Compare the same garment’s final payable amount in each channel—not its MRP, headline discount, or pre-tax-looking sticker. Record the actual sale price, unavoidable delivery or pickup fees, eligible discounts, payment conditions, and any return cost. For packaged garments, MRP already includes applicable taxes, so do not add GST again. For current apparel classification, use the ₹2,500-per-piece breakpoint introduced in the September 2025 notification, while checking the invoice and current official schedule for the exact garment category.
Start with the price you will actually pay
A fair comparison answers one question: “What will this identical garment cost me, delivered or collected, under the terms I can actually use?” The answer is usually different from the product-page price. Online checkout may add shipping, convenience, alteration, or cash-on-delivery fees. A store may offer an immediate markdown but charge for alterations or require a paid membership for the advertised price. A card promotion may be unavailable to you or appear only after a minimum spend.
As an Amazon Associate I earn from qualifying purchases.
Use this consumer-facing formula for each seller:
Effective purchase cost = sale price after unconditional discount + unavoidable delivery, pickup, convenience, or alteration charges − discounts you are definitely eligible to receive.
Keep conditional promotions in a separate column rather than treating them as guaranteed savings. If returning the garment normally costs money, record that cost separately and calculate a “cost if returned” figure when fit or colour is uncertain.

How GST and MRP affect a garment comparison
MRP is a tax-inclusive ceiling
For a packaged commodity, the retail sale price (RSP), commonly shown as MRP, is the maximum price at which it may be sold to the consumer and is inclusive of all taxes. CBIC’s GST Rates FAQs state: “retail sale price [RSP] means the maximum price at which the commodity in packaged form may be sold to the consumer and is inclusive of all taxes.”
That means an MRP of ₹1,999 is not a ₹1,999 base to which you automatically add GST. A seller may charge less than the MRP, but should not use the MRP as a reason to add tax a second time. Compare the seller’s discounted selling price and the final bill or checkout total.
Why the invoice still matters
MRP and the tax invoice answer different questions. MRP is a packaged-goods ceiling; the invoice shows what the transaction charged and how tax was treated. When GST is itemised, retain the taxable value, tax amount, seller details, garment description, and invoice number. If tax is not shown as a separate line, the total can still be tax-inclusive; do not infer that tax was omitted merely because the display is simplified.

Transaction value is the practical comparison point
Section 15 of the Central Goods and Services Tax Act generally uses the transaction value—the price actually paid or payable—when its conditions are met. For a shopper comparing channels, this supports using the billed or checkout amount rather than attempting to reconstruct a tax base from MRP.
The current apparel threshold after September 2025
Use ₹2,500 per piece for the current breakpoint
CBIC Notification No. 9/2025-Integrated Tax (Rate), dated 17 September 2025, lists apparel in heading 61 (knitted or crocheted garments) and heading 62 (garments not knitted or crocheted). Each heading has separate entries for a sale value not exceeding ₹2,500 per piece and for a sale value exceeding ₹2,500 per piece.

The threshold is a classification boundary, not a universal GST percentage. The correct treatment still depends on the garment’s tariff heading and the value used under the operative schedule. A shirt, dress, uniform, hosiery item, or other product may require classification details that are not visible on a short product listing.
Do not reuse the old ₹1,000 example as current advice
Some CBIC FAQ material still describes the earlier ₹1,000 apparel breakpoint. It remains useful for the principle that packaged MRP includes taxes and as historical context, but it is stale for the current threshold. Use the September 2025 notification when explaining today’s ₹2,500 boundary, and verify the current rate schedule before publishing or relying on a numerical rate.

The Department of Consumer Affairs said revised GST rates took effect on 22 September 2025. For unsold pre-change packaged stock, revised stickers were optional and could not cover the original MRP. Corrected-price packaging was permitted up to 31 March 2026 or until the stock ran out, whichever came first. That transition window had ended by 13 October 2026, so a current comparison should not assume that a label is operating under the temporary arrangement.
Make the two offers genuinely like-for-like
A lower price is meaningful only when the products are equivalent. Record enough identifying information that another person could find the same item:
- Brand and seller, if shown;
- Style number, SKU, model, or catalogue code;
- Size and colour;
- Fabric or fibre composition;
- Fit, cut, sleeve or length details where relevant;
- Pack quantity, especially for socks, innerwear, or multipacks;
- Availability and estimated delivery or pickup date;
- Alteration, embroidery, or other included services.
Do not compare a single shirt with a two-pack, a different fabric blend, a clearance colour, or a different size merely because the photographs look similar. If an offline store carries only the closest alternative, label it as “similar” rather than “same” and keep the comparison separate.

Step-by-step method for comparing online and offline prices
- Choose the reference garment. Start with the exact style or SKU. If you are shopping in person, photograph or note the product code, composition, size, colour, and MRP from the tag or package.
- Check availability in both channels. A web listing that is out of stock in your size is not a usable offer. For a store, confirm that the displayed price applies to the item on the rack, not only to a different colour or size.
- Write down the listed price and MRP. Treat MRP as a ceiling reference for packaged goods. Do not calculate GST by adding a percentage to it.
- Apply unconditional discounts. Record the actual sale price that any shopper can receive without a special card, membership, coupon, or minimum basket.
- Record conditional offers separately. Note the code, required payment method, minimum spend, eligible users, expiry, one-use limit, and whether the discount appears before payment. A selected-user card offer is not the same as a universally available price.
- Add unavoidable channel charges. Include online delivery, platform or convenience fees, cash-on-delivery charges, packaging fees, and paid pickup. In a shop, include mandatory alteration, tailoring, or service charges.
- Check whether the charge changes with quantity. Free shipping may require a basket threshold. Allocate a shared delivery fee consistently—for example, divide it across the garments only when you would have bought all of them together.
- Calculate the checkout or till total. Use the amount shown immediately before payment online, or the printed bill at the store. Capture a screenshot or keep the receipt because promotions and stock can change.
- Read return and exchange terms. Record return shipping, pickup fees, restocking deductions, final-sale exclusions, exchange-only rules, and the deadline. A ₹200 lower price can disappear if a paid return is likely.
- Inspect the invoice. Confirm the garment description, quantity, seller identity, discounts, total, and any separately itemised GST. If a tax line is present, make sure it corresponds to the item and not to an unrelated service.
What to capture in an online listing
- Product-page price and crossed-out MRP;
- Size-specific or colour-specific price differences;
- Delivery charge for your exact postcode;
- Estimated arrival date and any paid faster-delivery option;
- Coupon field, payment offer, wallet credit, or bank promotion;
- Minimum cart value and whether shipping becomes free only after adding other items;
- Return pickup charge, reverse shipping deduction, and non-returnable categories;
- Final total on the payment page.
Do not rely on a banner saying “up to” a percentage off. Open the offer terms and test the exact size, colour, quantity, and payment method you intend to use. If the offer is funded by a later bank reward rather than an immediate reduction, show the checkout total first and the potential reward as a separate benefit.

- Price tag, MRP, and any shelf or window promotion;
- Whether the promotion applies at the till or requires a loyalty account;
- Alteration, stitching, gift-wrap, or other mandatory service charges;
- Payment-specific discounts and their qualifying cards or wallets;
- Exchange period, refund method, and sale-item exclusions;
- Printed bill with item description, discounts, and tax details.
Ask the cashier to confirm the final amount before paying. A shelf tag can be out of date, attached to the wrong size, or subject to a promotion that ended. Keep the receipt and, where permitted, a photo of the displayed price if the till total differs.
Use a comparison table instead of a headline discount
| Field | Online seller | Offline store |
|---|---|---|
| Exact garment identifier | SKU/style, size, colour, composition | SKU/style, size, colour, composition |
| MRP | Packaged-goods ceiling reference | Tag or package ceiling reference |
| Unconditional sale price | Price before conditional offers | Till price available to any shopper |
| Conditional discount | Coupon, card, membership, minimum basket | Card, loyalty, or event promotion |
| Mandatory charges | Delivery, convenience, COD, alteration | Alteration or other required service |
| Final payable total | Payment-page amount | Printed-bill amount |
| Return cost | Pickup, shipping, restocking, exclusions | Refund or exchange restrictions |
| Invoice evidence | Downloaded invoice or order receipt | Printed or electronic bill |
For a multi-item basket, state whether the total is for one garment or the whole order. A free-shipping threshold, bundle discount, or “buy two” offer can make the per-piece price change with quantity.
Worked example with illustrative numbers
The following numbers are hypothetical and demonstrate the method; they are not a live price claim. Suppose the same ₹2,399-MRP jacket is listed online for ₹1,899 with ₹99 delivery. A card offer reduces the payment by ₹150 only for eligible cardholders. The store sells it for ₹1,999, offers no delivery charge, and provides a ₹100 alteration service that you do not need.
| Calculation | Online | Store |
|---|---|---|
| Unconditional sale price | ₹1,899 | ₹1,999 |
| Mandatory charges | ₹99 delivery | ₹0 |
| Guaranteed total before conditional offer | ₹1,998 | ₹1,999 |
| Eligible card offer | −₹150, only for qualifying cardholders | Not stated |
| Total for an eligible online shopper | ₹1,848 | ₹1,999 |
For a shopper without the qualifying card, the two channels are effectively tied, despite the online listing appearing ₹100 cheaper. The MRP is not added to either total, and no extra GST calculation is needed simply because the MRP is shown.

How the ₹2,500 boundary changes your checklist
When the garment’s relevant sale value is near ₹2,500, preserve the exact per-piece price and classification in your notes. A discount can move an item from one side of the boundary to the other, and a multipack may require a per-piece or product-specific analysis. Do not assume that the same treatment applies to fabric sold by length, accessories, footwear, or another textile product; those products may fall under different headings.

If you need to state a numerical GST rate in a buying guide, first verify the operative schedule for the garment’s heading and sale value. The available notification extract establishes the two ₹2,500 entries but does not, by itself, establish every adjacent numerical rate. Omitting an unsupported rate is more accurate than repeating the superseded ₹1,000-era figure.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Return costs can reverse the apparent bargain
Price comparison should include the possibility that the garment does not fit or match its description. Record:
- Whether returns are allowed or only exchanges;
- The return window and condition requirements;
- Who pays reverse shipping;
- Any pickup, restocking, convenience, or handling deduction;
- Whether the original delivery fee is refunded;
- Final-sale, altered, personalised, hygiene, or clearance exclusions;
- Refund method and expected processing time.
For a high-risk fit purchase, calculate a second figure: purchase total plus the return charge if you need to send it back. Do not call this the normal price; label it as the potential return-adjusted cost.

Adding GST to MRP
Mistake: treating the printed MRP as a pre-tax amount. Fix: use MRP as the tax-inclusive maximum for packaged goods and compare the billed total.
Using the old ₹1,000 threshold
Mistake: quoting an old FAQ example as the current apparel breakpoint. Fix: use the September 2025 notification’s ₹2,500-per-piece entries for headings 61 and 62.

When a seller’s tax treatment looks unclear
- Ask for the invoice before leaving the store or download it from the order page.
- Check that the seller name, address or registration details where shown, item description, quantity, discounts, and total are present.
- Look for a separately stated GST amount, but do not assume a missing tax line means the total is tax-exclusive.
- Compare the invoice total with the amount actually charged to your card, wallet, or cash.
- If the garment is close to ₹2,500, ask the seller which classification and sale value were used rather than applying a rate from an old article.
For a business purchase requiring input-tax documentation, consumer price comparison is not enough; obtain professional tax advice and confirm the invoice requirements for that transaction.
How to keep a comparison accurate over time
Record the date and time, seller, stock status, size, colour, checkout location, promotion terms, and return policy. Online prices and delivery charges can change within hours; store promotions can end without the product page changing. Recheck the official GST schedule when the government changes rates or classifications. The Consumer Affairs Ministry’s 18 September 2025 release illustrates why dates matter: the revised rates were effective from 22 September 2025, while the packaging transition had its own end date.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesFor a published guide, distinguish a general method from a dated example. State the observation date for any price, identify whether it is a one-time promotion, and avoid presenting a seller’s temporary offer as a permanent market price.
A practical decision rule
- Choose the lower guaranteed final total when the garments, availability, and return terms are equivalent.
- Choose the slightly higher total when in-person fitting, immediate possession, easy exchange, or avoided return shipping has real value to you.
- Use a conditional discount only when you satisfy its payment, membership, quantity, and timing requirements.
- Escalate a tax question to the current notification and invoice when the product is near the ₹2,500 boundary or its classification is uncertain.
The reliable comparison is therefore not “online versus offline” in the abstract. It is the same garment, under the same conditions, measured at the moment of payment, with MRP treated as a tax-inclusive ceiling and GST classification checked against the current rules.
