The best foundry for an AI processor is not the one with the smallest advertised node. It is the one that can put your specific design into qualified production, in the required package, at an acceptable yield, cost, schedule, and supply risk. Compare each candidate on process maturity, design enablement, advanced packaging, usable capacity, manufacturing footprint, and project-specific commercial evidence.
Public information can establish what TSMC, Samsung Foundry, and Intel Foundry say they offer. It cannot provide a neutral, like-for-like ranking of their price, yield, cycle time, or allocation for your chip. Use public milestones to build a shortlist, then require comparable evidence under confidentiality before committing.

Start with the product, not the node name
An AI processor may contain large logic tiles, high-bandwidth memory (HBM) interfaces, cache, networking, security functions, analog circuits, and I/O dies. Those blocks may not need the same process. A larger transistor-density number is irrelevant if the resulting design cannot meet its power envelope, memory bandwidth, package thermals, or production date.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsWrite a product brief before comparing suppliers. Record target throughput and latency, precision formats, clock range, die area, active and standby power, HBM generation and stack count, external interfaces, package dimensions, thermal solution, annual volume, first-ship date, acceptable qualification duration, and required manufacturing regions. These constraints determine which process and package options are viable.

Use the following comparison axes for every candidate:
- Availability and maturity: Is the option in risk production, customer qualification, volume production, or only on a roadmap?
- Design results: On an equivalent design, what performance, power, density, leakage, and design-rule restrictions are demonstrated?
- Enablement: Are standard-cell libraries, memory compilers, EDA signoff decks, interface IP, security IP, and third-party blocks validated for the exact flow?
- Package capability: Can the supplier integrate compute, HBM, I/O, and chiplets with the required bandwidth, power delivery, thermal resistance, mechanical size, assembly, and test coverage?
- Supply: Which sites can build the wafers and packages, what is the node-specific capacity, and what allocation is contractually available?
- Economics and schedule: What are mask, wafer, package, assembly, test, qualification, redesign, and inventory costs, and what lead times apply to each?
Do not let a supplier answer one axis with evidence from another. A company-wide capacity figure does not prove that your advanced logic node has an open slot; a packaging demonstration does not prove yield for your die; and a roadmap date does not guarantee customer access.
What the leading providers publicly describe
TSMC: N2 and N2P require date and access checks
TSMC states that its N2 process entered volume production in the fourth quarter of 2025. It schedules N2P for volume production in the second half of 2026. Those statements describe production milestones for the process family, not a guaranteed slot for a particular customer design. Confirm whether your project can enter the design flow, which libraries and IP are qualified, and whether the relevant wafer and package capacity is available when you need it.
Ask TSMC to distinguish risk production, qualification lots, and sustained volume for your product class. Request the date on which your design can tape out, the expected mask and wafer cycle, the qualification gates, and the allocation that remains after other commitments. N2 and N2P should be compared on your measured power, performance, area, and yield targets rather than on the node labels alone.
Samsung Foundry: several AI/HPC process paths
Samsung Foundry’s application material lists 5nm, 4nm, 3nm GAA, and 2nm GAA among recommended process categories for AI and high-performance computing. It also describes heterogeneous chiplet integration using 2.5D and 3D approaches. These are Samsung’s portfolio descriptions; they do not by themselves establish identical maturity, customer access, or yield for each option.

For a Samsung proposal, request the exact process design kit revision, validated EDA tools, memory and interface IP, design-rule exceptions, and customer qualification status. Clarify whether the package is supplied directly, through a named partner, or by your own assembly and test provider. The commercial and technical responsibility for interposers, bridges, substrates, HBM integration, thermal materials, and final test must be explicit.
Intel Foundry: process and packaging are presented together
Intel describes its 18A process as combining RibbonFET gate-all-around transistors with PowerVia backside power delivery. Intel also presents a systems-foundry model that links wafer fabrication with advanced packaging. These are vendor claims about architecture and integration; verify the benefit on a design with comparable density, voltage, clock, and package constraints.

That can be valuable when an AI product needs leading-edge compute, a mature-node I/O die, analog functions, or separately sourced memory. Confirm external-customer flow readiness, package qualification, design ecosystem support, available sites, and production metrics for your particular configuration.
Process maturity is more than a launch announcement
Use a staged maturity model in supplier meetings. “Roadmap” means a planned future state. “Risk production” means early wafers are being made while process and design learning continue. “Qualification” indicates that reliability and product requirements are being tested, but may not yet mean steady output. “Volume production” means the supplier reports regular manufacturing, yet capacity can still be constrained or reserved for existing customers.
For each node, obtain:
- The current process design kit version and the next planned revision.
- Wafer acceptance criteria, defect-density information, and the yield metric’s definition and sample size.
- Reliability results for electromigration, bias-temperature instability, time-dependent dielectric breakdown, and temperature cycling where relevant.
- Design-rule limits affecting SRAM, analog blocks, high-voltage devices, clocking, and very large reticles.
- Expected engineering-lot, qualification-lot, and production cycle times.
- The date and conditions under which the supplier’s production claim applies.
Require the same definitions from every supplier. “Yield” may mean wafer sort yield, known-good-die yield, package yield, or final tested-device yield. “Cycle time” may exclude queueing, mask creation, rework, assembly, or test. A comparison is useful only when boundaries match.

Packaging can decide the AI processor
AI accelerators increasingly distribute functions across dies. A package may combine compute chiplets, HBM stacks, cache, I/O, power-management silicon, and security or control dies. Compare the package as a system, not as an accessory to the wafer process.

Interconnect and bandwidth
Document die-to-die protocol, link width, signaling rate, latency, error handling, and the number and placement of HBM interfaces. Check whether the interconnect is available in the selected package size and whether routing consumes area needed for power or thermal structures. Ask for a complete bandwidth budget that includes attainable, not merely theoretical, throughput.
Power delivery and thermal design
Large AI packages create localized heat and high transient current. Evaluate frontside or backside power delivery, bumps or hybrid bonds, interposers or bridges, substrate resistance, decoupling, voltage droop, and cooling attachment. Request thermal models that include HBM temperature limits, memory refresh behavior, mechanical warpage, and the intended heat sink or liquid-cooling interface.
Assembly, test, and repairability
Clarify who supplies interposers, bridges, substrates, HBM, underfill, lids, and thermal interface materials. Establish known-good-die screening, package-level burn-in, final test time, fault isolation, and whether a failed die makes the whole package unusable. Package yield can dominate cost even when wafer yield is strong.
Intel claims more than 100 2.5D products in volume production and “3x the 2.5D capacity of all foundries.” Those are Intel’s own claims; the comparison basis is not independently established here. Treat them as a reason to request evidence, not as a neutral industry ranking. Samsung’s description of 2.5D and 3D heterogeneous integration likewise identifies a capability area that must be checked against your package dimensions, HBM plan, thermal limits, and production date.

Design enablement determines schedule risk
A process is usable only when your team can complete physical design and signoff with supported tools and IP. Request a written enablement matrix covering:
- Process design kit delivery dates, documentation quality, rule-deck stability, and change-control policy.
- Standard-cell, SRAM, register-file, compiler, and low-power library availability across required voltage and performance corners.
- EDA support for synthesis, place and route, extraction, timing, power integrity, formal checks, design-for-test, and physical verification.
- SerDes, PCIe, CXL, Ethernet, HBM, security, clocking, and other third-party IP that has been silicon-validated on the same node and package.
- Multi-die floorplanning, die-to-die links, thermal analysis, and co-design tools for the proposed package.
- Engineering support, escalation paths, and the number of experienced application engineers assigned to the program.
Check licensing and ownership terms early. A supposedly available IP block may be restricted by geography, package, performance grade, or foundry. Confirm who pays for porting, characterization, mask changes, and redesign when a PDK revision invalidates part of the implementation.
Capacity, location, and resilience
TSMC reports more than 17 million 12-inch-equivalent wafers of annual capacity in 2025 across facilities it manages and its subsidiaries. That aggregate spans a broad manufacturing footprint and multiple process generations. It is not a figure for N2, N2P, or any other single leading-edge node, and it does not show capacity available to your program.
Ask for node- and site-specific information: monthly wafer starts, committed and available slots, reticle limits, engineering-lot windows, package-line capacity, HBM supply dependencies, and the allocation mechanism during shortages. Identify the actual wafer, assembly, and test locations that would serve your product. Geography can affect export controls, logistics, taxation, disaster recovery, customer qualification, and the time required to move material between sites.
Model resilience with concrete scenarios. What happens if a site loses power, a substrate supplier is constrained, HBM allocation is reduced, or a package line is down for maintenance? A second wafer source is not a complete backup if the package, IP, or mask set cannot move with it. Require a recovery plan, notification obligations, and the qualification cost and time for an alternate site or package.
Best Value
Cost and schedule: demand comparable evidence
Public vendor pages do not establish a neutral comparison of wafer price, yield, lead time, or committed capacity for a defined AI processor. Build a total-cost model that separates:
- One-time masks, reticles, design-tool licenses, IP licenses, and engineering services.
- Wafer fabrication, wafer sort, known-good-die screening, and scrap.
- Interposers, bridges, substrates, HBM, assembly, underfill, lids, thermal materials, burn-in, and final test.
- Qualification lots, reliability testing, failure analysis, and compliance work.
- Inventory carrying cost, expedite fees, buffers for long lead items, and the cost of a respin.
For every quote, record currency, volume tier, recurring versus one-time charges, validity period, payment milestones, yield assumptions, test coverage, and what happens when the process or package changes. Ask suppliers to provide a range for wafer and package yield with the same definitions, plus the statistical confidence or sample size behind the range. A low nominal wafer price can be more expensive if package yield, mask cost, or schedule risk is higher.
A practical provider comparison
| Provider | Publicly described position | Integration emphasis | Evidence to request |
|---|---|---|---|
| TSMC | N2 reported in volume production in Q4 2025; N2P scheduled for volume production in the second half of 2026. | Broad foundry capability is established in the public material considered, but no neutral package-capacity table is provided. | Design access, qualification stage, allocation, package route, schedule, and project-specific power, performance, cost, and yield. |
| Samsung Foundry | AI/HPC recommendations include 5nm, 4nm, 3nm GAA, and 2nm GAA. | 2.5D and 3D heterogeneous chiplet integration for compute, memory, and I/O. | Exact node maturity, PDK and IP readiness, packaging responsibilities, partner qualification, ramp, and comparable yield data. |
| Intel Foundry | 18A is described with RibbonFET GAA transistors and PowerVia backside power delivery. | EMIB, Foveros, and multi-die packaging spanning diverse technologies and foundries. | External-customer flow readiness, process and package qualification, capacity, ecosystem fit, and production metrics. |
The table is a shortlist of publicly stated positions, not a performance ranking. The winning option may be a mixed strategy: for example, leading-edge compute on one node, mature-node I/O on another, and HBM and packaging through a qualified partner.
Recommended Free Tools
Step-by-step selection process
- Freeze the product requirements. Publish one controlled specification for throughput, latency, power, die size, memory, interfaces, package envelope, thermal solution, volume, and dates. Mark each requirement as fixed, target, or negotiable.
- Create a process and package shortlist. Include only options whose stated maturity and package architecture could meet the product. Keep a separate record of assumptions, such as a roadmap date or unverified customer access.
- Run an enablement fit check. Obtain PDK versions, library lists, EDA support, IP status, design-rule restrictions, and multi-die co-design support. Have design, physical implementation, verification, and packaging leads sign off.
- Request a common data template. Send every supplier identical questions for yield definitions, cycle time, wafer and package capacity, qualification gates, price components, and allocation. Do not accept incomparable marketing metrics.
- Conduct a package feasibility review. Review floorplans, HBM placement, interconnect budget, power delivery, thermal maps, substrate and interposer availability, assembly flow, and test strategy before selecting the wafer node.
- Complete a risk-production plan. Define shuttle or engineering lots, silicon bring-up, probe and package test, reliability qualification, firmware dependencies, and decision gates for a respin or supplier change.
- Audit manufacturing and partners. Identify wafer, assembly, test, substrate, interposer, HBM, and logistics sites. Check business-continuity plans, export requirements, quality systems, and alternate-source qualification.
- Negotiate measurable commitments. Put design-kit delivery, engineering lots, production slots, package capacity, yield learning, lead times, change notification, and recovery obligations into the statement of work and supply agreement.
- Score with sensitivity analysis. Weight performance, power, schedule, cost, yield, package risk, capacity, and resilience. Recalculate the result if volume, HBM availability, yield, or tape-out date changes; a robust choice should not depend on one optimistic assumption.
How to read market statistics and vendor claims
Intel’s 2024 foundry fact sheet says 3 trillion semiconductor units shipped globally in 2024, including 1.4 billion AI chips, and reports $626 billion in total semiconductor revenue in 2024. Attribute those figures to Intel’s fact sheet: they are not independently audited or specific to foundry revenue in the material considered here. They provide market context, not evidence that a particular process will meet your design.
At the February 2024 Intel Foundry Direct Connect launch, Intel CEO Pat Gelsinger said, “AI is profoundly transforming the world and how we think about technology and the silicon that powers it.” That statement explains the strategic positioning of a foundry launch; it is not a technical comparison of suppliers.
When a supplier publishes a capacity multiple, product count, density improvement, or power benefit, ask four questions: What is the baseline? Which product and configuration were measured? What date and production stage apply? Can the claim be reproduced or mapped to your design and package? Keep the claim in the evaluation file, but score only evidence with a defined scope.
Due-diligence checklist before commitment
- Process stage, qualification date, geography, and customer-access rules are documented.
- PDK, libraries, EDA flows, memory compilers, interface IP, and third-party IP are validated for the intended design.
- Power, performance, density, leakage, and reticle constraints are demonstrated on a comparable implementation.
- Compute, HBM, I/O, and chiplet integration meets bandwidth, latency, thermal, mechanical, and power-delivery requirements.
- Wafer, package, HBM, substrate, assembly, and test capacity are stated for the forecast period, not only in aggregate.
- Yield definitions, sample sizes, learning curves, cycle times, and qualification criteria are comparable across bids.
- Total cost includes masks, wafers, package materials, assembly, test, qualification, inventory, and redesign risk.
- Manufacturing locations, partner responsibilities, export constraints, business-continuity plans, and alternate-source paths are known.
- Contracts define allocation, change control, quality, failure analysis, schedule remedies, and data access.
Bottom line
Compare TSMC, Samsung Foundry, and Intel Foundry against the AI processor you intend to ship. TSMC’s stated N2 and N2P milestones, Samsung’s range of AI/HPC nodes and heterogeneous packaging, and Intel’s 18A, EMIB, and Foveros descriptions identify credible paths to investigate. None is a neutral proof of price, yield, lead time, or allocation. Select only after each supplier has demonstrated a compatible design flow and package, and has supplied comparable, project-specific manufacturing and commercial commitments.
