How to Compare Last-Mile Delivery Companies for E-Commerce Shipping

The best last-mile carrier is the one that wins for your actual lanes, parcel sizes, service promises and customer experience—not the one with the lowest advertised rate. Build a lane-and-parcel scorecard, compare fully billed shipments, match delivery-performance definitions, check coverage and handoffs, and run a controlled pilot before moving significant volume.

This guide uses U.S. merchant services as examples. Recreate the same process for the countries, carriers and postal partners that serve your operation; rates, accessorials, service standards and negotiated discounts vary by geography and account.

Start with the shipment profile you actually send

A carrier comparison is only meaningful when every provider prices the same work. Export several months of orders, or create a representative sample if you are launching. Group shipments by origin ZIP Code, destination ZIP Code, package dimensions, actual weight, declared value, service promise and address type.

Define your comparison lanes

Include the destinations that create most of your volume and the lanes that create most of your cost or complaints. A useful sample normally includes nearby urban deliveries, cross-country shipments, rural addresses, apartment buildings, business addresses, military or territorial destinations when relevant, and any remote-area ZIP Codes you serve. Keep the origin facility constant when comparing carriers; changing both origin and carrier can hide the real difference.

Define parcel cohorts

Separate lightweight mailers, standard cartons, oversized cartons, fragile products, high-value orders and return parcels. Record actual dimensions, not only scale weight. Dimensional weight can move a package into a more expensive rating tier even when its physical weight is low. Note whether the package needs a signature, special handling, insurance or a delivery appointment.

Set the business priorities before looking at prices

Write down the outcomes that matter: lowest total cost, a two-day promise, broad residential reach, high scan visibility, simple returns, fewer claims, or less warehouse labor. Assign each outcome a weight. Without this step, a carrier can appear to win simply because its strongest metric was the only one measured.

Scorecard category What to record for every carrier Why it changes the decision
Total billed cost Base rate, fuel or other accessorials, residential and remote-area charges, dimensional-weight rating, discounts, minimums, pickup fees and return charges The invoice total—not a rate-card headline—determines margin.
Transit and reliability Promised window, service tier, delivery scans, attempted-delivery rules, on-time definition, measurement period and exception rate A fast promise with weak consistency can create more support work than a slower dependable service.
Coverage and handoffs Address types served, remote-area exceptions, ZIP-Code eligibility, final-mile partner, number of handoffs and proof of delivery Handoffs and exceptions affect both delivery time and the quality of customer updates.
Visibility and protection Tracking events, delivery confirmation, signature options, declared-value or insurance terms, claims process and resolution time Customers and support staff need evidence when a parcel is late, lost or disputed.
Returns Label cost, drop-off or pickup options, address changes, consolidation, processing effort and refund timing Returns can erase the margin from an apparently cheap outbound service.
Operations and integration Pickup schedule, label creation, batch processing, API or platform connection, manifesting, billing data and support channels Labor, error rates and implementation risk are part of the shipping cost.

Compare the price customers and finance actually pay

Use a landed shipping-cost calculation

For each sampled shipment, calculate base postage or transportation charge plus every applicable fee, then subtract only discounts that are contractually available to your account. Include dimensional-weight adjustments, residential or remote-area fees, address corrections, delivery-area surcharges, declared-value charges, pickup fees, signature fees and return-label costs. Keep taxes and duties separate if your cross-border operation is outside this U.S.-focused comparison.

Ask each carrier for a written rating example using your dimensions and destination. A quote that assumes a different carton size or a promotional discount will not predict your invoice. Preserve the carrier’s zone, billable weight and surcharge assumptions alongside your own calculation so the result can be audited.

Check how discounts are obtained

USPS says merchants may receive discounted rates through participating ecommerce platforms. That discount is channel-dependent, so verify whether your account receives it through your storefront, shipping software or direct account. Do not apply a platform rate to labels created outside the eligible workflow.

On its merchant page, USPS lists no fuel or residential-delivery surcharges, but that statement describes the offer represented on that page; service, channel and destination restrictions still apply. Confirm the exact product and rate file you will use.

Measure cost by parcel cohort

Report a weighted average for your full sample and a separate median and 90th-percentile cost. A carrier that wins lightweight mailers may lose on cartons or remote ZIP Codes. Keep at least one line item for returns, because a low outbound price can be offset by expensive reverse logistics.

Compare delivery promises only when the definitions match

Separate a promise from an observed result

Record the service’s published window, the timestamp at which the clock starts, weekends included or excluded, cutoff time, and treatment of weather or address exceptions. Then calculate your own on-time result from matched shipment data. Do not compare a carrier’s two-day business-day promise with another carrier’s two postal-day average.

USPS explains that it publishes quarterly speed and reliability results and that measurement start points differ by mail category. Use the same mail category, start event, destination type and reporting period when comparing USPS results with another provider. A percentage without those definitions is not a fair ranking.

Use industry figures as context, not a guarantee

Pitney Bowes’ 2026 Parcel Shipping Index reports 12.6 billion U.S. parcels in 2025. Its chart shows 2025 peak-season average on-time performance of 95.3% for USPS, 96.5% for UPS and 90.4% for FedEx. These are report-specific peak-season averages, not an all-year or lane-level ranking. The report attributes measured performance changes partly to adjusted delivery commitments and greater capacity. Use the figures to frame questions for your own lanes, not to promise a customer that a particular parcel will arrive on time.

Carrier 2025 peak-season on-time average How to use the figure
USPS 95.3% Pitney Bowes 2026 Parcel Shipping Index estimate for the reported peak-season period.
UPS 96.5% Pitney Bowes 2026 Parcel Shipping Index estimate for the reported peak-season period.
FedEx 90.4% Pitney Bowes 2026 Parcel Shipping Index estimate for the reported peak-season period.

Track the events that customers experience

For each parcel, store label-created, acceptance, in-transit, out-for-delivery, delivery and exception timestamps. Calculate both the first meaningful movement scan and the final delivery result. A label printed on time but inducted late is an operational failure even if the carrier’s transit clock starts at acceptance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Examine coverage, exceptions and final-mile handoffs

Map every destination type

Check residential, commercial, apartment, rural, remote and post-office-box eligibility separately. Identify ZIP Codes that require a different product or incur a longer estimate. Ask how the carrier handles an incomplete address, an inaccessible building, a closed business or a recipient who is absent.

Understand partner networks

The company selling you transportation may not perform the final delivery itself. In a May 28, 2026 announcement, DHL eCommerce said it would provide nationwide pickup, hub sorting and linehaul, while USPS would complete the U.S. final mile under an exclusive multi-year agreement. DHL’s announcement said the Postal Service network reached more than 41,550 ZIP Codes and more than 170 million delivery points six days a week. Those reach figures are DHL’s stated figures; validate eligibility and service terms for your account.

A handoff can improve geographic reach while adding a scan transition, a different claims process or a different delivery promise. Ask which tracking number remains customer-facing, which party owns a lost parcel, and whether the first carrier or the final-mile partner accepts a delivery-change request.

Check remote-area language

DHL eCommerce cautions that some remote areas can have an estimated delivery beyond three days and that zone information can change. Treat remote-area estimates as a separate cohort in your scorecard. Recheck zones and eligibility before signing a long-term commitment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare representative domestic services, not carrier names

Service tiers within one carrier can differ more than two carriers with similar branding. DHL eCommerce’s listed U.S. domestic Parcel and Parcel Plus products illustrate why the tier must be recorded.

DHL eCommerce service Published window on the domestic service page Parcel scope stated on the page Questions to verify
Expedited Max 2–3 postal days Use the page’s eligible Parcel or Parcel Plus product and dimensional limits. Cutoff time, remote-area extension, exact eligible weight and current price.
Expedited 2–5 average postal days Use the page’s eligible Parcel or Parcel Plus product and dimensional limits. Meaning of average, acceptance event, weekend treatment and exceptions.
Ground 3–8 average postal days Use the page’s eligible Parcel or Parcel Plus product and dimensional limits. Zone map, remote-area estimate and surcharge schedule.

The same DHL page describes Parcel as 1 to 15.99 ounces and Parcel Plus as 1 ounce to 25 pounds, with stated dimensional limits. Because the dimensional figures and eligibility can change, copy the current limits into your rate worksheet rather than assuming that every carton qualifies. The listed windows are service descriptions, not a guarantee for every destination.

Evaluate tracking, delivery proof and loss protection

Define a usable tracking standard

Count how many meaningful scans a customer can see, how quickly the first acceptance event appears, whether an exception includes a reason and next step, and whether the delivery scan records location or recipient information. Test tracking from the customer view, not only from an internal dashboard.

Separate confirmation, signature and financial protection

USPS says USPS Tracking and insurance are available for most shipments, subject to restrictions. Package pickup and Saturday delivery are also offered. Confirm which product includes each feature and whether a high-value item needs an additional service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

DHL eCommerce says it offers delivery confirmation and shipment-value protection. Its page lists value protection up to $100 for specified services, subject to footnotes and additional terms. Value protection is not automatically equivalent to insurance and does not apply universally across services. Ask what evidence a claim requires, how long you have to file it, and whether packaging rules limit reimbursement.

Test a claim before you need one

Request the current claim form and service-level agreement. Create an internal checklist containing label, invoice, proof of value, photos, packaging details, tracking history and recipient statement. During a pilot, submit a low-value test claim only if the carrier permits it, and record acknowledgement, status updates and final resolution.

Make returns part of the carrier decision

Measure the cost and effort of a complete return, not only the label. A customer may need a printable label, a QR-code drop-off option, a pickup, a package-size change or an address correction. Record the time from return authorization to first scan and from first scan to receipt at your facility.

Compare whether outbound and return labels can be created in one workflow, whether unused labels are charged, and whether the carrier supports consolidation for multiple returns. Connect the return event to your refund rule so a missing scan does not leave support staff guessing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check pickup, labels and integrations before committing

Warehouse workflow

Document the path from order release to manifest: rate selection, label creation, packing, weighing, pickup request, driver handoff and end-of-day reconciliation. Count manual touches and relabels per 1,000 orders. A slightly higher transportation rate may be cheaper if it removes repetitive data entry or prevents address errors.

API, batch and platform options

DHL eCommerce lists online and on-demand email labels, a consumer API, batch-label processing and return-shipment-file options. USPS describes discounted rates through participating ecommerce platforms. Confirm authentication, label format, test credentials, rate limits, webhook or polling behavior, cancellation rules and production support before estimating implementation effort.

Label-printer operations

If your team prints labels in-house, a thermal shipping-label printer can reduce consumables and speed packing. Treat it as an operational tool, not a carrier recommendation: verify that your storefront or shipping application supports the printer, that the device handles the required label size, and that your barcode scans reliably at the carrier acceptance point. Keep a backup printer or a contingency process for outages.

Include customer expectations in the scorecard

A February 18, 2025 announcement about the FedEx E-Commerce Trends report with C Space said more than 80% of surveyed shoppers prioritize convenience. The survey reported home delivery as an expected feature for 81%, free shipping for 76% and real-time tracking for 68%; 97% said they had abandoned a purchase because of an inconvenient shopping experience. These are survey findings, not universal population measurements, but they show why a carrier comparison must include the checkout and post-purchase experience.

Evaluate whether the tracking page is mobile-friendly, whether a recipient can understand an exception, and whether delivery instructions or safe-place preferences are supported in your target lanes. Free shipping may be a merchandising choice rather than a carrier feature, so model its cost against conversion and margin instead of assigning it to one provider.

Use the U.S. parcel market as a diversification signal

Pitney Bowes reported that Amazon Logistics handled 6.9 billion parcels in 2025, up 9% year over year. Its alternative-carrier “Others” category rose from 0.8 billion to 1.8 billion parcels, with growth attributed to regional and alternative providers including OnTrac, GLS, LSO, Spee-Dee, Veho, UniUni, Gofo, Jitsu, SpeedX and Better Trucks. This indicates a diversifying U.S. parcel market; it does not prove that every named provider serves your origin, destinations or platform.

Use regional carriers as candidates when your volume is concentrated in their footprint. Require the same invoice sample, tracking export, claims terms and service definitions that you require from national providers.

Run a controlled pilot before shifting volume

  1. Choose the sample. Select matched lanes and parcel cohorts that represent normal volume, high-cost exceptions and peak-season risk.
  2. Set acceptance criteria. Define maximum landed cost, minimum on-time result, scan completeness, claim response time, return cost and warehouse touch count.
  3. Negotiate comparable terms. Obtain written rate sheets, discounts, accessorial schedules, dimensional rules, pickup commitments and protection limits.
  4. Integrate in a test environment. Print labels, transmit manifests, receive tracking events, create a return and export billing data before live volume.
  5. Split volume deliberately. Keep a control carrier and assign the pilot carrier a defined share by lane or parcel cohort. Do not mix services within a cohort without recording the reason.
  6. Review matched results. Compare billed invoices, acceptance-to-delivery time, promised-versus-actual performance, exception causes, support contacts, returns and claims.
  7. Decide by lane. Award volume where the carrier meets the weighted scorecard, and keep a fallback for outages, capacity constraints or remote-area exceptions.

Common comparison mistakes and how to correct them

Choosing the lowest base rate

Symptom: the quote looks cheap but invoices are higher. Correction: rate the actual dimensions and add every accessorial, discount condition and return charge.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Comparing incompatible performance percentages

Symptom: one provider reports a quarterly category result while another reports a peak-season average. Correction: align category, clock start, destination, period and on-time definition, or label the figures as context rather than ranking them.

Ignoring the final-mile partner

Symptom: linehaul tracking is excellent but the recipient sees a gap before delivery. Correction: map every handoff, customer-facing tracking number, exception owner and claim route.

Assuming coverage from a national footprint

Symptom: rural or remote orders receive longer estimates or unexpected fees. Correction: test representative ZIP Codes and maintain a remote-area cohort.

Overlooking implementation labor

Symptom: transportation savings are consumed by manual labels, reconciliation and support contacts. Correction: price warehouse minutes, integration work, training and ongoing exception handling.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Moving all volume at once

Symptom: a new carrier issue affects every customer simultaneously. Correction: pilot by lane, retain a control service and define rollback triggers before launch.

A practical decision rule

Select the carrier or mix of carriers that meets your minimum service and protection requirements at the lowest verified total cost for each important lane and parcel cohort. If two options are close on cost, prefer the one with clearer scans, simpler returns, fewer handoffs or lower operational effort. Recalculate the scorecard when your packaging, destinations, negotiated terms or seasonal volume changes; no carrier is permanently cheapest or universally most reliable.
