How to Compare Landed Costs When Choosing an Overseas Manufacturer

By Freedom251 Team · · 10 min read

The lowest factory quote is rarely the lowest cost per saleable unit. To compare overseas manufacturers fairly, convert every offer to an estimated landed cost at the same destination, for the same specification and quantity, in the same currency. Include product value, packing, origin charges, freight, insurance, duty, taxes, brokerage, port handling and final delivery, then divide by the number of usable units that actually arrive.

The International Trade Administration (ITA), U.S. Department of Commerce, defines landed cost as “the total price of a product once it has arrived at the buyer’s doorstep.” Treat the result as an estimate until classification, origin eligibility, rates, transport charges and tax treatment are verified for your shipment.

What landed cost means in a manufacturer comparison

A supplier’s unit price covers only the charges shown on that supplier’s invoice. A landed-cost comparison follows the product through the entire route to a defined point, such as your warehouse or a designated receiving location. The comparison point must be identical for every offer; otherwise one quote may stop at the factory while another includes delivery to your door.

For each supplier, calculate the shipment total required to receive usable goods:

Estimated landed cost per saleable unit = (product value + packing and transaction charges + origin costs + international freight + insurance + import duty + import taxes + customs, port, carrier and delivery fees) ÷ saleable units delivered.

“Saleable units” means units you can actually sell after transit. If quantities differ because of samples, damage allowances or packaging configuration, do not divide by the ordered quantity automatically.

Set a common comparison before requesting numbers

Lock the product specification

Send each manufacturer the same bill of materials, dimensions, materials, tolerances, labeling, certifications, packaging and quality standard. A cheaper quote for a thinner material or fewer accessories is not a cheaper landed cost for the same product. State whether tooling, molds, artwork, testing and special packaging are one-time charges or recurring charges.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the same quantity and shipment assumptions

Record order quantity, carton count, gross and chargeable weight, dimensions, palletization, planned ship date and delivery mode. Freight can change sharply with volume, season and whether a carrier bills by actual or dimensional weight. Ask suppliers to identify minimum-order quantities and any split-shipment assumptions.

Choose one delivery point

Write the destination in full, including country, postal code and, where relevant, port, airport or warehouse. “Delivered” is not precise enough without a named place. A quote ending at an export port cannot be compared directly with one ending at your receiving dock.

Fix currency and quote date

Keep the supplier’s original currency and convert all offers using one stated exchange-rate source and date. Record the quote date because freight, fuel surcharges, exchange rates, tariffs and taxes can move before shipment. Show the converted amount beside the original rather than hiding currency risk in a single number.

Build an itemized landed-cost worksheet

Create one row per supplier and one column for every cost component. Ask the supplier, freight forwarder or customs broker to provide a value for each line. An omitted line is not proof that the charge is zero.

Cost line What to capture Verification question
Product invoice value Unit price, quantity, total and currency Does the price cover the exact specification and agreed quantity?
Packing and transaction charges Buyer-paid packaging, tooling, assists or other charges connected with the transaction Could customs require any charge to be considered in the transaction value?
Origin transport Factory-to-port or factory-to-terminal movement Is pickup included under the stated term?
Export clearance Export documents, filing and origin handling Which party prepares and pays for export clearance?
Origin port handling Terminal, documentation and handling fees before loading Are origin terminal charges included or billed separately?
International freight Ocean, air, rail or multimodal freight, including surcharges What route, service level and validity period does the quote assume?
Cargo insurance Premium, insured value, exclusions and deductible What coverage applies and when does risk transfer?
Import duty Estimated duty based on product classification, origin and destination treatment Has the HS classification and preferential eligibility been verified?
Import VAT, GST or other taxes Rate, tax base, payer and cash timing Is the tax recoverable for your business, and under what local rules?
Customs brokerage Entry preparation, disbursement and additional-entry fees What does the broker charge, and who pays it?
Destination port and carrier fees Terminal handling, storage, delivery-order and carrier charges How long is free time, and what triggers storage or demurrage?
Inland delivery Port, airport or terminal to the named receiving point Is appointment, liftgate or residential delivery required?
Other necessary fees Inspection, permits, security, special handling or correction charges What exclusions appear in the quote’s terms?

Keep recoverable tax treatment explicit. Whether VAT or GST is recoverable, and when cash is paid, depends on the buyer’s jurisdiction, registration and accounting position; there is no universal rule. Present the tax amount, the expected cash outlay and any recoverability assumption as separate fields.

Normalize Incoterms instead of comparing labels

Incoterms allocate specified delivery responsibilities, costs and risks. Department of Commerce guidance identifies shipment, insurance, documentation, customs clearance and related logistics activities among the responsibilities they address. Always record the exact rule and its named place, such as the port, terminal or destination facility.

Two offers with the same unit price can therefore contain very different services. A term that ends at the seller’s premises leaves more transport and clearance work for the buyer than a term that names the buyer’s destination. Your worksheet should add a comparable estimate for every service excluded from a quote.

Terms you may encounter

  • EXW: Treat the factory pickup, export formalities, origin handling, international movement, import clearance and final delivery as separate questions unless the quotation expressly includes them.
  • FOB: Confirm exactly which origin charges and loading point are included, then add freight, insurance, import charges and delivery to the common destination.
  • CIF: Confirm the named destination port, included freight and insurance, and all charges after arrival. CIF does not automatically mean delivery to your warehouse.
  • DDP: Ask the supplier to itemize the import clearance, duties, taxes and final delivery it has priced, and verify who is legally able to act as importer in the destination market.

These labels do not by themselves determine customs value. HM Revenue & Customs states that the selected Incoterm does not restrict the valuation method used for customs purposes. Do not infer the duty base solely from the delivery term; confirm the applicable valuation rules for the product and destination.

CIF requires separate insurance and risk checks

Under the HMRC explanation cited for CIF, the seller must arrange insurance but only minimum cover is required. Risk transfers to the buyer when the goods are on board the vessel. Compare the policy’s scope, exclusions, deductible and insured value—not just the premium—and identify the precise point at which loss or damage becomes your risk.

Estimate duties and import taxes by destination

Duty and tax are destination-specific. Start with the product’s likely HS code, country of origin, destination country and any qualifying trade preference. Then verify the rate and the tax base for the actual shipment. The Department of Commerce cautions that tariffs and taxes can change and that a broker or shipping company may add charges.

  1. Describe the goods accurately. Use material, function, composition, dimensions and intended use; classification should not be based only on a marketing name.
  2. Confirm the HS classification. Ask a broker or the relevant customs authority to review the code when the financial impact is material.
  3. Check origin rules. A factory location is not always the same as the origin used for preferential treatment. Verify qualifying processing and documentation.
  4. Identify the valuation base. Determine which product, freight, insurance, assists or other amounts enter the customs calculation under the destination’s rules.
  5. Calculate duty and tax separately. Show the rate, base and arithmetic so a changed assumption can be updated without rebuilding the worksheet.
  6. Record uncertainty. Mark rates, classifications and preference claims as estimates until confirmed for the transaction.

Illustrative calculation from official guidance

The ITA’s worked example uses a $10,000 product invoice, $1,000 insurance and $2,500 freight, producing a $13,500 CIF value. Under its assumptions, a 5% tariff is $675. It then applies an assumed 19% VAT to CIF plus duty, calculating $2,693.25 VAT and a $16,868.25 total. A separate assumed 0% preferential-tariff scenario produces $16,065.

Show a range when important inputs are unsettled

A single precise-looking number can conceal the largest risks. Build at least a base case and a sensitivity case whenever freight, duty, tax treatment or destination charges are not confirmed.

Base case

Use the most supportable freight quote, the currently verified classification assumption, the stated insurance and the broker’s best estimate of clearance and delivery fees. Label every unconfirmed value.

Higher-cost case

Recalculate with the plausible higher freight quote, a non-preferential duty rate where eligibility is uncertain, additional destination handling and any tax cash requirement. The purpose is not to invent a worst case, but to expose the result if a documented assumption fails.

Decision threshold

Set the maximum landed cost per saleable unit your margin can support. Reject or renegotiate an offer when its higher-cost case exceeds that threshold, even if its factory price is lowest. Keep lead time and transport mode beside the cost because a lower cash total may carry a materially longer or less predictable transit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare more than the final number

Use a decision sheet with these columns for each supplier:

  • Estimated landed cost per saleable unit at the common destination.
  • Quote completeness: itemized included charges, exclusions and validity period.
  • Confidence level for classification, origin, tariff, tax and freight assumptions.
  • Transport mode, estimated transit time and lead-time commitment.
  • Exact Incoterm and named place.
  • Party responsible for export clearance, import clearance, duties, taxes and delivery.
  • Insurance coverage and risk-transfer point.
  • Sensitivity to freight, tariff and tax changes.

Keep delivery modes and lead times separate rather than implying that the cheapest estimated cash total is automatically the best offer. A supplier with a slightly higher landed cost may provide a documented breakdown and a more reliable schedule, reducing the chance of an unexpected bill or stockout.

A practical quote-normalization workflow

  1. Send a standardized request. Include specification, quantity, packaging, destination, currency preference, required ship window and requested Incoterm options.
  2. Capture the quote exactly. Save unit price, total price, currency, quote date, Incoterm, named place, validity and every exclusion.
  3. Ask for an inclusion schedule. Require yes-or-no answers for origin pickup, export clearance, port handling, freight, insurance, import clearance, duty, tax and final delivery.
  4. Obtain independent estimates for gaps. Ask a forwarder or broker for comparable freight, insurance, customs and delivery assumptions. Do not convert an absent line to zero.
  5. Verify classification and origin. Document the HS-code rationale, origin evidence and any preference conditions.
  6. Convert currencies. State the exchange-rate source and date, and preserve original amounts.
  7. Calculate shipment total and unit cost. Divide by saleable units delivered, not merely units ordered.
  8. Run sensitivity cases. Change the uncertain inputs one at a time and together to see which assumption drives the result.
  9. Confirm before placing the order. Revalidate rates, freight validity, insurance, broker fees and delivery appointments close to shipment.

Common comparison mistakes and fixes

Treating an omitted charge as zero

Problem: A quote lists only the factory price, so the spreadsheet shows no origin or destination charges.

Fix: Add a line marked as an estimate and obtain a forwarder or broker figure. Keep the estimate visible until replaced by a confirmed amount.

Comparing different delivery points

Problem: One offer ends at the export port while another reaches your warehouse.

Fix: Add every leg needed to bring both offers to the same named destination.

Assuming Incoterm equals customs value

Problem: The buyer uses CIF, FOB or DDP wording as a shortcut for the duty base.

Fix: Apply the destination’s customs valuation method independently; Incoterms allocate responsibilities but do not settle valuation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Accepting minimum CIF insurance without review

Problem: The buyer sees “insurance included” and assumes full protection.

Fix: Request the policy terms, insured value, exclusions and deductible, and record the on-board risk-transfer point.

Using a stale tariff or freight quote

Problem: A historical rate is carried into a new shipment.

Fix: Add quote dates, validity windows and a refresh checkpoint before booking. Tariffs, preferential treatment, taxes, freight and carrier charges are volatile.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring tax cash flow

Problem: A supposedly recoverable tax is omitted from the cash needed at import.

Fix: Show tax charged at import, expected recovery and timing as separate fields based on your jurisdiction and accounting status.

Dividing by ordered units instead of usable units

Problem: Damaged, rejected or non-saleable units dilute the apparent cost.

Fix: Use the quantity expected to arrive in saleable condition and state the quality assumption.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When to involve a broker or freight forwarder

Use a customs broker or freight forwarder when classification is uncertain, the shipment has multiple legs, the destination’s tax rules are complex, or an error would materially affect margin. The Department of Commerce notes that buyers can discuss duty and tax payment options with a broker or forwarder, while also warning that either may add charges. Request an itemized quote, identify disbursement fees and confirm whether the estimate includes destination handling and final delivery.

What a defensible comparison file contains

  • The identical product specification sent to every supplier.
  • Supplier quotes in original currency with quote dates and validity.
  • Exact Incoterm and named place for every offer.
  • Quantity, packaging, carton and weight assumptions.
  • Separate product, origin, freight, insurance, import and delivery lines.
  • HS classification, origin and preference assumptions with verification status.
  • Exchange-rate source and conversion date.
  • Base and sensitivity calculations.
  • Tax recoverability and cash-timing assumptions.
  • Broker, carrier and forwarder estimates, including exclusions.
  • The final estimated landed cost per saleable unit and the conditions that could change it.

How to choose between close offers

When two suppliers are within your acceptable cost range, prefer the offer whose assumptions are easiest to verify and whose responsibilities are unambiguous. Examine the completeness of the breakdown, confidence in duty and tax inputs, insurance quality, transit time and risk allocation. A low factory price should not win if the offer depends on unidentified charges or an unverified preferential rate.

Refresh the comparison immediately before committing funds. The ITA warns that rates can change and that brokers or shipping companies may add charges; HMRC’s guidance on Incoterms and customs valuation was updated April 14, 2026. Treat every total as a transaction estimate tied to a particular product, route, destination and date.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
