How to Compare Electricity Plans by Rates, Fees, and Renewable Energy Mix

The best electricity plan is the one with the lowest total cost for your household and acceptable contract and renewable-energy terms—not necessarily the offer with the smallest advertised cents-per-kilowatt-hour number. First confirm that your address can choose a supplier. Then model your actual usage, add supply, delivery, taxes and every recurring or one-time fee, check whether the rate can change, and compare renewable percentage, resources, location and REC treatment on the same basis.

Availability, regulated delivery charges, taxes, disclosure rules and cancellation rights vary by state and utility. Verify every offer with your distribution utility or state regulator before enrolling.

Start by confirming that supplier choice exists at your address

Electricity shopping is local. Some U.S. customers may select a competitive supplier, while others receive supply from a regulated utility or a municipal, cooperative or government-operated system. The U.S. Energy Information Administration explains where retail choice operates, but eligibility can differ within a state and by utility territory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Find the distribution utility named on your bill. It owns or operates the local wires and meter.
  2. Ask the utility or state public utility commission whether the service address may select another supplier.
  3. Use the regulator’s or utility’s official comparison list, if one exists, rather than an unsolicited phone or door-to-door offer.
  4. Check whether the program is opt-in or opt-out and whether residential and commercial customers follow different rules.

Choosing a supplier normally changes the supply portion, not the local delivery network. EIA states: “Regardless of the electricity supplier, the distribution utility delivers the contracted electricity to a customer’s meter and charges for that service.” Outage reporting and many delivery questions therefore remain with the distribution utility even after a switch.

Texas illustrates why geography matters: customers connected to the ERCOT-managed grid are required to select a provider, but that rule should not be generalized to other states. An EPA agency page says 18 states and Washington, D.C. have introduced retail choice; the page includes residential and/or commercial programs, notes that some markets are only partially restructured, and does not provide a reconciled nationwide count for every customer class.

Use your own usage, not an advertised average

Collect 12 months of kilowatt-hour (kWh) usage if possible. A recent bill is better than a generic household estimate, and a full year reveals seasonal air-conditioning or heating loads. Record the billing-period kWh, number of days, and any separate peak, off-peak or tier quantities.

The EIA warns that an average delivered retail price is not an individual plan quote. Its average includes generation, transmission, distribution, taxes and fees, while an itemized rate applies to particular services and can vary by customer class, amount consumed and time of use. Use averages for context only; use the offer and local tariff to estimate your bill.

Separate supply from delivery

For each offer, identify which number covers generation or supply and which charges come from the utility for transmission and distribution. A supplier’s generation-only rate cannot be compared directly with a competitor’s all-in rate. Delivery charges may be regulated and may remain unchanged when the supplier changes.

Calculate a fixed-rate offer

For a simple fixed supply rate, calculate:

Estimated bill = (monthly kWh × supply rate) + fixed monthly charges + delivery charges + applicable taxes and fees

Use the same kWh profile for every offer. If delivery or taxes are expressed per kWh, include them in the multiplication; if they are fixed or percentage charges, apply them separately according to the tariff or contract.

Model tiers, minimums and time-of-use periods

Do not multiply total monthly usage by one headline rate when the offer has thresholds. Calculate each block separately:

  • Tiered pricing: apply the first rate to kWh in the first tier, then the next rate to usage above that threshold.
  • Minimum-use rules: determine whether falling below a threshold triggers a charge or forfeits a credit.
  • Time-of-use pricing: allocate your kWh to the stated peak, shoulder and off-peak periods, including weekends and seasonal calendars.
  • Demand or capacity charges: if the tariff includes them, use the stated demand measurement rather than treating the bill as energy-only.

Run at least three scenarios—low, normal and high usage—when a plan has tiers, minimums or variable pricing. A plan that wins at one consumption level can lose at another.

Illustrative calculation

Suppose a contract states a fixed supply rate of 12 cents per kWh and a $10 monthly supplier charge. For a 700-kWh month, supply would be 700 × $0.12 = $84, before the $10 charge, delivery, taxes and any other applicable fees. Repeat that calculation with the same 700 kWh for every candidate, then repeat at your low- and high-usage levels. The numbers are an illustration of the method, not a market quote.

Compare offers on the same worksheet

Copy the written Electricity Facts Label, disclosure or terms-of-service document for every candidate. Record values in one table so a low supply rate cannot hide a high fixed fee or an unfavorable renewal clause.

Comparison item What to record Why it changes the decision
Supply price Rate, unit and period; fixed or variable Determines the energy portion and future price risk
Usage rules Tiers, minimums, credits and time-of-use windows Changes the effective rate at your actual pattern
Delivery Utility delivery, transmission and distribution charges Often remains payable regardless of supplier
Recurring fees Monthly base, membership, paper-bill or payment fees Can outweigh a small per-kWh discount, especially at low usage
Taxes and other charges State, local and contract-specific charges Needed for an all-in estimate
Contract term Start date, end date and renewal mechanism Defines how long the quoted terms apply
Exit terms Early termination, move-out and cancellation rules Limits flexibility if circumstances change
Credit and deposit Deposit amount, refund conditions and late fees Affects upfront cash and payment risk
Renewable attributes Percentage, resources, geography and REC treatment Shows what the environmental claim actually represents
Support responsibility Who handles billing disputes, outages and complaints Prevents confusion after enrollment

Understand fixed, variable and introductory rates

Fixed rates

A fixed supply rate stays unchanged for the stated contract period, although regulated delivery charges, taxes or explicitly permitted pass-through items can still change. Confirm exactly which components are fixed and whether the rate applies for the entire term or only an introductory period.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Variable rates

A variable rate can change under the contract’s formula or at the supplier’s discretion. Read the notice method, frequency, index or other adjustment language, and whether the supplier may change the rate without allowing cancellation. Model a range of possible bills rather than treating the first month’s price as a promise.

Introductory prices and renewals

Write down when a promotional period ends and what rate applies afterward. Check whether the contract renews automatically, rolls to a variable month-to-month price, or requires an affirmative choice. Set a calendar reminder before the notice or cancellation deadline.

Check every fee, deposit and customer safeguard

The Department of Energy’s consumer-protection blueprint identifies pricing method, fees, complaint procedures, contract length, supply mix and emissions as material information. It also calls out early-termination penalties, late fees and deposit policies. The blueprint is a general policy recommendation, not proof that every state uses an identical disclosure form, so rely on the actual local contract.

Questions to answer in writing

  • Is there a monthly base charge, minimum bill or paper-billing fee?
  • Is a deposit required, how is it calculated, and when is it refunded?
  • What happens if you move outside the service area?
  • What is the early-cancellation charge, and are there exceptions?
  • What late-payment, returned-payment or reconnection fees apply?
  • How and when will a price change be disclosed?
  • Who resolves a billing dispute, and which agency accepts an unresolved complaint?
  • Who maintains the wires and handles an outage?

Save the signed terms, disclosure and enrollment confirmation. If a salesperson’s promise conflicts with the written document, treat the written terms and regulator guidance as controlling until the discrepancy is resolved.

Compare renewable energy claims precisely

“Renewable” is not one standardized product. Compare the percentage, resource mix, geographic sourcing and ownership of renewable energy certificates (RECs).

Renewable percentage and resources

EPA’s competitive green-power overview gives 30%, 50% and 100% renewable content as examples of possible product levels. Those are examples, not market-wide prevalence figures. Ask whether the percentage covers all of your usage or only a stated block, and whether the resources are wind, solar, biogas or another eligible technology.

Bundled electricity and RECs

A competitive green-power product may bundle electricity and RECs and place a per-kWh premium on the bill. EPA describes contracts in this category as generally six to 36 months, although a particular offer can differ. Confirm the premium separately from the base supply rate and include it in the total-cost calculation.

Retail RECs purchased separately do not physically deliver renewable electrons to your meter. You continue receiving electricity through the grid while buying the electricity and the REC from separate entities. Ask who owns and retires the certificates, what usage they cover, and whether the supplier can substitute projects or resources during the term.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Geographic and project details

Find the balancing area, state or region where the renewable generation is located, and whether the product names a specific project or uses a broader pool. A more specific project description can make the claim easier to evaluate, but it may come with limited capacity, eligibility restrictions or a higher premium.

Know which type of green option you are buying

Product type How it works Questions to ask
Competitive supplier plan An alternate supplier sells supply in a retail-choice market; the utility generally continues delivery. What percentage is renewable, what is bundled, and what premium and term apply?
Utility green-power product The utility or default-service provider offers an optional renewable purchase, commonly with a bill premium. Is enrollment open at this address, and are resources and certificate retirement disclosed?
Community choice aggregation An aggregator procures power for participating residents while the existing utility continues transmission and distribution. Is participation opt-in or opt-out, what is the supply mix, and how can you leave?
Utility green tariff A utility may offer bundled renewable energy from a specific project under a dedicated tariff. Is the tariff limited to certain customers, does it require a longer agreement, and is capacity available?
Standalone retail RECs You buy certificates separately from the electricity delivered to the meter. Who issues and retires the RECs, what vintage and geography apply, and what usage percentage is covered?

EPA reported 62 active utility green-tariff programs approved or pending approval at more than 30 utilities in 30 states as of October 2023. That is a dated snapshot, not a current 2026 count. Such programs can have limited capacity or restrict eligibility to larger customers, so verify present availability with the utility.

Use a repeatable comparison procedure

  1. Identify the service territory. Copy the utility name, rate class and meter address from a bill.
  2. Verify shopping eligibility. Ask the utility or state regulator for the official supplier list and current enrollment rules.
  3. Build your usage profile. Enter 12 months of kWh, then define low, normal and high scenarios.
  4. Gather written offers. Obtain the Electricity Facts Label, terms of service or equivalent disclosure for each plan.
  5. Normalize units. Convert cents to dollars per kWh and separate supply, delivery, taxes and fees.
  6. Calculate each scenario. Apply tiers, time-of-use periods, minimums, fixed fees and renewable premiums exactly as written.
  7. Stress-test rate risk. For variable plans, model plausible increases and identify the notice and cancellation rules.
  8. Audit the contract. Record term, renewal, deposit, late fee, move-out rule and early-termination charge.
  9. Audit the green claim. Record renewable percentage, resources, location, REC bundling, ownership and retirement language.
  10. Check responsibilities. Confirm who bills you, who handles outages and where complaints go.
  11. Enroll only after reconciliation. Compare the enrollment confirmation with the offer and keep all documents.

How to decide when plans trade cost for renewable content

There is no universal cheapest plan. The result depends on location, service class, consumption, timing, fees and contract terms. Rank offers in two stages:

  1. Eliminate unacceptable risk. Remove plans whose renewal, variable-rate, deposit or cancellation terms do not fit your situation.
  2. Compare all-in cost among the survivors. Use your normal and high-usage scenarios, not just the advertised supply rate.
  3. Compare renewable attributes. Among plans within your acceptable cost range, prefer the renewable percentage, resource mix, geography and certificate treatment that match your goal.

If a renewable plan has a per-kWh premium, multiply that premium by your actual annual usage and add any base fee. This gives the annual cost of the environmental attribute instead of hiding it inside a headline percentage.

Common mistakes and how to avoid them

Choosing the smallest cents-per-kWh number

Why it fails: The number may exclude delivery, a monthly fee, taxes, a minimum-use charge or a short introductory period.

Fix: Recalculate the complete bill at the same usage profile for every offer.

Comparing different usage assumptions

Why it fails: One plan may quote a low-use example while another uses a higher tier or a different time pattern.

Fix: Apply your own monthly and annual kWh to every plan.

Treating an average retail price as a quote

Why it fails: EIA averages combine delivered costs across customers and locations; they are not the tariff for your meter.

Fix: Use your bill and the local tariff for the estimate.

Assuming “100% renewable” means renewable electricity physically enters your home

Why it fails: Grid electricity is pooled, and a claim may refer to bundled or separately purchased RECs.

Fix: Read the percentage, certificate ownership and retirement language.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring the end of the contract

Why it fails: An attractive fixed or introductory rate can roll to a variable price after expiration.

Fix: Record the renewal rule and set a reminder before the decision deadline.

Expecting a new supplier to repair an outage

Why it fails: Delivery is generally still the distribution utility’s responsibility.

Fix: Keep the utility’s outage number and supplier’s billing-support contact separate.

Questions to ask before you switch

  • Can this exact address enroll, and is the program opt-in or opt-out?
  • What is the estimated all-in bill at my low, normal and high usage?
  • Which charges are fixed, and which can change?
  • What happens at renewal?
  • What will I pay to cancel, move or leave after a missed deadline?
  • Does the renewable percentage apply to all usage, and are RECs bundled or separate?
  • Which resources and geographic region are represented?
  • Who handles delivery outages and billing complaints?
  • Where can I verify the offer with the utility or regulator?

Scope and date notes

This guide applies to U.S. household comparisons. State and utility rules control eligibility, disclosures, taxes, delivery charges and cancellation rights. No nationwide current rate or fee can substitute for an address-specific calculation. EPA’s six-to-36-month contract range and examples of 30%, 50% and 100% renewable content describe a product category, not a promise about any particular provider or current offer. Likewise, the 62-program utility green-tariff figure is specifically an October 2023 status snapshot.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
