Compare data-center bids on annual resource demand first, and efficiency ratios second. Require every bidder to use the same facility boundary, reporting year, IT-load scenario, weather assumptions, units and meter locations. Collect annual facility energy, annual IT energy, PUE, total and potable water, WUE, cooling-system details, water sources, renewable-energy accounting and any heat-reuse claim in one normalized schedule. A low PUE or WUE is not enough if one proposal reports a smaller boundary, a different climate or a lighter workload.
The practical test is reproducibility: another reviewer should be able to calculate each ratio from the supplied meter readings and understand which energy and water flows are included. Set project-specific performance requirements only after accounting for workload, geography, water availability and contractual scope.

Set one comparison boundary before looking at ratios
Most misleading comparisons begin with different definitions of “the data center.” Put the boundary in the request for proposal and make bidders sign off on it. The boundary should identify the buildings, rooms, cooling plant, electrical plant, offices, shared services and any landlord systems included in reported values.

1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesDefine the reporting period
Ask for a complete 12-month operating period, or a modeled annual year clearly labeled as a forecast. State the calendar or fiscal year, whether the figures are measured or estimated, and how partial-year operations, expansion phases and commissioning energy are treated. A proposal that combines a measured summer with a modeled winter is not directly comparable with a full-year measured result unless the method is disclosed.

Define the IT load
Require the same IT-load scenario from every bidder: installed and expected average IT power, peak power, utilization, rack density, storage load, network equipment and growth schedule. Request annual IT energy in the same unit as facility energy. A facility operating at a low utilization can show a different PUE than the same plant at a higher load, even when its equipment is unchanged.
Include every relevant energy input
For the facility boundary, request electricity purchased from the grid, electricity generated on-site, fuel used by generators or boilers, and energy used by cooling and ancillary systems. Ask bidders to identify backup-generator energy separately rather than burying it in an annual total. The European Union reporting method treats multiple energy inputs as part of the data-center energy boundary and calls for separate measurement of backup-generator energy.
Use PUE and WUE correctly
Ratios make proposals easier to scan, but they do not replace absolute demand. Require the numerator, denominator, units and measurement points behind every ratio.

|---|---|---|---|
| PUE | Total data-center energy (EDC) divided by IT-equipment energy (EIT) | Non-IT energy used per unit of IT energy under the stated boundary | Total annual energy, absolute carbon impact, water demand or local water stress |
| EU WUE | Total water input (WIN) divided by IT energy; the bidder must state the category, boundary and units | Water input associated with each unit of IT energy | Whether the water is potable, where it came from, or off-site water used to produce electricity unless that broader boundary is included |
| DOE site-based WUE | Annual site water use divided by total energy drawn by IT equipment; commonly expressed in litres per kilowatt-hour | On-site water intensity of the facility | Water consumed off-site to produce the facility’s energy |
| DOE source-based WUE | A broader measure that adds off-site water used to produce the energy consumed on-site | Water impact across the energy supply chain | A directly comparable figure when another bidder reports only site water |
| Energy Reuse Factor (ERF) | Energy delivered outside the facility boundary for useful substitution, as defined by the reporting framework | Context for claimed heat or energy reuse | A substitute for reporting total energy use |
| Renewable Energy Factor (REF) | Renewable-energy contribution calculated under the applicable framework | Context for renewable supply and generation | Proof that the facility uses less electricity or water |
Under the EU definition, PUE is total data-center energy divided by IT-equipment energy. A lower value means less non-IT energy per unit of IT energy on that definition, but a low ratio can still accompany a large facility with a large absolute load. Always place annual megawatt-hours beside PUE.
WUE is especially sensitive to scope. Ask whether the numerator is total water input, water consumed, make-up water, discharge or another category. Require total water input and potable-water input as separate annual figures, with litres and the denominator in either megawatt-hours or kilowatt-hours. Do not compare a site-only WUE with a source-based WUE without labeling the difference.
Request a standardized bidder data sheet
Give every bidder the same fields and reject answers that provide only a headline ratio. The following schedule covers the minimum information needed for a defensible comparison.
| Compare | Request from every bidder | Why it matters |
|---|---|---|
| Facility energy | Annual total energy at the stated facility boundary; electricity, fuels and cooling energy itemized; backup-generator energy shown separately; reporting year and measured-versus-estimated status | Prevents a narrow electrical boundary or omitted fuel use from making one proposal look smaller |
| IT energy and PUE | Annual IT energy, meter location, meter class or method, IT-load profile, PUE calculation and expected range at stated loads | Makes the ratio reproducible and exposes utilization assumptions |
| Water | Annual total water input, annual potable-water input, other sources, units, WUE category and calculation | Stops a broad water boundary from being compared with a potable-only or cooling-only figure |
| Cooling | Cooling topology, tower or evaporative processes, setpoints, humidity range, economizer hours, blowdown approach, make-up water and seasonal operating assumptions | Cooling decisions drive both energy and water use |
| Local conditions | Site location, weather data set, cooling-degree or equivalent basis, design temperatures, water-stress constraints and discharge limits | Climate and local water availability change the meaning of an efficiency claim |
| Energy sourcing | Grid supply, on-site generation, annual renewable energy, contractual instruments, power-purchase agreements and accounting method | Separates physical electricity use from contractual renewable claims |
| Heat reuse | Quantity delivered outside the facility boundary, temperature and quality where relevant, recipient, useful application and substitution calculation | Tests whether “reuse” displaces energy outside the site rather than merely recirculating heat internally |
| Evidence quality | Meter list, calibration or verification, estimation method, missing loads, reporting owner, independent assurance and data-completeness statement | Shows whether the proposal can be audited after award |
Normalize proposals step by step
- Write the boundary into the RFP. Define included buildings, electrical and mechanical systems, shared services, tenant equipment, generators, fuels, water meters and discharge points. State how mixed-use buildings are allocated.
- Freeze the workload scenario. Provide expected average and peak IT load, rack density, utilization, growth and operating hours. Ask bidders to return results for the same scenario and to identify any load they exclude.
- Specify units and period. Request annual kWh or MWh for energy, annual litres or cubic metres for water, and clearly labeled denominators for PUE and WUE. Require a full annual period or a transparent model for missing months.
- Collect raw totals before ratios. Obtain facility energy, IT energy, total water and potable water first. Have the procurement team recalculate PUE and WUE from those totals.
- Map every meter. Require a one-line diagram or meter schedule showing where facility and IT energy are measured, and a plumbing diagram showing total, potable, reclaimed and cooling make-up water meters.
- Align climate assumptions. Have bidders use the same weather source or provide a sensitivity case for the agreed location. Record design dry-bulb and wet-bulb temperatures, humidity limits and economizer availability.
- Separate physical and contractual energy claims. Ask for electricity physically delivered to the site, on-site generation and renewable certificates or contracts as distinct fields. Do not subtract a contractual renewable instrument from the facility’s physical energy demand.
- Score resource demand and resilience separately. Compare annual energy, peak demand, water volume, potable-water dependence, outage exposure and drought restrictions in separate columns. A facility can be efficient yet vulnerable to a local water interruption.
- Convert assumptions into contract terms. Define the measurement method, reporting frequency, allowed variance, corrective action and remedies if measured performance differs from the bid.
Examine cooling design and operating trade-offs
Cooling is where energy and water decisions are most tightly linked. Ask for a schematic and an annual operating narrative rather than accepting labels such as “air cooled,” “hybrid” or “water efficient.”

Setpoints and humidity control
The U.S. Department of Energy’s guidance explains that raising temperature setpoints and widening humidity-control ranges can enable more air-side economizing, provided the IT equipment remains within its permitted environmental envelope. Savings depend on how far setpoints change and on outdoor temperature and humidity. Require bidders to state the proposed temperature and humidity ranges, control tolerances and any seasonal reset strategy.
Air management
Hot-aisle and cold-aisle separation, containment and reduced mixing can permit higher chilled-water temperatures and lower airflow. A DOE guide cites a potential 20% reduction in chiller energy for these practices in the referenced context. Treat that figure as a context-specific opportunity, not a guaranteed saving for a particular site. Ask for the airflow design, containment scope, fan-power assumptions and commissioning test that would demonstrate the claimed result.
Air-side and water-side economizers
Air-side economizing uses suitable outdoor air instead of mechanical cooling. Water-side economizing can reduce chiller energy, but its water consequences depend on the system and on cooling-tower operation. Cooling towers use water through evaporation and blowdown; request annual evaporation, blowdown, make-up and treatment volumes separately. Also ask how many hours the model assumes for each economizer mode and what happens during smoke, pollution, high humidity or extreme temperatures.
Evaporative and hybrid systems
A system that reduces compressor electricity may increase water input, while a system that minimizes on-site water can increase electricity use. The European Commission notes that both cooling technology and climate affect WUE. Do not call a design “water-free” or “more efficient” without stating the boundary, climate, annual operating profile and associated energy effect.
Interrogate water sources, quality and local risk
Separate total and potable water
Request annual total water input and annual potable-water input as separate values. Identify municipal potable supply, reclaimed water, rainwater, groundwater and other sources, along with treatment requirements and reliability. The EU definition limits water attributed to a data center in a mixed-use building to data-center-related equipment and operations, so require the allocation method when a landlord meter serves multiple users.
Ask what consumes the water
Break the total into cooling-tower evaporation, blowdown, humidification, water treatment, domestic use, irrigation and other process loads. Include discharge volume and quality where permits or local limits matter. A low WUE achieved by excluding domestic or treatment flows is not comparable with a proposal that includes them.
Check drought and interruption scenarios
Ask how the cooling plant operates during potable-water restrictions, reduced allocation, treatment failure or a temporary loss of reclaimed supply. Require the maximum expected potable-water draw, emergency make-up source, storage duration and any associated energy penalty. Water availability is a site-risk question, not just an efficiency score.

Make climate and workload assumptions visible
Two facilities with identical cooling equipment can report different annual energy and water use because of weather. Require the location, weather file, design extremes, annual temperature and humidity profile, and assumed economizer hours. If proposals are for different locations, compare both the modeled resource demand and the local constraint: a lower WUE in a cool region may not be transferable to a hot or water-stressed site.

Treat renewable energy and heat reuse as additional dimensions
Renewable-energy claims
Request annual renewable energy in megawatt-hours and identify whether it comes from on-site generation, a power-purchase agreement, green tariffs, guarantees of origin or another contractual instrument. The EU framework distinguishes renewable energy from guarantees of origin, power-purchase agreements and on-site sources. Keep those categories separate from physical electricity consumed at the facility.
Renewable procurement can reduce reported market-based emissions, but it does not make the facility’s electrical load, peak demand or cooling-water requirement disappear. Score renewable supply after comparing absolute energy and water on a common boundary.
Heat reuse
If a bidder claims heat reuse, request the quantity delivered outside the facility boundary, the recipient and the useful service that it replaces. Under the EU reporting approach, reused heat is counted at the facility boundary when it substitutes for energy use outside the facility. Internal heat movement or a theoretical future connection should not be scored as delivered reuse.

Ask who owns each meter, how often data are collected, how meters are calibrated, which loads are estimated and how missing data are handled. Require a data-completeness statement and independent verification where the contract value or regulatory exposure justifies it. The European Union’s technical reporting work emphasizes data quality and completeness; a precise-looking ratio with unmeasured loads is weaker than a transparent estimate.
Define a measurement and verification plan
- List every energy and water meter, its location, unit and responsible party.
- State whether readings are revenue-grade, submeters or modeled allocations.
- Define the annual reporting date and treatment of leap years, outages and commissioning.
- Require separate disclosure of estimated, missing or landlord-supplied data.
- Specify how PUE and WUE are recalculated when IT load, tenancy or building use changes.
- Require an annual report containing raw totals, ratios, assumptions and variance from the bid.
Use guarantees that match the comparison
Guarantees should apply to the same boundary and workload used for award. Set project-specific thresholds rather than a universal PUE or WUE cutoff: the appropriate requirement depends on facility type, workload, geography, climate, water availability and contractual scope. Tie any remedy to measured performance, documented exclusions and an agreed adjustment process for changes outside the provider’s control.

Build a decision matrix that does not hide trade-offs
Use a weighted matrix only after all bidders complete the common data sheet. Keep absolute resource demand visible alongside ratios.
| Decision field | Recommended comparison | Review question |
|---|---|---|
| Annual facility energy | MWh per year at the agreed boundary and workload | Does the total include fuels, cooling and backup-generation energy? |
| Annual IT energy | MWh per year with meter point and utilization profile | Can the denominator be reproduced? |
| PUE | Recalculated from the two annual totals | Is a low ratio driven by a boundary or load assumption? |
| Total water | Litres or cubic metres per year, with source and process breakdown | What is consumed by evaporation, blowdown and treatment? |
| Potable water | Annual potable input and percentage of total | What happens during drought or supply interruption? |
| WUE | Category, units and numerator aligned across bids | Is this site-based, source-based or another definition? |
| Peak demand and resilience | Electrical peak, water peak, storage and backup assumptions | Could an efficient annual average still create an unacceptable peak? |
| Renewables and reuse | Physical and contractual renewable energy; delivered heat reuse | Are claims additional to, rather than substitutes for, absolute demand? |
| Evidence quality | Metering, completeness, verification and contractual reporting | Can performance be audited after occupancy? |
Common proposal pitfalls and how to correct them
A headline PUE without annual MWh
Problem: The bidder offers a very low PUE but no facility or IT totals.
Correction: Require both annual totals, meter points, load assumptions and the recalculated ratio.
WUE values with no category
Problem: One proposal reports site water while another includes upstream water for electricity generation.
Correction: Label site-based and source-based WUE separately and compare only aligned definitions.
“Waterless” cooling language
Problem: A design omits cooling-tower water but excludes treatment, humidification, domestic use or off-site water.
Correction: Request total and potable water, process-level breakdowns, boundary and annual operating assumptions.
Best Value
Renewable certificates treated as lower consumption
Problem: Contractual renewable instruments are subtracted from physical electricity demand.
Correction: Report delivered electricity, on-site generation and contractual instruments in separate fields.
Best-case weather or utilization
Problem: A model assumes unusually mild weather or a lightly loaded IT hall.
Correction: Set the common weather file and IT scenario, then request sensitivity cases for extremes and growth.
Unverified shared-building allocations
Problem: A mixed-use facility allocates water or energy with an unexplained percentage.
Correction: Require submeter locations and the allocation formula; apply the EU mixed-use principle that only data-center-related equipment and operations belong in the data-center figure.
Questions to send each provider
- What exact rooms, systems, fuels and shared services are inside your facility-energy boundary?
- Where are facility-energy and IT-energy meters located, and how are readings validated?
- What annual IT load, utilization, rack density and growth assumptions produce the quoted PUE?
- What are annual total water and potable-water inputs, by source and by process?
- Which WUE definition and units are you using, and does it include off-site water for energy production?
- How much water is expected for evaporation, blowdown, humidification, treatment and domestic use?
- What temperature, humidity, economizer and weather assumptions drive your cooling model?
- How does the plant operate during drought, poor outdoor-air quality, extreme heat or a loss of reclaimed water?
- What renewable energy is physically generated or delivered, and what portion is contractual?
- How much heat is delivered outside the boundary, to whom, and what external energy use does it replace?
- Which values are measured, estimated or missing, and what independent verification is available?
- Will you guarantee measured annual performance using the same boundary, workload and method used for this bid?
Use published benchmarks as context, not pass-fail rules
The European Commission’s 2026 assessment reports an average EU WUE of 0.58 and a reported Member State range from 0.07 to 1.28. The report notes substantial differences among Member States and that some averages are influenced by a small number of large facilities. Treat those figures as context for variation, not a universal target; confirm the report’s stated units and methodological notes when citing them in a procurement record.
Recommended Free Tools
The DOE’s 2024 guide defines site-based WUE as “the ratio of the annual site water usage to the total energy drawn by all IT equipment.” That definition is useful only when the site boundary, IT-energy denominator and units match across proposals.
Make the award decision on transparent totals
The strongest proposal is not automatically the one with the lowest PUE or WUE. Choose the bid whose annual energy and water demand is lowest or best aligned with your constraints after equalizing boundary, climate, workload and measurement method. Then weigh potable-water exposure, peak demand, drought resilience, renewable sourcing, delivered heat reuse and evidence quality as separate attributes. Put the agreed definitions and reporting schedule into the contract so the winning proposal can be tested against measured performance rather than a favorable sales-case ratio.
