evidence or format is required for a valid invoice? |
| Retention | Is retention stated, and when are interim and final releases due? |
| Payment period | What period runs from a valid, undisputed application or invoice? |
| Delivery or acceptance triggers | Does payment depend on delivery, installation, testing, certification or client acceptance? |
Model the cash-flow exposure against the procurement schedule. Check whether the subcontractor must fund long-lead equipment for months before a valuation point, and whether the project can meet the proposed trigger evidence.
For many public contracts, UK government guidance on electronic invoicing and payment describes a 30-day payment period subject to valid and undisputed invoice conditions and says provisions flow down to qualifying public subcontracts, with exceptions. That is a limited public-contract rule, not a promise for every private M&E subcontract. The actual position depends on the contract and applicable legislation.

6. Allocate risk and inspect the contract protections
Make a risk schedule that names the party carrying each exposure and the quotation assumption on which that allocation rests. Relevant M&E risks can include:
- design coordination, design changes and performance responsibility;
- quantity growth, concealed conditions and incomplete surveys;
- access, logistics, storage, security and work in occupied premises;
- equipment availability, supplier failure, substitutions and inflation;
- delay, disruption, testing failure and performance shortfall;
- interfaces with utilities, controls, fire systems and other specialist trades.
Compare what each bidder says will happen when an assumption proves false. Is there a stated variation mechanism, rate, notice requirement or time entitlement? An unpriced risk has not disappeared; it has become a potential dispute or contingency.

Insurance, warranties and liability
Check the offered warranty or remedy, insurance evidence and limits, liability caps, indemnities and consequential-loss wording against the proposed subcontract and project requirements. Examine scope, exclusions, period and compatibility with the contract; an insurance certificate or warranty headline does not prove that a particular failure is covered.
The available guidance does not establish a universal M&E insurance limit or warranty duration. Material exposures should be reviewed with appropriate legal and insurance advisers rather than filled with a generic market figure.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Check capability in proportion to the package
Price comparison is incomplete if a bidder cannot resource the proposed sequence or support the technical obligations. Assess evidence that is relevant to the package:
- technical competence for the systems and performance requirements;
- financial and operational capacity to sustain procurement and site work;
- named project, design, commissioning and site-management personnel;
- specialist manufacturers, suppliers and integration partners;
- ability to provide the labour and supervision implied by the programme;
- references or verified experience of comparable complexity where required.
For public procurement, Cabinet Office guidance on conditions of participation allows criteria concerning legal and financial capacity or technical ability, provided they are proportionate and clearly set out in the procurement documents. That framework is not a mandatory checklist for a private project. Apply the selection method disclosed for the procurement and keep requests proportionate to the package.

8. Use a disclosed evaluation framework
There is no universal weighting that makes every M&E procurement fair. Use the method stated in the tender or agreed for the procurement, and adapt the emphasis to the project’s constraints. A useful comparison structure is:
| Axis | Evaluator questions |
|---|---|
| Scope and technical compliance | Are the same drawings, specifications and revisions priced? Are systems, performance and interfaces covered? Are deviations identified? |
| Price completeness | Are quantities, units, design, labour, materials, handling, fitting, overhead and profit visible? What is excluded or provisional? |
| Assumptions and uncertainty | What must be true for the price to hold? How is each change valued? |
| Programme and delivery | Do lead times, access, sequencing, duration, commissioning and completion assumptions fit the project? |
| Payment and cash flow | Are triggers clear, and what upfront or milestone exposure does the proposal create? |
| Risk and contract terms | Are risk allocation, insurance, warranty, liability and remedies aligned with requirements? |
| Supplier capability | Can the bidder demonstrate proportionate technical, financial and delivery capacity? |
Score only against evidence available under the disclosed process. Keep a narrative note for material gaps; a numerical score should not conceal an unresolved exclusion or a programme conflict.
9. Issue concise, comparable clarifications
A good clarification lets the bidder answer without guessing what the evaluator wants. Use this sequence:
- Identify the document: quote the tender drawing, specification clause, schedule item and revision.
- Describe the gap: state the ambiguity, exclusion, deviation or inconsistency.
- Require a defined response: ask for included, excluded, alternative or provisional status.
- Request consequences: obtain the price effect, programme effect and any changed assumption.
- Set the same deadline: apply the procurement communication rules and retain the response.
Examples of precise questions include: “Please confirm whether controls integration to the BMS is included against specification revision C. If excluded or subject to an allowance, state the amount, interface owner and commissioning impact.” Another is: “Your quotation assumes uninterrupted access after first fix. Identify the labour and programme effect of phased access shown in programme revision 4.”
Do not let a clarification become an undisclosed redesign. If the answer materially changes the tender basis, consider whether all bidders must receive the same information or opportunity under the procurement rules.
10. Record the recommendation and investigate an abnormally low bid
The decision record should allow someone who was not in the tender meetings to reproduce the recommendation. Retain:
- submitted prices and validity periods;
- scope-compliance status and evidence references;
- normalisation arithmetic and the source of every adjustment;
- unresolved qualifications, allowances and exclusions;
- programme fit, dependencies and delivery assumptions;
- payment triggers and cash-flow assessment;
- key risks, insurance, warranty and liability findings;
- capability evidence and clarification history;
- the reasons the selected offer represents the best outcome under the disclosed method.
A very low figure is a prompt to test the price basis, not proof that the bidder is defective. In public tendering, the applicable rules may allow an abnormally low offer to be disregarded only through the required process. Seek an explanation, verify arithmetic and scope, and document the decision under the governing procurement rules.
A practical final check before award
- Every bidder has priced the same tender information and revisions.
- Every material requirement has an included, excluded, qualified, alternative, provisional or unconfirmed status.
- Submitted prices remain visible beside any evaluator normalisation.
- Allowances have an owner, trigger and valuation method or are recorded as unresolved.
- Design, procurement, access, testing and handover assumptions fit the project programme.
- Payment triggers and cash-flow effects are workable and objectively defined.
- Risk allocation, insurance, warranties and liability terms match the proposed subcontract.
- Capability checks are proportionate and supported by evidence.
- Clarifications were handled consistently and the decision follows the disclosed evaluation method.
This process turns “which quote is cheapest?” into a traceable question: are the subcontractors pricing the same M&E package, and what will each option cost and take to deliver once its differences are made visible?
