The reliable way to compare infrastructure and construction companies is to normalize three things before ranking anyone: what each company counts as its order book, which profit measure and period produces its margin, and how net debt or net cash is defined. Only then should you judge backlog quality, profitability, and financial resilience together.

A reported order book shows potential future workload, not guaranteed revenue or profit. A high margin may reflect mix or a one-off gain. A low year-end net-debt figure can hide heavy borrowing or working-capital needs during the year. The framework below turns those headline numbers into a comparable, decision-ready analysis.

Why headline comparisons fail

Infrastructure groups do not publish one universal, cross-jurisdiction definition of “order book.” One issuer may include only signed contracts; another may show framework opportunities, preferred-bidder work, or awards awaiting financial close in a separate opportunity figure. Contract duration, cancellation rights, joint ventures, and the point at which an award enters backlog also vary.

Margins are equally easy to misread. “Operating margin” might mean statutory EBIT divided by revenue, adjusted operating profit divided by revenue, or a segment measure that excludes central costs. A company can report a strong current margin while its newly won projects carry lower expected profitability. Debt can be presented as net debt, net cash, or a lease-adjusted figure, and a period-end balance is not the same as the average balance used through the year.

Use a common template, retain every definition beside its number, and investigate differences rather than forcing false precision.

Step 1: Put every company on the same reporting footing

Before comparing a single metric, create a header for each issuer with the fields below. If a field is unavailable, mark it as “not stated” rather than inferring it.

Field What to record Why it matters
Reporting period Fiscal year or quarter, end date, and whether the period is 12 months A June year-end and a December year-end describe different economic windows.
Currency and scale Currency, millions or billions, and any constant-currency presentation Currency conversion can create apparent growth or decline that is not operational.
Scope Group, construction segment, infrastructure segment, or continuing operations Segment figures are not comparable with whole-group figures.
Revenue denominator Reported revenue for the same scope and period used in a margin or coverage calculation Mixing segment backlog with group revenue distorts ratios.
Accounting basis Statutory, adjusted, underlying, or management-defined measure Adjustments can remove real costs or unusual items; the labels are not interchangeable.
Balance-sheet date The exact date for cash, debt, leases, and liquidity Construction working capital can move sharply around a reporting date.

Do not convert currencies and then present the results as if they were reported on the same basis. State the conversion date and rate if you make a conversion, or keep the original currencies and compare percentages and definitions instead.

Step 2: Test whether the order book is high quality

Read the issuer’s definition first

Copy the company’s own definition into your worksheet. Note whether order book means signed, legally enforceable work; awarded work subject to conditions; or management’s estimate of expected revenue from a broader pipeline. Use the wording “reported order book” or “company-defined backlog” when definitions differ.

Ferrovial’s 2025 Construction order book was EUR 17.4 billion at 31 December 2025, while approximately EUR 2.5 billion of pre-awarded contracts or contracts pending commercial or financial agreement was excluded. That exclusion makes the EUR 17.4 billion figure more specific than the wider opportunity set, but it also shows why the excluded amount must not be silently added to backlog. See the company’s 2025 Form 20-F.

Separate firm awards from conditional work

Classify each disclosed amount into at least four buckets:

  • Signed and effective: contract is executed and the company has a realistic right to perform and bill.
  • Awarded but conditional: preferred bidder, notice to proceed, financing, permits, or other conditions remain.
  • Framework or call-off capacity: a purchasing arrangement creates access to work but does not guarantee the headline value.
  • Pipeline or opportunity: management’s addressable market, tender prospects, or bids not yet awarded.

Keep these buckets separate in both tables and charts. A framework opportunity can be commercially valuable without being equivalent to firm backlog.

Measure coverage without treating it as a forecast

Order-book coverage is commonly calculated as order book divided by annual revenue. It can indicate how much reported work is visible relative to the current run rate, but it is not a revenue forecast. Long projects may recognize revenue slowly; cancellations, claims, inflation, design changes, and client delays can alter timing. Do not rank companies by the raw ratio unless periods, scope, currency, and definitions are sufficiently aligned.

Ask management for the expected conversion horizon: how much backlog is scheduled for the next 12 months, the following 12–24 months, and later. If only a multi-year total is disclosed, state that the timing is not stated rather than assuming even conversion.

Check concentration by customer, project, sector, and geography

Large backlog concentrated in one megaproject or public authority can be less resilient than a smaller, diversified book. Record the largest contract, largest customer, public- versus private-sector share, principal countries, and segment split. Ferrovial reported that public-sector clients represented 84% of its 2025 construction order book, a useful concentration fact even though public-sector exposure can have different credit and cycle characteristics from private work.

Look for contract-specific risks: fixed-price exposure, target-cost pain/gain share, inflation indexation, liquidated damages, design responsibility, and joint-venture accounting. A backlog number without these terms says little about downside risk.

Compare expected project margin with realized margin

Some issuers disclose a pre-calculated or expected margin on the order book. Treat it as management’s estimate, not profit already earned. Compare it with margins recognized on completed or substantially delivered projects and investigate changes in estimates.

Implenia said its pre-calculated order-book project margin increased from 7.3% at the end of 2024 to 7.8% at the end of 2025, and that the larger order book should support revenue growth from 2027 onward. Those are management-reported estimates and outlook, not realized future performance; the company presents the figures in its 2025 key figures and 2025 Annual Report.

Use an order-book quality checklist

  • Definition and scope are quoted verbatim or summarized precisely.
  • Signed work is separated from pending awards, frameworks, and pipeline.
  • Conversion by year or quarter is disclosed, or explicitly marked not stated.
  • Largest contracts, customers, sectors, and countries are identified.
  • Expected project margin is labeled as an estimate.
  • Cancellation, variation, inflation, and delivery risks are described.

Step 3: Compare margins on the same basis

Choose the operating-profit measure

For a clean peer table, show statutory operating profit (often EBIT) and adjusted or underlying operating profit in separate columns. Never call an adjusted figure “EBIT” unless the issuer does so and the definition matches. Put the denominator next to every percentage: operating profit divided by reported revenue for the same scope and period.

Measure Use Question to ask
Statutory operating profit/EBIT Shows the accounting result under the reporting standard What unusual gains, impairments, restructuring, or project provisions affected it?
Adjusted operating profit Helps isolate management’s recurring view Are excluded items genuinely non-recurring, or do similar costs recur every year?
Segment operating margin Reveals economics by business line Are central costs, leases, and eliminations allocated consistently?
Order-book or pre-calculated project margin Indicates expected profitability of future work How has it compared with margins ultimately realized?

Keep scope and period aligned

A construction-segment margin should be compared with another construction-segment margin, not with a diversified group margin containing property, concessions, or services. Match fiscal years or explain the mismatch. If one company reports a 52-week year and another a 53-week year, note the calendar effect.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Analyze the trend, not one year

Build at least a three-year series where filings permit. A rising margin may reflect better bidding, productivity, claims resolution, or a temporary mix of high-margin projects. A falling margin can signal cost inflation, underpriced tenders, delays, or provisions on legacy contracts. Compare the direction of reported margin with order-book margin: a widening gap deserves investigation.

Disaggregate mix and execution

Margins differ structurally between civil engineering, buildings, maintenance, concessions, and professional services. Buildings may carry different risk and working-capital profiles from civil works; a shift toward one segment can move the group margin without any change in execution quality. Analyze segment revenue, segment profit, geography, and project stage before attributing a margin change to management skill.

Project margins are estimates until work is delivered. Track revisions, provisions, and claims. A high expected margin on new awards does not offset evidence of cost overruns on the existing book.

Step 4: Analyze debt, cash generation, and resilience

Define net debt precisely

Write the formula used by each company. A basic version is interest-bearing borrowings minus unrestricted cash and cash equivalents. Then identify whether the issuer includes:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Lease liabilities;
  • Restricted or trapped cash;
  • Project-company or non-recourse debt;
  • Overdrafts and short-term borrowings;
  • Supplier-finance obligations or similar arrangements.

Do not compare a lease-excluding net-cash figure with a lease-including net-debt figure without showing both. Implenia reported a 2025 net cash position of CHF 69.627 million excluding lease liabilities and CHF 224.071 million including lease liabilities, with balance-sheet metrics at 31 December 2025. The difference demonstrates how the definition changes the apparent position; see its Group key figures.

Use both period-end and average balances

Year-end cash can be unusually strong after milestone receipts or unusually weak after a project payment cycle. Capture the period-end balance and, if disclosed, the average monthly or quarterly balance. Kier’s FY2026 annual-report page reported £232.4 million net cash at 30 June 2026 and £10.7 million average month-end net cash for the year ended that date. The two figures are not contradictory; they describe different points in the working-capital cycle. Kier also reported £4.4 billion group revenue, £169.8 million adjusted operating profit, and £118.7 million operating profit for FY2026 in its annual-report page.

Test liquidity and maturities

List committed revolving-credit facilities, undrawn capacity, guarantees, bonding lines, covenant headroom, and debt maturities. Infrastructure contractors may need liquidity to fund payroll, materials, subcontractors, retention, and claims before collecting from clients. A company with net cash can still face a liquidity squeeze if cash is restricted, held in joint ventures, or needed for large guarantees.

Reconcile cash generation

Compare operating cash flow and free cash flow with operating profit over several periods. Investigate working-capital movements, advance payments, retentions, contract assets and liabilities, capital expenditure, and one-off settlements. Free cash flow should be defined consistently; some issuers deduct lease payments, acquisitions, or exceptional items while others do not.

Debt resilience is strongest when cash generation is recurring, liquidity is ample, maturities are staggered, and project-company obligations are transparent. A single period-end net-cash number is only one observation.

Build a comparable peer scorecard

Use one row per company and retain the source date in every row. The following columns cover the minimum decision set:

Category Column
Context Reporting period and currency
Order book Definition; confirmed versus pending awards; coverage or conversion horizon
Concentration Largest contract/customer; sector and geographic mix
Profitability Reported operating margin; adjusted operating margin; order-book or pre-calculated project margin
Balance sheet Net debt/net cash definition; lease treatment; average and period-end balances
Cash and funding Free cash flow or cash conversion; liquidity; debt maturities
Business mix Segment and geography revenue and profit mix

Score quality, not just size. For example, a smaller backlog of signed, diversified work with a stable realized margin and strong cash conversion can be more attractive than a larger, concentrated opportunity pipeline.

What the current examples reveal

Company and disclosure Reported figures Analytical lesson
Implenia Group, 2025 Revenue CHF 3,474.545 million; EBIT CHF 140.457 million; EBIT margin 4.0%; order book CHF 8,467.385 million; free cash flow CHF 125.344 million. Order book included CHF 5,592.742 million Civil Engineering and CHF 2,809.936 million Buildings. Segment mix and lease treatment travel with the headline numbers. Net cash was CHF 69.627 million excluding leases and CHF 224.071 million including leases, at 31 December 2025.
Kier Group plc, FY2026 Revenue £4.4 billion; adjusted operating profit £169.8 million; operating profit £118.7 million; order book £11.9 billion; net cash £232.4 million at 30 June; average month-end net cash £10.7 million. Adjusted and statutory profit differ materially, and average cash gives a more cautious view than the year-end balance.
Ferrovial SE, 2025 Construction Order book EUR 17.4 billion at 31 December 2025; approximately EUR 2.5 billion of pre-awarded or pending items excluded; public-sector clients 84% of order book. A stated exclusion prevents opportunity value from being mistaken for firm backlog, while customer type highlights concentration.
Ferrovial SE, FY2025 integrated report Construction revenue EUR 7,653 million; adjusted EBIT EUR 352 million; adjusted EBIT margin 4.6%; order book EUR 17,438 million. Use the construction segment’s revenue and adjusted EBIT together; do not compare these directly with another issuer’s group-wide figures.

These are point-in-time issuer disclosures in different currencies, periods, scopes, and accounting presentations. They illustrate how to analyze the numbers; they do not establish a controlled ranking. Ferrovial’s integrated-report figures are available in its 2025 filing.

“With a high-quality, well-bid and commercially selective order book of £11.9bn (as at June 2026) and access to c.£200bn of framework opportunities, we are well position to deliver the UK’s long-term infrastructure ambitions.”
— Kier Group plc investor-relations page, Annual Report 2026

This is Kier’s characterization of its backlog and framework access, not independent assurance. Treat “framework opportunities” as access to potential work, separate from the £11.9 billion order book unless the company explicitly includes them.

A repeatable comparison workflow

  1. Collect primary disclosures. Download the latest annual report, results release, debt note, and order-book note for every peer. Record publication date and fiscal year-end.
  2. Normalize scope. Decide whether the comparison is group-wide or segment-specific, then remove mismatched rows from the table.
  3. Normalize order book. Record the exact definition, award stage, conversion horizon, exclusions, and concentration data.
  4. Normalize margins. Calculate statutory and adjusted operating margins from the same revenue scope. Keep project-margin estimates separate.
  5. Normalize debt. Reconcile borrowings, cash, leases, restricted cash, project debt, and the balance-sheet date. Add average balances where available.
  6. Check cash conversion. Compare free cash flow and operating cash flow with profit, explaining working-capital swings.
  7. Stress-test concentration. Ask what happens if the largest project is delayed, repriced, or cancelled, or if a key public market weakens.
  8. Write the conclusion by quality. Describe visibility, profitability, and resilience separately, then explain how they interact. Avoid a single composite score unless every input is genuinely comparable.

Red flags and how to investigate them

Backlog rises while cash falls

Check whether growth requires large advances to subcontractors, rising contract assets, delayed milestone payments, or acquisitions. A growing order book can consume cash before it produces billing.

Adjusted margin is far above statutory margin

Read every adjustment and the company’s history of repeating “exceptional” items. Recalculate the statutory margin and use it as the conservative baseline.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Expected project margin rises but realized margin does not

Review estimate-at-completion revisions, provisions, claims, and project completions. The gap may indicate optimistic bidding assumptions or a lag between award and delivery.

Net cash is strong only at year-end

Use monthly or quarterly averages, debt maturities, restricted cash, and post-year-end events. Kier’s FY2026 disclosure shows why average month-end cash can be materially lower than the 30 June balance.

Order book is dominated by one customer or country

Separate credit quality from concentration risk. Public-sector clients may be financially strong, but an 84% public-sector share, such as Ferrovial reported for its 2025 construction order book, still represents dependence on one broad customer category.

Headline opportunity value is much larger than awarded backlog

Keep frameworks, preferred-bidder positions, and pending financial close outside firm backlog unless the issuer’s definition explicitly includes them. Treat the difference as upside potential with a lower certainty level.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to state the final judgment

A defensible conclusion answers three separate questions:

  • Visibility: How much work is genuinely contracted, when can it convert, and how concentrated is it?
  • Economics: What statutory and adjusted margins are being earned, what margin is expected on new work, and are estimates being realized?
  • Resilience: Can the company fund delivery through working-capital swings, leases, guarantees, and maturities without relying on optimistic cash timing?

The strongest comparison is not “Company A has the biggest backlog.” It is a qualified statement such as: one company has more firmly awarded and diversified work; another earns a higher current margin but carries greater concentration or estimate risk; a third has lower period-end debt but weaker average liquidity. That wording preserves what the metrics can support and avoids treating backlog, margin, or debt as standalone verdicts.
